President Krajisnik said the exchanged information would serve as guidelines for future actions. Dean Everts was informed of worrying rumours coming from EU circles that the financial assistance for RS would be conditioned upon the apprehension of persons indicted for alleged war crimes and upon other performances.SARAJEVO - The World Bank and European Commission invited the RS Government to the Donors Conference to be held between July 23 and 24 in Brussels. "The invitation itself reaffirms the RS cooperativeness, and counters speculations over some conditions set to RS for the participation", reads a communique from the Cabinet of the RS prime minister. SARAJEVO - The co-chairman of the B-H Council of Ministers, Boro Bosic, talked today in Pale with Slovenian ambassador to B- H, Drago Mirosic about the possibilities of the cooperation between RS and Slovenia, especially in the economic sector. The meeting, held to mutual interest, concerned the further consolidation of peace in B-H, as well as the work on some pending issues following the break-up of former Yugoslavia, as a prerequisite for a free movement of passengers and capital. SARAJEVO - The RS Ministry of Internal Affairs, announced that, following horrible events in Prijedor and other actions by multinational forces in RS, which objectively cause unease, fear and revolt among the residents, the security situation grows more complex. The Ministry said that the events in Prijedor, Banjaluka, Zvornik and Vlasenica can only support this assessment, and sharply condemned the latest SFOR operations as illegitimate, inhumane and violent acts, affecting not only individuals but the entire RS populace. SARAJEVO - Dr Milan Kovacevic from Prijedor, arrested and delivered to the Hague on July 10 by SFOR troops, got stroke last night in the Hague Tribunal's prison. Deputy RS justice minister and liaison officer with the Hague Tribunal, Goran Neskovic, explained the illness was caused by inhumane treatment Dr Kovacevic received. "The RS Ministry of Justice will demand an investigation into the treatment of Dr. Kovacevic in the prison hospital and a medical examination of Dr Kovacevic by RS physicians", warned Neskovic and reminded at case of general Djordje Djukic, who died due to ill-treatment in the Hague prison. SARAJEVO - RS health minister, Mirko Sosic, warned that the whole process of Dr Milan Kovacevic's kidnapping and extradition to the Hague and inhumane treatment in prison deteriorated his health condition. Minister Sosic warned for SRNA that "after last night's stoke, Dr Milan Kovacevic suffers a light paralysis of his right side, while his speech function is some disturbed. One must understand that Dr Kovacevic is now a serious patient". SARAJEVO - The RS Government required the Hague Tribunal to release Dr Kovacevic from the prison, because "he was unlawfully kidnapped and is subject to ill-treatment". The Government asked the Tribunal to allow a consultation, made of RS doctors, to examine Kovacevic. LONDON - By their recent operation in which the former chief of Prijedor police was shot dead and Dr Milan Kovacevic arrested, the multinational forces flouted their mandate, killing an unarmed man before his underage son, stated Misa Gavrilovic from the Serbian Information Centre in London for SKY News. "The whole operation took one direction - Drljaca was not allowed to defend himself, and nobody can be declared a criminal unless he is allowed to defend himself", said Gavrilovic. ZVORNIK - A brutal murder of Simo Drljaca and kidnapping of Milan Kovacevic, as well as a violent behaviour of SFOR soldiers in RS, provoked a spontaneous protest of Zvornik residents towards foreign soldiers and representatives of other international bodies. MOSCOW - Russian foreign minister Yevgey Primakov and the high representative of the international community in B-H Carlos Westendorp underlined the necessity of a quick overcoming of the political crisis in RS, announced the Russian Ministry of Foreign Affairs. "The crisis must be solved by political means set forth in the RS Constitution and in line with the Dayton agreement", announced the Russian Ministry of Foreign Affairs. WASHINGTON - The US president Bill Clinton again refused a possibility of an extended US troops mandate in the peace keeping mission in B-H following its expiration by mid 1998, adding that "there is still a lot of work to do in almost all aspects of the implementation of the Dayton agreement", agencies report. AMSTERDAM - The local elections in RS and Federation of B-H, which should have taken place last year, were postponed in order to weak the RS state structure, divide its united constituency, and harm popularity of national parties, the Serbian Democratic Party (SDS), primarily. "The international community pursued the development of the "unitary Bosnia creation", by way of disturbing the functions of the vital RS institutions and nationallyoriented political parties, reports the International Group working in cooperation with the High Representative Office. BRCKO - Representatives of all political parties registered for the forth- coming local elections in Brcko informed OSCE Mission chief Robert Frowick that a "fair number of citizens cannot exercise their elementary right to vote in free and democratic elections, that is why we all ask you to pledge maximal efforts to have complaints positively solved, which would help the existing tensions lessen."
