  • [01] ALBANIAN FOREIGN MINISTRY REFUTES A REUTER REPORT

    TIRANA, FEB 23 (ATA) - Press and Information Department in the Albanian Foreign Ministry today refuted a report of Reuter Agency (by one of its correspondents in Tirana) broadcast on Saturday about the events in Albania, which says that during the protests in Vlore city three protesters have died in clashes with police.

    "The Reuter news Agency, through one of its correspondents in Tirana, in its reports on the events in Albania published yesterday, Feb. 22, has reported that three protesters have died in the clashes with the police during the protests in the city of Vlore. This report of the Reuter's correspondent is a false one. During the violent events in the city of Vlore, there was only one victim related to the protests, a fact made public in the reports of all news agencies, television networks and newspapers. It does not seem professional at least, the fact that such a serious agency as Reuter frames and publishes nonexistent facts according to which various citizens, who have died in natural conditions, are presented as victims of police violence. The Interior Ministry, the Ministry of Health and the relatives of the other two deceased in Vlore have publicly confirmed the death in circumstances which have nothing to do whatsoever with the events in Vlore and the protests there."/k

    [02] GODO SAYS HIS PARTY APPRECIATES COOPERATION WITH DP MOTION SIGNERS

    TIRANA, FEB 24 (ATA)-In an interview with newspaper Republika, Republican leader Sabri Godo, said that: "On the occasion of the ousting of the motion signers from the DP, we would appreciate cooperation with them, at least in parliament, creating a joint group."

    "They are rightists, categorically against any alliance with the SP, while they were accused precisely of this alliance," Sabri Godo says of the 14 DP motion signers.

    Asked what does he offer to the motion signers in exchange of the alliance, Godo said: "Sincere cooperation, the support of a political party organised in branches in all the districts of the country and with a daily newspaper (Republika), on whose pages they can freely debate their views."

    Godo appreciated the petition of the DP motion signers and said that: "the memorial in all its points coincides with the statement of the RP National Council on February 11". kled/lm

    [03] EIGHT MILLION LEKS SEQUESTRATED IN ITALY

    TIRANA, FEB 24 (ATA) - Financial Police of Ankona, Italy, have detained a German citizen in the port with an amount of 8 million Albanian leks, reports Gazeta Shqiptare on Sunday. The money were hidden in the back seat of his car, and their destination was Albania. The detained was waiting to handle them to an Albanian citizen.

    A perfect falsification, - said the Italian authorities for this case. The money were printed in banknotes of 1000 leks. The police found together with them even 25 test papers to verify the quality of falsification.

    This is the largest amount of Albanian false money which are sequestrated, - ends the paper./jz/mt/sh/

    [04] SOME 160 MILLION LEKS OF FAILED FOUNDATIONS DISTRIBUTED IN DURRES

    DURRES, FEB 24 (ATA) - By Sotiraq Gjordeni: The distribution of money of the collapsed pyramid foundations "Populli" and "Xhaferri" continues in the Durres district, 45 km far from Tirana. There are distributed so far some 160 million leks to the creditors from both banks.

    According to the branch director of the Albanian Commercial Bank, Vangjel Papajorgji, "4200 people have taken their money so far at an amount of 79 million leks from the collapsed foundation "Xhaferri".

    Some 50 per cent of the creditors have preferred savings books depositing an amount of 42 million leks.

    While in the branch of the Savings Bank, according to its director, Aleksander Josifi, some 2000 people have taken their money of the collapsed foundation "Populli" at the amount of 707 000 leks. 713 people have opened recently savings books at the amount of 37 million and 352 000 leks./a.ke/kled/mt/sh/

    [05] FROM GOVERNMENT'S MEETING

    TIRANA, FEB 24 (ATA) - The Council of Ministers convened Monday under the direction of Albanian Premier Aleksander Meksi, Premier press and information office reports.

    In the meeting it was decided on defining some local criteria to treat with economic aid the families which are in economic difficulties.

    The municipal councils and those of the communes will define the respective criteria, taking into consideration the level of the incomes of the families, the social position caused by the collapse of the loan-taking companies, such as the loss of houses, the medical conditions of the family members. The supplement fund will be opened at the moment when the units will present their requests.

    It was decided on the competencies, procedures, signature, delivery, registration, implementation, liquidation and the report of the loans and foreign aid given to the Republic of Albania.

    It was also approved on principle the draft-agreement for financial cooperation between the Albanian and German governments for the project of Family Planning, as well as for the project of the Reproducing Health with the fund of the United Nations for the Population Activities./kled/mt/sh/

    [06] VEFA IN DURRES CONTINUES TO DISTRIBUTE CAPITAL INVESTMENT

    DURRES, FEB 24 (ATA)-By S. Gjordeni, Since February 20 the Vefa company affiliate in Durres has been regularly distributing capital investment to creditors.

    Over 200 people have retrieved their capital in three days.

    In this affiliate there are some 10 000 creditors, many of whom with over 5 000 dollars. s.sh/kled/lm/sh/

    [07] ANNOUNCEMENT OF INTERIOR MINISTRY

    TIRANA, FEB 24 (ATA)- Police Forces of the Fieri District Police Commissariat arrested on February 22 citizen Emilano Selfo Buzi, aged 16, who has stabbed a citizen, according to the spokesman of the Interiror Ministry.

    The police forces also arrested the 22 year-old-author of a robbery on February 17.

    The Tepelene police commissariat has arrested the citizen Astrit Cani from Mezhgorani who on February 18, 1997 killed a citizen from Permet.

    The Gjirokaster Police Commissariat has also arrested three citizens, who have robbed a "Benz" type car.

    In the Permeti town, the police forces have arrested citizen Stefani Mertiri, together with three of her accomplices, for killing citizen Nesti Mihali.

    In Elbasan, on February 23, 1997, the district Police Commissariat arrested citizen sShkelqim Toska, Kastriot Calja, previously convicted of drug traffic, and Xhamil Frasheri. On February 21, 1997 these citizens beat and robbed three citizens of their passports and 600 000 drachmas in the Elbasan-Librazhd road. kled/lm/sh/

    [08] ALBANIAN DEFENCE MINISTER ON AN OFFICIAL VISIT TO UKRAINE

    TIRANA, FEB 24 (ATA) - An Albanian high ranking military delegation led by Defence Minister, Safet Zhulali, today left on an official visit to Ukraine. During the two-day visit to Ukraine Zhulali will have official meetings and talks with the Ukraine's Defence Minister and with senior officers in the Defence Ministry.

    Albanian minister is expected to have separate meetings with the chairman of the High Security Council and the National Defence of Ukraine and with other high authorities of the country.

    During these days an Agreement of Cooperation is expected to be signed between the defence ministries of the two countries in the military field.

    Along with talks and meetings, the Albanian military delegation will visit units and institutions of the Ukrainian army. kled/xh/k

    [09] PUBLIC INSTITUTIONS IN VLORA CITY THREATENED

    VLORE, FEB 24 (ATA) - Set groups of people from the crowd of protesters in Vlore went Monday to public institutions of their city, to the district council and court, and threatened the officials working in them "to close the offices otherwise they were going to set them to fire," sources from these institutions say.

    Citizens of Vlora have been protesting for some days now for the collapse of pyramid investments schemes and against the government.

    In the mean time, the hunger strike of some students of the University Ismail Qemali of the city of Vlora continued on Monday as well.

    Groups of protesters went round the university launching slogans for the resignation of the government and in support of the hunger strike of the students.

    For about 10 days, local institutions have been functioning in Vlore despite protests in this district. kei/xh/k

    [10] AUSTRIA EXPRESSED READINESS TO FURTHER SUPPORT ALBANIA

    TIRANA, FEB 24 (ATA) - Deputy chancellor and Foreign Minister of Austria Wolfgang Chussel has clearly voiced Austria's readiness to further powerfully support Albania and help it pass the difficult present situation.

    This stand of Austria was made public to Albanian Ambassador in Austria, Albert Alickaj in Austria, by senior officials of the Foreign Ministry of Austria.

    Chussel voiced his stand towards Albania during his official visit to Greece from Feb 20-23, 1997.

    Mr Chussel shared the same opinion with his Greek counterpart, Pangallos, regarding Albania's role as a factor for peace and stability in the region.

    Mr Chussel responded positively to the initiative of the Greek Foreign minister, Pangallos, on the Balkans and especially the attention and support to be attached to Albania in the context of the European Union, and expressed once more the resolute stand of Austria to contribute both to the bilateral aspect and as a member of the European Union in order to make possible an all-round assistance for Albania. ssh/kei/xh/

    [11] PRESIDENT BERISHA MET WITH SENIOR RECTOR OF THE WORLD SALESIAN COMMUNITY

    TIRANA, FEB 24 (ATA) - Albanian President Sali Berisha received the senior rector of the World Salesian Community, Don Juan Vecchi, President's Press and Information Office reports today.

    President Berisha thanked Mr Vecchi for the activity of the Salesian community in Albania, especially in the field of professional education, and highlighted it as an important contribution to enable youths to construct their future in a free society of the market economy.

    Don Juan Vecchi congratulated President Berisha for the commitment and will of Albanian youths to get trained in various trades. ssh/xh/

    [12] DEMOCRATIC PARTY OF ALBANIA REFUTES A BBC REPORT

    TIRANA, FEB 24 (ATA) - Spokesman of the Democratic Party of Albania refuted a report of Radio BBC on Monday that the Democratic Party would not take part in the EDU meeting in Paris.

    The Democratic Party confirms that on the basis of the invitation, its delegation, led by the DP International Relations secretary, Albert Brojka, will take part in the EDU Presidency Conference in Paris on March 1, 1997.

    The spokesman also confirms that the Democratic Party will take part in the meeting of the No 3 Committee on "Economic Policies and Employment" of EDU in London, to be held on March 7, 1997.

    DP spokesman also makes clear that the relations of the Albanian Democratic Party and EDU, in which it is a full member, are relations of a brilliant cooperation. ssh/kei/xh/k

    [13] PETITION OF 28 BRITISH CONSERVATIVE DEPUTIES IN SUPPORT OF ALBANIA

    TIRANA, FEB 24 (ATA) - 28 conservative deputies of Great Britain among whom Archibald Hamilton, Tom King, Geoffrey Johnson Smith, and others presented a petition on Feb 19 to oppose the motion presented by some Labour Party deputies with criticism for the Albanian Government.

    The petition says that the British Parliament "supports the measures proposed by the Government, the Conservative Party and the honoured member for the zone of Chertsey and Walton to help Albania in the continuous process of its transformation into a modern, democratic and free market state."

    The petition confirms a declaration of the British Helsinki group on the human rights which says that "the Albanian people must be congratulated for having developed a multy-party democracy" and denounces the elections' monitors who are linked with the Socialist International and have been welcomed by the stalinist regime of Enver Hoxha.

    The petition notes with concern "but not with wonder, that the honoured Labour party members, who are rather critical to the Democratic Party, have signed petitions in support of the communist dictatorships in Afghanistan, Cuba and Nicaragua."

    The petition stresses that BBC Albanian Section, which does immediately report of every criticism towards the Albanian Democratic Party and its government, has been totally silent with regard to this petition. kei/xh/k

    [14] STATE CONTROL SERVICE FINISHED ANALYSIS OF FAILED GJALLICA LOAN-TAKING FIRM

    TIRANA, FEB 24 (ATA) - According to a request by the prosecutor's office, a group of specialists of the State Control Service of Albania made an analysis of the activity of the loan-taking firm, Gjallica, which collapsed some time ago, making many creditors loose their invested money.

    About 70 experts of this Service have made a preliminary analysis on the basis of analytical figures. The head of the State Control Service, Blerim Cela, had an interview with Albanian Television on this analysis. Cela said that "the real effective damage which has inflicted directly the interests of the creditors may be around 145 million dollars."

    Regarding the investments of Gjallica and their impact on the balance of payments, Cela said that 'Gjallica has made capital investments' and has bought sites estimated at $25 900 000."

    The total value of the immobile assets sequestered and the frozen money assets of Gjallica is 2 563 million dollars.

    "Working in full capacity are Adi Petrol Gjirokaster, Salt factory in Vlore, Dental Clinic Tirana, Adi Petrol Permet, Business centre in Vlore, Bricks factory Vlore, near its completion is the milk factory in Libohova and Adi Petrol Vlore is completed but not commissioned," said Cela.

    Cela did not reply a question whether one of the main managers of Gjallica, Shemsie Kadria, has taken money with herself before leaving Albania, but he stressed the fact that the expertise resulted that the deficit of the treasury is 21 427 million dollars, which means that funds have been abused.

    According to Cela, the sponsoring, expenditure for receptions in Gjirokastra, loans for Vlora, bribing in the Greek and Albanian customs houses, unfortunately without names, bribing in Tirana, personal spending from the savings bank in Tirana for the directors of Gjallica are estimated at about $20 million dollars.

    Asked if Gjallica has functioned on the basis of pyramid schemes, Cela said that "this company proves of having functioned on the basis of a pyramid scheme, because the amounts of money by new creditors have been used to pay the interests for the capitals of the previous creditors."

    In the end Cela said that only in 1996, the creditors of Gjallica have taken from this company 658 million dollars. kei/xh/k

    [15] FORUM FOR DEMOCRACY AGAINST EUROPE'S ASSISTANCE FOR ALBANIA

    TIRANA, FEB 24 (ATA) - By Agim Baci: The Forum for Democracy has demanded from Europe more attention to it and the forum sees with suspicion the assistance of Europe for Albania. According to Forum leaders, the forum must be the one which must inform Europe.

    "We doubt in the assistance promised by Fassino, because Berisha has had enough assistance," said one of the Forum leaders, Fatos Lubonja in a news conference on Monday.

    The Forum for Democracy expressed Monday its solidarity with students of Ismail Qemali University of Vlora who are staging a hunger strike.

    "We denounce the negligence of the President and Government towards the strikers of Vlora and demand an immediate resignation of the Meksi Government," says a declaration of the Forum for democracy.

    President Berisha presented before a student representation group in a meeting lately the possible alternatives to overcome the situation.

    The Forum, created about a month ago upon the initiative of the national association of the formerly politically persecuted, with the participation of the main left opposition parties and some right wing parties without electorate, has demanded the resignation of the Meksi Government, but it did not give an alternative how to come out of the crisis.

    The Forum declared that no concrete possible name and government has been discussed.

    "We shall continue with protests, even illegally," Kurt Kola, Forum chairman said. Kola has had problems with the members of the association of the formerly politically persecuted, because some branches of this association have qualified his acts as adventurous and treachery to the ideals of that Association. kei/xh/k

    [16] STUDENTS IN A HUNGER STRIKE IN VLORA HAVING HEALTH PROBLEMS

    VLORE, FEB 24 (ATA) - Sources of the group of doctors attached to the students of the Ismail Qemali University in Vlore, who are staging a hunger strike, say that the health situation of the students is getting worse.

    The students are staging their strike in token of protest to the collapse of pyramid schemes.

    Seven strikers, with the suggestion of the doctors, have been hospitalized because they had health disturbances.

    According to the same source, other students too are manifesting signs of high blood pressure and other troubles.

    On Monday, citizens of Vlora protested again, chanting slogans against the government, demanding their lost money in pyramid schemes, etc.

    The crowd of people went in the direction of the town hall, the court and prosecutor's office and some other institutions, where set groups have demanded the suspension of the work in these institutions during the time when protests are being held and solidarity by their officials with other citizens, threatening that they would set to fire the public institutions. ssh/kei/xh/
