SARAJEVO - The minister for civil affairs and communications in the B-H Council of Ministers, Spasoje Albijanic, assessed that the decision of the Council of Europe to forbid Serb members of the Council of Ministers of B-H to travel abroad represented a continued pressure of the international community upon the Serb members of the joint bodies exerted for the end of effectuation of the adoption of laws on passports and citizenship. Albijanic pointed out that "the international community obviously overlooks that no process cannot unfold so quickly, and that it takes more time to develop".

SARAJEVO - The adopted Memorandum of understanding on the opening of the airports in Banjaluka, Tuzla and Mostar defined the highly decentralised organisation, and it calls only for the international representation and coordination between entities' directions to be carried out on the B-H level, stated the minister for civil affairs and communications of B-H, Spasoja Albijanic. "This Memorandum formed a central body for the B-H civil aviation, which will coordinate the operations of the entities' directions for civilian air traffic", added Albijanic. According to him, this means that the complete operational-technical activity, from airport control, airport management, to inspections, will be the competence of the entities.

SARAJEVO - The president of the Republic Electoral Commission, Petko Cancar, says that the counting of absentee votes is ongoing without problems. "The counting of absentee ballots for RS municipalities started this morning in the centre for counting of votes from abroad, in Lukavica", stated Cancar and added that counting process can be monitored by representatives of the political parties and independent candidates.

SARAJEVO - According to unofficial data from the Republic Electoral Commission, the Serbian Democratic Party (SDS) got the majority of votes, and the second ranked was the Serbian Radical Party (SRS). There are announcements that the OSCE will announce official results of the local elections in RS and Federation of B-H by the end of this week.

BEOGRAD - Serbia's Commessariat for Refugees and the OSCE Office in Belgrade announced that 41,490 or 56.2% voters registered in Yugoslavia for the local elections in RS and B-H Federation went to the elections, by which a six-month work was accomplished. "In Yugoslavia, out of 67,300 registered for voting in absence, them 35,840 or 53.3 % cast their ballots. In B-H, out of 5,700 registered, 5,200 or 89.1% voters polled. These figures should be add 4,700 rejected appeals of people evaded from the voters list - while 400 appeals were approved", stated the head of Serbia's Commisseriat for Refugees, Buba Mornina, and underlined that no incidents occurred at the polling stations, and that the cooperation with international representatives was satisfactory.

BANJALUKA - The SRS for RS president, Nikola Poplasen, assessed that, following the publishing of the first returns from 90% municipalities in RS, the SDS and SRS would from the municipal authority, which is the reason for satisfaction. At a press conference, Poplasen expressed his hope that the same results would be achieved at the froth-coming parliamentarian and presidential elections. "With this number of votes, we will have a very good position in the RS Parliament", Poplasen stated.

BRCKO - The right to vote in absence for the place of living in 1991 was used by four Serbs from Brcko - two of them chose to vote for Drvar, one for Visoko and one for Pelagicevo. The secretary of the Local Electoral Commission in Brcko, Jelena Vidovic, stated that the subsequent votes counting by OSCE found that only 417 out of 3,270 were unverified ballots. The counting of enveloped ballots used by 1,526 votes from RS and 388 from the Federation of B-H who had been duly registered in Brcko and later dropped from the voters list, would take place tomorrow in OSCE Office in Brcko.

BRCKO - The president of the Local Electoral Commission in Brcko, Teodor Gavric, stated that the envelopes with ballots of voters in Brcko who had been dropped from the voters list would be copied and sent for verification in Serb Sarajevo. According to him, the original ballots will remain in Brcko, as agreed to between the OSCE and Brcko authorities, and will be counted in the coming two or three days.

ZVORNIK - According to unofficial reports, the SDS got 12,188 or 44.57 % of votes, while the SRS got 8,309 or 30.39% votes. The Socialist Party for RS (SP for RS) got 3,401 or 12.44 % of votes, while the National Radical Party of Zvornik got 1,091 or 3.99% of votes. The Coalition for Unitary B-H got 1, 154 or 4.22 votes.

PRIJEDOR - The president of the SDS Municipal Board for Prijedor, Dragan Savanovic, stated that preliminary results showed that this Party got 20 seats in the city assembly, much more than other parties. According to him, the SDS Prijedor Board was satisfied with the electoral results in regard to the political situation and the climate in which the preelection campaign run.

Electoral Commission, from total 15,493 valid ballots counted in Laktasi, 3, 347 or 21.60% votes went to the Party of Independent Social-Democrats, the SDS got 2,710 or 17.49%, SP for RS got 2,462 or 15.89% and the SRS for RS won 1,751 or 11.30% of votes.

BANJALUKA - The third-ranked Coalition Alliance for Banjaluka, comprised of the Party of Independent Social-Democrats, the Democratic Party for Banjaluka and the Krajina and the National Party of RS, is pleased with its placement at the it the local elections in this city. the Coalition president, Nikola Spiric thanked to "all media and journalists for following joint and separate presentations by the Coalition members".

BEOGRAD - The president of the Democratic Party of Serbia, Vojislav Kostunica, assessed that the local elections in RS contributed to the lessening of the tensions in RS and showed that the crisis was avoidable. "The crisis in RS could have been solved in the other way, but the mood of the people will be shown particularly at the up-coming parliamentarian and presidential elections, as it was at the local elections", Kostunica stated.

BEOGRAD - The president of the SDS for Serbia, Dragoljub Kojcic, assessed that the people clearly gave its confidence to the SDS leadership and its policy. Kojcic accused the international community of, by way of denying the president of the B-H Presidency from RS, Momcilo Krajisnik, access to the EU countries, rejecting the political will of the Serbian people and its just treatment.
