Romania - Caution

The Department of State advises U.S. citizens to continue to
exercise caution when traveling in Romania. American visitors to
Romania may encounter large street demonstrations in urban areas
which could involve significant unrest. They should avoid areas
where such demonstrations are in progress and, in particular,
refrain from attempts to photograph the demonstrations.
Americans contemplating adopting a child in Romania should be aware
that the Romanian government is considering changes in legislation
and procedures which will further regulate adoptions in that
country. These changes may involve lengthy delays or a suspension
of adoptions, indeed, the Romanian Adoption Commission has announced
that its adoption proceedings will be suspended effective June 1 so
that it can reorganize its activities. In light of these
uncertainties, prospective adoptive parents are urged to defer
travel to Romania for the present.
U.S. citizens should ensure that they understand U.S. requirements
for the admission of adopted children into the United States by
contacting the nearest office of the Immigration and Naturalization
Service for information.

Section of the American Embassy in Bucharest. The Embassy can
explain the current situation in Romania and the requirements of
both Romanian and American law and will help you as much as possible
consistent with U.S. laws and regulations.
