    PRISHTINE, DEC 21 (ATA)- Albanian emigrants, returning to Kosova from Germany, have become the target of the Serb police.

    The Information Centre of Kosova reports that on December 13 and 16, at the Serb Police station in Gllogoc, security inspectors interrogated Rexhep and Fize Cela from Kishnareka of Gllogoc.

    The Cela couple had been sheltered in Germany since 1993 and returned, based on the decision of German authorities, on November 30 this year. The Serb security inspectors asked them if they had carried out political activity in Germany.

    On the same motives, Mejtim Bytyci, from Reshtan of Suhareka continues to be summoned to the police station. He returned from Germany by the beginning of November, together with some other Albanians and is now threatened to face trial. p.ta/l/z/lm/k

    [02] ALBANIAN LIGHT MUSIC FESTIVAL '96 CONTINUES

    TIRANA, DEC 22 (ATA)- By F. Nikolla.

    The Albanian Radio-TV on Saturday evening broadcasted the third night of the 35th song festival with the 35 songs sang in the first two nights.

    "Homage to all the artists who devoted their life to the song", was the message of the introducer of this Festival, Ardit Gjebrea.

    The musical collage, composed by Gjon Simoni, made present to the spectators the immortal music of Albanian masters Jakova, Zoraqi, Prodani and Harapi.

    Conceived in the form of a spectacle, the third night of the festival had as a guest also the Israeli singer, David Deor, as well as a group of dancers.

    The juries set up in Korca, Gjirokaster and Struga, as well as the central jury and that of the youth in the hall of the Palace of Congresses, selected 15 out of the 35 songs which will be sang on the last night of this festival. kei/lm/k

    [03] POLICE ARREST CRIMINAL WANTED

    TIRANA, DEC 22 (ATA)- The Nr.3 Police Commissariat forces arrested Saturday the very wanted criminal, Altin Isaraj, accused of a killing and other grave crimes, according to Sunday's Albania.

    Isaraj has killed with automatic fire Altin Celmeta and has wounded with the same weapon Armand Shimen and Meleq Jakupi.

    The event took place on September 3, with the author of the crime being supported by his accomplices Artan Manari and Artan Muca.

    Isaraj has also been a wanted person, as he is the author of a violent theft.

    He is also the author of a 40 million leks of theft in Berat in complicity with Edison Coba. kei/lm/k

    TIRANA, DEC 22 (ATA)- Today's Rilindja Demokratike says that :"Bulgarian Socialists fall - Bulgarian Prime Minister Videnov resigns", and "Division in the Albanian Socialist Party institutionalised". The newspaper considers indispensable the package of laws proposed by a group of deputies of the Albanian parliament to fight corruption.

    Zeri i Popullit reports that the clients of the "Sudja" company have written to president Sali Berisha :"We are determined - we want our own money". The paper also says that:"Crime and corruption blame the Democratic Party".

    Republika said that:"In search of the returns enigma. Money laundry or pure pyramid". The paper carries a social topic on a network exploiting minors in Tirana.

    Albania reports on the law package against corruption proposed by a group of deputies of Albanian parliament.

    The paper says:"The government reduces customs taxes" and carries the interview of the president of the Albanian industrialists' Association of Tobacco and Cigarettes, Vehbi Velija, under the title: "SOS to Albanian industry of tobacco and cigarettes".

    Koha Jone says that: "Owners drug beggars", as well :"Clients write to Sudja", while Gazeta Shqiptare says that the finalists of the 35th song festival defined. kei/lm/k

    [05] DRAFT LAW TO STIPULATE SEVERE PUNISHMENTS FOR CRIME AND CORRUPTION

    TIRANA, DEC 22 (ATA)-A group of deputies of the Albanian Democratic Party have projected a draft-law which stipulates severe punishments for various crimes in Albania.

    The draft-law, which is expected to be submitted to parliament soon stipulates severe sentences for assassins, rapists, smugglers, those who commit fiscal evasion and state representatives supporting them.

    The punishment for deliberate killing from the current 10-25 years in jail has been proposed to be 25 years, for premeditated killing from 15-25 years imprisonment to life imprisonment, capital punishment.

    The punishment for prostitution traffic from 5-10 years jail is proposed to be 10 years imprisonment and profit confiscation.

    Also for illegal jobs, smuggling in customs houses, non payment of taxes and hiding of income, the punishment with fine has been proposed to be defined differently from the actual undefined one.

    An article on the criminal organisations running the drug traffic, an activity which according to the draftlaw is sentenced to 20 years imprisonment, has been added for the first time in Albania.

    At a meeting Friday with the Democratic Party Parliamentary Group, the President of the Republic, Sali Berisha, fully supported and considered conform the democratic party programme the lawmaking initiative of the group of deputies to submit to parliament a package of legal provisions against crime and corruption.

    "I hold this package of laws marks a very significant step ahead in realising the DP programme," said Berisha. kei/lm/k
