    SHKODER, OCT 17 (ATA) By Myfit Malja: The representatives of the Council of Europe, Uli Baher and Uver Muller, who are monitoring for some days the preparations of the local election campaign in Shkodra district, held Wednesday a meeting with the Mayor, Filip Guraziu. Guraziu acquainted them with the quiet election campaign held in the city recently.

    The guests were interested in the voters' lists, setting up of the polling stations as well as the remarks of different political subjects.

    Further on, they held a meting with the chairman of the district electoral commission, Bardhyl Sokoli, who acquainted the officials of the Council of Europe with the preparations of this commission for the local elections and with the fact that all the decisions of the commission are taken with the agreement of all the political forces. He said that all the respective documentation of the local elections is prepared, and the 92 polling stations of the district are ready.

    The officials of the Council of Europe also met the representatives of the political parties and visited some polling stations. /a.ke/jz/mt/k

    [02] DIFFERENT PARTIES PRESENT CANDIDATES FOR LOCAL POWER

    TIRANA, OCT 16 (ATA) - The chairman of the Albanian Green Party, Nevruz Maluka, held a meeting Wednesday with members and supporters of this party in Korça district, in which he presented candidate for Mayor, Stefi Cami, as well as candidates for municipalities council.

    **** KORCE, OCT 16 (ATA) By Behar Fejzullaj: The chairman of Levizja e Legalitetit Party held Wednesday a meeting in Korça district in which he presented candidate for Mayor Romeo Xinxifi.

    In his address, the chairman of this party, Guri Durollari, said among others that the motto of this party is: "Vote for the best".

    Levizja e Legalitetit Party aspires to set up the constitutional monarchy with the Albanian king Leka i Pare. /a.ke/

    **** KORCE, OCT 16 (ATA) By Behar Fejzullaj: The Party of Balli Kombetar (National Front) held Wednesday a meeting by fielding its candidate for Korça Mayor Alfred Cako.

    Aleko Gjergo, Party Secretary General, said that Balli Kombetar represents the Albanian nationalism which fought against the nazi-fascists during the World War II.

    **** ELBASAN, OCT 16 (ATA) By P. Zekthi: The meetings of the last ten days of the Republican Party in Elbasani district are held in small groups.

    According to the RP chairman of the district, Arben Burburia, who is appointed candidate for Mayor, such meetings, different from those of the two biggest parties which he criticized, produce more efficient results. /s.sh/kei/mt/k

    [03] PRESS CONFERENCE OF SP CANDIDATE FOR SHKODRA MAYOR

    SHKODER, OCT 16 (ATA) By Myfit Malja: The Socialist Party candidate for Shkodra Mayor, Sadedin Stankaj, gave Wednesday a press conference in one of the areas of the SP's branch in Shkodra district, Northern Albania.

    At the very beginning he read a press release, which stressed among others that the SP considers the local elections of October 20 as the most important step to show Europe that we know to hold free and fair elections.

    Further on, Stankaj answered to many questions which had to do with his program in the four following years.

    All the elections held in Shkodra district after the fall of the dictatorship are won by the Democratic Party. /a.ke/kei/mt/k

    [04] FOUR FOUNDERS OF COMMUNIST PARTY SOON IN APPEAL COURT

    TIRANA, OCT 16 (ATA) By Eva Allushi: The founders of the Communist Party, Sami Meta, Timoshenko Pekmezi, Kristaq Mosko and Tare Isufi asked guiltiness to the Appeal Court.

    Tirana court's jury sentenced on September 16 Sami Meta with 2.6 years in jail, Timoshenko Pekmezi 2 years, Kristaq Mosko a year and Tare Isufi with 1 year in jail.

    The four defendants, arrested on February 95, are accused of re- founding the communist party since 1992.

    According to them, their aim was the re-creation of a new communist party, which would be a party of a new type, excluding violation from its program and requesting legalization from the Ministry of Justice.

    "The party would function according to the 45-year experience of the Party of Labour of Albania (PLA) lead by Enver Hoxha", declared in one of the court sessions Timoshenko Pekmezi, who confirmed that "he had declared the foundation of the Communist Party since May 1, 1993 in Jehona paper".

    The final decision of the appeal court will be given on October 23. /kled/mt/k

    [05] APPEALS COURT UPHOLDS TIRANA COURT RULING FOR BRITISH MANIAC

    TIRANA, OCT 17 (ATA) By Eva Allushi: The Albanian Appeals Court, headed by judge Fatos Qaku, on Wednesday upheld a two-year jail sentence on a 34-year-old Briton who was found guilty of the charges of immoral acts.

    The lawyer, Delo Isufi, asked the court to allow his client, who is a drug addict, to leave the country declaring him "persona non grata".

    Paul Thompson who lived in Deven, England, was a divorced father of two, and was visiting Albania in 1996 as a tourist. He accepted charge, calling the ugly act "perversity and regret". He asked the court a brief judging and trial behind closed doors, which were accepted by the court's jury. /jz/mt/k

    [06] POSSIBILITY OF KOSOVA BEING REPUBLIC WITHIN FYR CAN AS WELL BE DISCUSSED- Dushan

    TIRANA, OCT 16 (ATA)- The chairman of the Serb "New Democracy" Party, Dushan Mihajlovic, has said that the Serbs and Albanians should themselves negotiate a solution to their issue.

    In an interview with Deutsche Welle, Mihajlovic says that the latest speculations on this issue have in their foundation the planned meeting between the two parties' representatives in in New York in December.

    Mihajlovic says that this meeting, to be held under the supervision of the non governmental organisation "The project on Ethnic Relations", does not have unreal ambitions, offering ready solutions to the Kosova issue. The Albanians and Serbs should come to an agreement for coexistence, reach an historical compromise, "as the Serbs and Albanians have lived in Kosova for centuries", he adds.

    Asked what concept is acceptable to him regarding Kosova, Mihajlovic says: "As one of the solutions, not pretending it will be accepted, we consider the return of the Kosova status of 1974 to correct the elements which served as a basis for Kosova's secession from Serbia and Yugoslavia".

    As regards the possibility of Kosova's being a republic in the framework of the Yugoslav Federation, Mihajlovic stresses that "this possibility can as well be discussed". However, he says that the authors of this project are not interested in a real solution of the Kosova issue because, according to him, no agreement, acceptable to both sides, can be reached on conditions.

    Mihajlovic considers the signing of the Milosevic - Rugova agreement for the normalisation of schools in Albanian a positive step.

    He says that during talks with U.S. partners he got the impression that Washington is also also waiting for the normalisation of the situation in other fields as well as for the full observation of the Human Rights and Freedoms in Kosova.

    He stresses that "unless the Kosova issue is resolved there can be no real economic development" of the Rump Yugoslavia. ag/pas/lm/k

    [07] ALBANIAN PRESIDENT AWARDS GOLD ORDER "MOTHER TERESA" TO ALOIS MOCK

    TIRANA, OCT 16 (ATA)- By F.Nikolla, President of the Republic of Albania Sali Berisha on Wednesday awarded Alois Mock the gold order "Mother Teresa", during an official dinner at the Palace of Brigades in Tirana.

    During the ceremony, to which honorable figures of the Albanian science and culture were also invited, Berisha considered Alois Mock "one among the most outstanding European politicians, who devoted his energy and wit to the processes of European union and integrity" and "one among the main architects of the current Austrian democracy".

    Berisha said that Austria's membership in the European Union makes up one of the major achievements of the Austrian Foreign policy and in this relation, Mr. Alois Mock rendered a historic contribution not only to his own nation but also to the entire European Union.

    Berisha described Austria and the Austrian nation as "the traditional friend and ally of Albania and the Albanian nation".

    "In the best tradition of the outstanding Austrian friends of Albania who denounced the St. Stefani treaty and backed the creation of the Albanian independent state in its own lands, of the Albanologs, who with great scientific responsibility and good willingness studied the roots of the Albanian national culture and ethnogenesis, Alois Mock is one among the best and precious friends of Albania".

    Berisha also referred to the contribution of Mr. Mock " as one among the first European figures who has lent his hand to the opposition democratic forces in Albania since the first weeks of their creation, helping them with their efforts to liberate the nation from the most savage dictatorship in Europe after the Second World War".

    "He was among the first to hail the DP victory and visit Albania after this historic victory. Through his contribution, in a very short awhile, the friendly Austria has become today one among the major supporters of Albania".

    "Mr. Alois Mock, as a friend of Albania in the post of the chairman of the European Democratic Union strongly supported the Democratic Party in its efforts for membership in this union".

    Mock considered the Gold order "Mother Teresa", a friendly medal.

    "Mother Teresa, is a saint, because she asks from herself more than from others. "It is particularly important to be awarded the order with the name of this distinguished woman of the Albania nation, considering that I come form a rich country which together with other nations of the same level feel duty-bound towards the less developed countries".

    On this occasion he expressed respect for the Albanian authorities' efforts on the path of democracy and committed himself to his country's friendship with Albania.lm/z/
