    TIRANA, APRIL 8 (ATA)- Today's Rilindja Demokratike entitles its editorial "DP loyal to its democratic principles".

    "Time will soon prove what has happened in Albania and what have been the real causes. But, what can now be said is that manipulation of the people's despair due to the usury crisis was only the beginning of the scenario to take over power by force", the editorial says further on.

    The paper carries an interview with the Minister of Education and Sports, Luan Skuqi, under the title :"Our objective: Completion of the 1996- 1997 school year". "Damages in pre-university education total around 400 million", the interview says further on.

    In the feature:"Actuality", RD says:"Full readiness to dialogue on Kosova" regarding the three-day Albanian-Serb talks in new York.

    Under the headline: "Debate on new consitution begins" the paper carries the article: "Socialist deputies bring the first "No" in Parliament". "Turkey will grant Albania 50 million dollars", the paper says.

    Zeri i Popullit refers to the incident that took place in Bushat on April 6 with Prime Minister Fino being barred from travelling to Shkoder. It carries an interview with Prime Minister Fino under the title:"I am ready to go to Shkoder".

    The paper entitles its editorial :"National reconciliation attacked". "The Bushat incident has been inspired by statements: "Shkoder does not want the socialists", the editorial says.

    On the third page, the paper carries a statement of the SP presidency about the Bushat incident.

    In the feature "Actuality", the paper carries the article:"Who bars the way of Prime Minister". In the feature "Analysis", the paper carries an article of academician Rexhep Qosja saying that "Albania has today a legitimate national institution, the Government of National Reconciliation, which the people have made legitimate on the national plane....while on the international plane it is made legitimate by the U.S. and OSCE which asked its formation," the article says among other things.

    "Shkodra dissociates from armed bandits" is another article of the newspaper.

    Rilindja says that :"Albanian-Serb meeting in New York stars".

    As regards the return of Albanian refugees from Germany the paper asks: "Why is the return of the refugees surprising". Under the title "Grave and unprecedented political act", Rilindja reports on the incident with the Albanian Prime Minister Fino in Bushat of Shkoder.

    Newspaper Dita Informacion carries an interview with Interior Minister Belul Celo regarding the incident with Prime Minister Fino in Bushat, under the tittle: "There are no political backstage".

    As regards the initiative of President Berisha to approve the constitution the paper carries on its second page an interview with DP leader Shehu, entitled: "Constitution promotes agreement of National Neconciliation".

    The paper also carries the pronouncement of the SP secretary General, Mejdani, entitled:"Political and absurd demagogy".

    In the feature "Options" the paper carries the speech of Dr. Anastas Angjeli provided to this paper under the title: "Elections require sincerity of the parties". The paper also carries chronicles from the cities of Durres, Shkoder, Berat and Gramsh. eva/lm/E

    [02] GRAVE SITUATION CONTINUES IN GRAMSH

    GRAMSH, APRIL 8 (ATA)- By P. Zekthi, A generally uncontrolled situation still prevails in Gramsh( central Albania). The law is almost non existent and the local government can hardly put into motion the mechanism of social life.

    The town-hall mayor, Kujtim Kllogheri, says that the three arms deports in Cekrez, Teqe e Dushkut and Labove are still open, becoming prey of looting.

    At the entrance of Gramsh, on the big bridge of Devoll, various types of weapons are sold at very low prices.

    Over the last days there have been no tragic events, besides the wounding of five people in a gun battle between local and Laci rival gangs. a.ke/kled/lm

    [03] PD CHAIRMAN TRITAN SHEHU MEETS RUSSIAN AMBASSADOR

    TIRANA, APRIL 8 (ATA)- The chairman of the Democratic Party of Albania, Tritan Shehu, today met, at his request, at his party's headquarters the Russian ambassador to Albania, Ygor Saprikin, and Consular Minister Yury Timchenko.

    According to the DP press and information office, the latest political events were at the center of the talks.

    Shehu expressed the readiness of the DPA to abide by the March 9 political accord. He considered indispensable the normal functioning of the local government and the importance that all the Albanian political forces recognise its legitimacy. In this way, he said, they will also respect their signing of the March 9 agreement.

    Shehu appreciated the political approach of the Russian government and said that the DP supported a more active stand on its part.a.ke/jz/lm/sh/

    [04] SERB OFFICIAL PRESS REACTIONS TO ALBANIAN-SERB TALKS IN NEW YORK

    PRISHTINE, APRIL 8 (ATA)- Serb government press is trying to minimise the round table on Kosova and is attacking the Serb opposition coalition, stressing, via TANJUG, that their participation in these talks helps the internationalisation of the Kosova issue and the preparation of the conditions for secession.

    A survey by the Serb official agency says that the "separatist leaders" from Kosova expressed themselves "in solidarity" with the leaders of the Serb coalition during the demonstrations in Belgrade, hoping that something would result from the possible assumption of power by the Serb coalition leaders.

    Further on TANJUG attacks the U.S. non governmental organisation (PER) for preventing the conflicts which, it says, is overtly implementing the official policy of Washington.

    Also the newspaper "Vecernje novosti" attacks the U.S. government for its criticism against the Serb socialists. It says that "if the human rights are violated, then, they should be resolved where they are violated, through an equal treatment of the Albanians and Serbs in Kosova".

    The paper considers the round table in New York an "effort to internationalise the Kosova issue", at a time when, according to it, the problem should be resolved "in the framework of the states of Serbia and Yugoslavia and not in the docks of New York, the centre of a private corporation". p.ta/lm/E

    [05] THREE PEOPLE KILLED IN DURRES YESTERDAY

    DURRES, APRIL 8 (ATA)- Four people drove last night to a repair shop in the Durres city, 40 kms from Tirana, to fix they vehicle, but they clashed with the repair shop workers, killing two of them, Besnik Kollcaku and Aleksander Surce, according to Durres city Police commissariat.

    The public order bodies identified the authors of the crime and blocked the vehicle in which they were driving.

    On the same day in the area of the Durres seaside, four people, coming from Tirana attempted to rob a "Benz" type vehicle. One of the citizens was killed in the gun battle between the robbers and those guarding the parking. eva/lm/k

    [06] ALBANIAN SPEAKER MEETS BULGARIAN AMBASSADOR

    TIRANA, APRIL 8 (ATA) - Albanian Speaker Pjeter Arbnori met Tuesday the Bulgarian Ambassador, Stefan Naumov, on the occasion of his departure from Albania, after finishing his diplomatic mission, spokesman of the People's Assembly reports.

    Speaker Arbnori expressed his highest consideration for the activity of the Bulgarian Ambassador to the good of enlarging and strengthening the relations between Albania and Bulgaria.

    Ambassador Naumov thanked Arbnori for the understanding and the support he has found in Albania in realizing his diplomatic mission. /a.ke/kled/mt/k

    [07] FROM THE FIRST DAY OF THE ROUND TABLE MEETING HELD IN NEW YORK

    PRISTINE, APRIL 8 (ATA) - Although the meeting of New York is held behind closed doors, the newspaper "Koha Ditore" of Pristina, referring to its own sources, brings details on the content of the first day of talks.

    According to these sources, both parties presented their own standss for the Kosova issue. The Albanian party was unanimous in its stand and argumentation of the right and request for independence and self-determination of Kosova, as well as of the request that USA be a third mediating party.

    The Serbian party has made interesting proposals, which differ with the Serbian official ones, considering on principle the political problem of Kosova "very grave" and asks immediate solution.

    According to the Serbian party, the ignorance of the Kosova problem by the Serbian official stand, brings about the danger of escalation, but "other modalities should be asked, different from those proposed by the Albanian party," at the beginning of the meeting in New York.

    The stand of the observers focused on the on-going position, because the problem of Kosova "should be solved as soon as possible by peaceful means."

    Attending the opening of the Albanian-Serbian meeting was also the U.S. deputy Secretary for Europe and Canada, Rudolf Perina. /b.j/p.ta/mt/k

    [09] MEETING OF MINISTER OF FOOD AND AGRICULTURE WITH LEADERS OF LOCAL GOVERNMENT IN KAVAJE

    KAVAJE, APRIL 8 (ATA) - By S. Gjordeni: The Minister of Food and Agriculture, Haxhi Aliko, held Monday a meeting with leaders of local government in the district of Kavaje. They discussed on the situation of supplying the people with food articles and the measures to be taken in order to improve it.

    In the meeting was also stressed that the supply of people of this district with the main food articles has been normal so far.

    Aliko stressed that measures are taken and will be taken to better supply the people with the main food articles.

    Along with this, measures are also taken to put into complete efficience the warehouses of the state reserves which are in this district. /kei/mt/k

    [10] PARLIAMENTARY COMMISSION OF MEDIA DISCUSSES DRAFT-LAW ON RADIO - TELEVISION

    TIRANA, APRIL 8 (ATA) - The permanent commission of Media in the People's Assembly discussed on the final draft of the law on radio-television in the Republic of Albania.

    The new project-law is drafted after a hard work of the experts and members of the media commission. In the draft-law are also presented the remarks of the experts of the Council of Europe.

    The draft-law, of the European standard, will be presented soon for approval in the People's Assembly, by fulfilling this way the request of the DP parliamentary group to approve this draft-law as soon as possible. /a.ke/kei/mt/k

    [11] SEVERAL JOINT ENTERPRISES START WORKING IN SHKODER

    SHKODER, APRIL 8 (ATA) By Myfit Malja: Some joint enterprises in the district of Shkoder, which interrupted their activity due to the grave situation created, restarted recently their activity.

    The enterprise "Sheremoda", with German partner, has started the activity, as well as the Italian clothing enterprise "Kauzal", and the wood processing enterprise "Italshqipja".

    A series of small enterprises with Albanian capital have also started their activity.

    The investors of the foreign enterprises, which were not damaged, have expressed their readiness to put them into efficience as soon as possible, by bringing new machinery and equipment. /a.ke/kled/mt/k

    [12] ALBANIAN MINISTER OF DEFENCE LEAVES FOR GREECE

    TIRANA, APRIL 8 (ATA) - Upon an invitation of the Greek Minister of Defence, an Albanian military delegation, headed by Defence Minister Shaqir Vukaj, started Tuesday for a working visit in Greece, spokesman of this ministry reports.

    This visit will be realized on the verge of the dispatch of the Multinational force in Albania. The talks between the two Ministers of Defence will focus on this issue.

    In the bilateral talks, there are also expected to be treated problems, which have to do with the aid of the Greek Army for the Albanian Army, as well as with problem of the military cooperation in general. /s.sh/kei/mt/k

    [13] ALBANIAN FOREIGN MINISTER PROTESTS AGAINST STATEMENTS OF FASSINO

    TIRANA, APRIL 8 (ATA) - The Foreign Ministry of Albania presented Tuesday to the Italian Foreign Ministry a note by which it strongly protests against the statements of the deputy Foreign Minister, Fassino, according to which, the Italian Government asks the resignation of the Albanian President.

    The Foreign Ministry considers these statements unacceptable interference in the interior affairs of the Republic of Albania.

    "Albania is a sovereign state and it has the sovereign right to decide for the legal sovereign institutions of the country, according to the constitutional laws of the Albanian state," says the note of protest.

    "The Albanian institutions are legitimate and their legitimacy is defined by the free will of the Albanian people. Such interference in the interior affairs of Albania becomes unacceptable at a time when Italy will have the command of the Multinational force which will arrive in Albania soon," concludes the note. /s.sh/kei/mt/k

    [14] STATEMENT OF THE DEMOCRATIC PARTY OF ALBANIA

    Tirana, April 8 (ATA) Today, Mr. Fasino, has declared within the structures of the Italian Left Democratic Party, that Mr. Berisha should resign from the post of the President of Republic.

    We consider this declaration as a destabilising one and at the same time as an intervention in the domestic affairs of Albania.

    Availing ourselves of the opportunity we would like to remind that Mr. Berisha is the main author of the National Reconciliation Platform, that it is him that has decreed the Prime Minister Fino and the National Reconciliation Government.

    The request for his resignation is a request with destabilising consequences for the constitutional and public order in the country.

    TIRANE, APRIL 8 (ATA) - In a note presented to the Embassy of the Italian Republic in Tirana, Albania's Foreign Ministry expresses to the Italian Foreign Ministry the insurances of its esteem consideration and asks this Ministry that, before the adoption of any other decision, to clarify the position of the Italian Government regarding the irresponsible statements of the Italian deputy Foreign Minister, Fasino. ssh/xh/k

    [16] ALBANIAN PREMIER BASHKIM FINO MEETS POLITICAL PARTIES

    TIRANE, APRIL 8 (ATA) - Today afternoon Albanian Prime Minister held a meeting with the political parties which have signied the March 9 agreement, namely the Democratic Party, the Socialist Party, the Republican Party, the Social Democratic Party, the Human Rights Union Party, the Christian Democratic Party, the Balli Kombetar Party, the Democratic Alliance Party, the Social Democratic Union Party and the Legality Party.

    During the meeting Premier Fino, who was accompanied by the Minister of Law Spartak Ngjela, discussed with the representatives of the political parties the objectives of the National Reconciliation Government to carry the country to earlier general elections and concretely the Electoral Law.

    The representatives of the political parties highlighted government's commitment to undertake concrete steps in time so that the country go to elections with a legal framework which would be not only completed but also reached by consensus. They underlined that the draft law on elections, which the government will prepare, must take into account the will of the parties and respect the Albanian political and economic realities.

    In general, the representatives of the political parties in the round table discussion stressed that although that first meeting was consultative, still deadlines should be set.

    The political parties round table stressed the fact that the preparation of the electoral law must go along with the efforts of the government to restore order and stabilize the situation in general, so that the coming elections be held in the calmest possible situation. xh
