NEWS REVIEW, REPUBLIKA SRPSKA

BIJELJINA - In the spa Banja Dvorovi near Bijeljina, the meeting between the president of National Assembly of Republika Srpska /RS/ Dragan Kalinic and representatives of parliamentary parties is underway. The meeting is behind the closed doors, and nobody wanted to say what they will talk about.

BANJA LUKA - The vice-president of National Assembly of RS and president of Serbian Radical Party /SRSRS/ Nikola Poplasen warned in BAnja Luka the deputy High Representative of the international community Hans Schumacher that "equal approach must be unavoidable factor in solving all political issues". Poplasen has put in the same context also the commitment for consistent respecting of the provisions of Dayton Agreement. "Mr. Schumacher accepted Poplasen's stances and gave a message that international community is attempting to contribute to the positive solving of all political issues in RS and Federation B&H /FB&H/" - is said in the announcement of SRS.

BANJA LUKA - The deputy High Representative of the international community Hans Schumacher stated in BAnja Luka that in the year 1998 the international donors will direct 80% to reconstruction of RS, from total resources for reconstruction of B&H. At the press conference he stressed that such stance recommends High Representative Carlos Westendorp, in order to compensate the funds which did not come to RS in post-Dayton period. He confirmed that at the Donor's Conference for B&H scheduled for May 8 in Brussels, will be approved new resources for reconstruction of RS and FB&H, and the condition is accelerated return of refugees and displaced persons in the next period.

SARAJEVO - The spokesman of OHR in B&H Eshley Byrn announced in Sarajevo that on April 28 in BAnja Luka will be held the conference about return of refugees. At the press conference of international organisations , Mrs. Byrn said that at the conference will be discussed whether some progress occurred in this matter since the last meeting about return of refugees in Sarajevo and passing the Sarajevo Declaration. The spokesman of UN Mission to B&H Alexander Ivanko announced for tomorrow at 12,00 h in Sarajevo the meeting of the commissioner of IPTF Richard Monk with cantonal and ministers of Internal Affairs of FB&H and RS, at which will be talked about implementation of the project of common registering plates.

PRISTINA - The group of Albanian terrorists attacked from the machine guns the police check-point in the refugee settlement Babaloc near Decani - SRNA learns in the local Police Station. According to them, none of policemen was injured. The check-point in Babaloc was established last night, after its residents had fled to Decani, seeking the protection from Albanian terrorist attacks in this part of Kosovo.

BIJELJINA - The president of National Assembly of Republika Srpska /RS/ Dragan Kalinic and chiefs of delegate clubs of parliamentary parties discussed in Bijeljina the information for next elections and new OSCE rules, and at the meeting was present in the informational-consultative capacity the vice-president of Government Ostoja Kremenovic. According to Mr. Kalinic, the chief of OSCE Mission to B&H Robert Berry will inform in more details the chiefs of parliamentary parties about the changes in electoral rules tomorrow, on the basis of what the government of RS will receive the information which will be given to delegates.

BANJA LUKA - The president of the Foundation "Lord Byron" from London Sir Alfred Sherman, while talking about Serb-phobia at the tribune which in Banja Luka had organised The Serbian Intellectual Forum, asked a question: "Why the West behaves in the way which historian will describe in the future as criminal and unallowable?" Participating in the discussion about the theme "Western policy and future of Serbs on the threshold of 21st century" Sherman, who at one time was the personal counsellor of premier Margaret Tacher, assessed that to the distorted picture about Serbs contributed media and ignorance related to the essence of Balkan problem".

SOKOLAC - In RS were registered 4,772 mine fields, but this number, probably will be greater after gathering and reviewing the additional information - stated the international counsellor for the jobs of mine clearance for RS Eddy Banks. Banks presented a datum that after signing Dayton Agreement 104 persons had lost their lives since the Dayton Agreement was signed, 265 was wounded - out of which 73 heavily, while during mine clearance in RS 12 persons was killed or wounded.

NEW YORK - The UN High Commissioner for Refugees Sadako Ogata confirmed to reporters in New York that 1,800,000 citizens from the regions of the former Yugoslavia, two years after signing Dayton Agreement, still live in exile in other parts of the state or abroad. "That is a big problem" - stated Ogata after presenting the report to the Security Council. According to her, around 400,000 of refugees returned in their former homes, out of which 130,000 from Germany.

ZAGREB - The assistant of the Croatian minister of development and renewal Stjepan Sterc stated that the return of 400,000 expelled Serbs to Croatia would cost 15 billions of kunas, i.e. 4,25 billions of German Marks - reports Beta. Sterc stated in Croatian Assembly that, according to estimation, the return of all Serbian refugees to Croatia could last even 15 years, but that the problem is because the international community requires that these problems of return have to be solved for two years.

WARSHAW - The assistant of American state secretary Strobe Talbott promised in Warshaw that Washington will in the future closely cooperate with OSCE in solving "the extremely difficult problem of Kosovo" - reports Reuters. While talking with Polish minister of Foreign Affairs Bronislav Geremek, who is temporarily the chairman of OSCE, and his special envoy Felipe Gonzales, Mr. Talbott stressed that "for international community is important to persuade by all means the parties in Kosovo conflict that it is in their interest to start the dialogue".

TIRANA - The Albanian army started the military manoeuvres in the vicinity of Yugoslavian border - stated the spokesman of the Defence Ministry Albert Mulai, who said that the "exercises was earlier planned and is not related to the situation in the South-Eastern province Kosovo and Metohija". According to him, the exercise was conducted by one artillery unit from the garrison Kukes, 20 kilometres far from the Yugoslavian border.

BANJA LUKA - The Football Association /FS/ of RS, while responding on the demand of the deputy High representative of the international community Hans Schumacher to accept the offer for participation in football play-off of B&H, rejected in Banja Luka the offered system because, as assessed, "numerous unsolved and undefined issues in football of B&H". In the letter sent to OHR FSRS is stressing that it is not ready to accept such offer and simultaneously expresses the hope that in the next period would be offered the right solutions, acceptable for both sides.
