NEWS REVIEW, REPUBLIKA SRPSKA

PARIS - Arresting of the former president of Republika Srpska /RS/ Radovan Karadzic, whom the International Court for former Yugoslavia accused for alleged war crimes, at this moment is not urgent - stated High Representative for B&H Carlos Westerndop for Parisian "Mond". He thinks that an immediate priority of international community is "to make possible for the New RS Government to function and to conduct democratic and peaceful transfer", while possible actions against Karadzic could cause division of Serbs.

AMSTERDAM - Financial help and help in credits which the international community is planning to give to RS will be significant stimulus to massive returning of Muslim refugees - stated Dutch press. They are citing that a long time ago it has been conceived that , because of heavy economic situation and high rate of unemployment, RS does not attract returnees, because of which EU has been considering partial investing in RS even before, and primarily in building of houses for returnees, infrastructure of larger towns and privatisation, "because only in that way people would mix again".

LONDON - The International Contact Group welcomed election of the new RS Government and its president Milorad Dodik, expressing readiness of the international community to help. "Platform which has been presented by Premier Dodik - recovery of economy, preserving of RS integrity, stamping out of corruption and cooperation in fully implementation of the Dayton Agreement - will make possible democratic, peaceful and prosperous future for the citizens", is said in a statement of the Contact Group, issued in London.

PODGORICA - The president of Montenegro Milo Djukanovic congratulated Milorad Dodik on his election for the president of RS Government.

BANJALUKA - The president of Republika Srpska (RS) Biljana Plavsic stated after a meeting with the International Community High Representative for B&H Carlos Westerndop that the international community was fulfilling its obligations to RS, and that help was arriving every day, and, according to her, Mr. Westendorp himself was responsible for that. She gave credit to Mr. Westendorp "for helping to successfully end the Second Session of the National Assembly and elect the new RS Government".

BANJALUKA - RS president Biljana Plavsic had talks in Banjaluka with a representative of the European Commission Dylan Herran about realisation of EU help intended for reconstruction of RS. After the meeting, Herran emphasised that goal of his visit was to give the new RS Government six millions ecus of help, which was approved by EU yesterday, as soon as possible.

BANJALUKA - RS Prime Minister Milorad Dodik talked in Banjaluka with the International Community High Representative Carlos Westerndop about necessary measures for further stabilisation of the work of the new Government, economic help to RS and creating of RS Budget. After the meeting Dodik said that there was discussion about what was necessary to do in the field of privatisation, so RS would provide conditions necessary for signing of an agreement with the International Monetary Fund, which would enable further stabilisation of RS.

SARAJEVO - The spokesman of the International Community High Representative Office Duncan Bullivant confirmed in Sarajevo that common licence plates for vehicles would begin to be issued to citizens of RS and B&H Federation (FB&H) on February 2. Bullivant said that there would be no national symbols on the licence plates. "The design will be neutral, and the licence plates will be presented to public not until February 2", emphasised Bullivant.

SARAJEVO - The spokesman of the International Community High Representative for B&H Office Duncan Bullivant announced that on February 3 in Sarajevo would be held a conference, where return of refugees to this city would be discussed. At a press-conference in Sarajevo Bullivant emphasised that minimum of claims in relation of refugees to the city on Miljacka in 1998 would be set, and authorities of the Canton would be obliged to ensure that.

SARAJEVO - SFOR spokesman Maj. Peter Clark stated that transmitters would be returned to Serbian Radio-Television (SRT) as soon as transfer of executive power in RS and reorganisation of SRT were completed.

BRCKO - 29 members, from which 13 are Muslim, 7 Croats and 9 Serbs, left a multi-ethnic police in Brcko, from its establishing - on December 31 of the last year until today - confirmed IPTF spokeswoman Catty Laden. She announced that this composition would be filled with new candidates at a meeting of chiefs of the police in Brcko and IPTF which would be held on January 28.

BELGRADE - Arbitrage for the region of Brcko, on March 15 of this year, will not make a final decision on fate of this part of RS, but proclaim maintaining of this state, writes "Daily Telegraph" ("Dnevni Telegraf"), citing a source close to the Cabinet of RS president. "According to a decision of the arbiter for Brcko Roberts Owen, the greatest influence will have the report of the International Supervisor Robert Farrand", says the Belgrade paper, reminding that "interrogation of the sides, RS and FB&H, is scheduled for February 5 in Vienna.

DOBOJ - The previous RS Minister of Defence Milan Ninkovic stated in Doboj that the newly appointed Government is "puppet, assessing that "by its election the first phase of integration of RS into unitary B&H is accomplished". "In the following period refugees and Serbian Orthodox church will find themselves in the worst position, because moves and acting of the new Government will not be in their interest", thinks Ninkovic, who is also the president of the Municipal Board of Serbian Democratic Party of Doboj.

BELGRADE - The commander of the First Corps of RS Army (VRS) General Momir Talic will most probably replace the General Pero Colic on a duty of the chief of the Headquarters - writes Belgrade daily "Blic", adding that changes in the top of Serbian army could be recognised as legal by the Minister of Defence Manojlo Milovanovic on January 27 already.

DECANI - An eparchy of Raska and Prizren denied and seriously accused a recent statement of the leader of Albanians in Kosovo Ibrahim Rugova that Orthodox churches and buildings in Kosovo were serving for arming and provoking of Albanians, which was the case with, according to him, a monastery Devic near Srbica. Great astonishment and serious concern is expressed in a statement regarding the statement of Rugovina for an agency "Beta" dating from January 23 in which he called "heads of the Orthodox church" not to allow "cases like this one".
