SARAJEVO - The spokesman of the High Representative Office, Duncan Bullivant, welcomed, at a press conference in Pale, the newest statements by the RS political leadership lessening tensions in RS provoked by the current political crisis. He reiterated the attitude of the High Representative Office that it remained "on the side of the Law and Constitution". Bullivant appealed authorities in both entities "to stop putting responsibility on each others and on the international community and to work constructively in the spirit of reconciliation for the sake of both entities", reminding that "all parties must comply with the Sintra conclusions".

AMSTERDAM - The way the Hague Tribunal arrested those secretly listed as suspects for alleged war crimes in RS concerns the policy much more than law, writes the Dutch "HRC Handelsblad", paper fairly in service of the Tribunal. Well-planned SFOR operations, interpreted as the encountering, attested to policy issues having primacy over legislation even with respect to SFOR mandate, the paper admitted. The paper noted the Tribunal found the arguments for SFOR actions in quite flexible and ambiguously formulated international law, and reminded that under human rights regulations, the accused must be informed of the indictment.

AMSTERDAM - France refused to join its allies in new operations of hunting of war crimes suspects in RS, saying these are "too risky", reports the USA New York Times.

BANJALUKA - The Socialist Party of RS appealed all those involved in the current political crisis in RS to stop with mutual accusations and seek solution through a dialogue. The Party's vice-president Dragutin Ilic, condemned SFOR operations in Prijedor, and energetically asked that the international community acts within its mandate, to finally treat all parties in B-H on an equality base and to make public the lists of secretly indicted persons for alleged war crimes.

ZURICH - The Serbian Cultural Association in Switzerland, called the brotherly Serbian Associations in Germany and Sweden on a better and closer cooperation towards the more effective coordination of actions with far- reaching consequences to the positions of the Serbs in Diaspora. The Association said it would request all Serbian Associations to jointly organise the first congress of the Serbs from Diaspora, as originally planned, in their motherland.

PODGORICA - President of Monte Negro Momir Bulatovic and the members of the Podgorica Municipal Board of the ruling Democratic Party of Socialists were not allowed to enter their offices and hold a meeting. In order to prevent scandals, Bulatovic asked for a meeting in some other place.
