    HURRIYET (LIBERAL)

    GOOD INDICATIONS IN ECONOMY
    Carlo Cottarelli, the Chief of IMF Turkey Desk said there are signs indicating that the Turkish economy came out of stagnation and stated that the economy's recovery depended on the government's policies. The IMF members who talked with Turkish Industrialists' and Businessmen's Association (TUSIAD) and bank executives said Turkey can achieve political and economic stability if she uses this opportunity well.

    CONSTITUTION TO CHANGE FOR INTERNATIONAL ARBITRATION
    International Arbitration which became a key for the implementation of international infrastructure projects in Turkey will take place in Turkish Constitution through adjustments made in Articles 47 and 125. The Ministry of Energy was affected most when the Council of State did not approve International Arbitration. Cumhur Ersumer, the Minister of Energy stated that they are planning to change the articles before the end of this year. ''Our goal is to find a solution to everyone's problem without by-passing the Council of State,'' Ersumer said.

    MILLIYET (LIBERAL)

    PARTNERS SAY DIFFERENT THINGS
    The coalition partners are making different statements about the wage increase of civil servants. Mesut Yilmaz, the leader of the Motherland Party says even a ten percent increase is hard to get while Prime Minister Ecevit says it is the inflation which will determine the wage increases. Sumer Oral, the Minister of Finance, on the other hand, said the government must act according to the budget realities and pointed out that the wage increase might remain lower than the inflation.

    COTTARELLI DEMORALIZES STOCK MARKET
    The stock market which raised hopes for IMF was disappointed when Carlo Cottarelli, the Chief of IMF Turkey Desk, stated that it was too early to make an agreement between Turkey and IMF. Cottarelli's statements carried good intentions, but he was cautious at the same time. The interests also increased after Cottarelli's announcements which displeased the stock market. On the other hand, Mesut Yilmaz, the leader of the Motherland Party said that with an optimistic estimation, Turkey has a budget deficit of eight quadrillion (20 billion US dollars) and it was hard to find foreign credit with these big holes in economy. Yilmaz's statement also affected the stock market negatively.

    FIRST STEP FOR CIVILIAN DGMs

    Proposal envisaging change in the 143rd Article of the Turkish Constitution regarded with the structure of the State Security Courts (DGMs) was adopted by the Parliamentary General Assembly at the first round of voting. Second round voting will be held on Friday. The first article of the proposal. The article was accepted with 358 for and 81 against vote while the second article of the proposal was accepted with 359 for and 68 against vote.

    EU AND TURKEY SHOULD EXERT EFFORTS
    Karen Fogg, the Representative of European Union (EU) to Ankara, said that it is inevitable that Turkey and EU should exert efforts to put the relations in a new track in a period when relations hit the bottom. Addressing a meeting staged by Foreign Capital Association (YASED), Fogg said EU's expansion concept should also be expanded, adding that there were many threats yet that there was required political willingness to meet these.

    FOGG, EU'S REPRESENTATIVE TO ANKARA: ''NEW ERA IN RELATIONS''
    Karen Fogg, the European Union (EU) Representative to Ankara, said that they have taken positive steps in the meetings with Premier Bulent Ecevit; adding that the relations between Turkey and the EU can improve. Fogg noted the new government formed by the premiership of Bulent Ecevit will exert efforts for the Turkish-EU relations.

    COTTARELLI: ''TURKEY IS AT A TURNING POINT''
    The delegation which is headed by Carlo Cottarelli, Chief of the Turkish Desk of the International Monetary Fund (IMF), started its contacts in Istanbul. The delegation held contacts with the business world, money and finance sectors of Turkey. Cottarelli said that they observed a development in Turkish economy and that Turkey is at a turning point.

    PREMIER ECEVIT UNEASY ABOUT DEVELOPMENTS IN KOSOVO
    Premier Bulent Ecevit got information from General Huseyin Kivrikoglu, Chief of General Staff, about the developments in Kosovo. Ecevit said that the future of Kosovo is very suspicious. Ecevit said, ''there is a possibility that Kosovo can be divided into a few parts. A political solution for Kosovo dispute can be taken into the agenda as soon as possible.''

    RADIKAL (LEFT)

    CAKICI, NOTORIOUS MAFIA BOSS, APPLIES FOR EXTRADITION
    Alaattin Cakici, notorious mafia boss who was captured in France in August, applied to French authorities demanding his extradition to Turkey. Cakici said that the conditions and the treatment in the prison where he is kept for ten months, are like the Nazi tortures.

    A SURPRISE ISTANBUL TOUR
    'Service Plan', a leading German advertisement company, arranged a tour to Istanbul to reward its workers. Brigit Hoock, the Public Affairs Manager, said that 170 workers did not know where they were going until they concluded the procedures at the airport, adding that they got very pleased when they heard that they were coming to Istanbul. Hoock said that they choose Istanbul because Istanbul is not only a bridge between Europe and Asia, but also a city rich in historical and touristic places.

    OVERTIME WORK AT PARLIAMENT
    The Parliamentary General Assembly extended the working days and hours of the parliament. The ruling and opposition parties at the parliament could have a compromise in extending the working hours and days of the parliament in the voting held yesterday. THe parliament will work from 2.00 to 7.00 p.m. and from 8.00 to 11.00 p.m. on Wednesdays, Thursdays and Fridays and will convene at 2.00 on Saturday.

    TÜRKİYE (RIGHT)

    ECEVIT EXPRESSES CONCERN OVER FUTURE OF KOSOVO:
    Prime Minister Bulent Ecevit expressed concern over future of Kosovo, saying, ''Kosovo may be divided into several regions. A political solution for Kosovo crisis should be brought onto agenda immediately.''

    IMF'S POSITIVE MESSAGE
    Carlo Cottarelli, Chief of International Monetary Fund (IMF) Turkey Desk, said that Turkish economy is on a turning point. The IMG delegation visited the Turkish Industrialists and Businessmen Association (TUSIAD). Cottarelli added that they are interested in making new arrengements with Turkey, adding that this is up to new government programme.

    PRESIDENT DEMIREL DUE TO MOLDOVA
    President Suleyman Demirel will pay an official visit to Moldova on Thursday to participate in the ceremony that will be held due to the completition of the first stage of the project aiming at bringing spring water to Gagoguz Region in Moldova.

    ORAL, FINANCE MINISTER: ''BUDGET DEFICIT IS 10 QUADRILLION TL''
    Sumer Oral, the Finance Minister, said that the budget deficit will exceed 10 quadrillion Turkish liras by the end of 1999 but that they try to limit the budget deficit at 8 quadrillion Turkish liras. Oral said that Turkey can hardly pay the salaries of the civil servants and the debts.

    SOROS, A STOCK DEALER, DUE IN TURKEY
    George Soros, a famous stock dealer and the founder of the University of Central Europe, will come to Turkey to give a conference titled ''Towards a Global Open Society.'' Soros will come to Turkey within the cooperation of Sabanci University and the University of Central Europe.

    [02] IMF DELEGATION VISITS IMKB

    ISTANBUL, June 16 (A.A) - The International Monetary Fund (IMF) delegation headed by Carlo Cottarelli, the Chief of IMF Turkey Desk, visited on Tuesday the Istanbul Stock Exchange (IMKB).

    When asked when the agreement will be signed if Turkey fulfilled the IMF's conditions, Carlo Cottarelli said that the aim of his visit was to record a progress in the IMF programme, adding that it is impossible to set aside time for the finalization of the programme.

    When reminded his statement saying, ''they see Turkey in a way at a turning point,'' affected negatively the stock market, Cottarelli said that he has no information on the issue, but the stock market can be effected by different factors.

    Cottarelli said that they will come together with representatives of the banking sector in Istanbul on Wednesday, and then they will proceed to Ankara.

    [03] LEADING GERMAN COMPANY REWARDS ITS 170 EMPLOYEES WITH TRIP TO TURKEY

    ISTANBUL, June 16 (A.A) - One of the leading advertising companies of Germany and also Europe, ''Service Plan'' rewarded its 170 employees with a trip to Turkey this year.

    Service Plan which has been rewarding its successful employees by sending them to a different country since 1996, selected Turkey for 1999.

    ''We preferred Turkey this year. We wanted our employees to see Turkey which is visited by 2,5 million Germans every year,'' said Brigit Hoock, the Public Relations Director of the company.

    The employees who found out that they were going to Turkey and Istanbul at Munich Airport said they were very pleased to have the opportunity to visit a city which bridges Asia and Europe.

    Ronald Kocken, one of the employees, stated that Turkey was a big surprise for him. ''The first thing that came to my mind was the movie 'Hamam'(Turkish Bath). I'll go to a Turkish bath as soon as I get there,'' Kocken said.

    [04] TURKISH COAST GUARD FORCES SEIZE A GREEK BOAT WHICH WANTS TO ENTER ILLEGALLY TO TURKISH WATERS

    IZMIR, June 16 (A.A) - Turkish coast guard forces seized a Greek-flagged boat which violated the Turkish waters and which wanted to enter illegally to Turkey on Tuesday.

    The officials from Izmir Coast Guard Commandership said that a Turkish Coast Guard Boat which was patroling around, stopped the Greek-flagged boat which violated the Turkish waters off shore Tekir Cape and captured 45 people who were in the boat.

    The officials added that the Greek-flagged boat carrying 45 people, would be taken to Kusadasi county of Aegean Aydin province on Wednesday morning.

    The officials noted that the 45 people who wanted to illegally enter into Turkey, can be Northern Iraqis and that the issue will become definite following the investigation which will be held on Wednesday.

    [05] MINISTER OF ENVIRONMNET AYTEKIN: ''WE MUST TAKE URGENT MEASURES TO FIGHT AGAINST EROSION''

    ANKARA, June 16 (A.A) - Urgent measures must be taken to fight against erosion and prevent destruction of fertile lands and various ecological elements in Turkey, Fevzi Aytekin, the Minister of Environment said in a written message he issued for the World Fight Against Erosion Day which will be celebrated on Thursday.

    Aytekin said erosion was a very important global environmental problem which also affected Turkey and it required cooperation to prevent it.

    Especially after 1950's, the nature of soil was spoiled because of many factors including the increase in population in rural areas, failure to follow up policies to protect soil, overuse of pastures to feed animals, forgiving those who harm forests, industrilization, urbanization, and booming of touristic facilities, the Minister explained.

    ''These factors destroyed our lands and increased the erosion's impact. Between 1950 and 1991, a total of 2.6 million hectars of forests perished because of fires, legal regulations, or were turned into fields or residental areas. The pastures which covered 44 million hectars of land in 1935 dropped to 22 million hectars today,'' the Minister explained.

    Turkey signed the Fight Against Desertation Agreement in February, 1989 which was prepared to restrain erosion which might have serious effects in the future on the natural resources and human health, Aytekin reminded.

    ''The agreement we signed aims to protect the natural life, soil, water resources, and biological varieties. We must take urgent measures in order not to lose the fertility of our lands, and protect the rich biological variety Turkey possesses,'' Aytekin stated and added that his ministry started activities to this direction.

    [06] PRODUCTION AND SELL IN AUTOMATIVE SECTOR INCREASE

    BURSA, June 16 (A.A) - The production and sellings in the automative sector of Turkey which faced difficult days due to the stagnation in world automative market and stagnation in domestic demand, increased in TOFAS and Oyak Renault factories, two Turkish giant automative companies; it was reported on Wednesday.

    The officials of the Turkish Metal Trade Union which cover the TOFAS and Oyak Renault automative factories told A.A correspondent that the two factories not only increased their production, but also prepare for putting new models of cars on the market.

    The workers of TOFAS and Oyak Renault started to work also on Saturdays to produce the new models. Oyak Renault plans putting Clio Sedan model on the market in September while TOFAS plans putting its Brava and Marea models on the market in October.

    The Oyak Renault factory produced a total of 21,222 automobiles in January- May period while it produced 6,904 automobiles in May.

    The workers in TOFAS Automative Factory are very pleased because the problems which were faced in the end of 1998 and in the beginning of 1999, are started to be overcome at TOFAS.

    TOFAS factory had to recess production for four times since the end of 1998 and had to dismiss many workers due to the stagnation in automative sector.

    TOFAS company works overtime since May and starts to produce 302 to 340 automobiles a day.

    [07] SIXTH INTERNATIONAL ASPENDOS OPERA AND BALLET FESTIVAL CONTINUES

    ANKARA, June 16 (A.A) - The 6th International Aspendos Opera and Ballet Festival continues, it was reported on Wednesday.

    Huseyin Akbulut, Director General of State Opera and Ballet said that in spite of negativities in tourism, the rate of participation in the festival is higher than the rate they expected.

    The 6th International Aspendos Opera and Ballet Festival began on June 12 with the ''Carmen'' of Georges Bizet which was performed by the Ankara State Opera and Ballet. The Ankara State and Ballet also performed the ''Aida'' of Giuseppe Verdi.

    Following the Presidential Symphony Orchestra's gala concert this night, the Mersin State Opera and Ballet will stage the ''Madame Butterfly'' of Giacomo Puccini on June 21.

    Aspendos will host the Croation State Opera and Ballet on June 23 while the Bulgarian Opera and Ballet will be the guest of the festival with the ''Othello'' on June 28.

    The Istanbul State Opera and Ballet will greet audience with the ''Carmina Burana'' of Carl Orff on July 1, and with the ''Hoffmann's Tales'' of Jacques Offenbach on July 3.

    The Vienna Philharmonic Orchestra will organize a ''Johann Strauss Night'' on July 5, and the Izmir State Opera and Ballet will perform the ''Giselle'' of Adolphe Charles Adam.

    The 6th International Aspendos Opera and Ballet Festival will end on July 10 with the ''Fidelio'' of Ludwig van Beethoven which will be performed by the Izmir State Opera and Ballet.

    [08] RELATIONS BETWEEN TURKEY AND FRANCE - PERIGOT, CHAIRMAN OF FRENCH FOREIGN ECONOMIC AFFAIRS COMMISSION: ''THE TURKISH BUSINESS WORLD HAS BEEN THE FULL-MEMBER OF THE EU FOR ELEVEN YEARS''

    ANKARA, June 16 (A.A) - Francois Perigot, the Chairman of the French Foreign Economic Affairs Commission, said on Tuesday that the Turkish business world has been the full-member of the European Union (EU) for eleven years.

    Staging a press conference at the French Embassy in Ankara within the framework of his contacts in Turkey and the Turkish-French Business Council Meetings, Perigot said they want to develop economic relations with Turkey, and they will encourage especially the small and medium scale French companies to make more investments in Turkey.

    Francois Perigot said they held meetings with President Suleyman Demirel, Prime Minister Bulent Ecevit; Hikmet Ulugbay, the Minister of State responsible for economy; Cumhur Ersumer, the Minister of Energy and Natural Resources, and other officials, and they exchanged opinions about economic problems of Turkey.

    Pointing out that they brought some issues into the agenda like international fortification and inflation accounting at the meetings with the Turkish government officials, Perigot stressed that the inflation accounting should absolutely be implemented in Turkey where there is chronic high inflation.

    Responding to a question, Perigot stated that there is not a very big difference between the Turkish business world and the countries which are the full-members of the EU, but the issue of Turkey's full-membership to the EU is a political decision.

    Aldo Kaslowski, the Co-Chairman of the Turkish-French Business Council, said that Turkey and France have very good business relations, and France is lobbying for Turkey at the EU platform.

    Aldo Kaslowski stated that they made a proposal to the government officials for the organization of KOFAS in Turkey which is a model of Turkish Eximbank in France, and this proposal will be evaluated by the Tresury.

    Responding to a question, Kaslowski said even a green signal from the International Monetary Fund (IMF) will be sufficient for the relations between Turkey and the IMF.

    [09] DISCUSSIONS ON BUDGET - FM CEM: ''WE ARE NOT VERY OPTIMISTIC IN KOSOVO ISSUE'' - ''WE DID OUR UTMOST ABOUT KOSOVO, BUT WE ARE NOT MUCH SATISFIED WITH THE RESULT''

    ANKARA, June 16 (A.A) - Ismail Cem, the Foreign Minister, said on Tuesday that they are not very optimistic in the Kosovo issue, and they should not think that things will get better in future.

    The Parliamentary Planning and Budget Commission started to discuss the Foreign Ministry's Draft for 1999 Fiscal Year Budget.

    Addressing the opening remarks, Foreign Minister Cem stated that Turkey has approached to the Kosovo issue in a serious manner, and explained the possible developments to the Western countries one year ago. Pointing out that Turkey earlier stressed that the NATO should intervene as soon as possible; otherwise, the Serbians will become more powerful, Cem said, ''we were partly successful in Kosovo issue. However, we couldn't be successful as we wished. If the developments could have happened according to our desires, the intervention could have been earlier, the grief of the refugees could have decreased and and there would not have been a shame of humanity.''

    Noting that the NATO air operation reached its target, Cem said that the alliance's working in solidarity and the war's not spreading through the region were very good developments.

    ''However, despite all of the developments, we are not optimistic in Kosovo issue. We should not think that the things will get better in the future. Turkey did her utmost about Kosovo issue but we were not much satisfied with the result,'' Cem stated.

    Noting that Turkey, with her stable policy for the Kosovo issue, led the world also in the humanitarian dimension, Cem said, ''in this issue, we once again proved to our allies that Turkey is a serious and determined country which fulfils her commitments.''

    Cem said that the serious work about the Kosovo issue continues at the Foreign Ministry and meetings are held every day to specify the things that can be further carried out.

    Pointing out that they are in contact with the Kosovar officials, Cem said Turkey will also take part in the interim administration which will be formed in Kosovo, and the Turkish police will be sent to the joint police force.

    Cem stated that if Turkey undertakes a responsibility in reconstruction of Kosovo, than this responsibility will be fulfilled through Turkish companies.

    Giving information about Turkey's relations with the European Union (EU) and the NATO, Foreign Minister Cem said the EU took a step in relations with Turkey, but the developments failed to reach the level wanted by Turkey.

    Stressing that Turkey did not give up membership to the EU, Cem said, ''we are trying to recover the relations and we will continue to do so.''

    Stressing that Turkey should be very cautious about the European Security and Defense Identity, Cem emphasized that the EU should not be allowed to use the NATO's military force and accumulation without getting permission. Noting that Turkey adopted a very serious manner against the issue, Cem recalled that also Turkey was called to ''join that force''.

    Pointing out that Turkey can gave support to that force at the level of the authority that she will be given, Cem said, ''it can't be if we won't have authority in the decision mechanism. We proposed that they can make use of the NATO's facilities after an unanimous decision of the NATO members by requesting permission at each time.''

    Stressing that Turkey is the side which does not have a complex in the relations with Greece and Turkey is the powerful side, Cem said Turkey has always been the side which seeks compromise.

    Ismail Cem emphasized that Greece was caught red-handed in front of the world during the apprehension period of Abdullah Ocalan and Turkey had the opportunity to openly show Greece's relations with terrorism.

    ''There is not very much thing that we can do about the relations as long as Greece does not give up her old habits about terrorism,'' Cem stressed.

    Ismail Cem said the Cyprus issue was moved a little onwards and the world, whose eyes were closed to statements of Turkey, were a little bit opened at last.

    Noting that Turkey's relations with the Middle East were pleasing, Cem said the relations with Africa have also been improved.

    [10] U.S.: ''VISIT OF ECEVIT WILL MAKE A CONSIDERABLE CONTRIBUTION TO THE RELATIONS BETWEEN TURKEY AND THE U.S.''

    WASHINGTON D.C., June 16 (A.A) - The U.S. State Department said that Prime Minister Bulent Ecevit's visit to Washington D.C. in coming months upon the invitation of the U.S. President Bill Clinton will make a considerable contribution to the development of the Turkish-U.S. relations on Tuesday.

    A U.S. State Department Spokesman told the A.A correspondent that Mark Parris, the U.S. Ambassador to Ankara, visited Premier Ecevit on June 11 and conveyed President Clinton's congratulations and invitation for the end of summer to him.

    Spokeman said there is not a definite schedule for Ecevit's visit to the U.S.

    Spokeman said President Clinton, in his message to Premier Ecevit, stressed that Ecevit's visit will contribute to the Turkish-U.S. relations.

    [11] PRESIDENT DEMIREL TALKS TO PAKISTANI PREMIER SHARIF ON THE PHONE

    ANKARA, June 16 (A.A) - President Suleyman Demirel talked to Nawaz Sharif, the Prime Minister of Pakistan, on the phone late on Tuesday.

    Issuing a statement, the Presidential Press Center said Demirel and Sharif discussed mostly the Kashmir issue.

    It said President Demirel expressed his sorrow over the tension which has escalated recently between Pakistan and India, and over the incidents between the two countries.

    Turkey has hoped since the beginning that a peaceful solution will be reached with dialogue in Kashmir within the framework of the international legitimacy and supported the efforts to this end. the statement added.

    [12] BROUHNS, BELGIAN AMBASSADOR TO ANKARA: ''WE BELEIVE IN INDEPENDENCY OF THE TURKISH JUSTICE IN THE TRIAL OF HEAD OF TERRORIST ORGANIZATION'' - ''WE HOPE THAT THE TURKISH JUSTICE WILL PROTECT THE TRANSPARENCY IN JUDGEMENT'' - ''THE PROBLEMS WITH YOUR NEIGHBOURS MAKE TURKEY'S EU MEMBERSHIP DIFFICULT''

    ANTALYA, June 16 (A.A) - Alexis Brouhns, the Belgian Ambassador to Ankara, said on Tuesday that they believe in the independency of the Turkish justice in the trial of the head of the terrorist organization.

    Staging a press conference, Brouhns, who is in southern Antalya province for the opening of the Belgian Honorary Consulate, said they hope the Turkish justice will protect its transparency in the trial of the head of terrorist organization.

    Stressing that they want the Turkish laws to be implemented in the trial, Brouhns said the defense of the accuse should be behaved respectfully.

    Recalling that Turkey is a member of the Council of Europe (COE), Brouhns said the COE recommended to annul capital punishment, adding that the death penalty should be annuled.

    Stating that there is a draft law to this end in Turkey, Brouhns said the decision will be taken by Turkish parliament.

    Ambassador Brouhns said there are some European Union (EU) member countries opposed to Turkey's membership to the EU.

    Noting that there is a criteria for being a EU member, Brouhns said, ''there are some economic and political criteria for being a EU member. The inflation is one of the economic criteria. Another criterion is the debts of the state. The political criteria are human rights and democracy. You have mutual problems with one of your neighbours and this makes your membership difficult. There is a need for a consensus for acceptance of membership. The 15 members of the EU should reach a consensus for this issue. There is a not a problem for Belgium about Turkey's EU membership'.'

    Noting that they support Turkey concerning EU membership, Ambassador Alexis Brouhns said, ''there has been a partnership between Turkey and the EU since 1963. Turkey also signed the Customs Union Agreement in 1995. This agreement led a development started in Turkey. The remaining thing is Turkey's joining the EU. The meeting in Luxembourg was not concluded in a good way for Turkey. Belgium and other EU members want Turkey to be the member of the EU. Efforts were extended for Turkey's candidacy at the Cologne Summit. However, unfortunately these couldn't be finalized. We are hopeful from the summit in Helsinki. Positive decisions may be taken in Helsinki.''

    Noting that economic and social relations between Turkey and Belgium have considerably improved in recent years, Brouhns said that a total of 200 thousand Turkish citizens are living in Belgium and almost 200 thousand Belgian tourists visit Turkey every year.

    Pointing out that the trade volume between the two countries reached 920 million U.S. dollars, Brouhns stated that the commercial and economic relations between Turkey and Belgium have strongly developed in recent years, and Belgium became one of the first ten biggest commercial partners of Turkey.

    [13] YAZIGI, PALESTINIAN ACTING MINISTER OF NATIONAL ADMINISTRATION YOUTH AND SPORTS, VISITS UNLU, MINISTER OF STATE RESPONSIBLE FOR SPORTS

    ANKARA, June 16 (A.A) - Ahmed Al-Yazigi, the Palestinian Acting Minister of National Administration Youth and Sports, visited on Tuesday Fikret Unlu, the Minister of State Responsible for Sports.

    Unlu and Yazigi decide to carry out joint activities which can be carried out within the framework of the Youth and Sports Cooperation Protocol that was signed between Turkey and Palestine on September 8, 1998, at the meeting in which also Fuat Yasin, the Palestine National Administration Ambassador to Ankara, participated.

    Noting that he came to Ankara to have the opinion of Unlu about the kind of activities that the two countries can carry out in the field of youth and sports, Ahmed Al Yazigi stated that the Palestine people are the brothers and sisters of the Turkish people, stressing the importance of activities in the field of sports and youth for friendship and brotherhood.

    Acting Minister Yazigi invited Minister Fikret Unlu to Palestine to make use of his experience in this field.

    Minister Unlu stated that there are warm relations between Turkey and the Palestine people, adding, ''the concept of peace is the only concept which entered into the world literature with sports. As the Turkish and Palestine nations love peace, they approach to sports with great sympathy and self- confidence. We'll make every kind of support to our sister Palestine nation.''

    Stressing that President Suleyman Demirel will pay a visit to Palestine in near future and those issues will become more clear, Unlu added, ''the Palestinian State should use sports as the biggest means of education and promotion.''

    [14] ARIMAN, ''YASED'' GENERAL SECRETARY SAYS TURKEY HAS ENOUGH POTENTIAL TO DRAW 20 BILLION US DOLLAR INVESTMENT YEARLY

    IZMIR, June 16 (A.A) - Turkey, with its present potential, can draw a 20 billion US dollar of capital investment a year, Abdurrahman Ariman, the General Secretary of Foreign Capital Association (YASED) said on Wednesday.

    Ariman told A.A. that Turkey lost at least 50 billion US dollars after many foreign investments were suspended because of the political and economic instability in the last five years. Ariman said one billion US dollar worth of investment was made in the last five years and almost all of this amount was used for renovation of already existing investments. Out of the one billion yearly investment made in Turkey, only 100 million US dollars was invested by 300 new firms yearly, the minister noted and said, ''this situation upsets us. When we consider Turkey's potential, it can draw a 20 billion US dollar investment yearly.''

    The 90 percent of one billion US dollars was used by the already existing automotive and tourism firms, he added.

    In recent years, the foreign capital investments are mainly made for small scale commercial institutions with an average of 100 thousand US dollars and the investors are usually Turkish workers who work abroad or their foreign partners.

    ''Turkey has been getting less foreign capital than she deserves in recent years. Investments are usually of very small scale. There are partners of Turks who work in Germany. There are also small investments coming from Syria, Iraq, Iran, and Central Asian Turkish Republics. But what we really wish is high technology industry investments which will create employment and open the way to Turkey,'' Ariman explained.

    Ariman also pointed out that there are many foreign firms who are waiting to invest in various industrial fields in Turkey and the foreign investors are very optimistic about the new government.

    [15] KOSOVO PROBLEM - PRIME MINISTER ECEVIT: ''WHEN SECURITY PROBLEM IS SOLVED, EFFORTS WILL BE LAUNCHED FOR RECONSTRUCTION OF KOSOVO AND SAFE RETURN OF IMMIGRANTS TO KOSOVO''

    ANKARA, June 16 (A.A) - Prime Minister Bulent Ecevit said on Wednesday that if the problem of security is solved, necessary efforts will be launched for reconstruction of Kosovo and safe return of immigrants to Kosovo.

    Responding to questions of journalists, Ecevit said that there is no plan yet on the return of Kosovar immigrants to their homes, adding one can't consider the war to be completely finished, but the prior target of the civilized world is to heal the wounds in Kosovo as soon as possible.

    ''For this, one has to launch efforts for the reconstruction of Kosovo. Turkey will do what is necessary regarding this issue. Turkey played a very constructive and humanitarian role in Bosnia-Herzegovina and she continues to play. She will do the same in Kosovo. During the Kosovo crisis, Turkey pursued a very resolved and positive attitude. An international solidarity is needed to solve the problems in Kosovo, and Turkey will contribute to this solidarity,'' said Premier Ecevit.

    Responding to a question, the departure date of the Turkish troop, which is planned to be sent to Kosovo is not clear.

    [16] ARMENIAN'S VIOLATION OF CEASEFIRE - TURKEY CONCERNED ABOUT ARMENIAN FORCES' ATTACK ON AZERBAIJAN

    ANKARA, June 16 (A.A) - Turkey said on Wednesday that she is worried about the attack of the Armenian forces on Azerbaijan by violating the ceasefire.

    Sermet Atacanlı, the Deputy Spokesman of the Foreign Ministry told a weekly press briefing that a battalion of Armenian forces violated on June 14 the ceasefire which continued since 1994 and attacked the Azerbaijani side.

    Noting that two Azerbaijani soldiers were killed, Atacanlı said Turkey is sorry about it.

    Stressing that Turkey is worried about these developments which take place in the Caucasus region where peace and stability have not been installed yet, Atacanlı said that ''we think that the attack of Armenia, which violated the ceasefire that was going on for five years, will negatively effect the peace process that was tried to be carried out between Azerbaijan and Armenia, endanger the security and stability in the region and we believe that the two sides have to take preventive measures as soon as possible to decrease the tension.''

    [17] BAJA, UNDERSECRETARY OF PHILIPPINE FOREIGN MINISTRY DUE IN TURKEY FOR POLITICAL CONSULTATIONS

    ANKARA, June 16 (A.A) - Lauro L. Baja, the Undersecretary of Philippine Foreign Ministry will visit Turkey between 17-20 June, 1999 to hold political consultations, it is reported on Wednesday.

    Sermet Atcanlı, Foreign Ministry Deputy Spokesman, told a weekly press briefing that the political consultations will be held in the interdelegationary meetings that will be headed by Korkmaz Haktanır, the Foreign Ministry Undersecretary and his Philippine counterpart Baja.

    Noting that the two sides will exchange views about regional and international issues that concern the two countries during the political consultations, Atacanlı said that a memorandum of understanding will be signed which foresees the establishment of a regular consultation mechanism between the foreign ministries of the two countries.

    The Undersecretary of the Philippine Foreign Ministry is also expected to be received by Ismail Cem, the Foreign Minister.

    [18] ATACANLI, FM DEPUTY SPOKESMAN: ''IT IS NOT POSSIBLE FOR TURKEY TO ALLOW THOSE WHO ACT AGAINST UZBEKISTAN TO TAKE SHELTER IN HER TERRITORY''

    ANKARA, June 16 (A.A) - Sermet Atacanlı, the Foreign Ministry Deputy Spokesman said on Wednesday that Turkey's support to any movement that threatens the peace of Uzbekistan is out of question, adding ''it is also not possible for Turkey to allow those who act against Uzbekistan to take shelter in her territory.''

    Responding to a question in a weekly press briefing, Atacanlı evaluated the Turkish-Uzbek relations. Noting that Uzbekistan comes among the countries to which Turkey attributes great importance, Atacanlı said that Turkey tries to contribute to the prosperity of this country since she gained its independence.

    Noting that there are some difficulties in bilateral relations which don't stem from Turkey, Atacanlı said that Turkey has conveyed her sensitivity to the Uzbek officials.

    Pointing out that President Suleyman Demirel also stressed these issues during his visit to Uzbekistan, Atacanlı stated that they hope for the positive course of the bilateral relations again.

    Responding to a question about the extradition of two people who were involved in an assasination staged against Islam Kerimov, the Uzbek President, to Uzbekistan, Atacanlı said that ''Turkey acted in a way which does not contradict with her obligations stemming from the European Convention of Human Rights. Turkey also took into consideration certain guarantees taken from Uzbek state.''

    Atacanlı said that Umur Apaydın, the Turkish Ambassador to Uzbekistan was also invited to Ankara for consultations and these consultations have not been concluded yet.

    [19] ATACANLI, FM DEPUTY SPOKESMAN: ''WE EXPECT CONCLUSION OF NEGOTIATIONS BETWEEN NATO AND BULGARIA FOR DEPARTURE OF TURKISH TROOP FOR KOSOVO''

    ANKARA, June 16 (A.A) - Sermet Atacanlı, the Deputy Spokesman of the Foreign Ministry said on Wednesday that there is not any problem between Turkey and Bulgaria regarding the Turkish troop, which will go to Kosovo, adding the military unit can leave for Kosovo after Bulgarian officials and NATO reach an agreement.

    Responding to questions of journalists about the issue in a weekly press briefing, Atacanlı said that Turkey has completed its preparations regarding the Turkish troop which will be sent to Kosovo, recalling that the troop is kept waiting in Mamak, Ankara.

    Responding to another question, Atacanlı said that the military unit will be deployed in the location which will be foreseen by NATO officials and the headquarters centre will be in Pristina.

    Atacanlı stated that they carry out certain activities to contribute to efforts aiming at reconstruction of Kosovo, adding that two meetings will be held together one within the ministry, the other one with the representatives of the concerned institutions to this end. Atacanlı added that the first one will be held today and the other one will be held on Friday.

    [20] INITIATIVES OF G-8 COUNTRIES REGARDING CYPRUS QUESTION - ATACANLI, FM DEPUTY SPOKESMAN: ''WE DON'T AGREE WITH G-8 COUNTRIES' AIM OF BEING INTERVENOR IN THIS ISSUE''

    ANKARA, June 16 (A.A) - Sermet Atacanlı, the Foreign Ministry Deputy Spokesman said on Wednesday that he does not agree with G-8 countries' aim of being an intervenor regarding the Cyprus issue.

    Responding to questions in a weekly press briefing, Atacanlı stated that

    Turkey has also expressed her uneasiness about this to the concerned countries, adding the developments don't reconcile with the good-will mission of the U.N. Secretary General and it has contradictions within itself.

    Noting that the decision taken by the foreign ministers of the G-8 countries about the Cyprus issue does not have the character to speed up the solution of the problem, Atacanlı said that the EU rendered ineffective the parameters which will contribute to the establishment of a bi-zonal and bi-communal federation on Cyprus by starting full membership negotiations with the Greek Cypriot side. Recalling that Rauf Denktas, the TRNC President proposed a confederation on the island last August, Atacanlı said ''when this is the case, the G-8 countries' saying that 'the solution of the Cyprus question should be based on the decisions of the U.N. Security Council and the negotiations should be held without any precondition' is contradictory.''

    ''Moreover inviting the two sides to negotiations lies within the authority of the the U.N. Secretary General,'' said Atacanlı, adding negotiations about the question can only be held between the two sovereign states on Cyprus, underlining the fact that interstate negotiations rather than intercommunal negotiations is in question on Cyprus.

    ''Before the invitation of the U.N. Secretary General, one has to look at the island to see whether or not there is an appropriate atmosphere on the island,'' he added.

    [21] IMF DELEGATION LEAVES FOR ANKARA - COTTARELLI, IMF DIRECTOR OF TURKEY'S DESK: ''I AM OPTIMISTIC ABOUT RELATIONS WITH TURKEY''

    ISTANBUL, June 16 (A.A) - Carlo Cottarelli, the IMF's Director of Turkey's Desk said on Wednesday that he is optimistic about the relations with Turkey.

    Cottarelli and the IMF delegation who met with economy and business circles in Istanbul within the framework of the annual economic evaluation, wrapped up their contacts in Istanbul and left for Ankara.

    Addressing a statement at Ataturk Airport before their departure, Carlo Cottarelli said that his contacts in Istanbul were satisfying.

    Noting that he is optimistic about the relations with Turkey, Cottarelli pointed out that he realized in his contacts that the private sector believes the inflation will decrease.

    Stressing that there are indications showing that the Turkish economy has got out from stagnation in the last three months, Cottarelli pointed out to the economic potential of Turkey.

    [22] COTTARELLI, IMF DIRECTOR OF TURKEY DESK IN ANKARA: ''THERE ARE INDICATIONS SHOWING THAT TURKISH ECONOMY HAS SAVED ITSELF FROM STAGNATION AND RECOVERED''

    ANKARA, June 16 (A.A) - Carlo Cottarelli, the IMF Director of Turkey Desk said on Wednesday that the Turkish economy slowed down since the second half of last year, adding ''however due to the impression I had here, there are indications showing that the Turkish economy has saved itself from stagnation and recovered.''

    Responding to questions of journalists at Esenboga Airport, Ankara, Cottarelli said that ''the industrial production increases. There is also an increase in the capacity usage rate and production. But we can say definite things when we see the developments in the future.''

    Noting that his contacts in Istanbul were very positive, Cottarelli said that ''I saw that the private sector was in a great dynamism in Istanbul.''

    Responding to another question, Cottarelli said that he hasn't met with the government officials yet and he can't say anything about the economic programme.

    [23] PRIME MINISTER ECEVIT RECEIVES MUTAFYAN, TURKISH ARMENIANS PATRIARCH

    ANKARA, June 16 (A.A) - Prime Minister Bulent Ecevit on Wednesday received Mesrob Mutafyan, Turkish Armenians Patriach, and a delegation accompanying him.

    Speaking to journalists following the meeting which lasted for half an hour, Mutafyan said they paid a visit of courtesy to Prime Minister Bulent Ecevit who founded 57th government, and administrators of government partner parties.

    Mutafyan said they visited Yildirim Akbulut, Parliament Speaker, and had the opportunity to convey several problems related with their community, adding that ''all of them welcomed us. I told them that Turkish Armenians were the citizens of this country and nation. They said they will be interested in the problems of our community. We appreciate this warm welcome. We leave Ankara with very positive impressions.''

    When asked about the problems related with their community, Mutafyan said a limitation was brought to Turkish Armenian foundations on the issue of getting new goods with a written statement that was adopted in the year 1936. Claiming that this implementation contradicted with the Constitution, Mutafyan said ''we are the citizens of this country. There should not be a discrimination between the Mosque foundation and Turkish church foundation. We have expressed our loyalty to the state and wanted the state to support our community as it does to all the citizens.''

    Pointing out that none of these limitations were intentional, Mutafyan said ''these problems continue since 1930. 57th government will carry our country and people to a new century. I hope that decisions and legal arrangements regarding minorities will be revised as all the laws are revised. I have no doubt to this end. I have full confidence in our administrators.''

    Mutafyan noted that the warm welcome and hospitality shown to them during the meetings was the sign of this, adding that he was optimistic that Turkey will overcome its problems.

    [24] PRIME MINISTER ECEVIT PARTICIPATES IN RECEPTION OF BRITISH EMBASSY

    ANKARA, June 16 (A.A) - Prime Minister Bulent Ecevit said on Wednesday that there was no position that will require interest of G-8 countries in Cyprus question, adding that ''there is a continuous peace in Cyprus since 1974, an ethnical conflict may erupt, like it happened in Sarajevo, if others intervene.''

    Ecevit participated in a reception hosted by British Embassy due to the birthday of British Queen Elizabeth.

    When journalists recalled Cyprus initiative of G-8 countries, Ecevit said ''There is no problem in Cyprus that G-8 countries will be interested in. Cyprus is not Kosovo or Bosnia-Herzegovina. There is an uninterrupted peace in the Island since 1974. Ethnical conflict may erupt like Bosnia, if others intervene. We will not allow any intervention from outside.''

    Responding to a question related with Turkish units that will be sent to Kosovo, Ecevit pointed out that consultations were underway with Bulgaria and NATO authorities to this end, adding that Turkish units will be deployed in the region that is under the responsibility of the U.S.

    When recalled the letter he sent to Gerhard Schorder, German Chancellor, regarding Turkey's European Union (EU) membership, Ecevit said ''Schroder wanted to launch new initiatives regarding Turkey's membership before Koln summit in June. He send us warm messages. Upon this, even I did not see the possibility of getting an outcome, I wanted to respond to good will of Schroder, and wrote that letter.''

    When asked if he was hopeful about the Helsinki Summit in December, Ecevit said he did not think a result will be issued from the summit regarding Turkey's EU membership.

    [25] PRESIDENT DEMIREL RECEIVES EXECUTIVE BOARD MEMBERS OF GERMAN-TURKISH CHAMBER OF TRADE AND INDUSTRY

    ANKARA, June 16 (A.A) - President Suleyman Demirel said on Wednesday that ''there will not be peace in Europe if it fails to remove ethnical clashes, micro-nationalism issue, and border conflicts.''

    Addressing a meeting with Horst Kaiser, Chairman of German-Turkish Chamber of Trade and Industry, and Executive Board Members, Demirel said peace in Europe could only be possible by taking Europe under security and economic cooperation umbrella.

    Pointing out that he talked to Schroder, German Chancellor, during his contacts in Washington D.C, Demirel said he had conveyed the importance of Turkish-German relations and noted that there are reciprocal interests in these relations.

    Demirel said Germany was the first trade partner of Turkey and that Turkish citizens in Germany were there as Turkey, adding that ''those people went there upon the invitation of Germany. They did not go there by force. They had great services to the improvement of German economy. There should not be concerns that (if Turkey enters to EU, millions of Turkish people will come here). I have told all of these to the Chancellor. I have told him that Germany should change its attitude which was assumed in Luxembourg. I know and appreciate efforts of Schroder to announce Turkey as the candidate country.''

    Pointing out that Luxembourg decisions were unfortunate ones, Demirel said Turkey was not against membership of the 11 countries whose candidacies were decided to be negotiated.

    Demirel said ''this is necessary if you want a whole Europe. Yet, may be this will take 30-40 years. However, this hope should be given to those people. If Europe fails to remove these ethnical clashes, the micro- nationalism stemming from ethnical clashes, there will not be peace in Europe. We don't oppose entering of Bulgaria and Hungary to EU. Turkey is more advanced than the other candidate countries due to European values.''

    Demirel said ''I have advised calmness to my people since the issuing of Luxembourg decisions. I have advised them to act with wisdom'', adding that there were people in Turkey who are against EU yet that he defended EU for 40 years. ''Because I think Turkey can't be without Europe and Europe can't be without Turkey'' he added.

    Recalling that Turkey was the only Moslem country within EU, Demirel said this was appropriate to European idea ''if EU is a christian club, this will make Europe idea smaller.''

    Pointing out that Turkey played the role of a castle within NATO, Demirel said Turkey helped improvement of Europe.

    Demirel said Turkey was the element of stability in the region it is situated, adding that it formed a bridge with the Caucasus, Middle East, Central Asia and Russia.

    Demirel said Turkey will solve the problems stemming from Luxembourg decisions with EU, and noted that Turkey's relations with the EU countries should not be spoilt.

    WASHINGTON D.C., June 16 (A.A) - 1998 World Human Rights Report, published by Amnesty International on Wednesday, said although several human rights violations continue, torture lessened in Turkey.

    The report, distributed in Washington D.C., said terrorist PKK organization and other illegal organizations like TIKKO and DHKPC, killed at least 39 people last year and condemned these murders.

    It was seen that a moderate language was used about Turkey in the report. The report claimed that 10 people were killed by torture when they were under custody, and that five people were missing.

    The report also recalled that Recep Tayyip Erdogan, former Istanbul Mayor, and Akin Birdal, Chairman of Human Rights Association, were sentenced to imprisionment because of their speeches.

    The part of the report of Amnesty International related with Greece, said Mehmet Emin Aga, Xhanti Mufti, was sentenced to imprisionment terms last year and noted that this was an act against usage of freedom of religion in a peaceful way.

    [27] PRESIDENT DEMIREL: ''THERE ARE SEVERAL PROBLEMS IN ENERGY PROJECTS, WE WILL SOLVE THEM''

    ANKARA, June 16 (A.A) - President Suleyman Demirel said on Wednesday that there were several problems in energy projects, adding that Turkey will solve them.

    Demirel recevied Horst Kaiser, Chairman of German-Turkish Chamber of Trade and Industry, and Executive Board Members.

    When one of the members wanted international arbitration issue to be solved to provide foreign capital to come to Turkey more quickly to realize important infrastructure projects, Demirel said international arbitration issue was on the agenda of the government.

    Pointing out that there were several problems in energy projects, Demirel said ''we will solve them.'' Demirel said 30 billion U.S. dollars was required for Turkey within 10 years, adding that Turkey did not have this money for energy within its own sources.

    Demirel said ''we need investment, technology and production. Turkey has to solve this problem in the future.''

    Responding to a complaint that foreigners, who will invest in Turkey, were bothered with formalities, Demirel said those complaints were rightful and noted that he will be interested in the problem.

    Demirel said Turkey paid 24 billion U.S. dollars debt at the begining of this year and added that Turkish economy did not have any problems. Demirel said ''because economy has the power to produce. As you all know there are several problems in Turkish finance sector. We will overcome the problems.''

    Pointing out that there were several problems in tourism field, Demirel said there was a decrease in number of tourists coming to Turkey. Demirel said 100 million tourists visted Turkey in the past 15 years and noted that none of them received damage.

    Horst Kaiser, Chairman of German-Turkish Chamber of Trade and Industry, said they supported Turkey's full membership to EU, adding that they will continue to expend support.

    Noting that they were in an effort to improve trade between the two countries, Kaiser said they supported investments of Germans in Turkey.
