  • [01] JURIDICAL COUNSEL OF COUNCIL OF EUROPE ON HIGHER SCHOOLS

    TIRANA, SEPT 16 (ATA)-By P.Shuteriqi, The Council of Europe's group of experts, which is being familiarised with the current legislation of Albania, is providing its juridical counsel on drafting a common law on higher education and the research and scientific activity.

    After the meeting with the minister of Higher Education and Scientific Research, Besnik Gjongecaj, the CE specialists said that their assistance intends the drafting of an effective law.

    Their suggestions are based on the perennial experience of the advance West-European countries.

    The programme of CE's legal Reform is created with the aim to help and support the reconstruction of laws, especially in the new partner countries of the East.

    Gjongecaj stressed that during the consultation they noted a full accordance of views, ideas and concrete steps to be undertaken regarding the coordination and cooperation of our higher schools with the research and scientific institutions.

    The drafting and approval of the new respective law will mark a further indispensable step in the right direction for the equivalence of out diplomas to that of the European schools, Gjongecaj said. s.sh/kled/lm/sh/

    [02] FIRST PUBLIC ORDER ACADEMY GRADUATES APPOINTED

    TIRANA, SEPTEMBER 16 (ATA)-By S.Sharrexhi, The first 86 students, who graduated from the Public Order Academy, were appointed to office, at a ceremony held on Saturday, according to the Interior Ministry spokesman.

    Greeting the graduates, the Interior deputy Minister and Police Director General, General Agim Shehu, said among other things that the development of the professional skills in the police sector is one of the main points of the Democratic Government's programme on police.

    "Therefore, you are those who will develop these skills in the commissariat you will be working," he said.

    Later, Shehu spoke of the special importance of the moral figure of the police officer as a public relations officer.

    The order of the Interior Minister, Halit Shamata, about the appointment of the new officers to office was read by the director of the Interior Ministry staff, Colonel Vedet Sazani. s.sh/kled/lm/sh/

    [03] SUCCESSFUL JOINT VENTURE IN ALBANIAN AGRICULTURE

    TIRANA, SEPT 16 (ATA)-By A.Lazaj,

    The Albanian-German Joint Venture "UMB-AGRO Deutschland" will provide Albanian agricultural and forest farms with equipment, spare parts and a comprehensive service.

    The founding of this venture is fruit of the cooperation of the former Agricultural Mechanical Plant of Fier, UMB (now privatised through shares), with the German company Kretschner & Partener, which mediated in finding a German partner to work in this field.

    "I chose UMB after negotiating with other 11 enterprises in Albania," says Mr. Detlef G. Kretschner, president of the German firm KEG-Kretschner & Partener.

    The Fieri based UMB-AGRO Deutschland will have its own offices in ten various countries of Albania. kled/lm/sh/

    [04] MISSILE SHOOTING HELD SUCCESSFULLY

    TIRANA, SEPT 16 (ATA)- The real missile shootings were carried out Sunday in one of the Army's shooting grounds, according to the Defence Ministry spokesman.

    In the context of the Partnership for Peace Initiative, the Albanian army devotes a special attention to the military practical training, readiness and professional level of the effective. The military shooting with all kinds of weapons, at the disposal of the army units, is as well of special importance.

    Also attending the missile shooting by the Defence Air Forces were Defence Minister Safet Zhulali, the Chief of the Army General Staff, General Sheme Kosova, and other high ranking officers.

    At a briefing before the shootings, Brigade-General Ylli Dimraj familiarised the participants with the performance of the effective and the way of conducting the missile shooting.

    Later, the military task was assigned with officers, specialists and soldiers acted under different and complicated situations to intercept the target and pursue it until its extermination.

    The military shooting was carried out successfully, exterminating the air target with only one missile. This is the second military missile shooting held.

    [05] ALBANIAN STATE CONTROL DELEGATION VISITS GREEK ACCOUNTS COURT

    TIRANA, SEPT 16 (ATA) - A high ranking delegation of the State Control Service, headed by its chairman Dr. Blerim Cela, paid an official visit to Greece, at the invitation of the Chairman of the Greek Accounts Court, Apostolos Botsos, the spokesman of State Control Service reports.

    The visit is held in the framework of strengthening the cooperative relations, exchanging the experience between two similar bodies, as well as discussing the draft-law to turn the State Control Service into the Court of Account Control.

    The talks between the delegation of the State Control Service and Account Court of Greece, also attended by its chairman Apostolos Bostos, deputy chairman Jorgos Kokolaqis, General Court Prosecutor and experienced specialists of this Court, focused on the discussion of the draft-law for the Independence of the Court of Account Control which is estimated by the Greek side.

    During the talks, which were very friendly, they discussed issues regarding the competence and the supervising and judicial activity of the Court. It is also foreseen to be applied two main forms of control: the preliminary control and the control for action accomplishment. The meetings and talks between two delegations continue. /kled/mt/

    [06] ALBANIA TO PARTICIPATE IN "INTERNATIONAL DAYS OF MEDITERRANEAN '96"

    TIRANA, SEPT 16 (ATA) - By Aljosha Keko, A delegation of the Tirana Chamber of Commerce and Industry will participate in the activity "International Days of Mediterranean 1996", to be held from September 18 to 21 in Marseilles, France, the spokesman of this institution told ATA.

    During the stay in Marseilles the Albanian delegation will sign the Protocol-Agreement between the two Chambers of Commerce and Industry, which will provide the basis for the institutionalization of the relations between them.

    The Protocol-Agreement will also be a new step in the establishment of ties between Albanian businessmen and Mediterranean ones, for the attraction of French investments and broader. /a.ke/kled/mt/

    [07] FIRST DAY OF SCHOOL: FLOWERS FOR TEACHERS AND STRIKE

    TIRANA, SEPT 16 (ATA0- By P. Shuteriqi, Over 700 000 pupils of the eight year and secondary schools as well as the big army of teachers started today the first day of the new school year.

    The Minister of Education and Sports, Edmond Lulja, greeted the students and teachers on this occasion.

    The first day of the new academic year was accompanied by a one-hour- strike, staged by the trade unions, for economic demands.

    "We do not want to place ourselves in the role of the strike breakers, but we do not whatsoever agree with the strike, precisely today on the first school day," the leading officials of the "Arben Broci" secondary school in the capital, Lluka Gjini and Lindita Nikolla told ATA.

    Over 600 pupils and some 30 teachers of this school started the first day in a rehabilitated building equipped through approximately nine million leks, donations by the "SOROS" Foundation and assistance by the parents' community itself.

    Alongside the dental clinic, the pupils will soon be provided with gymnasiums and chemistry and physics labs, whereas the pupils themselves, for the first time this year wore their uniform: blue jeans, blue shirts and ties.

    The collective of the eight year school "Ali Demi" also began its first school year at a rehabilitated building through the "Soros" donations.

    Meanwhile, the contribution provided by the democratic government for school rehabilitations, reconstructions and buildings, for the year 1996 alone, reaches 960 million leks.

    The state's budget funds for education this year will go for the construction of two new kindergartens and reconstruction of 17 others and the rehabilitation of 105 eight year schools. Another 77 schools are new buildings.

    As regards the secondary education, some 10 schools are being built, of which six are completed and 31 are under reconstruction.

    Foreign donators have also been a great contribution. Some 11 schools have been built and 35 others have been rehabilitated through funds provided by the World Bank.

    The Council of Europe is contributing to the building of a new school and the reconstruction of eight others.

    The "Soros" funds have helped build seven new buildings and reconstruct 20 school buildings.

    This school year is conform full legal acts and the school texts and programmes are new. pas/lm

    [08] PEZA COMMEMORATES 54TH ANNIVERSARY OF ITS CONFERENCE

    TIRANA, SEPT 16 (ATA) By S Sharexhi - A ceremony was organised today in Peza, about 20 km from Tirana, to commemorate the 54th anniversary of Peza Conference which laid the foundations of national unity in war against Nazi- fascist invaders.

    Defence Ministry and Tirana local government held a meeting close to the memorial dedicated to this important historical event.

    Albanian Defence Minister Safet Zhulali, Chief of Army's General Staff general Sheme Kosova, Interior Minister Halit Shamata, Minister without portfolio Hasan Halili, Defence State Secretary Leonard Demi, deputies and representatives of political parties as well as the Prefect of Tirana attended the meeting.

    Chairman of the Joint Veterans Organisation Ymer Dishnica ex-delegate of this Conference addressed to the attendance. He said that Peza Conference was the "First pluralist convention, which realised the unity of all people in war against fascism."

    "By an irony of fate, most of its delegates were punished and denigrated by the dictatorship of Enver Hoxha, who tried to call this conference a personal merit" said Dishnica.

    Minister Zhulali greeted on behalf of President Sali Berisha.

    After the meeting they went at the tomb of Myslym Peza, to pay homage to commander of the first antifascist unit in Europe, founded in 1940.

    They also paid a visit to the Museum House where the Conference was held on September 16, 1942. pas/fh/

    [09] LEGAL FRAMEWORK ON CIVIL SERVICES KEEPS COMPLETING

    TIRANA, SEPT 16 (ATA)- Council of Ministers approved three decisions, on a meeting held today regarding the law "On civil services in the Republic of Albania (RA)": "On ethics in civil services", "On discipline and civil order", and "On the Diplomatic Corps and Consulates in the RA" which will help the completion of the legal framework in this field.

    While compiling these decisions the US and European assistance and experiences have been considered.

    Council of Ministers agreed to increase with 25 million leks its assistance for railways in the second semester of this year.

    Great Park and the hills round the Tirana Artificial Lake were declared object of special importance and a special fund was allocated to Interior Ministry to organise its protection.

    Council of Ministers approved in principle the Consular Convention between the Republic of Albania and that of Croatia. am/fh/

    [10] COURT SENTENCES FOUR FOUNDERS OF COMMUNIST PARTY

    TIRANA, SEPT 16 (ATA) By E Xhajanka - Tirana Court today sentenced four men who wanted to create the New Albanian Comunist Party (ACP).

    Judge Gjergj Pojani sentenced Sami Meta and Timoshenko Pekmezi with 2.6 years and 2 years in jail respectively, and Kristaq Mosko and Tare Isufi with one year in jail each.

    Prosecutor Kadri Skeraj in his indictment asked the judges to declare them guilty and asked sentences ranging from one to three years in jail for the four defendants who wanted to create the ACP. "Evidence of their guiltiness is incontestable, they are sentenced for their anti constitutional avtivity and not for their political views" had declared Skeraj.

    The four defendants were arrested in February 1995, charged with the creation of a new Communist Party in 1992. They said, their aim was to create a communist party of a new type which excluded use of violence from its program and would ask for its legalisation in the Ministry of Justice.

    "The party would function according the 45 years experience of the Party of Labour of Albania led by Enver Hoxha" said in a previous session Timoshenko Pekmezi, who confirmed that "the creation of the party had been declared on May 5, 1993, on the newspaper 'Jehona'."

    According the main Constitutional Provisions of Republic of Albania, creation of communist parties and others alike are considered anti constitutional. The law envisages sentences from 1-5 years in jail.

    The charge was based on evidence found in their houses like note- books with process-verbaux of the meetings and their personal approval of the activity.

    The Albanian Parliament declared outlaw the ACP created by Hysni Milloshi in 1992, year of the triumph of democracy in Albania. ksh/fh/

    [11] TRIAL "ANTIGENOCIDE 5" STARTS IN TIRANA

    TIRANA, SEPT 16 (ATA) By E Xhajanka - A session of trial "Antigenocide 5" opened today in the Tirana Court for crimes against humanity.

    The chairman of the panel of judges Andi Celiku called the roll and Pali Miska 65, Raqi Iftica 69, Marash Kola 65 and Hysen Shahu 48 resulted present in the court hall while the others Enver Halili, Qemal Bregasi, Mehdi Bushati, Jorgaq Mihali and Lahedin Bardhi were not present because have fled abroad before December 1995 when this case started.

    Today's session opened with defendants' generalities and preliminary demands of the parties present about investigations.

    The prosecutors Kadri Skeraj and Shkelqim Goni advanced the charge in the second session. Based on the evidence they had in their disposition and on the denouncement of the Albanian Intellectuals Forum, where the names of 36 people mentioned are charged with "while being in high government and party posts have acted against the law and have based their actions on passions and unjust orders."

    According this charge, these former senior officials of the communist dictatorship, now under arrest, have exercised massive terror and genocide, and realised internments and expulsions, actions which run against the then Constitution and law of the period these crimes were realised.

    Both prosecutors charge them of having consumed the act of crimes against humanity in collaboration envisaged in Article 73, 74, 25 and 67 of the Penal Code of Republic of Albania.

    If convicted the defendants risk from the above four Articles sentences ranging from 15 years in jail to the death penalty.

    These nine former senior officials have signed many reports and proposals which were based on political revenge.

    [12] ALBANIAN PRESIDENT RECEIVES PUPILS OF SCHOOL "EDITH DURHAM"

    TIRANA, SEPT 16 (ATA) By F Nikolla - President of the Republic Sali Berisha received today, in the first day of school pupils of school "Edith Durham" in Tirana.

    "I wish you successes and a good school-year" said Berisha to the pupils of this school, which is named after the name of one of the best well-known English ethnographers of this century, who has realistically shown the Albanian life.

    "Your future is free, so you will be better prepared for a more prosperous life for you and your families" he added. fh/

    [13] ALBANIAN-GREEK JOINT MILITARY EXERCISE CONDUCTED IN ALBANIA

    TIRANA, SEPT 16 (ATA) -The Greek warship "KISSA" is in a portal visit to Albania, while holding the military exercises with Albanian naval forces, code-named "Poseidon '96", says press and information office of the Defence Ministry.

    It stresses that it is realised in the context of bilateral relations between the two armies.

    "Poseidon '96" will be realised in three phases: the first and the second one will be realised in Durresi seaport waters and the third one will be realised in the waters of Corfu.

    Both armies will work out in these exercises training elements according NATO standards, they will get acquainted with jurisdiction of sea movement, how to offer first aid in case of natural calamities in the open sea and others.

    First and the second phase are being efficaciously held and both armies are exchanging experience in the practical process of the training. ake/fh/
