  • [01] ITALIAN INTERIOR MINISTER TO VISIT ALBANIA TODAY

    TIRANA, DEC 9 (ATA)- Italian Interior Minister Giorgio Napolitano will pay an official visit to Albania today, at the invitation of Albanian Interior Minister Halit Shamata, the Interior Ministry spokesman reports.

    The Albanian and Italian delegations, headed by Shamata and Napolitano, respectively, with discuss promotion of cooperation between the two countries' police.

    They will also sign the process-verbal of the first meeting of the Italian-Albanian Joint Committee in the field of police.

    During his stay in Albania, Napolitano will meet President of the Republic Sali Berisha, Prime Minister Aleksander Meksi and deputy Prime Minister and Foreign Minister Tritan Shehu. s.sh/kled/sh/

    [02] DECEMBER 8, NATIONAL DAY OF YOUTH IN ALBANIA- President Berisha takes part -

    TIRANA, DEC. 8 (ATA) - By Mimoza Allushi: State Secretariat for Youth and Woman and the Youth Forum of the Democratic Party of Albania yesterday held, on occasion of December 8, the national Youth Day, the prize giving ceremony for "The most affirmed youth of 1996" in the International Cultural Centre in Tirana.

    The chairman of the Youth Forum of the Democratic Party, Afrim Krasniqi and the Secretary of State for Youth, Roza Pati, after making a panorama of the work and activity of the youth in the past six years, in token of honour and respect, invited those present to keep a minute silence for the promoters of democracy , who sacrificed their life for the future of the country.

    President Berisha addressed those present. He said that "The National Youth Day avail me of the opportunity to greet the youths and students for their contribution to the fates of their nation and Albanian history."

    "December 8, 1990," said Berisha, "was like an storm which toppled the dictatorship. At the time when tyranny sought to survive, your storm restored to this country the lost national honour."

    After the meeting, 69 prizes were handed to the winners of the year.eva/xh/sh/

    [03] MEETING OF ALBANIAN INTERIOR MINISTER WITH STAFF OF POLICE COMMISSARIAT OF KAVAJA

    TIRANA, DEC. 9 (ATA) - Interior Minister Halit Shamata held on Dec. 7 a working meeting with the staff of the police commissariat of Kavaja, spokesman of this ministry reports.

    During the meeting, minister Shamata underlined the importance that coordination of the work among police structures and outside them on the basis of the law takes in the present conditions. A greater care should be taken of the road traffic because problems in this sector have been more sensitive.

    At the end of the meeting, minister Shamata introduced the new police commissariat chief, Zija Teferiqi. ssh/kled/xh/e

    [04] ITALIAN-ALBANIAN MEETING "TRADITIONAL SURGERY AFTER STANDARDS OF MODERN SURGERY" HELD

    VLORA, DEC 9 (ATA) - By H. Koci,

    The first Italian-Albanian meeting under the topic "Traditional surgery after standards of modern surgery" started proceedings on Sunday in the city of Vlora, Southern Albania.

    Organised under the aegis of the President of the Republic, Sali Berisha, the Ministry of Health and the Italian Ambassador in Tirana, Paolo Foresti, the meeting is being held by the "Agimi" association in cooperation with the technological University "Ismail Qemali" and the Vlora district hospital.

    Renowned Albanian and Italian surgeons read a series of reports at the meeting.

    The participants in the meeting were greeted the Vlora prefect of Vlora, Bahri Shanaj, the President of the "Agimi" association, Don Giuseppe Colavero, and the representative of the Italian embassy to Albania, Bruno Gentile.

    A scientific session with students of the Nursery Faculty of the Technological University "Ismail Qemali" of Vlora will as well be held on the second day of the meeting.s.sh/kled/lm/e

    [05] ITALIAN INTERIOR MINISTER VISITS ALBANIA

    TIRANA, DEC 9 (ATA)- Italian Interior Minister Giorgio Napolitano on Monday arrives in Albania for an official visit to Albania, at the invitation of Albanian Interior Minister Halit Shamata, the Interior Ministry spokesman reports.

    [06] TELEGRAF CARRIES SURVEY WITH 88.9 % OF KOSOVA INHABITANTS FAVOURING ITS INDEPENDENCE

    PRISHTINE, DEC 8 (ATA)- Serb newspaper Telegraf has issued the results of an opinion poll in Kosova conducted by the BETA agency of Belgrade last October.

    According to the survey, 88.9 % of the inquired have expressed themselves in favour of Kosova's independence.

    Only 10 % of the inquired have expressed themselves in favour of Kosova's division.

    The survey had to do with aspects of the Kosova issue and different variants for its solution. b.j/lind/lm/sh/

    [07] DEMONSTRATORS IN BELGRADE HAIL DEMAC

    PRISHTINE, DEC. 9 (ATA) - People in Belgrade demonstrations have hailed the message of Adem Demaci, chairman of the Committee for the Defence of Human Rights and Freedom in Kosova addressed to the Serbian people.

    Vuk Drashkovic Saturday appealed to 200 thousand manifestants to hail the act of Demaci, Serbian paper Nasha Borba wrote yesterday.

    Demaci, one of the leaders of the Albanians of Kosova, addressed to the Serbian people words which have long ago not been used for them, said Drashkovic to the manifestants.

    DLK chairman Hydajet Hyseni considered the message of Demaci as a dignified act, adding that he was expressing the disposition of a great part of the citizens of Kosova.

    The progovernment paper Borba writes quite differently for the message of Demac. The paper considered him a separatist and one of the destructors of the country.

    Demaci won, two years ago, the Sacharov prize of the European Parliament. He has served 28 years in Serbian prisons in Kosova.Bj/lind/eva/xh/sh/

    [08] SP PRESIDENCY APPOINTS NEW EDITOR-IN-CHIEF OF ZERI I POPULLIT

    TIRANA, DEC 9 (ATA)-The Presidency of the Socialist Party on Saturday appointed Luan M. Rama, editor-in-chief of the SP newspaper, Zeri i Popullit.

    "This appointment was made in response to a statement of 15 reporters of Zeri i Popullit who objected the nomination of Llambro Ruci at the head of the newspaper," Zeri i Popullit said on December 8.

    In response to the reporters' statement, the previously appointed editor-in-chief of the SP presidency, Ruci, said in a letter addressed to the presidency that he "did not want to work with this group of reporters."

    Rama's appointment was made known to the staff of the ZP newspaper by the SP Secretary General, Rexhep Mejdani, and the Secretary for Foreign Public Relations, Pandeli Majko, at a meeting of the newspaper's editorial board on Saturday evening.

    The SP leaders said at the meeting that they "had earlier decided for Ruci neither to put the newspaper under party censorship or control nor to offend its staff, but in view of his professional skills".

    The problems created in the staff of the newspaper Zeri i Popullit have triggered off reaction in all the Albanian press.

    The Association of the Professional Reporters which also includes the Zeri i Popullit reporters has also denounced "concepts of SP leaders", according to whom "reporters are payees who may be thrown on the highway at any time".

    The Journalists League of Albania has called on the SP presidency "not to violate the noble mission of information of its reporters".

    Albania says that two days ago ZP reporter Erion Brace severely criticised the SP presidency disclosing the fact that three of its members had gone every night to the newspaper's board to check all articles. kled/lm/Z/

    [09] ALBANIAN AND ITALIAN INTERIOR MINISTERS START TALKS

    TIRANA, DEC 9 (ATA)- Talks began Monday before noon in Tirana between the two Albanian and Italian delegations headed by the Interior Ministers Halit Shamata and Giorgio Napolitano, in the context of the meeting of the Albania-Italian Joint Committee.

    A protocol-agreement is expected to be signed by both sides regarding the war against illegal emigration, ordinary and organised crime, drug traffic and against prostitution.

    The Italian side has appreciated the Albanian demand for strengthening the technical structures of the Interior Ministry and police structures. kled/lm/sh/

    [10] INTERNATIONAL RAILWAY STATION OF BAJZA RE-OPENS

    MALESI E MADHE, DEC 9 (ATA) By M. Malja: The international railway station of Bajza in the Malesi e Madhe district (Northern Albania) was opened Monday in the border between Albania and Monte Negro.

    The technical control of the line was conducted today and the Albanian party is ready to start working.

    Bajza station has been 4 years ago the only railway tie which connected Albania with other countries. The complete interruption of the railway transport in this line, as a result of the UNO embargo against ex- Yugoslavia, has brought great damages to the Albanian economy. /eva/mt/k

    [11] ALBANIAN PRESIDENT MEETS ITALIAN INTERIOR MINISTER

    TIRANA, DEC 9 (ATA) Albanian President Sali Berisha met Monday the Italian Interior Minister, Giorgio Napoletano, President's Press and Information Office reports.

    President Berisha hailed the help and support that Italy gave to Albania from the beginning of its opening, and continues to give, and stressed the good level of relations between Italy and Albania.

    "To us, the strengthening of the friendship and cooperation between our people and countries is an important factor of our integration into Europe", said Berisha.

    With regard to the cooperation in the fight against drugs, criminality and all kinds of traffics, President Berisha stressed that Albania expresses its will and is deeply interested to closely collaborate in this field. He said that he will highly appreciate the help and support in this field, which will rise the effectiveness of this cooperation.

    Minister Napoletano said that Italy estimates the quick changes taken place in Albania and is resolute to continue to help and support Albania in its road of reforms and integration in Europe.

    Regarding the local elections of October 20, he said that Italy gave its own contribution to show that these elections were free and fair, while with regard to the elections of May 26, he said that the boycott of the vote counting is undoubtedly unacceptable violation of the voting process.

    Appreciating the engagement of the Albanian government in the fight against drugs and criminality, Napoletano ensured President Berisha that Italy not only welcomes and engages to cooperate with Albania in this field, but will also support with all its possibilities in the modernization of respective methods and means. /a.ke/mt/k

    [12] ALBANIAN SPEAKER VISITS EGYPT

    TIRANA, DEC 9 (ATA) By Atlant Frasheri: Albanian Speaker Pjeter Arbnori went Monday for an official visit in Egypt, in the head of a parliamentary delegation.

    Arbnori will pay this visit invited by the Egyptian Speaker, Ahmad Sorour, in the framework of the bilateral relations between the parliaments of both countries.

    Attending the delegation are also the deputies Ekrem Kastrati of the Democratic Party, Sali Rexhepi of the Socialist Party and Hysen Selfo of the National Front (Balli Kombetar).

    Both Speakers will talk about the multilateral parliamentary relations, because Sorour is at the same time the Chairman of the Inter Parliamentary Union.

    According to the Parliament's Press and Information office, Arbnori, who will stay in Egypt from 9 till 14 December, is expected to hold talks with other senior officials of this country, as well as with parliamentarians of the Egyptian People's Assembly. /kei/mt/k

    [13] SYMPOSIUM ON INTERBALKANIC INTEGRATION HELD IN GREECE

    TIRANA, DEC 9 (ATA) - The challenge of the countries in the Balkans for the coming century is stability and cooperation. This was the conclusion of the symposium held in Thessaloniki from 5 to 6 December under the care of the Greek Agency, APA.

    Along with the academicians, historians and journalists from of the countries of the Balkans, attending the seminar were also the director of the Albanian Telegraphic Agency (ATA) Ilir Zhilla, and the Albanian historians prof. Arben Puto and prof. Paskal Milo.

    "The Balkans suffer from the misinformation on themselves. We are often "far away" and misunderstood because we are not well-informed about each-other", said Zhilla in this symposium, mentioning the positive role that can play in this framework the project of exchange started between the agencies "Diavlos" and the News Data Bank of the Balkan".

    The historian Milo pointed out in his talk the historical evolution of the concept of integration and cooperation in the Balkans.

    "The Balkan and each country within it, is a mosaic of countries and nations and the solution of problems in the Balkan does not stand in changing the borders, but through keeping the integration by following the patterns of Western Europe", said historian Puto in the symposium.

    Leaders of the Balkans media and academicians from Greece, Turkey, Bulgaria, Rumania, Serbia, etc discussed in the meeting. /eva/mt/k

    [14] ALBANIAN PREMIER MEETS ITALIAN INTERIOR MINISTER

    TIRANA, DEC 9 (ATA) - Albanian Premier Aleksander Meksi met Monday the Italian Interior Minister, Giorgio Napolitano, Premier press and information office reports.

    Meksi hailed the good relations between two countries and pointed out the importance of the visit of Minister Napolitano.

    Meksi expressed the necessity to increase the exchanges at such levels between two countries, mentioning other fields of mutual interest.

    Further on, Meksi and Napolitano focused on the necessity of increasing the regional cooperation, and particularly that of the fight against the organized crime, drug-trafficking and others.

    A special topic discussed in the meeting was that of the clandestine emigrants. Napolitano made known the law approved recently in Italy, on the legalization of emigrants and expressed the idea that the possibilities to prevent this phenomenon do exist.

    Meksi, on his side, thanked the Italian government for the help and understanding shown in this direction.

    Pointing out the readiness of the Albanian government to cooperate, Meksi stressed that besides this, the solution stands in facilitating the procedures of the movement of people and in signing the agreement of the seasonal employment. /a.ke/kei/mt/k

    [15] ALBANIAN GOVERNMENT APPROVES DECISIONS

    TIRANA, DEC 9 (ATA) - Under the direction of the Albanian Premier, Aleksander Meksi, the Council of Ministers approved several decisions on Monday, Premier press and information office reports.

    The Council of Ministers approved the draft-law "On the security in the Albanian civil aviation". The project puts the security of the civil aviation at the international standards, applied currently.

    It was also approved the draft-law on the ratification of the financial contract between the Republic of Albania and the European Investments Bank, for the project of the substation 220 kw in Vlora district, and the line 220 kw Vlore-Fier. This project, which costs 12 million ECU, is part of the big project of Transmission and Distribution of Energy, in cooperation with the World Bank, at a total cost of USD 116 million.

    The Council of Ministers also took the decision on the reorganization of the activity of the Savings Bank, the National Commercial Bank and the Rural Commercial Bank. The decision consists of reconstruction of the existing banking network, reducing down to closing the non lucrative activity of banks to lower the cost of keeping this network.

    The Council of Ministers approved the program of cultural, scientific and technical cooperation between the Albanian government and the French government for the 1996-1999. /a.ke/kei/mt/k

    [16] ALBANIAN AND ITALIAN INTERIOR MINISTERS SIGN AGREEMENT OF COOPERATION

    TIRANA, DEC 9 (ATA) By Agim Baci: Albania and Italy signed Monday in Tirana the Process -Verbal of the First Meeting of the Albanian-Italian Committee in the field of the police cooperation and against criminality.

    The agreement signed by the Albanian Interior Minister Halit Shamata and his Italian counterpart Giorgio Napolitano, envisages the cooperation of the police forces in the fight against the organized crime and against the illegal trafficking, in which the Albanian citizens and other foreigners who emigrates in Italy are also involved.

    "We must clearly recognise the illegal flux with the legal one. We must strengthen the legal flux and to reject the illegal one on the basis of an agreement", said Napolitano during a common news conference with his Albanian counterpart Shamata.

    "The main points of this agreement are those of preventing the illegal traffic of emigrants against the organized crime, which can be possible, surely, through an active cooperation", said Shamata.

    Napolitano warned the signing of an agreement in the future, where it is included a new program of cooperation for development, the protocol agreement for repatriation as well as that for seasonal employment.

    "We must stop this illegal traffic, on which the Albanian and Italian criminality is based", said Napolitano.

    The signing of this agreement is the beginning of a long way of cooperation said Shamata. /kei/mt/k

    [17] ALBANIAN DEPUTY PREMIER MEETS ITALIAN INTERIOR MINISTER

    TIRANA, DEC 9 (ATA) The Albanian Deputy Prime Minister and Minister of Foreign Affairs, Tritan Shehu, met Monday in Tirana the Italian Interior Minister Giorgio Napoletano, spokesman of Foreign Ministry reports.

    During the meeting, Shehu payed special attention to the cooperation in specific fields between the two respective ministries.

    Shehu stressed the importance of the continuous progress of the structures of the police forces in Albania, and of the legislation needed for this problem.

    Napoletano expressed his readiness for the continuity of cooperation and concrete aid towards Albania, to fight successfully the organized crime and the clandestine emigration. /kei/mt
