  1. GLIGOROV SENDS CONDOLENCES TO FAMILY OF DECEASED
    The President of the Republic of Macedonia Kiro Gligorov sent a telegram to the family of the tragic victim in the unrest in Mala Rechica, with the following contents: "Please allow me to express my deepest condolences for the great loss your family has suffered with the tragic death of your son, husband and father Abduselam Emini.

    Such unnecessary and senseless casualties serve to remind us how crucial the mutual respect of the peace and security of all our citizens is, the tranquility of our families and the future of our state, in times of war, conflicts and intolerance, as well as the readiness of all, within the framework of the system and its institutions, with mutual understanding, to settle all the problems, and even the most complex ones. Only that path promises us a better common future. Once again, I would like to express to you my sympathies for your deepest pain," is said in the telegram.

  2. TETOVO: SITUATION CALMER - TENSION REMAINS
    After the heavy incident in the village Mala Rechica on Friday, yesterday, the situation in Tetovo was still very tense, the Macedonian media reports. The police, which mostly spent the night in the suburb, in front and around the "university object" in Mala Rechica, withdrew in the early morning hours. According to "Nova Makedonija," the Interior Ministry made this decision as a result of the request of the Tetovo assembly, addressed to President Gligorov, the prime minister and the foreign minister.

    The funeral of the deceased Emini was attended by over 10,000 people, while the ceremony passed without any police presence. The people started gathering after 10.00 A.M., firstly in front of the house of the Emini family. In the next two hours, the number of people reached over 10,000. Representatives from the OSCE, as well as a large number of reporters from Macedonia and abroad were noticed standing in front of the entrance to the cemetery, while the entire happening was monitored by members of UNPROFOR from the surrounding hills.

    After the funeral, a large number of citizens headed for the police station in the town, to demand the release of Fadil Sulejmani, who was arrested by the police during the night.

    The situation in front of the police station, as "Nova Makedonija" reports, was tense and nervous. The people were chanting "Fadil, Fadil." Special police units positioned themselves in front of the masses, following the course of events. It did not come to any physical or verbal contacts between the police and the masses. They disbursed peacefully, after they were addressed by the member of the Macedonian Parliament Sali Ramadani, who told them that the release of the people taken in by the police would be negotiated, and that, if necessary, they would come to the same place again, but with "one hundred thousand people."

  3. BARRICADES IN POROY
    In yesterday's report, the private TV from Skopje "A1" showed the barricades set up in the village Poroy, in front of the building of the "faculties of law and economics" which was controlled by the local villagers. Redzep Seljami, president of the local community stated that "the protection of this object is the will of the people, who decided to take this course of action at their own initiative." "This object will not fall as long as we are alive," he said.

  4. MEETINGS OF ALBANIAN PARTIES BEHIND CLOSED DOORS
    "Nova Makedonija" comments that the relative calming of the passions in Tetovo was partly owed to the announcements issued by the political parties of the Albanians and the appeal from the Tetovo assembly to the citizens to keep their dignity "and not to succumb to any kind of provocations, by any side, so as to keep the peace and co-existence in these regions."

    The parties PDP, NDP and Albanian Democratic Alliance - Liberal party (ADA-LP) started a joint meeting in the early morning hours, behind closed doors, which was also attended by representatives of the assemblies of the municipalities of Tetovo, Gostivar, Debar and Struga, as well as the ministers and MPs from PDP. The only ones not to attend this meeting were representatives of the seceded PDP wing.

    According to what could be found out, this meeting did not focus only on the university, but also the eventual decision to walk out of the institutions of the system and to proclaim political autonomy.

  5. TACHI: "IF NECESSARY, WE WILL BE KOSOVO"
    The president of the seceded PDP wing Menduh Tachi stated for "Nova Makedonija" yesterday that "the threats of the Government and the minister Frckovski, and the president of the state Gligorov came true." "The blame for the tragic epilogue is beared by the Government and Gligorov," said Tachi, "as they didn't find it necessary to even talks about the 'project university'."

    Tachi especially underlined that it was necessary for the parties of the Albanians to review their participation in all spheres of life in the Republic of Macedonia. To the question whether that creates a situation similar to that on Kosovo, Tachi replied affirmably, listing all elements, such as boycott and civil disobedience.

  6. MIRKO SIMJANOVSKI (DEMOCRATIC PARTY OF MACEDONIA FROM TETOVO): "JUSTIFIED, BUT LATE MEASURES"
    "Now everyone is concerned about the situation in Tetovo, which developed over the question of the 'university in Albanian language'. Our party warned against this openly in Parliament a long time ago, but that was not taken seriously. We justify the measures taken by the Government, but we consider them to be too late. From the beginning, we considered the 'university', as a specific educational question, to be only a part of the great Albanian strategy 'ILIRIDA' and for annexation of the western part of Macedonia to Albania. We are sorry for the wounded and the deceased, we are appealing to keep the dignity and peace, but we feel that the words of the 'rector', according to which 'two hundred thousand Albanians will defend the classes', was a call to the Albanians to come out on the streets," stated Mirko Simjanovski from the Democratic party of Macedonia (Tetovo).

  7. CRIMINAL CHARGES AGAINST FADIL SULEJMANI AND ANOTHER FOUR
    Following the incidents in Mala Rechica, the Interior Ministry arrested five people. Namely, Fadil Sulejmani, the self- proclaimed rector of the university in Tetovo, Miljaim Fejzi, Arben Rusi, president of the humanitarian organization "El Hilal" - Tetovo, Sabani Kemal and Arben Murtezani. Criminal charges have been brought against these five, according to the articles 205, 206 and 218 from the Criminal law of the Republic of Macedonia, under the suspicion of calling people for resistance, participation in a mass that obstructs official persons from carrying out their official activities, illegal possession of firearms or explosive materials.

    The Under Secretary Gjurev emphasized that the house of Saban Kemal was searched, following which it was determined that he possessed two pieces of firearms, and automatic rifle and a gun with ammunition.

    The Interior Ministry expects the charges to be accepted, which will be submitted to an investigative judge.

  8. DIME GJUREV: "OPEN QUESTION WHO SHOT EMINI"
    The Under Secretary in the Interior Ministry Dime Gjurev announced at last night's press conference that according to the forensic report, the deceased Emini died from a gun shot wound in the chest. That way, Gjurev denied rumors that Emini died from machine-gun fire. The findings of the experts were supported in the press conference by photographs of the victim in this incident. Emini was shot from a distance of only 60 cm, with a 7,62 mm calibre gun, that is a M-57 (popularly called TT pistol).

    Gjurev explained that a very small number of police officers own such a weapon, but also that such a gun can easily be bought on the market, at a relatively cheap price, so it is possible that it could have been used by the police, but also by the citizens in Mala Rechica.

    Otherwise, most of the policemen were equipped with the guns "Zastava CZ-99 (9 mm), while the special task units were carrying "Broving-hesler" guns (9 mm).

    Under Secretary Gjurev emphasized that it was a civil obligation to uphold the decrees of the Criminal law and the Law for violation proceedings. "Regardless of the national affiliation of the people who do not respect the law, the Interior Ministry will treat them equally," said Gjurev.

    The competent department, as it was stressed in yesterday's press conference, is continuing its efforts to determine the participants in the Mala Rechica incidents, while the arguments speak of more committed violations. Otherwise, the situation in Tetovo and the surrounding areas, according to under secretary Gjurev, is normalized. Yesterday, Emini was buried, while a part of the funeral procession headed toward the premises of the Tetovo Interior Ministry branch, with demands, which according to Gjurev, could not be fulfilled. According to Gjurev, this protest passed without any consequences.

  9. MAX VAN DER STOEL IN SKOPJE
    The OSCE office in Skopje confirmed for MIC today that the OSCE High Commissioner for inter-ethnic issues Max van der Stoel is due to arrive in Skopje later today.

    REACTIONS TO TETOVO INCIDENTS

  10. UN - HUGO ANSON: "We are still continuing to follow the developments in Macedonia with great attention, including Tetovo. We received the news about the violent incidents that occurred there with deep regret, and called on all sides to follow the path of dialogue, good will, compromise and restraint. The United Nations call on all sides to act in accordance with the Constitution and laws of this Republic.

    The UN Security Council has promised to provide respect for the sovereignty and territorial integrity of FYROM. We call on all citizens of this Republic to regard themselves foremost as citizens, and then as members of various ethnic groups and to continue with the mutual strengthening of the friendship and understanding within the framework of the law. Too much can be lost with confrontation, and so much can be gained with the deepening of the cooperation."

  11. OSCE - TORE BOGH: "It is with deep regret that I have received the news that there have been violent incidents in the Tetovo area today, according to some reports, even with the loss of life. We in the OSCE Mission hoped that both the organizing committee of the university and the authorities would show maximum restraint in order that the situation should not get out of hand, especially in view of the high level of tension which prevailed.

    I still do not have sufficient information in order to give an assessment of what happened today. Besides, it is not my job to allocate blame. I can only say that I am deeply disturbed by what I have heard. I sincerely hope that the events today will not bring with them further unrest. Because that is something that neither this country nor the Balkan region needs."

  12. KOSOVO - IBRAHIM RUGOVA: In the letter sent to the Macedonian President yesterday, the leader of the Kosovo Albanians Ibrahim Rugova demands an explanation for the events in Tetovo. At the same time, he wants the "work of the university and its registration to be made possible in the shortest possible period."

    The letter says: "The demands of the Albanians in Macedonia should be resolved with political means, as that would contribute to better relations between Kosovo and Macedonia."
