NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The president in the presidency of B&H from Republika Srpska /RS/ Momcilo Krajisnik confirmed that at the session of this body was solved the issue of three Embassies, not stating precisely which and added that there remains to make consultations so this issue would be finally resolved. Krajisnik highlighted that at the meeting was talked about establishing the diplomatic relations with Israel, which acceleration required RS. "Israel is very string factor in the international relations and Jewish lobby has powerful position in the world", stressed Krajisnik and added that the candidate from RS for Ambassador to Tel Aviv the delegate in the National Assembly and member of the Serbian Radical Party Dragan Jovanovic.

SARAJEVO - The Council of Ministers of B&H didn't adopt at the session in Sarajevo the law on this joint body, and as stated the co-presiding Boro Bosic and Haris Silajdzic about disputable remaining parts of this act will be discussed at the next meeting on Thursday. Silajdzic explained that this law clarifies the relations in institutions within B&H - Assembly, Presidency and Council of Ministers. He highlighted that the members of the Council signed the concordance on the project of reconstruction of electrical power system in B&H in amount of 285 $US and agreed on its allocation to the entities.

BRCKO - The vice-president of RS Dragoljub Mirjanic and the president of the Municipal Assembly of Brcko Miodrag Pajic agreed to form the commission of experts for checking out the validity of documents which the citizens from Federation of B&H /FB&H/ enclosed with applications for return in the region of Brcko. The vice=president Mirjanic stated for SRNA after the meeting that it was concluded that at least 20% of persons who has got the permission for return do not have the valid documents that they lived earlier in Brcko. "We expect that the meeting will be held very soon and this issue will be solved", said Mirjanic, adding that they talked also about other works necessary in the process of bringing the final arbitrage for the inter-entity boundary line in the region of Brcko.

SARAJEVO - The minister of traffic and telecommunications in the RS Government Nedeljko Lajic and the head of the engineering units of SFOR general William Morton signed in Pale the contract by which is regulated the railway traffic in RS. By the contract is anticipated that in case the final destination of one train is in FB&H, locomotives and staff would be carried over the territory of RS by the Public railway-transporting enterprise of RS to the border station with the Federation, where the train would be taken over by the Railway-transport enterprise of FB&H. Lajic expressed the contentment, after signing the document because, "practically, was put the full-stop" on the organisation of railroad traffic in RS, as anticipated by Dayton agreement.

SARAJEVO - The former governor of the National Bank of RS Manojlo Djoric denied the assertions of the president of RS Biljana Plavsic given at the TV interview that doctor Radovan Karadzic had taken 32 millions of $US from this institution. Djoric said that these funds were delivered by the Institute for account and payments of RS and National Bank of RS in different times to FR Yugoslavia /FRY/, so RS could use the Yugoslavian dinar as the means of payment, and to perform payments of certain debts to the creditors in FRY.

BRCKO - The commission for return of the Office of supervisor Robert Farrand approved 147 applications for return in the edge settlements of the municipality Brcko, out of which 85 for Moslems, 55 Croatian and seven Serbian families. From the beginning of the work of Commission the return of 1,818 persons was approved, and the curiosity in the work of the Commission is that for the first time was approved return of the Serbian families in the settlement Ulice.

DOBOJ - The Centre of the Public Security /CJB/ in Doboj announced that the mass and forcible return, announced by Moslems in the region of the municipality Doboj, is not feasible, because all must be done in accordance with the laws of RS and Dayton Agreement. Expressing the fear because of threats of Moslems from Gracanica that they will, applying the force, try to settle in the settlements Sjetlica and Gavrici, the officers of CJB are warning that the Serbian population in these settlements announced the adequate response to the eventual provocations.

BANJA LUKA - The IPTF spokesman for the region West Alun Roberts stated at the press conference in Banja Luka that in the early morning hours on September 30 in Prnjavor was reported another explosion. "IPTF will intensify the monitoring of the situation in this city until it becomes stable again", said Roberts, noting that "in Prnjavor on Sunday morning was recorded two strong explosions, but their precise location was not determined, nor who has done it".

ZVORNIK - The leadership of the municipality Zvornik at the meeting in Zvornik came out with the proposal of the Serbian side on opening the offices in the zones of separation in which the refugees from RS and FB&H could exchange the personal documents. The meeting was attended, besides the representatives of Zvornik municipality and Police Station also the OHR spokesman Jim Scolard and representatives of SFOR, IPTF, OSCE and UN.

DOBOJ - The representatives of the Service for searching of the Municipal organisation of Red Cross Doboj and State Commission for POW exchange of RS met in Stanari, with the representatives of 14 settlements in this region to register the exchanged POW and those who are still missing. At this meeting is given 69 forms for registering, out of which 14 for still missing persons.

TREBINJE - In Trebinje is underway the autopsy of 111 bodies of Serbian soldiers and civilian, who died on the Herzegovina theatre of war in 1992, and the leader of the forensic experts Zeljko Karan called the members of the families of missing persons to be present, so they could give necessary data and help in the identification of corpses. This is the third time that the expert teams are trying to determine the identity of these persons with the help of the families and on the basis of former autopsies.

BANJA LUKA - The city Board of the Serbian Democratic Party /SDS/ Banja Luka warned that the announcement from September 24, in which the Banja Luka's SDS allegedly asking to move the seat of the Government from Pale to Banja Luka, is falsified. The SDS from Banja Luka announced that this forgery represent the last usurping attempt of those who lead the party in the position of looser in one of the most significant political and economic centre in RS, "with the aim to preserve their positions based exclusively on the personal interest".

PRNJAVOR - The president of the Municipal Board of SDS Prnjavor Momcilo Novakovic stated that the Belgrade's agreement is the only solution for RS, under the condition to be respected. "The premature parliamentary and presidential elections are the consequence of the Serbian disunity and fighting for power, stirred up by the foreign factor and domestic traitors", stressed Novakovic.

BANJA LUKA - In Banja Luka was held the first session of the Main Board of the Serbian National Union /GO SNS/, at which the delegates have chosen the Executive Board and adopted the Rules of Procedure of the Main Board of the Party. The president of SNS Biljana Plavsic stated after the session that "they mostly discussed about the organisational activities of the party, which is entering into presidential and parliamentary run unorganised".

BILECA - The president of Municipal Assembly /SO/ Bileca Milorad Vujovic highlighted that the Agreement Krajisnik-Plavsic- Milosevic represent the only normal way and civilised exit from the political crisis in RS. Vujovic expressed his contentment with the anticipated dynamics of the parliamentary and presidential elections, stressing that it is good that they are not scheduled at the same time, because enough time is left for presentation of the political ideas.
