  • [01] CUSTOMS HOUSES REALISE INCOMES, TRADERS INCREASE PRICES

    TIRANE, AUGUST 29 (ATA) - By N Mano: The plan of customs houses for August has been realised 93 per cent until August 28, sources of the customs general department told ATA.

    Higher figures have been registered in the realisation of the monthly plans in the main border points of the country. The customs house in Durres has realised this plan by 130 per cent, that of Kapshtice 798 per cent followed by Kakavija which realised 86 per cent of the monthly plan for a period of two weeks since it started functioning.

    While the customs houses are realizing their plans, traders have considerably increased the prices of the imported goods brought through these border points./jz/xh/sh/

    [02] A QUARTER OF LEZHE FLOODED AFTER A WATER GUSHEDFROM A WATER PIPE

    LEZHE, AUGUST 29 (ATA) - By Zef Pergega: The water covered and inundated a whole quarter in Lezhe town, Northwestern Albania, after a water line burst out in early hours of Thurs day.

    During the last two years, the district of Lezhe has been flooded five times. The economic damage caused to agricultural land, homes, livestock, electric and telephone lines, water systems and to private activities amounts to 500 million lek.

    The main reason of the floods in the district is that since 1987 the bed of River Drin has not been adjusted, the depth of its mouth is now 1 meter from 10 meters that it should be for a normal flow of the river.

    The processes of decomposition in the zone have brought about the lowering up to 1.5 meters of the surface level of the land as compared with the sea level.

    According to projects adopted by the local government in Lezhe, the problems will be finally solved with a fund of 300 thousand dollars that the Italian company CIA has already offered./ssh/kled/xh/sh/

    [03] NEW POLITICAL CLASS WILL MAKE ALBANIA WORTHY MEMBER OF EUROPEAN FAMILY - Laurens

    TIRANA, AUG 29 (ATA) - Albania's President Rexhep Meidani met Thursday with the delegation of the Council of Europe, headed by Mr Laurens.

    Evaluating the serious faults that the Council of Europe and the Albanian society had noticed in the justice system, Meidani pointed out the way in which the professional and public opinion welcomed the amendments made by parliament to the law on the Supreme Council of Justice.

    The work in this direction and in the field of legislation in general should and will have the complete assistance of the Council of Europe experts, both interlocutors said.

    Laurens expressed his optimism that the situation in the country is positively changing beyond the expectations. The Council of Europe is secure that the new political class in the country will make Albania a worthy member of the European family, he said.

    Evaluating that the Council of Europe will be one of the ways for Albania to also become member of other European structures, the representative of the Council of Europe expressed the readiness for a closer cooperation and full assistance. /a.ke/jz/mt/Z/

    [04] SOMEONE KILLED ON THE EVE OF WEDDING CEREMONY

    CERRIK, AUG 29 (ATA) - By P Zekthi: The citizen E. Gjolena, 23, from Cerrik (Middle Albania), who was likely to be married recently, was shot by volley of bullets while driving his car.

    The event occurred on Thursday at 22:00 in the entrance of the Cerrik town and the authors of this crime, who shot without warning towards the car, are not known yet.

    The above place has been the hottest bed for the robbery of travellers during the months of riots. /a.ke/jz/mt/Z/

    [05] FIGHT BETWEEN RIVAL GANGS IN ELBASAN

    ELBASAN, AUG 29 (ATA) - At least a young man, 29, (his name is not reported) died and 7-8 others were hurt during a confrontation between two rival groups, which continued even after the intervention of police forces in the town of Elbasan (Middle Albania).

    Among the people hurt in the fight a policeman was also injured, identified as Ilir Hysi, who is in comma, sources from the hospital of Elbasan report.

    The circumstances of the event were not clear until 21:00, but sources from the police commissariat said that the special forces of this police station were shot by the authors of one part of the conflict, who, after the conflict, found shelter in a residence in the Southeastern part of the town. Meanwhile, two eye witnesses said that police surrounded the above residence and sporadic shots were heard there. Unconfirmed sources confess that the number of victims is at least three people. /l.gj/jz/mt/k

    [06] 112 PEOPLE KILLED OVER PAST MONTHS IN PREFECTURE OF GJIROKASTER

    GJIROKASTER, AUG 29 (ATA) - By H Cani: The recent statistical data of the juridical office in the prefecture of Gjirokaster speak of a tragic balance of mortality from fire weapons since the riots swept this prefecture (in March this year.)

    The number of killed by fire weapons in the prefecture is 112. The largest number is registered in the district of Tepelene, with some 40 persons, while the largest number of injured is marked in the district of Gjirokaster, with some 714 persons.

    The number of victims under 18 in this prefecture is some 29, while the number of hurt of this age is some 200 people.

    The medical aid for the injured in most cases is given in the hospitals of the districts of this prefecture. Some 195 persons were treated in the public hospital of Ioannina. /a.ke/jz/mt/k

    TIRANA, AUG 29 (ATA) - Under the headline "Italy offers 200 million dollars to Albania for 1997-1998," Zeri i Popullit reports "Marshall plan starts." The paper covers an interview of Albania's PM, Fatos Nano, for BBC radio, under the title "Albanians will not speak with the language of refugees anymore." The paper carries the report of meetings of Nano with the political deputy director of the Council of Europe, Laurens and with the Party Chairman of Left Coalition and Progress of Greece. The paper writes that Albania and Italy have signed a protocol-agreement in the field of defense. The paper also reports "The new government resolute to fight smuggling."

    Rilindja Demokratike reports "Socialist laws towards Strasbourg," and carries the editorial "Crossed justice." The paper quotes the chief of EDU, Mock and the deputy Secretary General of the European Inter-parliamentary Union, Johnston, with regard to the hunger strike of former Speaker Arbnori: "Nano, you are responsible of Arbnori." The paper publishes the latest report "Elbasani still smeared with blood," which says that at least one person died and 7 others were hurt in a clash. The paper writes "1.5 million Albanians drown together with the loan-taking companies."

    Republika paper reports "Usuries, open problem," and carries the editorial "President, the 'transmission belt' (between) DP and SP." The paper also writes "Nano in front of Berisha in a public debate." In the heading of chronicle the paper reports "The father and stepmother kill the 12-year old girl."

    Covering a letter of the head of the state, Rexhep Meidani, addressed to Arbnori who is in hunger strike, Rilindja paper quotes "Arbnori should interrupt the hunger strike." Highlighting the parliament proceedings of Former Yugoslav Republic of Macedonia (FYROM) which have debated for the information from the Interior Ministry on the tragic events of Gostivar and Tetove, the paper reports that the deputies have asked the resignation of the officials of Interior Ministry and FYROM.

    Koha Jone reports "Usuries: Berisha (former president) and Meksi (former Premier) under investigation." The paper carries the editorial "Refugees, the turn of Berisha." The paper reports that Rome will grant $ 200 million to Albania. The paper reports in the heading of chronicle "Three killed, 7 hurt (in Elbasan)."

    Albania cites PM Nano as saying: "Loan-taking companies to be hanged". The paper carries the editorial: "Who rules Albania?" "I don't interrupt the strike without guarantees", the paper cites the former speaker Arbnori in his ninth day of strike. "Another fight in Elbasan", the paper reports on a clash in Elbasan, where three civilians were killed and five policemen were hurt.

    Dita newspaper writes that the former chairman of Democratic Party Eduard Selami is supporting the reformists in DP. The paper carries the article: "Trials of pyramid schemes under accusation". The paper reports: "The Albanian- Italian experts' commission has drawn the conclusion: "$ 200 millions for Albania".

    Gazeta Shqiptare writes: "(Albanian) army in hands of Italians", regarding an agreement through which Italy grants Albania 30 billions lire for the army. The paper also reports: "200 millions USD for the rest of the state".

    Pasqyra paper reports: "The refugees 'apple of discord' between the party in power and the opposition in Albania", as well as "Gathering of weapons continues"./kei/mt/

    [08] 85 % OF WEAPONS DISTRIBUTED BY LISTS ARE HANDED OVER IN ELBASAN

    ELBASAN, AUG 29 (ATA) - By P Zekthi: Some 85 per cent of weapons, distributed on basis of lists during the months of riots in March, are handed over in the police department and commissariats of the Elbasan district.

    According to the director of the police department, Vasil Cela, through blitz operations, are uncovered and gathered some 26 other weapons, like flamethrowers, heavy machine guns, machine guns and a quantity of ammunition during searches in houses of citizens. /s.sh/kei/mt/k

    [09] PREFECTURE AUTHORITIES PRESENTED IN VLORE

    VLORE, AUGUST 29 (ATA) - By H Koci: Albanian Defence Minister Sabit Brokaj today presented Tare Hamo as prefect of Vlore and Arqile Lici as secretary general of the prefecture in a meeting with representatives of the local government and institutions of the districts of Vlore, Sarande and Delvine, included in that prefecture.

    Brokaj spoke of the place Vlore will take in the investments by the new government and by foreign investors and donators. ake/kled/xh/sh/

    [10] PREFECTURE HIGHEST OFFICIALS INTRODUCED IN GJIROKASTER

    GJIROKASTER, AUGUST 29 (ATA) - By Hysni Cani: Sotiraq Mantho, the newly-appointed prefect for the districts of Gjirokaster, Tepelene and Permet, and Pandeli Badiava, secretary general of the prefecture were presented in Gjirokaster on Friday.

    Present in the meeting on this occasion were the minister of Labour, Social Affairs and Woman, Elmaz Sherifi, the State Secretary for Local Government, Lush Perpali and leaders of the local governments of the three districts consisting the prefecture of Gjirokaster./ake/kled/xh/sh/

    [11] POLICE COMMISSARIAT No 4 IN TIRANE GATHERED OVER 330 WEAPONS YESTERDAY

    TIRANE, AUGUST 29 (ATA) - By S Shrrexhi: More than 330 kinds of weapons and 52 200 bullets were accumulated in the Police Commissariat No 4 of Tirane. Some of the weapons were voluntarily handed in by people while some others were seized by police during roadblocks.

    Police commissariat sources say that over 1 500 kinds of weapons have been stored in the depots of that commissariat. kled/xh/sh/

    [12] SPECIAL POLICE FORCES ARRIVE IN BERAT

    BERAT, AUGUST 29 (ATA) - By I Manka: Special police forces from Tirane have arrived again in the city of Berat (Southern Albania) yesterday.

    The first operations of those forces were searches on the streets, in vehicles for illegally-possessed arms.

    A source of the Police department in Berat reported on Friday that the number of the special forces would increase in the future hitting organized crime and the gangs which are operating throughout the city. /ssh/kled/xh/sh/

    [13] CE REPRESENTATIVES READY TO HELP ALBANIAN JUSTICE SYSTEM

    TIRANA, AUGUST 29 (ATA)- The representatives of the Council of Europe (CE), headed by Mr. Laurens, met today with Albanian Minister of Justice Thimio Kondi and expressed readiness to help the Albanian Justice system.

    The CE representatives said they would assist in the organisation of the judicial system, organisation and structure of the Ministry of Justice.

    They also discussed the immediate release of the fund for the Magistracy School, assistance to carry out the reform in prisons, and open the office of juridical text publications. They also discussed cooperation with the CE in fighting organised crime. a.ke/kled/lm/sh/

    [14] ITALIAN GOVERNMENT WILL DECIDE SOON ON THE FATE OF 10 000 ALBANIAN REFUGEES IN ITALY

    TIRANE, AUGUST 29 (ATA) - By Eva Allushi: The Italian Government is expected to decide soon on the fate of 10 000 Albanians who went to Italy during the chaos in Albania in the recent months.

    According to Italian medias, the Prime Minister, Romano Prodi, forwarded in a meeting of the Italian Government today his plan for the repatriation of 10 000 Albanian refugees whose provisional permit expires on August 31, 1997. The results of the meeting have not been made public yet, but the same sources said that the Italian party has agreed to repatriate the Albanian emigrants in stages and according to categories. The last to be repatriated will be the emigrants living those zones in Albania where law and order are not yet restored.

    The Albanian-Italian experts commission held its first meeting on August 27, 1997 to analyse the situation of the Albanian refugees who went to Italy during March 1997. Attending the meeting were representatives of the Interior, Foreign and Labour and Emigration ministries of the two countries.

    According to sources of the Albanian Foreign Ministry, the Albanian delegation expressed its opinion for not a massive repatriation of the refugees, for a six-month a six-month delay of their repatriation, asking once more the Italian Government to continue adopting the human and objective stand towards Albanian refugees.

    The Italian Parliament is expected to discuss the question of Albanian refugees today afternoon. ake/kled/xh/sh/

    [15] ALBANIAN AND FOREIGN INVESTORS WILL HAVE THEIR ACTIVITIES SECURED IN ALBANIA - Interior Minister

    TIRANE, AUGUST 29 (ATA) - By A Keko: Neritan Ceka, Albanian Interior Minister said in a meeting with representatives of Free Albanian Entrepreneurs Organization today that Albanian and Foreign investors will have their activities secured in this country.

    "Fight against trafficking," said Ceka, "is a fight to guarantee an honest competition between investors and traders." ake/kled/xh/sh/

    [16] PREFECTURE HIGH OFFICIALS INTRODUCED IN KORCE

    KORCE, AUGUST 29 (ATA) - By Behar Fejzullahu: Interior Ministry State Secretary Ndre Legisi today presented Bardhi Alickolli, as the prefect of Korce (Sooutheastern Albania,) and Tajar Koleci as secretary general of that prefecture.

    [17] DEMOCRATIC PARTY ROUND TABLE FAILS BECAUSE GOVERNMENT COALITION PARTIES DO NOT TAKE PART IN IT

    TIRANE, AUGUST 29 (ATA) - By Aurel Simoni: A round table of the parliamentary parties proposed by the Albanian Democratic Party to discuss the so-called Arbnori amendment failed today.

    The government coalition parties did not take part in it, and present were only the representatives of the Democratic Party, Legality Party, the Republican Party, the Balli Kombetar Party, the Christian Democratic Party, the Social Democratic Union Party and the Democratic Union Party.

    Lack of belief of the present government authorities in Berisha roundtables and rejection of a draft amendment for the television air time were the reasons why the coalition government did not appear in the meeting.

    The Republican chairman, Sabri Godo, criticised Democrat leader Berisha for not taking the necessary steps to assure a discussion with all the parties, such as a preliminary meeting between the Democratic Party and the Socialist Party.

    Godo proposed an extended opposition round table with the participation of other parties which are not represented in Parliament.

    The Secretary of the Balli Kombetar Party, Aleko Gjergo, appealed to Arbnori to stop his hunger strike because during the five years that he (Arbnori) was in the leadership of Parliament he did not say a word about air time for the opposition. ake/kled/xh/

    [18] PENAL CASE OF LEKA ZOGU CLOSED IN PROSECUTOR'S OFFICE

    TIRANA, AUGUST 29 (ATA)- By Aurel Simoni, The penal case against Leka Zogu, claimant to the Albanian throne, has finally been closed in the prosecutor's office of Tirane district, deputy chairman of the Legality Party, Murat Basha, told a news conference today.

    The prosecutor's office had opened an investigation several weeks ago of the July 3 event in front of the Central Electoral Commission building, in which Leka Zogu, armed and dressed in military uniform, led a protest of Legality Party members.

    One was killed and five others wounded in the incident.

    Two days ago, the Constitutional Court upheld the decision of the Central Electoral Commission according to which a republic was victorious in the referendum.

    Legality Party members reacted harshly today, calling the constitutional decision "political, without juridical basis, serving those in power and wrong".

    They said they would request a parliamentary debate and then address themselves to the diplomatic corps accredited in Albania.

    The first deputy chairman of Legality said today that his party would bring the referendum issue to the international courts of Strasbourg and the Hague.

    "The king has now distributed a memorandum to 100 states of the world with documents testifying to violations in the referendum. Many foreign lawyers who have studied these documents have concluded that the referendum was invalid," said Basha, also pointing to aseries of violations the Constitutional Court has itself committed.a.ke/kled/lm/ki/

    [19] CE REPRESENTATIVES SUPPORT DEFENCE OF JUDICIAL SYSTEM INDEPENDENCE

    TIRANA, AUGUST 29 (ATA)-In his meeting today with CE deputy political chief Laurens and the delegation he heads, the chairman of the Supreme Court, Avni Shehu, evaluated the CE assistance in drafting the law on judicial organisation as well as the opening of the Magistracy School.

    Mr. Laurens and his experts expressed support for the defence of the judicial system independence and said they would ask the Albanian authorities to submit the law on judicial organisation to parliament as soon as possible./a.ke/kled/lm/sh/

    [20] FORMER ALBANIAN PRESIDENT TO BE TRIED BY PROSECUTOR'S OFFICE ON USURY ISSUE

    TIRANA, AUGUST 29 (ATA)- By Aurel Simoni, The Attorney General's Office will also try the former Albanian President, Sali Berisha, on the usury issue.

    As regards the loan-taking companies the prosecutor's office has opened an investigation file, which also includes former senior officials such as former President Sali Berisha, former-Prime Minister Aleksander Meksi, former Fiance Minister Dylber Vrioni, former governor of the Bank of Albania Kristaq Luniku and others./a.ke/kled/lm/sh/

    [21] PREFECTURE AUTHORITIES IN KUKES PRESENTED

    KUKES, AUGUST 29 (ATA)-By Riza Hoxha, The Secretary of State at the Ministry of Defence, Perikli Teta, today, in the presence of the main local government authorities of the districts of Kukes, Has and Tropoje, presented the new prefect of this prefecture, Qemal Elezi, and the secretary general of the prefecture, Milaim Cengu.

    The new prefect is SP representative, while the secretary general of the prefecture is DAP representative./a.ke/kled/lm/sh/

    [22] DRINKING WATER POLLUTED IN SARANDE

    SARANDE, AUGUST 29 (ATA)-By SH. Hajno, The population in Sarande, Southern Albania, has been drinking muddy water for three weeks now.

    Meanwhile there is no confirmation from the specialist bodies on the quality of the drinking water, as these bodies have not been functioning since the beginning of disturbances in March of this year.

    At the same time no bacteriological analysis is carried out in Sarande. Under these conditions infectious diseases are very likely to break out. jz/lm/sh/
