    TIRANA, JULY 19 (ATA) - Rilindja Demokratike under the headline "Socialist commissioners withdrew at the last moment of the signing of poll results," says "Election authority shakes off Nano stress."

    It carries the editorial "SP government, a chronicle of warning incrimination." The same paper carries a report of the Commission on Security and Cooperation in Europe on Albania's elections at the U.S. Congress, under the title "Elections were irregular."

    Zeri i Popullit says "Sali Berisha, last left-over of the old power." The paper says "Anxiety and vassals of ministries' corridors," and "Albanian Television censured election authority's protest." In the economic column, the paper says "Budget, stingy on spending," and "Economic crisis, consequence of a bad governing of DP."

    Republika says "Secrete service gives evidence on money- lending". "Election authority signs mandates and announces the names of deputies."

    Covering the situation in Tetova and Gostivar after July 9, the newspaper Rilindja says "Citizens, not free of insecurity". On yesterday's press conference of the chairman of the Republic of Kosova, Ibrahim Rugova, the paper says "Kosova issue should be solved based on the will of the people."

    Under the headline "OSCE commission in the U.S. Congress presents the need for new elections in Albania," the newspaper Albania reports "U.S.: New elections." The paper carries the editorial "False government party and opposition." In the chronicle column, the paper says "Ten dead in the last 24 hours." It carries the article "Greek 'broom' against Socialists' promises."

    Koha Jone says "Central Election Commission signs: Berisha with two heads" and carries the editorial "Hybrid of president-deputy". The paper reports "Gjinushi and Godo: parliament dismisses Berisha."

    Dita says "Berisha, deputy and president," and carries the editorial "A strange idea", in relation to rumors spread on new local elections. In the chronicle column, the paper says "9 killed and 12 wounded in 24 hours." The paper quotes the Socialist leader Fatos Nano as saying "SP relationships with Americans?! OK."

    Indipendent says "Berisha: I leave with Nano." It carries the editorial "Macedonia steals the Albanian flag," and carries an interview with the Democratic Alliance party leader and candidate for the post of Interior Minister Neritan Ceka, under the title: "Albania's law and order, my house's law and order."

    Bashkimi carries the editorial "Electric chairs," and carries the article "Call on weapons' collection or army's destruction."

    Gazeta Shqiptare says "SP withdraws, Berisha remains," and "Children's traffic in prosecutors' office." In the chronicle column the paper says "War in Vlora, Alba ready to leave." kei/ak/k

    [02] ARMED PERSONS FIRE AT CHAUFFEUR OF HEAD OF TIRANA DISTRICT COUNCIL

    TIRANA, JULY 19 (ATA) - Armed persons have fired at and wounded the chauffeur of the head of the District Council for Tirana, Hatixhe Kellezi, Press and Information Office of the Democratic party said.

    The incident happened some meters away from the Democratic party headquarters while the chauffeur is staying in the car.

    The criminal act has caused panic among the passers-by.

    The armed persons left the place immediately. kei/ak/k

    [03] EXPLOSION DAMAGES WATER PIPELINES OF DURRES AND KAVAJA

    DURRES, JULY 19 (ATA) - By S. Gjordeni: Inhabitants of Durres and Kavaja ran shot of water on Saturday after a dynamite explosion in the Kurbin area on Saturday night.

    Unidentified persons have placed an explosive device in the main water pipeline coming from Fushe Kuqja and supplying the cities of Durres and Kavaja with running water, sources at the Water Supply enterprise in Durres said.

    The explosion has greatly damaged the pipeline causing the water to pour out, the sources said.

    The main water depot in Durres was not filled with water.

    A break-down brigade has gone to the place and has been working intensively to repair the pipeline today afternoon, sources said. kei/ak/

    TIRANA, JULY 19 (ATA) - By Keida Kostreci: The Italian ship San Giorgio, which will take the Italian regiment of FMP back to Italy, entered earlier on Saturday the port of Vlora, a spokesman of the FMP said to ATA.

    "The ship which entered the port at 7.30 a.m. will leave as soon as the loading is over," Marco Provenziani, the FMP spokesman said.

    The withdrawal of the 151 regiment of the 266-member Sassari Brigate foreseen for Friday was delayed because of a strong wind and turbulent sea.

    The FMP contingent should leave Albania within August 12. ak/k

    [05] ELECTION AUTHORITY APPROVES FINAL POLL RESULTS

    TIRANA, JULY 19 (ATA) - By R. Floqi: The Central Election Committee (CEC) after a three-day standoff, managed to announce the final results of the parliamentary elections of June 29.

    The Socialists representatives in the CEC have blocked for three days the announcement of the election results because they say that the position of the President of the Republic is constitutionally irreconcilable with the function of a future deputy of parliament.

    Today's debate after many pro and cons managed to sign the complete lists of deputies which will take in seats in the future parliament.

    The Socialists won 100 seats in the 155-seat assembly and the Democratic party 27 seats.

    The CEC decision, based on article 36 and 80 of the law on elections, was reached by a majority of votes and signed by the deputy chairman Fatos Klosi, the SP representative and the Commission Secretary Thimio Kondi. kei/ak/k

    [06] ABOUT 3,400 FOOD AID PACKAGES FOR FAMILIES LIVING ON WELFARE

    TIRANA, 19 July/ATA/-The Red Cross International Federation and Red Crescent delivered some 3,400 food aid packages in Korca town, south east Albania, via Durres port, under the protection of "Alba" troops and Albanian police forces.

    "The aid distribution commission, close to the district council in collaboration with Red Cross committee delivered the food packages in 12 communes," told Albanian Telegraphic Agency, the chairman of the district council, Vladimir Babo.

    The food aid packages are being delivered to families living on welfare. Some 10,200 more packages are soon planned to be delivered in Korca district from the above mentioned organizations and the second shipment is expected to reach Korca town shortly.

    [07] REGIONAL OFFICE OF EUROPEAN UNION IN GJIROKASTER SOON

    GJIROKASTER, JULY 18 (ATA) - By H. Cani: The European Union will open soon a representative office covering all the southern region of Albania.

    Gjirokastra prefect Thanas Merkuri had a meeting on Friday with the E.U. observer Ton Devan.

    "The aim of this office is to get acquainted with the economic, political and cultural developments in the southern region and draft reports for bodies responsible for Albania at the E.U.," Devan said.

    Merkuri also had a meeting with Nicholas Tunbull and Giacomo Valenca, both E.U. observers, to acquaint them with the post-election situation. ssh/kei/ak/k

    [08] ALBANIAN PM MEETS REPRESENTATIVE OF U.S DEMOCRATIC INSTITUTE

    TIRANA, JULY 19 (ATA) - The Prime Minister of the Government of National Reconciliation, Bashkim Fino, held Saturday a working meeting with a team of scholars of the National Democratic Institute (NDI). They talked during the meeting about current developments in Albania, perspective of these developments and the goals of the next government of Albania in ruling the country, PM's spokesman reports.

    Premier Fino explained to the U.S. scholars the main moments of the political developments in Albania. Fino underlined the fact that the new Albanian position is ready to take the responsibility that the free vote of June 29 charged on it.

    Talking about the priorities of the next government, Fino pointed out the order, giving new democratic dimensions to the institutions and the economic reconstruction. These priorities, declared Fino to the NDI representatives, do not exclude the aim of the Socialist Party to prepare as soon as possible the new Constitution. Underlining the fact that the new position will not repeat the mistakes of the Democratic Party, the Albanian Premier said that the new Constitution will be the product of a position-opposition consensus and of a pan-popular approval. This for the fact that the fundamental law of the Albanian State is not drafted only for the party in power, but for all the Albanians and the Albanian state, said Fino.

    The representatives of the National Democratic Institute, who are in Albania for a monitoring and studying mission, greeted Premier Fino and the Government of National Reconciliation for the successful conduct of June 29 polls. They underlined the fact that the end of the general parliamentary elections closed a chapter of the developments and today Albania is in a new stage of development with all the problems brought about by this development.

    They greeted the beginning as soon as possible of the work of the new government and stressed that even for their Institute today, which operates in Albania since 1991, it is a moment of orientation and reviewing of the problems and possibilities of the aid and activities to the favour of democracy in Albania. Even they current mission, underlined the director for the Central and Eastern Europe, Susan Atwood, is exactly the discussion and defining of the concrete fields of study, cooperation and aid for Albania.

    The U.S. scholars considered the work for the new Constitution as a field where their contribution can be given with efficacity.

    During the meeting they also discussed about other problems of the Albanian reality, as well as about strengthening of the institutions and the democratic culture in Albania, ends the report of the PM's spokesman. /pas/mt/sh/

    [09] POLICEMAN AND HIS RELATIVES MALTREATED IN TIRANA

    TIRANA, JULY 19 (ATA) - By Manjola Hodo: According to the sources of the Tirana Police, in the evening of July 18, in the street of Diber, near the Military Academy, unidentified persons have maltreated a policeman and his relatives.

    The police vehicle, with which the policeman and his relatives were travelling, was stopped by three persons, who got off a vehicle "Fuoristrada".

    After they maltreated the policeman and one of his relatives, they took hostage the other relative and fled away in unknown direction. /s.sh/kled/mt/sh/

    [10] ALBANIAN PRESIDENT STARTS CONSULTS WITH LEADERS OF POLITICAL FORCES TO CONVENE NEW PARLIAMENT AND GOVERNMENT - Press release

    TIRANA, JULY 19 (ATA) - The Albanian President, Sali Berisha, started today the consults with the leaders of the political forces for convening the Parliament and the establishment of the new government, President press and information office reports.

    President Berisha held Saturday a meeting with the Minister of Justice, Spartak Ngjela, with whom he discussed the constitutional modalities of convening the parliament and the establishment of the new government.

    He invited in a meeting on the same day the Socialist Party, whose leaders asked this meeting be held the next day.

    President Berisha held meetings with the deputy chairman of the National Front Party, Hysen Selfo, the chairman of the Republican Party, Sabri Godo, the chairman of the Human Rights Union Party, Vasil Melo, ends the announcement of the President press and information office. /s.sh/kled/mt/sh/

    [11] ALBANIAN PRESIDENT MEETS SENIOR OFFICIAL OF NDI

    TIRANA, JULY 19 (ATA) - The Albanian President, Sali Berisha, met Saturday with the senior official of the National Democratic Institute (NDI) Tom Melia, with whom he discussed the ballot outcome and the future role of the Democratic Party as the main opposition force of the country, President press and information office reports.

    President Berisha expressed the unshakeable stand that after the appointment of the new government, he will lead the opposition and the resolution that DP will play the role of a powerful constructive and loyal opposition towards the values of democracy.

    Melia appreciated the stand of President Berisha and the Democratic Party for a constructive and loyal role in opposition and expressed the readiness of the U.S. Democratic Institute to continue the existing tradition of cooperation with DP in different fields, ends the report of President press and information office. /s.sh/kled/mt/sh/

    [12] U.S. EMBASSY IN BELGRADE NOTICES IRREGULARITIES IN TRIAL AGAINST 15 ALBANIANS IN PRISTINE

    PRISTINA, JULY 19 (ATA/KCI) - The U.S. Embassy in Belgrade released on Friday a press release, which says:

    "The U.S. Embassy has followed the trial against 15 Kosova Albanians, accused of terrorist acts, which ended on July 11 in Pristina. Many irregularities were noticed during this trial. It is clearly seen that the Serbian court did not respect its legal procedure: the facts were not convincing, the detained did not have the possibility to contact with their attorneys at law. We are mostly concerned about the phrases that preceded the trial, the detained experienced tortures and the trial did not examined carefully these sayings.

    The U.S. government is worried about the problem of terrorism, as well as about the threaten it manifests for the solution of the Kosova question. The reconciliation in Kosova can be reached only on the basis of complete respect of the human rights.

    The standards of this trial are part of these rights and we call on the Serbian government to respect to the maximum the standards of the human rights, so that to encourage the process of reconciliation," says the release of the U.S. Embassy in Belgrade. /ag/kled/mt/sh/

    [13] PRIME MINISTER IS AWARE OF ACTION - Cokrevski

    TIRANA, JULY 19 (ATA) - "The Macedonian Interior Ministry is a defined sector of the Government. I can not deny the fact that the Prime Minister has been aware of our action," the Macedonian Interior Minister, Tomisllav Cokrevski, told the TMV television of Shkup, regarding the question that who has asked the undertaking of the action in Gostivar.

    "For these, we have carried out coordinated activities and we have had his approval," continued Cokrevski later on, quoted by Rilindja paper on Saturday.

    "But, in order this operation be very successful and the people did not rally, I have asked (the Premier) that nobody be informed, and so it was done," explained the Interior Minister, with regard to the declaration of the government's spokesman in a news conference that "the government is behind this action," meanwhile that the Albanian ministers have said that "they were not informed and were distanced from this action of the police."

    With regard to the question that how will the police act if the order is violated even in other communes, because the Albanian flag flutters somewhere, - Cekrevski declared that "now this is not a greater danger than that which happened in Gostivar. I don't believe there will be greater escalation, but it can happen," reports Rilindja paper.

    In late hours of July 8, the Macedonian parliament took the decision on a limited use of non-Macedonian national flags in the FYROM. At 2 a.m. of July 9, the Macedonian police removed the Albanian flags in Gostivar and Tetove, accusing Albanian political subjects that "they had not carried out their task to inform all Albanian citizens in the FYROM of the new law."

    Three people have been killed and scores of other were wounded during the clashes of the Albanians of Macedonia with police, official sources say./kled/mt/sh/
