  • TALKS IN SALONIKA OVER "MACEDONIAN QUESTION"

    The FRY Foreign Minister Vladislav Jovanovich is arriving on a one-day visit to Salonika today, at the invitation of the head of the Greek diplomacy Karolos Papoulias. According to news in Athens, the talks between the two diplomats will focus on the "Macedonian question." The visit, which comes at the initiative of Greece, aims at clearing up the "misunderstandings" which appeared after the recent statements of the minister Jovanovich in relation to the recognition of the Republic of Macedonia. In the wake of today's talks in Athens, it is mentioned that Jovanovich asked Macedonia to recognize the continuity of Yugoslavia, in exchange for the establishment of diplomatic relations with Macedonia. It is immediately noted that this condition differs greatly from the alleged obligation that President Slobodan Milosevich took on, according to which Yugoslavia will establish diplomatic relations with Macedonia as soon as the differences with Greece are resolved.

  • LAW FOR PERSONAL I.D. CARD PASSED

    The Law for I.D. card, according to which the names of the members of the nationalities, except in Macedonia, will also be written in the language and letter of the nationalities, was adopted in the Macedonian Parliament yesterday. 73 MPs voted "for," while one each abstained and voted "against." The MPs from the Albanian political parties did not take part in the discussion and voting that followed, due to, as they stated "majorization and disregard of the rulebook." Otherwise, the law was in parliamentary procedure for three years, and the reason for the delay was misunderstanding over the use of the languages of the nationalities in this document.

    Out of 30 tabled amendments, the Government accepted three, among which the amendment made by Filip Musovski (SDAM) was more essential, according to which the coat of arms will not be printed on the I.D. card until it is not adopted.

  • FRCKOVSKI: "LAW WITH A GOOD BALANCE"

    In his address before Parliament, the Minister of Interior Affairs Ljubomir Frckovski emphasized that the legal solution is an exceptionally good balance as it retains the framework of the Constitution, but also absorbs the solutions for protection of the identity of the citizens. "The personal I.D. card is a monolingual document in the official Macedonian language, while it also expresses the identity of the bearer, with a transcription of his name, except in Macedonian language, also in the language and letter of the bearer," said Frckovski.

    In the debate, the SDAM MPs supported the law, underlining that "the issue at hand is not bilingualism, but transcription and that the I.D. card can not be discrimination against the Albanians." The speaker from LP, in spite of this party's support of the Government's solution, expressed his personal stand "against," under the explanation that "a document that applies to territory of an entire country can not be written in two languages." The speaker from DPM noted that all the neighbors have bilingual I.D. cards, while a representative from SP voiced the dilemma whether to support the proposal "if it is believed that it presents a political solution that leads to full bilingualism."

    After the adoption of this law, practically without any debate, the Parliament passed the laws for registry book filing and personal name, as well as the amendments to the laws for the foundations of safety in traffic and traffic safety, which enables a reduction in the number of traffic fines. The proposal for the adoption of a law for public gatherings was also accepted, with the note to take into consideration the remarks of the parliamentary commissions in the preparation of the law.

    The MPs did not accept the proposal made by Dzeladin Murati for supplementing the law for specialized secondary education.
