SARAJEVO - The president in the B-H Presidency from RS, Momcilo Krajisnik and OSCE political director, Vladimir Kuznyecov, believe that the parliamentarian and presidential elections are the only way to overcome the constitutional and political crisis in RS. Ambassador Kuznyecov pointed out the importance of the Belgrade agreement for easing down of political tensions, and assessed it as a constructive solution to the dispute in with the view to preserve unitary RS.

SARAJEVO - The RS representative in the Provisional Electoral Commission (PEC), Slobodan Kovac, announced the results of the local elections in ten municipalities in RS and one the B-H Federation, Bosanski Petrovac. The absolute majority was won by Serb political parties in the municipalities of Bileca, Kupres, Nevesinje, Ljubinje, Rudo, Han Pijesak, Prnjavor, Sokolac, Visegrad, Srbac, and Bosanski Petrovac.

SARAJEVO - The Council of Ministers of B-H adopted Memorandum of Understanding between the B-H Council of Ministers and Finish Government, and also agreed upon the appointment of military attache of the Republic of the Ukraine in B-H with his office in Zagreb. The Law on the B-H Council of Ministers was not adopted yet, and the reason for this, as the Council co- chairman Boro Bosic said, "is not the problem of three entities, but the harmonising of relations between the three institutions in B-H - Presidency, Council of Ministers and the Parliamentarian Assembly". "That is why we requested the Office of High Representative to present its version of the solution to this issue in order to give primacy to the Law at the next Council session."

DOBOJ - Due to ill-interpreted events regarding recent incidents over setting-up of SFOR check points in the wider Doboj area, representatives of SFOR multinational Division North in Doboj publicly apologised. SFOR press officer in Tuzla major Bejri Sorensen apologised for "wrong report which claimed that on

August 23 Serb civilians set-up incinerate barricade, i.e. burning bus on the bridge in the community of Rudanka, but subsequent Division's inspection determined that no bus was on parked on the bridge. "

MOSCOW - The official Moscow asserted as inadequate SFOR's use of force during the seizing of the Serb Radio-TV (SRT) transmission towers in RS. While quoting this assessment, the deputy press officer of the Russian Foreign Ministry, Valery Nesteshukin, said that basic fears existed that such actions might affect the implementation of the Belgrade agreement on overcoming the crisis in RS. Reports in Moscow indicate that Russian SFOR troops did not take part in the operation and that they were informed of it at about 3:00am.

BEOGRAD - The collaborator of the Institute for the Geo- Political Studies, retired general Radovan Radinovic, assessed that SFOR stepped-over its peace keeping mandate by seizing TV transmission towers in RS. "The western world, which is strongly committed to the democratic right of everyone, including freedom of information and freedom of opinion, now uses tanks, helicopters and armoured vehicles to shape-up the public opinion in RS, which is really unprecedented", says Radinovic.

DOBOJ - IPTF spokesman in Tuzla, Anre Angieli, stated in Doboj that a trail to a group of Muslims who beat to death a 69 year-old Serb Slavko Subotic when he came to Visoko to visit his property would be followed by IPTF. The process is scheduled for October 23 in Visoko.

SARAJEVO - The Croatian Government definitely rejected the proposal for renting of a part of the Ploce Port to the Federation of B-H, during the talks with the US arbitration delegation. Muslim Radio-Sarajevo adds that Croatian insisted on commercial rent and that the main challenge to the proposal was that the renting of the Port would threaten Croatia's sovereignty because Federal legislation would be applied in the Port.
