    TIRANA, MARCH 14 (ATA) - The Albanian President's Press and Information Office reports that the President of Albania Sali Berisha had a meeting today with Prime Minister Bashkim Fino, Foreign Minister Arjan Starova, Interior Minister Belul Cela, Defence Minister Shaqir Vukaj, Chief of the Army General Staff General Adem Copani. Prime Minister Fino, Minister Starova and General Copani informed President Berisha of the talk they already had with the special envoy of the current OSCE chairman, former chancellor Vranitzsky, with regard to the aid that OSCE and the international community are committed to give to Albania and to the National Reconciliation Government to bring the country out of the present crisis.

    After learning of the graver situation in Albania, former chancellor Vranitzsky promised a quick reply to the request Albania has addressed to the international community to help in the restoration of order and for an urgent humanitarian assistance.

    President Berisha stressed that cooperation with OSCE, the friendly countries and the international community is indispensible for Albania but despite the request to the Western European Union to assist with its military presence with the aim of creating as soon as possible of the conditions for a political crisis, which is irreplacable for the overcome of this situation, we, ourselves should make great efforts to come out of the crisis. "I think," said President Berisha, "that it is necessary to appeal to the civic responsibility , to the civic participation today more than any other time. In this regard, I will also discuss with the parties in all the districts to set up the committees of reconciliation which should consist of honest citizens and with a good reputation, be they from the political parties or independent, which, in cooperation with the local government may contribute with advise and suggestions to the best possible solution to the present problems. The participants in the talks also discussed the concrete ways of bringing the country out of the present situation.

    [02] PARLIAMENT GIVES VOTE OF CONFIDENCE TO GOVERNMENT OF NATIONAL RECONCILIATION

    TIRANA, MARCH 15 (ATA) - In the plenary session of the People's Assembly held Friday afternoon, Premier Fino presented the program of the government for national reconciliation.

    The deputies who spoke stressed that the program of this government is the program of hope and belief for the future, to restore order and tranquillity through law and to come out of this grave situation. They supported completely the government and gave the vote of confidence.

    In the end, the parliament approved the resignation of general Bashkim Gazidede, as commander of the armed forces of the Interior Ministry and SHIK and appointment in this post the Interior Minister, Belul aela. /a.ke/kled/mt/sh/

    [03] NEWS CONFERENCE OF ALBANIAN PREMIER BASHKIM FINO

    TIRANA, MARCH 15 (ATA) - Albanian Premier gave a news conference on Friday after taking the vote of confidence in the parliament.

    The premier said among others that the message taken in parliament was that the government of national reconciliation should be called the government of Albanians.

    We will immediately start the contacts with people, said Fino. Our appeal is to surrender weapons, to show self-control and be calm, things Albania needs in these moments.

    According to Fino, another aim of the government of national reconciliation is the balance of the losses caused during these days. We will totally engage to return the normal life to our people, stressed Fino.

    Premier Fino said that the government of national reconciliation has the support of European countries, USA and all international bodies and institutions.

    He called once again on all the Albanians that now is the time to show the love for the homeland. Our party, the party of all Albanians is Albania, he said.

    Further on, Foreign Minister Arjan Starova informed on the meeting held with former Austrian chancellor Vranitzky. He said that the main thing was to restore order and tranquillity, which would be accompanied with the help of different countries to overcome the situation created in Albania.

    Starova pointed out that in the meeting with Mr. Vranitzky was stressed that those who will find a solution for Albania are the Albanians themselves, their total devotion.

    Premier Fino also talked about the measures taken by the government for the reorganization of the order bodies. He greeted the solidarity of many citizens in the structures of Defence Ministry and Interior Ministry, to defend the homeland.

    Premier Fino expressed the optimism that within a short time the situation would turn back to normal. /a.ke/kled/mt/k

    [04] CIVIL POLICE TO ESTABLISH IN ALL TOWN HALLS & COMMUNES OF ALBANIA - from the meeting of defence Council -

    TIRANA, MARCH 15 (ATA) - The meeting of the Defence Council, held Friday evening, discussed the proposal of the Defence Council Chairman, Sali Berisha, for the establishment of the civil police in all the town halls and communes of the country, which would be part of the structures of the Interior Ministry and would be engaged to restore public order and tranquillity, President press and information office reports.

    This police will operate in conformity with the current legislation of police and will have their own distinctive signs.

    The municipal and communal police will be recruited, who will be established after passing the respective law in parliament, meanwhile that the existing structures of the commissariats will be completed.

    All the members of the Defence Council agreed on the establishment of this police. /a.ke/kled/mt/k

    [05] COMMITTEE TO PROTECT THE CITY ESTABLISHED IN DURRES

    DURRES, MARCH 15 (ATA) By S. Gjordeni:

    The committee to protect the town was established in Durres.

    The fifteen members of the committee, leaders and representatives of all political parties, are led by the mayor Arqile Goreja.

    The committee has defined the duties to restore order, to disarm the people, to supply them will main food articles, as well as to restart the work in the bake-houses. /eva/mt/sh/

    [06] EFFORTS TO NORMALIZE SITUATION IN KORCE

    KORCE, MARCH 15 (ATA) - By Behar Fejzullahu:

    On Friday, in the town of Korce, with the initiative of several intellectuals and participation of political parties, was established the committee of salvation of the district. This committee issued an appeal for the people, demanding to surrender the weapons, to stop violence and destructions and return to normal life and work.

    The committee called on police forces, officers, honest intellectuals to turn back to work and help in restoring order.

    In the Korce town, some depots were stormed several days ago, and almost all the people were armed, the children as well. Four people were killed and more than 10 others were injured due to the uncontrolled use of weapons. Groups of people have moved across the streets during these days with vehicles without plate numbers, and have looted the warehouses of the state reserve, with some 1200 ton wheat.

    Today, from the measures taken, are noticed the first signs of improvement in the city./a.ke/kled/mt/sh/

    [07] CIVIL DEFENCE STAFF ESTABLISHED IN SHKODER

    SHKODER, MARCH 15 (ATA) - By Myfit Malja:

    The civil defence staff, with the wide participation of all the people, was established in Shkoder on Friday.

    The situation in the town during the night was calm. The gunshots were very rare. But at 23.00, a rumor was spread that the aqueduct of the city was poisoned and panic swept the town.

    Right after this, the civil defence forces calmed down the citizens through megaphones that it was only a lie. /a.ke/kled/mt/k

    [08] DISARMING OF GANGS STARTS IN ELBASAN

    ELBASAN, MARCH 15 (ATA) - By P. Zekthi:

    The town of Elbasan has turned to normal life since Friday. Kozma Biba, chairman of the committee of salvation, in which participate all the political forces and different citizens, reports that police have started to disarm the people, most of whom have surrendered the weapons voluntarily.

    The measures taken by this committee have enabled the supply of population with bread, water and electric energy even during the days of chaos.

    The police commissariat, organized by a new leading staff, have put under control the situation in the town, and the gunshots are almost not heard today. Hundreds of police officers and inhabitants of the town have offered their help to restore tranquillity. /a.ke/mt/k
