SARAJEVO - Under OSCE auspices, the first round of negotia tions on disarmament and regional stabilisation will be held in Vienna on March 18, stated deputy RS foreign minister, Radomir Lukic, following his Pale talks with OSCE conference chairman, Vig Eid. Lukic said the talks were preparatory for the negotia tions, at which the first reading of the documents will be done. "We exchanged views on some other issues, which I hope will ease further negotiations on the regional stabilisation", stated Lukic.

SARAJEVO - The border between the RS and the Federation of B-H in the area of the Vraca Monument Complex and Trebevic, parts of Novo Sarajevo municipality, is officially drawn, by which the LukavicaPale road was cut at two places.

BEOGRAD - The UN spokesperson in Belgrade, Susan Manuely, announced the introduction of 140 Muslim policemen into Ilidza on March 12, while 85 Muslim policemen will enter Grbavica and Novo Sarajevo on March 19. Manuel stressed that the transfer of au thority will be monitored by 330 international policemen, while additional 50 U.S. policemen, 40 Dutch and 20 Russian policemen are expected to arrive on Monday, March 11. The UN required $ 823 mil. for aid for refuges and displaced persons in the former Yugoslavia, out of which only $ 181 was gathered.

SARAJEVO - The Ilidza mayor Nedjeljko Prstojevic, stated that the Ilidza municipal bodies will continue to function in its eastern parts, which belong to the RS, adding that the situation in Ilidza is dramatic. "All endeavours by our authority did not meet the needs for the evacuation of the Ilidza residents", stated Prstojevic.

BIJELJINA - About 10,000 residents of Serb Sarajevo arrived in the Bijeljina region, where are accommodated in partially completed houses, announced the Bijeljina Red Cross.

ROGATICA - The Rogatica mayor, Mile Ujic, stated that Rogat ica offered accommodation for 1,000 families from Serb Sarajevo, or 5,500 persons, 621 families of which are accommodated pri vately, while 224 families are accommodated collectively.

CLEVELAND - Based upon two American peace agreements - Washington and Dayton agreements - the Former B-H, in stead of intermingling within a multiethnic and independent stated, is all the more heading towards a final ethnical division, assess the U.S. media. The media refer to grave problems between the federal partners, adding that the involvement of NATO forces in Hadzici in dispute between the Croats and Muslims, only proves that a rift in the Federation, which was assumed to be a found of stabil ity of the Dayton state of B-H, is becoming ever deeper.

ATHENS - The Greek media report of serious problems in the functioning of the CroatMuslim Federation, claiming that Ameri- canforced "marriage of opportunity" of two proved enemies, cannot last very long. Numerous clashes in Mostar and other places of the Federation confirm such claims, as well as recent statements of Federal president Kresimir Zubak, like "the Muslims and Croats have completely different views of the Federation", which represents a real danger of renewed fighting.

HAMBURG - IFOR, with its mass presence in personnel and military equipment, succeeded in the last moment to prevent an open clash with an unit of Croat police in Hadzici. Reports from Sarajevo say that a few days ago deputy high representative for civil affairs in the B-H, Mihael Stainer, visited Kiseljak and agreed with Kiseljak mayor that the Croat policemen constitute a half of federal police in Hadzici and later on in Ilidza.

BERLIN - The Berlin daily paper "Tagenspiegel" cites a statement of a NATO representative in B-H, Richard Ternord, that "IFOR were ready to use force against Croat police because of their refusal to leave Hadzici".

SARAJEVO - American Washington Post writes that warriors from Iran and other Islamic countries are still managing the camps for training of Bosnian soldiers. Persons employed with the Iranian ministry of internal affairs are among trainers. Some western and Bosnian officials say 150 persons are involved in the organisation of independent security units, formed by Alija Izet begovic in January, by which the Dayton agreement is violated.
