  • [01] FOREIGNERS PREFER TIRANA FOR MATRIMONIAL RELATIONS

    TIRANA, JULY 13 (ATA) - By P. Shuteriqi: Tirana is still alluring for the foreigners who prefer to get married in the town hall of the Albanian capital. May be the lower taxes or the Albanian legislation are considered suitable for the foreigners, both for getting married or for divorce.

    The Syrian citizen Ahmad Kamel Al Beik has preferred the town hall of Tirana to marry the Bulgarian citizen, Irena Daskallova, who is not known the how many wife she was for the Arabian Al Beik.

    Two German citizens realized the act of marriage for the the first time in the Albanian capital in 1988, and this phenomenon was extended very much during the recent years.

    In these matrimonial relations it is pointed out the considerable number of the Yugoslav citizens who get married in the town hall of Tirana with other foreign citizens, German, French and American. /kled/mt/k

    [02] BLUE UNIFORMS BACK TO CERRIK

    CERRIK, JULY 13 (ATA) - By P Zekthi: After an absence of some two months, the first police officers have arrived in the town of Cerrik to restore order and control the situation.

    The new chief of the Elbasan commissariat, Kujtim Muca, in full consensus with the local government and domestic political parties, sent two days ago from his effective a leader to command, and some ten blues uniforms are under his control, who have replaced the current patrols of the armed volunteers in the neuralgic points of the town.

    Meanwhile, it is expected the whole effective be completed from a decision of the Interior Ministry, which on the other hand is examining the possibility of sending a financial fund for the reconstruction of the commissariat building, destroyed in the grave event with the special forces on May 23, where five members of the special forces were killed after a confrontation with the armed gangs.

    Sources of the current police station report that no vehicle is at their disposal to patrol, or other means necessary for the order restoration.

    [03] FIRES - ECOLOGICAL AND ECONOMIC CATASTROPHE - GJIROKASTER

    GJIROKASTER, JULY 13 (ATA) - By H Cani: Since last month many fires have destroyed entire hectares of forests and pastures in the district of Gjirokaster.

    "Some 20 fireplaces have become evident, which have caused a very grave economic and ecological damage," says the specialist near the department of the forest service, Polo Kromidha. One of the leaders of the green association of the town, Rezart Bejko, told ATA that they are very worried about the massive destruction of the flora in the territory of Gjirokaster, while the local government is almost inexistent.

    Two days ago, in north of the Mali i Gjere, a fire, which lasted all the night, destroyed a great massive of beech wood. /kei/mt/k

    TIRANA, JULY 13 (ATA) - Under the headline "The socialists make legal the armed committees in Tirana". Official meeting in the SP headquarters, Rilindja Demokratike reports "Mejdani 'sacrificed' for coup d'etat." Covering a DP statement, which denounces the "continuation of the flirt of socialists in the armed committees," the paper reports "SP leads the country towards a new chaos." The paper also highlights the protest of the Tirana students against the Slavic-Macedonian violence, under the title "The Albanian flag flutters free."

    Zeri i Popullit reports "Nano: That's how we will govern," as well as "How will the money be turned to the Albanians"?

    The paper carries the pamphlet "Leka left us. Long live the Republic"! The paper carries the article "The new parliament will give the merited place to the honor and dignity of Albania." Covering the peaceful rally in defence of the Albania cause, the paper reports "Put an end to the violations of the rights and freedoms of the Albanians in Macedonia." The paper also reports "The chapter of Berisha is closed."

    Republika paper reports "Motion in DP: Berisha leave away! We want Selami back," and published the editorial "The King puts the throne in the suitcase." The paper also reports "Macedonia: The Albanians against on the street. The police continues the violence. The Albanian politicians start talking. The OSCE commissioner attempts the solution."

    Rilindja, covering the situation in Tetove and Gostivar, reports "The efforts to lower the tension down continue." The paper also reports "The conference on Albania will be held on July 31 in Roma." The paper published the news on the departure of Leka Zogu from Albania.

    Albania paper carries the editorial "Why the Albanian socialists do not enjoy?" Under the headline "In the backstage of the black financing of the SP electoral campaign," the paper reports "25 million dollars for the commissioners." Covering a report of the Serbian news agency TANJUG, the paper reports "SP, the end of the Albanian separatism in Kosova." The paper reports on the rally of the students on Friday: "For the flag, the Albanians rise from the grave."

    With regard to some possible changes in the structure of the next government, Koha Jone reports "Nano, chancellor in Presidency." The paper carries the editorial "Institutional reform and the syndrome 'Berisha'". The paper reports that the armed gangs have prevented the distribution of Koha Jone paper in Southern Albania.

    With regard to the departure of Leka Zogu from Albania, Dita paper reports "Leak turned back from where he came." The paper publishes the editorial "The bull justice should be caught by the horn."

    The paper reports "The Tirana student, solidarity with Gostivar."

    Independent reports "Nano in the arena with Mejdani," as well as Nano, SP and the Albanian institutions." Referring to the INSTAT data, the paper reports "The life, 5,4 % more expensive than a month ago."

    Gazeta Shqiptare reports "Alba with smuggling?" The paper carries the editorial "The armchairs of the state, responsibility or lucrative business." The paper reports "Protest on behalf of the flag."

    [05] NORMAL VOTING IN TODAY'S RUNOFF POLL IN PUKE

    PUKE, JULY 13 (ATA) - By Myfit Malja: The voting in 61 polling stations in the constituency 11 of the district of Puke where a runoff poll is continuing for the SP candidate Fran Pjetri and the DP candidate Gjergj Sokoli, in going on normally and calmly. The polling stations opened at 7 a.m. as the law situlates and it is continuing normally.

    According to sources of the prefecture of Shkoder, until 12.00 the participation in the polls has been low. OSCE observers are closely monitoring the voting process in the constituency in Puke.

    The district police commissariat has adopted all measures so that the voting continue without exesses. xh/

    [06] PROTEST IN TIRANE IN DEFENCE OF ALBANIAN POPULATION IN MACEDONIA

    TIRANE, JULY 12 (ATA) - By Eva Allushi: A protest was staged in Tirane Saturday in defence of the rights and freedoms of the Albanian population in Macedonia, towards whom violence and pression has been exerted recently.

    With national flags in hands, the protesters called for observation of the Albanians' rights in Gostivar and Tetove, the defence of the all-national symbols and not their denial.

    The protest was organized by the student group Dardania. Participating in the protest were, besides students and people of Tirane, also different political figures.

    Recently, Macedonian police have arrested hundreds of Albanians who protested in defence of the Albanian national flag and symbols.

    The highest ranking Albanian authorities have expressed their profound grief over the three victims and scores of wounded and through a note of protest have informed the Macedonian authorities that on the basis of all European charters on the human rights and freedoms, it is the least minimal right for the Albanians to protest in defence of their national flag.

    Albanian officials have appealed to Macedonian authorities for self-control, serving in this way the peace and fragile stability in the Balkans. xh

    [07] DECLARATION OF ALBANIAN PRESIDENT ON SP DECISION TO CHANGE CONSTITUTIONAL LAWS AND THOSE OF DEPOLITICIZED INSTITUTIONS

    TIRANE, JULY 13 (ATA) - Reports on changes to constitutional laws by transferring competence from the head of state to the prime minister, oblige me to attract the attention of the Albanian political forces, citizens and international institutions that these are not good-omened not to say a threat of grave consequences for Albanian democracy, says a declaration of the President of Albania.

    They are a direct expression of the will to give oneself as much authority as possible and to transform Albania into a which is country in the hand of a single man, be him a prime minister or a president.

    Also the declaration for the amendment of the laws of some important depoliticized state institutions only with the aim of changing their leaders, is a real revenge against the rule of law.

    The present constitutional laws of Albania, according to documentation and the expertise of the Council of Europe, share the powers and guarantee the country a parliamentary republic. They guarantee the government independence and full parliamentary control.

    Comparative studies of presidential competence in parliamentary republics made by constitutional experts known in Europe and the world, prove that our constitutional laws make a balanced division of the powers and that the competence of the President of the Republic are fewer than the competence of not only one but of some of the heads of those states.

    Besides, I would like to stress that the declarations for not a leading role of the President of a neighboring country show of the fact that the constitution of that country is not studied because the constitutional competence of the President of the Italian Republic and of the President of the Republic of Albania, although they are not identical, they have so much common points.

    I, as a President that is resolute that, right after accomplishing some important constitutional tasks, will not coexist with the new government which emerged from the polls, think that the division of the powers cannot be made according to the desire or decisions among friends, but conformed to the principles of control and balance between them. I also think that the changing of the constitutional laws with this parliament which came from elections which were not free and fair, but which are accepted only for the existing conditions by Albanian political forces and international constitutions, as well as the big concentration of the power in the hands of one man, are serious violations to the constitutionality and are acts with great consequences in the country's stability.

    The new laws of Albania and the institutions based on them are of European standards. These laws are compiled in cooperation with international institutions and have been object of numerous expertises. The institutions which are based on these laws have directed the reforms and established a fruitful international cooperation. Their amendment or changing cannot be made because the leading officials of the institutions should be replaced. The substitution of the leaders of depoliticized institutions contrary to their legal mandate in those posts, giving the legal changes a retroactive power, and without valuating their job, is illegitimate, it is political revenge and harms greatly the work and the future of the the institutions and the legal state in general.

    Resolute to play an opposition constructive role and by not claiming that the present constitutional laws make a perfect division of the powers, I would not like to rule out the discussions for these laws, and I consider indispensable the preparation of the constitution. But I think the process of the changing of the constitutional laws, as well as the preparation of a new constitution cannot be realised by a parliament which has been accepted as a political solution. They should be undertaken only in the spirit of consensus, which I think is possible only after another climate and situation is created, with the broad participation of the best Albanian experts and those of the Council of Europe and on the basis of the procedures accepted by Albanian political forces. Any imposition or amendment to the constitutional laws or to procedures of the approval of the constitution in this parliament in which 1/3 of the 2/3 of the deputies come from zones presently controlled by the committees and their terrorist gangs, prove that the concept of the free vote is lost and there is a return to the revenge of 1946. These acts would aggravate the political crisis and change it into a constitutional institutional crisis of grave consequences for the country. The responsibility will rest with those who by applying the denial and the doctrine of denial, want to violate, after the vote, the Albanian values, institutions and democracy in general. xh/k

    [08] 60 MILLION DRACHMAS FOR ORTHODOX CHURCH IN LAC

    LAC, JULY 13 (ATA) - By Zef Pergega: The construction of an Orthodox church has started in the town of Lac, for which the Autochephalous Orthodox church of Tirane has granted 60 million drachmas. The church will have an hospital and a chemist's.

    Besides objects of the cult, also greenery areas will be created, along with improvement of water discharge system of Lac etc. kei/xh/k

    [09] MPF TAKES MEASURES FOR OSCE TEAMS IN THIRD RUNOFF POLLS IN ALBANIA

    TIRANE, JULY 13 (ATA) - By Keida Kostreci: The troops of the Multinational Protection Force adopted Sunday security measures for OSCE observers in the constituencies which had a third runoff poll, told ATA the MPF spokesman.

    "The Spanish battalion has put at the disposal of four OSCE teams four patrols in constituency 11 in Puke, while in constituency 77 in Fier, the infantry regiment has one escort group for one team of monitors," said Giovanni Bernardi.

    The MPF has taken measures for security by the air. In constituency 77 in Fier, the candidates of SP and RP are competing today, while in constituency 11 in Puke, there are the deputies of SP and DP.

    The MPF has escorted OSCE monitors also during the two previous parliamentary rounds of polls in Albania.

    MPF did not encourage OSCE to monitor polls in the zones it considered insecure.

    The MPF will start withdrawing from Albania on July 18 and the last groups of soldiers will leave Albania on August 12. xh/k

    [10] ALBANIANS IN DEFENCE OF NATIONAL FLAG - Rally in Tirane -

    TIRANE, JULY 13 (ATA) - By Eva Allushi: The invalidity by the Macedonian Parliament of the law which limits the holding by Albanians of the national flag and the release of Albanian prisoners who have defended their national values were demanded in a rally held by the Independent Student Union in Tirane Sunday.

    In a protest to most important international institutions they expresssed their indignation for the violation of the rights and freedoms of the Albanian people in Macedonia and asked the removal of tanks and special forces of Macedonian police from Albanian cities in Macedonia.

    Participants in the rally chanted slogans in support of the Albanian population and asked that violence and repression be halted in Macedonia. The rally was addressed by representatives of the Independent Student Union, Dardania Student League and the leader of the December student movement, Azem Hajdari.

    Leaders of the DP, BKP, RRP called for national unity and defence of the colours of the national flag.

    "Wrong policy of the Macedonian police which brings about destabilization in the Balkans" described Luan Malltezi, general director of the State Archives, the developments on July 9 in Macedonia.

    Those present called on Albanians not to overestimate party colours but that which unites us all, the national flag.

    The chairman of the association of the veterans of the national liberation war, Pandeli Permeti, said that the Macedonian Government must respect the international charters on the human rights and freedoms.

    Recently, Macedonian police arrested hundreds of Albanians who protested in defence of the national flag and Albanian symbols, which have ensured the resistance of the Albanians in the territories where they live detached from the motherland.

    Highest ranking Albanian authorities have expressed their deep grief over the three victims and hundreds of wounded people through a note of protest to the Macedonian authorities telling them that on the basis of all European charters on the human rights and freedoms it is the most minimal right for the Albanians to protest in defence of the national flag. Additionally, Albanian officials have called on Macedonian authorities for self-control, something which serves the peace and fragile stability in the Balkans. xh/
