BONN - The President of RS Government Milorad Dodik will meet Federal Minister for Help to Underdeveloped Countries Carl Dieter Spranger on the second day of official visit to Germany, and meeting with officials of opposition Social Democratic Party of Germany has been also planned. On the first day of the visit to Bonn RS Premier met German Chief of Diplomacy Claus Kinkel and received official convincing of receiving financial support from German Government to new RS Government, and indication of favourable solution of status of Brcko.

BANJALUKA - The vice-president of RS Government Tihomir Gligorovic and the Minister for Refugees and Displaced Persons Miladin Dragicevic informed in Banjaluka representatives of Japanese Government on problems of refugees and displaced persons, taking care of them and finding employment for them, and emphasised that it was not possible to solve all of that without help of the international community. The vice-president of RS Government expressed readiness to completely implement the Dayton Agreement in the way it has been anticipated by Annex 7 and thanked Japanese Government for previous help.

SARAJEVO - The Council of Ministers at the Session in Sarajevo was not able to reconcile stances on the Law on the Council of Ministers and solution should be reached at the next session scheduled for February 10. The co- presiding of the Council Haris Silajdzic confirmed that the Deputy High Representative Hans Schumacher has offered his help in solving of this issue, and he would, if a solution suitable for all sides was not found, arbitrate on this question.

SARAJEVO - The president of the Assembly of Serbian State Bank of Srpsko Sarajevo Velibor Ostojic assessed that RS Government has illegally convened a session of the Assembly and released some members of the Assembly from their duties. In a letter forwarded to RS Premier Milorad Dodik and Minister of Finance in RS Government Novak Kondic, Mr. Ostojic claims that he was " unofficially informed" on moves of the Government which he is assessing as " illegal and irregular" if "you have in mind regulations of the Law on National Bank, Statute of the Bank and Operating Procedure on work of Serbian National Bank.

BANJALUKA - The president of RS Democratic Patriotic Party Predrag Radic assessed that " Brcko can not be a political problem " and emphasised that compactness of RS must not be violated". Reminding that RS has been "encroached" in territorial sense, he expressed hope that the international community would have in mind those facts before making a final decision on Brcko.

BRCKO - The International Conference on Return of Refugees to Sarajevo was cleverly planned just before resuming of arbitrage proceedings for Brcko, but real return was still far away, assessed in a statement the leader of the Socialists of Brcko Petar Djokic. "The fact that since Dayton till now only 14 Serbian families have returned to Sarajevo to their former places of residence is crushing", emphasised Djokic.

PRIJEDOR - The president of the Municipal Board (SO) of Prijedor Borislav Maric and the envoy of the Chief of German Diplomacy Schle Ernest Hustet agreed that process of return of refugees had to be solved in both directions, which was " the only realistic and right approach to these problems, in which all levels of authority in RS have to be included".

DOBOJ - The spokesman of regional OSCE Office Paul Hawkins stated at a press-conference in Doboj that the commission of this organisation had proposed ten more SOs in RS B&H Federation for verification.

BELGRADE - B&H flag which was set by the High International Representative Carlos Westendorp represents some sort of anesthesia and there is nothing on it that should be there but everything on it is excessive, stated a herald and a member of a Crown Council Dragomir Acovic.

BELGRADE - The spokesman of the Democratic Party (DS) of Serbia Milorad Jovanovic stated that the design of the new B&H flag "reflects that state as a completely artificial creation".

VIENNA - RS delegation expressed pleasure with work of the first day of a session of the International Arbitrage Commission for the region of Brcko held in Vienna, confirming optimism with "corrective" report of the Supervisor Robert Farrand. The arbiter from RS Vitomir Popovic stated that during the session was refuted a statement of the International Crisis Group according to which status quo would be extended for 5 years, by an arbitrage decision, which should be made in March of this year.

BANJALUKA - All obligations which are determined by the Dayton Agreement, as well as military regulations, have been successfully and on time realised - stated the commander of the First Corps of RS Army (VRS) General Momir Talic in Ramici near Banjaluka. After a regular meeting with commanders of Corps of B&H Army and Croatian Council of Defence held in the base of multinational division Jugozapad (Southwest), at which results of implementation of military aspects of the Dayton Agreement have been discussed, he warned that "besides obligations fixed by the Dayton Peace Agreement, SFOR is requiring from and sets before Serbian Army even greater tasks".

BELGRADE - FR Yugoslavia (FRY) is searching for 3,143 persons which have disappeared during the war in Croatia and B&H, stated in Belgrade the president of the Commission of Yugoslav Government on Humanitarian Affairs and Missing Persons Maksim Korac.

KRAGUJEVAC - Kosovo is beginning to burn; Belgrade is silent, and Serbs and Albanians are with fear expecting every new day, stated the bishoup of Raska and Prizren Artemije, during a visit to the Bishoup Court of the Eparchy of Sumadija in Kragujevac. "Kosovo is beginning to burn in the same way in which began Srpska Krajina over Knin or Bosnia over Foca, and we know how and in what way it all ended up", said the bishoup Artemije and announced a visit to France and the USA, where he is supposed to have talks with representatives of French Government and American Congress about the situation in Kosovo.
