    TIRANE, SEPT.22 (ATA) - By A Hasani: The People's Assembly convened in a plenary session Monday afternoon to discuss proposals of the President of the Republic Rexhep Meidani for the elections of the leadership of the State Control Service. Meidani had proposed three candidates for the post of the chairman of the Service, which according to the agreement of San Egidios, was a post to be named from the opposition.

    Chairman of the State Control Service was elected Mustafa Kercuku, candidate from the Balli Kombetar Party. His deputies were elected Ariana Nati of the Party Movement for Democracy and Arben Kraja of SP.

    DP deputies did not take part in the session in sign of protest for the wounding of deputy Hajdari by socialist deputy Mazreku some days ago. jz/xh/sh/

    [02] ALBANIANS CONSUME ABOUT 70 PER CENT OF LOCAL PRODUCTS

    TIRANE, SEPT.23 (ATA) - By N Mano: "About 70 per cent of the food articles which Albanians consume are locally produced," director of the agricultural program at the Ministry of Agriculture Ismail Beka told ATA.

    The prices of these products are lower than those of import. The dairy products take 95 per cent of the general consumption in the country and only 5 per cent comes from import. Together with meat, these products consist 90 per cent of the livestock products for personal consumption. The destruction of private hen rearing centres during the March unrest in Albania rose the import of eggs this year and consequently their price. In the mean time, only 60 percent of the wheat is produced in the country, the rest is imported, thus creating troubles for the bread in the country.

    Equilibrium is being established in the market regarding the vegetables which take 90 per cent of the general consumption, while their import increases only for articles which are insufficient during the season. jz/xh/Z/

    [03] GENOCIDE MEN TO BE TRIED FOR ABUSE OF OFFICE

    TIRANE, SEPT.23 (ATA) - By Manjola Hodo: The men accused of genocide will not be tried for "genocide and crimes against humanity" but for "abuse of office."

    On Monday the Supreme Court held the trial for 9 former high officials of the defunct communist regime.

    The prosecutor's office changed the charge for the defendants who are being tried in absentia, while for three of them it demanded to cease the penal act against them.

    "They have acted according to the Constitution of 1977 and have observed the law," said the defence attorneys of the defendants. jz/xh/Z

    TIRANE, SEPT.23 (ATA) - "On October 15 in Rome and on October 22 in Brussels, Albanians' Prime Minister Fatos Nano has to convince the International Community that Albania will not lose the chance offered to it, " writes Zeri i Popullit under the title "The last chance." The newspaper also covers the meetings of Albanian PM in Hong Kong.

    "Academician Rexhep Qosja supports the initiative of President Meidani for the assembly of National Conciliation," writes this paper under the title "Albania cannot be stable without reconciled Albanians." "A socialist activist in Postribe of Shkoder seriously wounded," writes the paper in an article "Efforts of Berisha to destabilize Albania." Under this headline the newspaper also carries a declaration of SP branch in Shkoder. "VEFA should be submitted to transparency," writes the paper in its seventh page.

    "National Council of DP supports requests for resignation of the powerholders of crime," writes the newspaper Rilindja Demokratike under the title "Tirana warns Nano," regarding the DP national council meeting held in Tirane yesterday. "The comment of the state offices for the wounding of Azem Hajdari is the most frightful signal for other new and the old shootings," writes an editorial of the newspaper headlined "The opposition of the wounds of Azem Hajdari."

    "Determination to continue the revenge," writes the newspaper under the title "SP presidency promotes the crime of Mazreku."

    "VEFA company promised yesterday that the savings will be returned to creditors beginning with October 1 due to a foreign credit given to the company, but in case the government does not unblock the funds the money will never be returned to creditors," underlines the paper in "VEFA accuses the government: This is a political revenge."

    "As long as politics is not emancipated the state will not function" is the title of an editorial in newspaper Republika. "In order that the state be respected the politics must be emancipated, together with it Berisha must be more civilized in the political strife," writes the editorial. "DP: To the Assembly only after Nano and Gjinushi resign," writes the newspaper referring to the latest meeting of the DP National Council. "DP is not against dialogue with the government," cites the newspaper the democrat leader. "Alimucaj: Malaj wants to steal VEFA," writes this paper in its economic page.

    "Fatos Nano takes approval in Hong Kong by the World Bank to unblock the funds for the beginning of 20 projects," writes the newspaper Rilindja, under the title "USD 120 million unblocked by the World Bank." "German- American initiative on Kosova is balanced immediately by another Greek initiative," writes the paper under the headline "Greece triggers international quarrel for Kosova?" "Serbian elections ignored by Albanians, " writes this paper in the sixth page.

    "Last boycott of Kosovars" is the title of an editorial in Koha Jone. "Taking into account the ever greater commitment of the international factor, especially of the United States, this maybe the last time that Albanians use the means of boycott," writes the editorial. "Albanian government delegation in Hong Kong continues meetings with leaders of international financial institutions," writes the newspaper under the title "World Bank: USD 200 million for two years." "DP National Council decides: Abandonment of the Parliament," writes the paper under the title "Berisha: All killings lead to Nano."

    Newspaper Albania carries an interview with DP deputy Azem Hajdari under the title "I had warned Prec Zogaj for the attempt on my life. " "Only two months after the political solution reached on the 29th of June elections held in minimal conditions, Albania endangers to be involved in a new crisis whose consequences would be unpredictable," writes the newspaper in an editorial entitled "Albania in crisis."

    "Nano, step down!" writes the newspaper under the headline "Protests on the fifth day - Thousands in the square against communists." "President of VEFA Company declared he will demand from the state the debt of 305 million dollars," writes the newspaper under the title "VEFA does not give money for Gjallica."

    "SP, conservatives hit Nano," writes the paper Dita under the headline "Socialists turn down the candidate proposed by the prime minister for the post of the State Control Service chairman: Kucuku wins against Ypi." Round table of the parties of the winning coalition," writes the newspaper under the title "Co-governing finds the ways to the grass roots."

    "Berisha: Farewell to Parliament," writes Gazeta Shqiptare.

    [05] "YOU'LL HAVE ALL INTERNATIONAL SUPPORT" - Camdessus

    TIRANE, SEPT.23 (ATA) - Executive director of the International Monetary Fund Michel Camdessus commended the so far work of the Albanian government during a working meeting today in Hong Kong with the Albanian Prime Minister, Fatos Nano and the Albanian delegation which is taking part in the annual meeting of the Group of the World Bank and the International Monetary Fund.

    "Your task is to take the country out of the tragedy it experienced, and you will have all international support," declared Mr Camdessus to the Albanian PM.

    The IMF high official underlined the fact that the staff he directs has worked and is working to create all premises for a normal financial and economic process in Albania.

    Underlining his will to be present in Rome, Mr Camdessus stressed the role of Italy and the World Bank in preparation of two international meetings to help Albania.

    "The international financial organizations such as the World Bank and IMF," he said, "consider as successful the result of the Rome and Brussels meetings and the objective will be the work to prepare other agreements which will rank Albania with dignity in the international family. ssh/kled/xh/Z

    [06] GRATZ UNIVERSITY SENDS HUMANITARIAN AID TO SHKODRA UNIVERSITY

    SHKODER, SEPT. 23 (ATA) - By M. Malja: A quantity of humanitarian aid arrived on Tuesday in the "Luigj Gurakuqi" University of Shkodra by the Gratz University, Austria.

    Aid includes class and dormitory equipment and a number of books for the chair of the German language and economy-business one which will enrich the university library, the deputy rector Artan Haxhi said to ATA.

    Since 1992 the two universities have established cooperation which made possible the opening of the German chair with two professors of Gratz University who give lessons. ssh/jz/ak/sh/

    [07] ORCHESTRA "YOUNG VIRTUOSI OF TIRANE" TO GIVE CONCERTS IN GERMANY

    TIRANE, SEPT.23 (ATA) - By Flora Nikolla: The music of world classical composers and that of most renowned Albanian composers will be integrated the coming days in a number of concerts to be performed in Germany by the Orchestra "Young Virtuosi of Tirane."

    The orchestra, whose members have been qualified by music critics both inside and outside Albania, as "ambassadors of Albanian music in the world," will for several consecutive days take part in two international festivals to be held in Singen and Tubingen in the Wurttemberg-Baden Land.

    "Young Virtuosi of Tirane" was formed ten years ago by 12-16 year old pupils of the Artistic Lyceum of Tirane and it was successful since the beginning of its "career," said its director, Master Zhani Ciko.

    Besides participation in these two festivals in which this orchestra will participate, the musicians of Tirane will give concerts also in other cities of Germany as in Munich, Baden-Baden, Stutgard, etc.

    The Orchestra has produced for Albanian Radio-Television three videocassettes and three compact discs in cooperation with Austrian firms. kled/xh/sh/

    [08] EBRD WILL BE AN ACTIVE PARTNER OF ALBANIAN GOVERNMENT - De Larosier

    TIRANE, SEPT. 23 (ATA) - The European Bank for Reconstruction and Development (EBRD) will be an active partner of the Albanian Government, said the Managing Director of EBRD, De Larosier in the meeting with Albanian Prime Minister in Kong Kong on Tuesday.

    "EBRD will support, along with other donors, the efforts that Albanian Government is making to take the country out of crisis," said De Larosier expressing his positive valuations for the restitution of order and the adoption of measures for the macroeconomic stability in Albania.

    "Let us work for the Rome meeting which is so important," said De Larosier adding that the EBRD will focus on the projects of the infrastructure, the financial sector, in tourism and energy."

    "We have a Document of Strategies worked out with the Albanian Government and let us work to realise the joint objectives expressed in this document," said De Larosier, stressing the importance of the transparency of the pyramid investment schemes as one of the most important elements of the reforms in Albania.

    Prime Minister Nano voiced the priorities of the cooperation of Albanian Government with EBRD and its readiness to realise the broad agenda forwarded together with other donors. ssh.kled/xh/sh/

    [09] POLICE SUE DP LEADERS FOR ILLEGAL GATHERINGS

    TIRANA, SEPT. 23 (ATA) - By Th. Thanasi: The Police Directorate of Tirana has brought a law suit on Tuesday to the district Prosecutor's office against the leaders of the Democratic party (DP) Sali Berisha, Genc Pollo, Ylli Vejsiu, Shaban Memia, Rexhep Karapici, Sali Kelmendi, Tritan Shehu, Ekrem Kastrati and Leonard Demi and others, for organising illegal gatherings in the capital recently.

    These gatherings, which have not police permission, cannot be controlled by them (police) and as such a possibility exist for armed people to participate in, either they have or not respective permission. This can bring about unpleasant and unprecedented events for which the police do not assume responsibility.

    The DP has been organising and holding illegal gathering in the last five days in the Skenderbeg Square despite the police insistence to observe the law on gatherings. kled/ak/sh/

    [10] FALSE ALERT ON A BOMB BLAST IN TIRANA PREFECTURE

    TIRANA, SEPT. 23 (ATA) - By Th. Thanasi: An unidentified telephone caller threatened on Tuesday midday with a bomb blast in the Tirana Prefecture, but the report was false, police sources said.

    Police forces of the Commissariat 3 went immediately to the prefecture to carry out checks but reported that they have not found anything and the alert was false aiming at provoking panic. kei/ak/k

    [11] FIRE BREAKS OUT IN A PINE CROWN

    SARANDA, SEPT 23 (ATA) - By Sh. Hajno: A fire which broke out on Monday night and lasted until early on Tuesday destroyed the marvellous pine crown of the tourist city of Saranda, in Southern Albania.

    Sources of the forestry police said that the blaze which devastated thousand decennial pines was put deliberately by citizens who want to construct illegal buildings in the area.

    No-one was interested in extinguishing the fire.

    A source of local police said that they failed to quench the fire because the only fire truck of the city was destroyed during the turmoil of March.

    Most of the fires breaking out in Saranda and Delvina, southern city near Saranda, are put deliberately by shepherds who follow a primitive ritual to improve pastures. kei/ak/k

    [12] Boom in renovation apartments' designs

    Tirana town hall launched an alarm on Tuesday again for illegal renovation of apartments, which are patching the capital all over.

    "The council of territorial adjustment of Tirana town hall, since the beginning of the year has issued 75 construction permissions for apartments' renovation, while the rest of them are illegal," said Rina Leka, town hall official, for Albanian Telegraphic Agency.

    There are thousands of such illegal constructions in all Tirana quarters and the town hall inspectors are powerless towards this phenomenon.

    Town hall officials say that these permissions are granted in cases when they don't interfere with existing architecture.

    [13] SANGYONG MOTOR launches two new car designs

    "SANGYONG MOTOR", South Korean car manifacturer company, through its Hungarian affiliate displayed in Albania two new designs.

    There are "Korrando" and "Musso" brands, produced in 1997, which enter Albania after a two year activity, through its Hungarian affiliate. The company has 72 affiliates despatched all over the world. Until now some 25 cars of "Korrodo" and "Misso" brands are sold in Albania. "The cars put on display today are products of the joint ventures with Mercedes Benz company," told Albanian Telegraphic Agency, Pal Tamas, director of SANGYONG MOTOR of Hungarian affiliate.

    Prices for such cars vary from $ 21,000 to 36,000 million each. A service station is also available for these cars.

    [14] SDP, DAP FAVOUR EARLY LOCAL ELECTION

    TIRANA, SEPT. 23 (ATA) - By Aurel Simoni: The Social Democratic party (SDP) and the Democratic Alliance party (DAP) told a press conference on Tuesday that they favour early local election.

    The SDP Secretary General Dhori Kule said that his party does not recognise the local elections of October 20, 1996, in which the Democratic party (DP) won the majority.

    "SDP favours new local elections," Kule said.

    Secretary General of the DAP Edmond Dragoti said that local elections should be held as soon as possible.

    While the Socialist Secretary Pandeli Majko refused to comment on this issue and spoke about a cohabitation of local authority with local administration.

    Recently, the Social Democrat Speaker, Skender Gjinushi, expressed himself in favour of early local elections, while the Prime Minister Fatos Nano said to the mayors that they were legally elected. ake/kei/ak/k

    [15] SP SECRETARY GENERAL CONSIDERS DP DEMANDS ABSURD

    TIRANE, SEPT. 23 (ATA)-By A. Simoni, Socialist Party Secretary General Pandeli Majko considered "absurd" and "anti-constitutional" the demands of the Democratic Party for the resignation of the Prime Minister and discharge of the leadership of parliament, Guard, NIS and other bodies.

    "Segments of the so-called 'Blue brigades' are being created in Albania, " Majko said drawing an analogy between the 'blue brigades' (blue, the symbol color used by the DP) and the Red Brigades in Italy.

    Showing an "Appeal" of the "National Headquarters against communism" to reporters at a news conference on Tuesday, Majko said that their origin is former Albanian President Sali Berisha.

    "Berisha has embarked on politics as a populist politician and continues to be as such. I wished he was elected again DP chairman, as the SP is interested in having an old carcass of communism at the head of the DP. But for the food of the DP, Sali Berisha should be avoided from its leadership," Majko added.

    He accused the Democratic Party of being fully negative, saying that right wing forces took part in parliamentary session on Monday, but the DP deputies didn't.

    After DP deputy Azem Hajdari was injured with a pistol by the former socialist deputy, Gafurr Mazreku, in Parliament last Thursday, the DP has asked for the resignation of Prime Minister Fatos Nano, leadership of parliament and other persons that the major opposition party considers responsible for the shooting.

    The SP and Prime Minister Nano have condemned the criminal act of Mazreku and considered him an ordinary criminal, and, during a special session, the Albanian parliament revoked his immunity. a.ke/kei/lm/k

    [16] USD on rise towards "lek"

    It seems that the rate of exchange between Albanian currency "lek" and main foreign currencies has gained some stability. The average exchange rate Tuesday was $1= 154 lek.

    In the foremost of exchange market was the Savings Bank, which bought $1 for 148 lek and sold it for 154,5 lek.

    While in the informal market during midday $1 was bought with 150 lek and sold for 156 lek. Lek weakness was noticed in the exchange rate with other main foreign currencies as well.

    [17] SEVENTY OTHER ALBANIAN EMIGRANTS RETURNED OVER LAST 24 HOURS

    DURRES, SEPT. 23 (ATA)-By G. Kabashi, Italian police authorities have returned 70 Albanian illegal emigrants from Bari and Brindisi over the last 24 hours.

    The emigrants returned by La Vikinga, Espreso Vittoria and Iliria ferries were subjected to the document scrutiny by the Albanian port frontier police, in order to intercept the persons wanted by the Albanian justice. a.ke/kei/lm/k

    [18] EIGHTEEN ILLEGAL EMIGRANTS FLEEING TO ITALY INTERCEPTED

    DURRES, SEPT. 23 (ATA)-By G. Kabashi, Eighteen Albanian illegal emigrants who were fleeing to Italy from the Kavaje shore on Monday evening, were turned back after 12 hours by the Italian coastguard.

    After several hours the dinghy, on which travelled 11 boys and seven girls from the districts of Elbasan and Kruje, had run out of fuel.

    The Italian coastguard, which is deployed in Durres, found the illegal emigrants in a depressive condition.

    According to sources of the Durres port frontier police, a part of the dinghy "travellers" had been returned several times over the last months by the Italian police.

    Some of them declared they had paid 150 000 leks each for the passage. a/ke/kei/lm/k

    [19] FORMER HEAD OF STATE CONTROL SERVICE CALLS LAW ON THIS INSTITUTION ANTI-CONSTITUTIONAL

    TIRANE, SEPT 23 (ATA)- By A. Simoni, Blerim Cela, former head of the State Control Service, SHKSH, has considered anti-constitutional the latest law adopted by parliament on this institution.

    According to this law the leadership of this institution should be composed of members of the opposition and every legislature should be changed.

    At a news conference on Tuesday Cela said that the SHKSH leadership should not be political, although his party (Democratic Party) has signed an agreement with the socialists in Sant'Egidio of Italy, according to which, the post of the SHKSH belonged to the opposition.

    "I have been and continue to be against that signing," said Cela, who was replaced in parliament on Monday by his deputy Mustafa Kurcuku, of the Balli Kombetar party.

    "I have respect for him (Kurcuku). I wish him good work," said Cela.

    Cela read to reporters a statement on his replacement, which was full of attacks, insults, criticism and political threats to the current power- holders.

    Cela has been attacked by the former opposition (the Socialist Party) for corruption. /a.ke/kei/lm/k

    [20] MAJKO POLITICALLY MOTIVATES SUMMONS TO PROSECUTOR'S OFFICE

    TIRANE, SEPT. 23 (ATA)- By A. Simoni, The head of the Socialist Party parliamentary group, Pandeli Majko, has said he will testify to the Mazreku issue, but considered political the summons by the prosecutor's office.

    "It is a summons which shows that the prosecutor's office has not changed since the Berisha time, said Majko at a news conference on Tuesday.

    Last Thursday former socialist deputy Gafurr Mazreku shot and injured with a pistol the deputy of the Democratic Party, Azem Hajdari.

    Alongside Majko, many other socialist deputies have been summoned to testify to the incident.a.ke/kei/lm/k

    [21] MAJKO CRITICIZES DECISION OF FOREIGN MINISTER

    TIRANA, SEPT. 23 (ATA)- By A. Simoni, The Socialist Party Secretary General, Pandeli Majko, on Tuesday, criticised a decision of Foreign Minister Paskal Milo for dismissing from work five persons who had been DP candidates in the latest parliamentary elections.

    "This is a harmful practice, which should not be followed. There should be no dismissals for political reasons but for professional ones. So, we are making known our errors ourselves, not as the Democratic Party once," said Majko during a news conference with counterparts of government coalition parties, SDP and DAP.

    "Majko's sincerity shows that our coalition stands on a realistic basis, " said Edmond Dragoti, secretary general of the Democratic Alliance, evaluating Majko's criticism.

    The social democrat counterpart, Dhori Kule, whose party the Foreign Minister belongs to, said that the SDP considers this a wrong act "if it comes out to be as Majko says".

    "We are against political changes in administration. But Majko should have told this to us before he told it to Rilindja Demokratike and Albania, " said Kule.
