  • [01] DEMOCRATIC PARTY NOT PRESENT IN FIRST PARLIAMENTARY PROCEEDINGS

    TIRANA, JULY 21 (ATA) - The Albanian Democratic party decided on Sunday night in a meeting of the National Council that it will not participate in the first proceedings of the new parliament which will decide on the parliamentary and governing structures.

    "We will not be witness to and legitimate all structures both for the government for which we have many disputes and the elite of the parliament," Vili Minarolli, the DP Public Relations Secretary said to BBC radio.

    Our absence in the first parliamentary session is not a boycott line, on the contrary it will be a constructive opposition, Ylli Vejsiu, the DP organisation Secretary said to BBC.

    The DP will present a non-opposing image at parliament and alternatives and if there are laws which cannot serve the country it will adopt a constructive stand not to repeat the position held by the Socialist party in past legislation.

    The meeting which lasted until late at night, charged a group of 27 persons to deal with the restructuring of party and organisation of the National Council to be held at the end of September.

    Regarding the position of president Sali Berisha, who has declared that he will resign soon, the meeting decided that he will be the main figure who will represent the DP until the next assembly. kled/ak/

    [02] POLICE SECURE MOVEMENT IN AXE OF THE ROAD ELBASAN-PEQIN

    ELBASAN, JULY 21 (ATA) - By P. Zekthi: One of the "hottest" segments of the automobilistic road Elbasan-Peqin, near Paper village, is completely under the control of the blue uniforms.

    For two consecutive months, this road has been almost dominated by the armed and masked gangs, who have grabbed periodically the travellers and have committed different crimes.

    After the reorganization of the Elbasan police commissariat, along with strengthening of order in the territory of the town, the police have taken a series of measures to secure the connective roads with other towns, and concretely, the road-block and the squad of the policemen, established in Paper, has paralysed the operating activity of the armed gangs, whose members are thought to be inhabitants of these village and outskirts of Cerrik.

    A similar measure has given its results even near the village of Mirake, in the segment of the road Elbasan-Librazhd.

    Anyhow, it cannot be said that the plunders have been completely avoided, but now they are sporadic. /mt/

    [03] PRESIDENT BERISHA DECREES CONVENING OF NEW PEOPLE'S ASSEMBLY

    TIRANA, JULY 21 (ATA) - The press and information office of the President of the Republic, Sali Berisha, reports that the Albanian President, with decree no 1.833, dated 21.07.1997 "On the convening of the first session of the new legislature of the People's Assembly," decreed the convening of the People's Assembly in its first session of the legislature, on Wednesday, July 23, 1997, at 17:00. /a.ke/mt/k

    [04] TIRANA COURT REJECTS REQUEST OF "POPULLI" FOUNDATION EXPERTS TO RE-EXAMINE DOCUMENTATION

    TIRANA, JULY 21 (ATA) - By Manjola Hodo: The Court of Tirana rejected on Monday the request of the attorney of Bashkim Driza, president of "Populli" foundation, that two experts of countability of this foundation take part in the reexamination of the documentation of this foundation, declared pyramid schemes by the court.

    The juridical process against the detained Bashkim Driza, Nuri Driza, Adem Cepele, under the charge of stealing through fraud, committed in collaboration with Ardian Nako and Ramiz Hoxha, is carried out in absence of the accused who are declared people wanted by police.

    In the today's sitting were presented the requests of the attorneys, who were not known with the files of the detained, because they had received them for examination too late.

    Bashkim Driza has started its activity on April 1996, while the establishment as charity foundation became legal by the Court of Tirana on July 16, 1996. It is this court which has signed the order for its dissolution on February 6, 1997, declaring it pyramid scheme.

    The foundation had 104 affiliates, of which 24 in Tirana and 80 in 37 districts.

    The trial was postponed for August 4, 1997.

    The commission of transparency, legalized by the Albanian parliament, uncovered a deficit of 36 million dollars.

    Driza escaped from the jail during the riots of March and is now in USA. /kei/mt/k

    [05] TWO QUALIFICATION COURSES STARTED FOR INTERIOR MINISTRY OFFICERS

    TIRANA, JULY 21 (ATA) - By A Keko: In the framework of the assistance that the Western European Union has accorded for the Albanian police, two qualification and training courses started in Tirana on Monday for the officers of the middle level of the Interior Ministry.

    The aim of the first course is the qualification and training of the police officers from different police commissariats in the whole country. In this course, which is launched in the grounds of the Albanian Police Department, officers of the order police from 16 police stations participate.

    In the second course, which is launched in the grounds of the Unit no. 711, officers from riot police participate, aiming to train them at high levels.

    The opening ceremony of these courses, organized in the Tirana Police Department, was greeted by the Director of this Department, colonel Pashk Tusha. /a.ke/kei/mt/k

    [06] OUTSTANDING ALBANIAN-AMERICAN DEMOCRAT, ARSHI PIPA, DIES

    TIRANA, JULY 21 (ATA) - Sources from the Albanian Embassy in Washington, report that on July 20, 1997, at 20:30, died in Washington at the age of 77, the patriot, literary man, scholar and the outstanding Albanian-American democrat, Arshi Pipa. /a.ke/mt/k

    [07] BORDER CROSSING POINT OF KAKAVIJE BLOCKED

    GJIROKASTER, JULY 21 (ATA) - By H Cani: The Greek customs of Kakavije interrupted on Sunday at 21:00 the procedures for passing of vehicles and peoples in both sides of the border, leaders of the Police Commissariat of Gjirokaster confirmed this.

    ""We have asked the Greek party to explain us about this operation, but we haven't receive any answer from them yet," says the commander of the border check point of Kakavije, Drini Tore.

    Meanwhile in the territory of the Greek customs and in the border sector near this point, an unusual presence of military special troops and armoured vehicles is noticed.

    Due to this blocking, the repatriation of the cadaver of an Albanian citizen, who died in Ioannina, is also blocked. /kei/mt/k

    [08] FINISHED A MILITARY MISSION TO BEGIN A CIVIL MISSION - Commander of the Spanish battalion, lieutenant colonel Alonso, speaks before leaving Albania

    LEZHE, JULY 21 (ATA) - By Zef Pergega:In an interview for ATA, before leaving Albania, the commander of the Spanish battalion in the context of the Multinational Protection Force, lieutenant colonel Alonso, told ATA correspondent that now that the military mission is over, the Spanish legionaries who stayed three months in Albania, will be its missionaries in Spain.

    "I tell with security that a military mission is over to continue a civil mission, which will have a connection between the institutions of Albania and eight countries participants in the Alba mission - Alba.

    Alonso said that the battalion he leads has given full security to the OSCE teams and other political personalities of Europe, as well as has transported 2 000 tonne of humanitarian aid.

    "We have done some 250 000 km in the northern zone, and we have had no problems. We distributed some 6 000 tonne of aid with different medicaments for 7 hospitals and 6 health care centers from Milot to Koplik; while 3 500 people were treated free of charge by our doctors and 9 children continue to be treated in Spain. 500 families from Shengjin have profited aid from the families of the Spanish legionaries," said Alonso.

    A contingent of the Spanish carabinieri has arrived in Albania, which will contribute in the organization of the Albanian police, meanwhile that another contingent of the Spanish police is expected to come soon.

    "The Spanish humanitarian organizations will continue their projects in infrastructure, roads, aqueducts, schools and hospitals, opening up new jobs" - said Alonso. /s.sh/pas/kei/mt/k

    [09] CONSTITUTIONAL COURT RULES ON INDICTMENTS REGARDING BALLOT OUTCOME IN SEVERAL CONSTITUENCIES

    TIRANA, JULY 21 (ATA) - By Eva Allushi:The Constitutional Court ruled on Monday its decisions against several complaints of the results of the Central Electoral Commission in several electoral constituencies, in which, according to the accusers, the elections have not been regular.

    The Constitutional Court judged on Monday as fair the indictment of SP for the constituency 77 in Fier, and by invalidating the decision of CEC, declared winner the deputy of SP+SDP against the Republican one in the above zone.

    "From the process-verbals of this zone, examined by the Constitutional Court, it comes out that the candidate for deputy of SP+SDP, Nazmir Bilani, has taken more than 50 per cent of the valid votes, against Fatmir Mehdiu of RP," said the chairman of the Court, Rustem Gjata.

    By another decision, the Constitutional Court has ordered the repetition of the elections in 14 polling stations in the constituency 4, in Dukagjin, Northern Albania, where according to the chairman Gjata, the juridical judgement noticed that the claims of the accusers are fair, because from 58 polling stations, in 14 of them the voting was not conducted."

    According to the CEC, the winner was the SP candidate, while according to DP, the elections in this constituency have been characterized by great irregularities. /kei/mt/k

    [10] WORK IN GREEK CUSTOMS IN KAKAVIJE STARTS

    GJIROKASTER, JULY 21 (ATA) - By H Cani: After a temporary closure, the Greek customs in Kakavije has started the operation today.

    Sources from the Gjirokaster police commissariat report that the cause of this closure from the Greek side is the necessity of taking the security measures, after a threaten exerted on the customs officials last night by persons who exercise illegal activity. These sources speak of complete normalization of the operation in the hours of afternoon, meanwhile that it is obviously seen an unusual presence of the military troops and armoured vehicles in the territory of the Greek customs and in the boarder sector of Kakavije.

    Meanwhile, sources from the border police in the customs of Kakavije report on hundreds of emigrants deported today by the Greek police. These sources speak of 6 buses with some 300 emigrants deported until the hours of the afternoon. While the emigrants told the journalists that the Greek police have exercised physical violence on them and have manifested signs of xenophobia. /a.ke/mt/

    [11] EXTRAORDINARY MEETING OF ALBANIAN DEMOCRATIC PARTY IN MACEDONIA

    TETOVE, JULY 21 (ATA) - An extraordinary meeting was held in Tetove today by the ADP presidency, with the only point on the agenda: situation in Albanian cities of Macedonia after the brutal interference of the regime of Shkup on the innocent Albanian population. The presidency reconfirmed the valuations of the past meeting and noticed that:

    - The police interference uncovers definitevely a global scenario closely related with the situation in Albania, in Kosove, and which aims to lower level of national demands of the Albanians.

    - there is a conceptual and structural crisis inherited by the former system which is manifested with a dangerous tolerance towards the autonomy of the local power and the pluralism of the interests which is related with similar crisis in Serbia.

    - The government and its men are committed to defend its primitivism through even more primitive arguments by not understanding at all that in Gostivar was broken that Macedonia, which not only its people but also the well-wishing international factor aimed to construct together.

    - Macedonian medias, by unreservedly supporting a government policy become co-cuprits of a collective crime similar with the Serbian syndrome which is now paying the tax of collective light-mindedness and the ridiculous triumphalism does, in essence, manifest a political and civilizing immaturity as well as an open challenge against all the Albanians, which will result to a greater unity.

    - Various segments of the repressive power are working to shift the guiltiness onto the Albanians and to intimitade them with further prosecutions and tortures on the ADP activists. This frontal attack on the ADP, with the context and forms among the most stalinist against the political opponents will, anyhow, yield only one result: closer ranks and a great political determination.

    - Various informants and day labourers are trying, together with their chief Cokrevski, to shift the fault from the killing policy of the government to the Albanian space to create conflicts, further disagreements among Albanians.

    - Other institutions, trials, diplomacy, in order to hide out the definite loss of faith of the Albanians towards the state, of the international opinion towards the democratic values, are trying to shift the fault on to others, by preparing political processes against ADP representatives, Rufi Osmani, Refik Dauti, Alajdin Demiri, Vehbi Bexheti and many other activists, which shows more the weakness of the power-holders than their strength.

    Feeling grief of the losses, killings, tortures towards Albanians, being conscious of the weight of all-albanian sacrifices, the Albanian Democratic Party will continue to strengthen its political course, to affirm the national cause in Macedonia, internationalize it, to cultivate a climate of unity and Albanian coordination and to seek more efficient roads for the realisation of common ideals. ag/mp/xh/K
