NEWS REVIEW, REPUBLIKA SRPSKA

KRAGUJEVAC - Serbia is under constant pressure of the international community because it denies any kind of democracy and stays the stone that will never change - said for SRNA in Kragujevac, President of the Serbia City Union, Vesna Pesic. In her opinion Belgrade should call the international missions to come Kosmet instead of closing the door for them.

SARAJEVO - The Srpsko Sarajevo City Assembly and the Srpska Ilidza and Srpsko Novo Sarajevo Municipal Assembly representatives asked from the commissioner of the RS Government for the Radio Srpsko Sarajevo, Vlado Popovic, to give premises and technical assets to the owners - co-founders of this radio station. This decision and conclusions from Assembly's sessions were read to the gathered people in front of the Radio Srpsko Sarajevo by Mirko Sarovic , Obren Zeljaja and Milenko Todorovic, presidents of the above mentioned institutions.

SARAJEVO - Employees at the Radio Srpsko Sarajevo formed a press-centre in Lukavica at the School of electrical engineering, from where they release reports to other media on current events in the city.

DOBOJ - Serbian Radio Doboj started to broadcast the programme at the usual frequency 92,3 MHz, because most of the employees came to work. A commissioner of the RS Government for this radio station, Marko Micic, refused to talk with the press.

MILICI - Commissioners for the Milici Municipality, who were appointed by the RS President, Biljana Plavsic, took on jobs. Their leading men, Milorad Filipovic, notified, in written, vicepresident of the RS Government, Ostoja Kremenovic, about this taking over, stressing that it was done with attendance of the police and there were no incidents.

VIENNA - Donations for the radio FERN will be suspended after elections in September, the donors made a decision. What will happen to FERN it will depend entirely on commercial investments, partnerships with other media and voluntary contributions.

BANJALUKA - The first ten-day summer school of Serbian language for foreign students has been concluded in Banjaluka, at which students from the Bulgarian Universities had a chance to find out more about Serbian language, culture and arts. Certificates for the Bulgarian students were given in the presence of the RS vice-president and a rector of the Banjaluka University, Dragoljub Mirjanic and Bulgarian Ambassador to Sarajevo, Marko Markov.

BANJALUKA - The RS Government and the international community pay special attention to the even development of the RS - said in Banjaluka the RS Prime Minister, Milorad Dodik, stressing that in the eastern part of RS realisation of several projects is in progress. The RS Prime Minister, Milorad Dodik, and the RS President Biljana Plavsic, held talks with the International Community High Representative, Carlos Westendorp. After the meeting Dodik said that they were talking about operational issues and thanked to Carlos Westendorp and the international community for their help in improving of the economic-social situation in RS. Speaking about dismissals of editors in the local media Dodik said that it was done only in state media. According to him a meeting is to be held today with Municipalities' representatives at which an agreement should be reached on pluralistic Steering Committees and their further democratisation.

SARAJEVO - As the EU chairman, in the next 6 months, Austria will be implementing the EU policy and not of the official Vienna, said in Pale, Valentin Incko, Austrian Ambassador, after the meeting with the President in the B&H Presidency from RS, Momcilo Krajisnik. "I explained to Mr. Krajisnik our political aims and what will be the focus of our work", said Incko.

SARAJEVO - It seems that during these changes in the local radio and television stations the RS Government was reacting on the basis of the Law on Public information - said in Sarajevo the OHR spokesman, Simon Haselock. "What has been done, has been done in the framework of the RS Constitutional system", said Haselock at a press-conference adding that if he was in a position to choose, he would chose these 16 prominent local media.

DOBOJ - OSCE has no comment on the decision made by the RS Government to relieve from duty 16 directors and editors in chief in RS, but the OSCE discussion on the issue is in progresssaid in Doboj, spokesmen for the OSCE regional office in Banjaluka, Paul Hawkins. A Legal group and a Commission of media experts are discussing all items of that decision and its consequences, after which official statement from the OSCE will take place", said Hawkins at a press-conference.

SARAJEVO - Radio Srpsko Sarajevo continued to broadcast the programme after a strike caused by the RS Government decision to relieve from duty directors and editors in chief of this local radio station, SRNA has learned at the Radio Srpsko Sarajevo. Dispute about propriety rights is to be solved between the City Assembly, the Srpska Ilidza and the Novo Sarajevo Municipal Assembly and the RS Government.

BANJALUKA - The forthcoming elections in September must be democratic and fair, in order for the final outcome to represent the will of voters, said during talks the SPRS President, Zivko Radisic and the U.S. Special envoy for the Balkans, Robert Gelbard in Banjaluka. In the communique issued by the SPRS is stressed that they were talking about current political and economic situation in RS, and the election campaign.

NOVI SAD - The RS can survive only with persistent implementation of the Dayton Peace Accord, and its stability is connected with a stability in Serbia and FRY - said in Zrenjanin the SPRS President, Zivko Radisic. The SPRS will be running in the forthcoming elections within the Coalition Sloga while in the Parliamentary election campaign the party will be running independently.

BANJALUKA - The Serbian Monarchic Union (SMS) appealed to the RS Government to reconsider its decision to relieve from duty directors and editors in chief in some local radio and television stations. According to the SMS this decision has no ground in the law so the RS Constitutional court must take his stand about the matter if, previously, the Government and the local authorities are not agreed on the matter.

BANJALUKA - The President of the Council of the Social- Liberal Party (SLS), Nebojsa Karalic, condemned in Banjaluka a decision made by the RS Government to relieve from duty directors and editors in chief of 16 local and radio and television stations. "The RS Government made this decision by which it destroys democracy, a month before the elections in September order to have full control over media and to have a free access during the election campaign" - said Karalic at a press-conference.

DOBOJ - Security forces in Kakanj still have not found out who planted the explosive device yesterday in a Catholic Church of sveti Petar and Pavle - said in Doboj the IPTF spokesman, Andre Agniely. Walls and all windows were damaged, said Agniely at a press-conference. Spokesman for the IPTF reminded the journalists on incidents in Brcko - murder of Muslim returnees and planting of an explosive in the UN container, but he did not wish to announce any more details about these cases.

BIJELJINA - The U.S. representative for the Balkans, the U.S. Ambassador to B&H Robert Gelbard, Richard Kauslarich and the USAID director, Craig Buck, will visit the Helsinki Committee for Human Rights in RS in Bijeljina. After the meeting the pressconference will be held, as it has been announced for SRNA.

BANJALUKA - The RS President, Biljana Plavsic, and the RS Prime Minister, Milorad Dodik, held separate talks in Banjaluka with the U.S. Special Envoy for the Balkans, Robert Gelbard about implementation of the Dayton Peace Accord, the forthcoming elections and privatisation process. "We have reached an agreement on all issues" - said Dodik after the meeting and added that the "help donated by the U.S. will be the best evidence that the American Administration supports the RS Government". They agreed that the forthcoming elections must be realised in a democratic manner.

SARAJEVO - The President in the B&H Presidency from RS, Momcilo Krajisnik, supported an equal treatment for all sides in B&H, during talks with Austrian Ambassador to B&H, Valentine Inzko. "Peace is the most important thing in B&H and its future lies in partnership of three nations", said Krajisnik. Austria, as the EU chairman for the next six months, might have an important role for the Kosmet crisis to be solved.

SARAJEVO - Members of the Ministry of Foreign Economic Affairs of the B&H Council of Ministers held talks with the delegation of the Russian Federation Government about a commodity credit amounting to $U.S.100 millions for the production area, which is due to be shared 50:50 between the RS and the FB&H."It has been agreed for credit terms to be improved i.e. for grace period to be within three to five years, and we also asked for a time of repayment to be extended from current eight years, said Gavro Bogic, Deputy Minister of Foreign Economic Affairs in the B&H Council of Ministers.

SARAJEVO - A decision made by the RS Government to relieve from duty leading men in some local radio and television stations does not contribute creating a favorable political atmosphere on the eve of the elections in September, said Dragan Kalinic, President of the Serbian Democratic Party (SDS) Presidency. Kalinic held talks in Pale with the U.S. Ambassador to B&H, Richard Kauslarich about the SDS and its view on the current political situation in RS.

BANJALUKA - A director of the Serbian Radio Gradiska, Desanka Radjevic, announced that she will bring charges against the RS Government because she was never informed about the reasons why she was relieved from duty. At a press-conference she said that she would ask for a legal compensation because of a "treatment during her replacing, with attended policemen who had an order to stop entry to the radio premises".

BRCKO - A Mayor of Brcko, Borko Reljic, stated for SRNA that people's gathering in front of the Municipal Assembly building have no political connotation and they should not be politicised connecting it with the implementation of the Additional Arbitration Award. "Uneven solving of the complex problem regarding return of Serb refugees and the implementation of the Annex 7. of the Dayton Peace Accord are the cause for the people's indignation in Klanac, said Borko Reljic.

BRCKO - The oldest Serb refugee in Brcko, Blagoje Tomic,1907, from Visoko, has been killed with 14 stabs with knife on his son's grave in Ilijas, on 27 July - said for SRNA members of the family. Tomic went to Sarajevo on 26 July in order to visit a grave of his son, buried in 1992 in Ilijas, and on the next day he was found dead.

BRCKO - Drazan Rosic,1978, Simo Popovic, 1976, Milan Ilic, 1976, and Slavisa Letic,1977, have been arrested in Brcko suspected of having killed Ademir Karic,1975, born in Brcko, on 27 July. This murder has no political background and the security situation in town has not been jeopardised, said a Mayor of Brcko, Borko Reljic.

BANJALUKA - Stories about the "revision of the Dayton Peace Accord" and the "Dayton II" are plain propaganda, said the International Community High Representative, Carlos Westendorp, in an interview to "Glas Srpski", a tomorrow's issue. Different conferences such as Sintra, Bonn and Luxembourg have not changed the Dayton Peace Accord and they can not do that" - said Westendorp. He added that "the Peace Accord is not fully understandable and it is sometimes a matter of an interpretation and the new life must be built with confidence. "The High Representative has his right to interpret some regulations but we want for all signatories of the Dayton to participate in that", Westendorp explained.

SARAJEVO - A general director of the International Media Commission (IMC), Krister Thelin, and a chief of the public relations department, Dieter Loraine, promoted in Sarajevo a Codex for preparing of the radio and television programme in B&H. The codex will become operable on August 1st. "Media has a key role in the democracy development and the IMC can be seen as an instrument for promotion of the media in the democratisation process in B&H", said Thelin.

SARAJEVO - At the Ploce port on August 2nd, will arrive the SFOR Multinational Specialised Units (MSU), trained to work with people in order to be prevented any kind of disturbance the peace, said the spokesman for the OHR, major Richard Saint Louis. The MSU units are like battalion, 350 soldiers and 100 vehicles, specialised to give assistance for public security areas and SFOR in maintaining the security in B&H , said Saint Louis.

PRISTINA - Security forces blocked groups of Albanian terrorists in the villages of Smonica, Ramoc, Sisman and Nec - SRNA has learned from representatives of the local authorities in Djakovica. During last few months terrorists have been attacking almost on daily bases police and the members of the FRY Army.

VIENNA - Bronislav Geremek, the OSCE chairman and Polish Foreign Affairs Minister expressed deep concern with the situation in Kosovo and Metohija. Geremek strongly condemned "escalation of violence and bloodshed" what might lead to a war. He called on all sides involved, to stop with hostility and to reconsider political solutions for the problem.

BELGRADE - Albanian parties will support joint platform for the Kosovo problem solution and an urgent and useful dialogue is needed , stated at a press-conference the EU three-member delegation in Belgrade. Secretary general of the Austrian Foreign Affairs Ministry, Albert Rohan, said that the delegation "does not support the independnce of Kosovo and solution must be sought in the higher degree of autonomy, what can be the solution for the Kosmet problem.

BANJALUKA - "Most of the public react accurately, to the RS Government decision to relieve from duty leading men in the local media , in a view that every illegal step will be judged negatively and that pluralism of media must exist", is said in a communique issued by the RS Ministry of Information. "Only local powerful persons and relics of the media totalitarian ideology can protest against these measures, meaning that they protest against the Law on the public information, which was not proposed by this Government" - is said in a communique signed by the RS Minister of Information, Rajko Vasic.

SARAJEVO - After a 28-hour break, the Radio Srpsko Sarajevo started to broadcast the programme - it has been confirmed for SRNA in the Radio Srpsko Sarajevo. It was decided for the property of founders as well as premises to be given to the Syndical Labour Association of the Radio Srpsko Sarajevo, headed by a president, Mladen Kapor. This decision was made at sessions of the Srpska Ilidza, Srpsko Novo Sarajevo Municipality and the City Assembly.

BIJELJINA - The U.S. Special envoy for the Balkans, Robert Gelbard, visited Bijeljina where President of the Bijeljina Municipal Assembly, Dragomir Savic, informed him about projects financed by the USAID, and in the Helsinki Committee for human rights he had talks about human rights in this part of RS. During the meeting, Savic expressed pleasure with democratic processes in Semberija and with a fact that the international community has started to invest in the eastern part of RS.
