  • [01] MEETINGS OF ALBANIAN FOREIGN MINISTER PASKAL MILO IN NEW YORK

    TIRANE, SEPT 26 (ATA) - Minister of Foreign Affairs Paskal Milo met today in New York with the Foreign Minister of Hungary, Lazlo Kovac. He had a separate meeting with the commissioner of the European Union, Hans Van der Broek.

    In the meeting with his Hungarian counterpart, he proposed intensification of political contacts at high level and that the two countries sign some bilateral agreements.

    The meeting of Minister Milo with commissioner Hans Van der Broek focused on concrete plans that the European Union has to realise in Albania.

    Van der Broek pointed out that the European Union is preparing seriously to take part in the ministerial meeting of Rome and that of donors in Brussels.

    Mr Van der Broek and Mr Milo also spoke of the situation of the Albanians in Kosova and Macedonia. lgj/jz/xh/k

    [02] ALBANIAN PM EXPLAINS SITUATION IN ALBANIA IN U.N. GENERAL ASSEMBLY

    TIRANE, SEPT. 26 (ATA) - The chairman of the Albanian delegation in the 52nd session of the U.N. General Assembly, Prime Minister Fatos Nano held a speech in the general debate today.

    Addressing the representatives of the 185 member countries, Nano spoke of the situation in Albania during the first half of this year which he described as the greatest crisis in the present history.

    Then Prime Minister Nano expressed his thanks for the commitments and attention to Albania in time by OSCE, former Chancellor Vranitzky, U.N. and of the Security Council. He also thanked the states that contributed to the Mission Alba directed by Italy, U.S. and EU.

    Mr Nano reported to the Assembly that the most urgent challenge of the Albanian Government remains the restoration of public order and security in the country.

    He informed those present of the results and objectives of the reform in Albania.

    Presenting the Albanian platform in the foreign policy, PM Nano stressed that the main objective of the Albanian foreign policy was the direct contribution to peace in the regions of the Balkans and Europe.

    The solution to the question of Kosova must be complete and causing no harm to others, he said. Nonetheless, the police violence and brutality, mass repression, the grave violation of the rights of Albanians are continuing.

    Albania holds that the solution to the pending questions in the former Yugoslavia, with a special concentration on the question of Kosova, might be found through the organization of a conference similar to that of Dayton, said Nano. lgj/jz/xh/k

    [03] ALBANIAN PRIME MINISTER FATOS NANO MEETS WITH U.N. SECRETARY GENERAL COFY ANNAN

    TIRANE, SEPT. 26 (ATA) - While in the session of the U.N. General Assembly, Albanian Prime Minister Fatos Nano had a separate meeting with the U.N.Secretary General, Cofy Annan.

    Mr Annan congratulated the Albanian Prime Minister for the quick stabilization of the country and wished full restoration of normality.

    During the meeting, they talked of problems of cooperation between Albania and the U.N. and the gathering of the weapons looted during the Albanian crisis. lgj/jz/xh/k

    [04] USA TO ASSIST ALBANIA IN ALL FIELDS - Albright

    TIRANE, SEPT.26 (ATA) - The U.S. State Secretary, Madeleine Albright, said during a meeting Friday with Albania's Prime Minister that the U.S. will assist Albania in all the fields.

    The meeting was held in the context of the session of the U.N. General Assembly, which PM Nano was also attending.

    Nano and Albright discussed bilateral relations, the political developments in Albania, the international assistance for the institutional, economic and social reconstruction of Albania and the situation in the Balkans.

    The U.S. State Secretary stressed the great responsibilities of the Government to overcome the situation and reconstruct the country.

    Nano and Albright were of the same opinion that the questions like that of Kosove should have a democratic solution acceptable for all parties. lgj/kei/xh/k

    TIRANE, SEPT.27 (ATA) - Newspaper Zeri i Popullit carries today the address of Prime Minister Fatos Nano to the U.N. General Assembly, under the title "U.N.: Albania should be helped to overcome consequences of the crisis." The paper writes of other meetings of the Prime Minister and Foreign Minister of Albania, Paskal Milo in New York. Under the title "State Control Service to eliminate corruption" the paper writes of the meeting of President Meidani with the new leadership of this institution. The newspaper carries an article "Independence of judiciary is ensured through a correct observation of laws." Another article says that the Albanian Government found support in Hong Kong for the fiscal package and the control of loan-taking firms. It also carries an interview with the deputy Minister of Finances, Ardiana Berberi under the title "New fiscal package conditions the review of the State Budget." In an interview with ZP, Finance Minister Arben Malaj said that Vefa will be sent to court soon.

    Rilindja Demokratike today has an editorial entitled "Europe without a communist Albania." The newspaper carries an appeal of some Albanian- Americans entitled "Nano must go. He is ruining Albania." The paper makes coverage of the DP protests under the title "SP Kanon (the Canon) has stained the Parliament." The newspaper writes about some letters the Democratic leader Sali Berisha has received from the Secretary General of the North Atlantic Alliance, Solana, and the Federal Minister of Foreign Economic Cooperation of the FR of Germany Spranger. The newspaper also carries an article "A Hajdari: to protest like in December 1990," and "Hajdari declares the political killers." The paper publishes another article entitled "The Government under protests" referring to firm creditors' protests in Tirane.

    Republika carries an article "March of socialists towards power has no limit." It also carries another article "Albanian Judiciary, marionette of political clans." Among the economic topics the newspaper Republika carries the article "IMF and world Bank: Investigation for DP government" asking where did the money these institution gave during DP governing go? Rilindja carries an pronouncement of President Rugova in yesterday's news conference in Prishtine, under the title "I will talk with the students to wait a little more regarding the protests."

    Koha Jone has an editorial "Reconciliation, a step in the right time." The newspaper carries an article "Narcotics factory in Albania" and an interview of the SHIK chairman, Fatos Klosi, under the title "There are still incriminated people in the SHIK (National Information Service.") The paper writes of the news conference that DP deputy Azem Hajdari gave yesterday, under the title "Revenge for Nano and Co." The newspaper caries another article "SP: we demand consensus with DP" and the article on economic issues "Suspicions on Vefa activity."

    Albania carries an editorial entitled "Rexhep Meidani will resign." Yesterday news conference of A Hajdari is covered by the newspaper in the article entitled "I warned Meidani for the attempt on my life." The paper publishes other articles entitled "The government blocks firms' money" and "Minister Malaj to respond for the money."

    Dita Informacion carries the article "Former SHIK chairman in Vlore had committed suicide."

    Gazeta Shqiptare has an editorial entitled "IMF insists: Control the firms." The newspaper carries another article "Dossier ready for trial for former deputy Interior Minister, Agim Shehu." jz/xh/

    [06] MEETING OF ODHIR TO HELP DEMOCRATIZATION OF ALBANIAN SOCIETY

    TIRANE, SEPT.27 (ATA) - by Eva Allushi: In the context of the consolidation of the contribution of the Albanian Non Government Organizations (NGO) for the democratization of the country, 70 NGO-s will meet on Monday under the direction of ODHIR. A list will be prepared in the meeting with recommendations for the Albanian Parliament. The list will also be presented to Dr Franz Vranitzky, OSCE special representative during a meeting of the OSCE group to be held in Vienna on October 2.

    Albanian State Minister for Legislative Reform and Relations with the Parliament, Arben Imami will open the meeting organized by OSCE office for Democratic Institutions and Human Rights (ODHIR.)

    This is the second meeting of Albanian NGO-s, organized by ODHIR. The first was held on August 7, 1997 and focused on local organizations and their activities. pas/xh/

    [07] AMERICAN REPUBLICAN INSTITUTE TO MONITOR ALBANIAN PARLIAMENT

    TIRANA, SEPT. 27 (ATA) - By R. Floqi: The American Republican Institute and the Albania Law Report will monitor the activity of Albania's parliament, a communique said on Saturday.

    "Monitoring aims at increasing the transparency by enabling the people to get acquainted with the parliamentary sessions through systematic publication of important legislative documents," the communique issued by both organisations said.

    The publication will be distributed free of charge to every concerned organisation and individual.

    This institution is operating in Albania since 1991 and its present program is being financed by the U.S. Agency for International Development. ak/

    [08] US RELATIONS - PRIORITY OF ALBANIA'S FOREIGN POLICY - minister

    TIRANA, SEPT. 27 (ATA) - Albania's Foreign Minister Paskal Milo said on Friday to the U.S. deputy Secretary of State Timothy Wirth in a meeting in New York that the relations with the United States are a priority of the Albanian government's foreign policy, a spokesman for the Albanian Foreign Ministry said on Saturday.

    Wirth recalled that the Albanian-American relationships have been established long ago.

    "We have had some critical moments with Berisha," he said adding that "the United States are concerned about the fragile democracy in Albania."

    Both sides were expressed on the favour of ongoing contacts. ssh/kei/ak/

    [09] KOSOVA LEADER SAYS STUDENTS' PROTESTS TO BE POSTPONED

    PRISHTINA, SEPT. 27 (ATA) - President of Kosova Ibrahim Rugova told a Prishtina press conference on Friday that the peaceful protests of students scheduled for October 1st should be postponed.

    "As regards the demonstrations of the Independent Students' Union we should wait a while. I am going to talk to the students because they should assume responsibility for this action and avoid aggravation of the situation in Kosova. The Union should be cautious because it is part of the society and has its responsibility," Rugova said.

    Bujar Bugolli, leader of the Independent Students' Union told a press conference on Friday that October 1st will mark the start of the protests.

    Bugolli said that they will be held in Prishtina, Mitrovice, Gjilan, Ferrizaj, Gjakove, Prizren and in all cities of the Republic of Kosova, in which the higher education institutions are located.

    He added that the Union will fully control the protests not to allow the participation of any political force or trend which does not back the students' demands.

    Albanian students in Kosova are urging to return to their universities they have been forced to leave by the Serbian administration in 1991. bj/ag/pas/ak/sh/

    [10] EARLY LOCAL ELECTION TO BE HELD WHERE LOCAL GOVERNMENT DOES NOT FUNCTION - Ceka

    TIRANA, SEPT 27 (ATA) - By A Simoni: "Early local elections will held there where local government does not function," declared Saturday Albania's Interior Minister, Neritan Ceka, in the meeting of central leaders with the chairmen of party branches of the governing coalition.

    In the meeting of central and local leaders of the Socialist Party, Social Democratic Party, Democratic Alliance, Human Rights Union Party, Agrarian Party, as well as government officials, Ceka said that "local elections will be held again in those areas where local government does not function and the mayors have left the work."

    Neritan Ceka, who is also President of Democratic Alliance Party, becomes the second leader who openly declares the repetition of local polls. Skender Gjinushi, leader of Social Democratic Party and Speaker of Parliament, has also backed up the idea to hold early elections.

    "Parliament will change the colour of recent days," said Gjinushi, taking into consideration the event with deputy Azem Hajdari. Speaker Gjinushi also attacked on Saturday the Democratic Party and deputy Azem Hajdari for his recent statement./kled/mt/sh/

    [11] EFFICIENCY OF AID FOR ALBANIA BY DIFFERENT COUNTRIES AND FINANCIAL INSTITUTIONS TO INCREASE

    TIRANA, SEPT 27 (ATA) - Albania's Minister of State for Development and Economic Cooperation, Ermelinda Meksi, held Saturday a meeting with members of Diplomatic Corps, accredited in Albania, and representatives of international financial organizations which operate in Albania. In this meeting they discussed about the necessary measures to be taken to reorganize the work within and outside the country to increase the efficiency of aid given to Albania by different countries and international financial bodies.

    In the meeting held in the headquarters of OSCE in Tirana, the participants considered as an urgent measure and very important for the success of the forthcoming meeting in Rome, the exact definition, in cooperation with the Albanian government, of the priority needs to overcome the situation of emergency, but also the drafting of short-term and middle- term programs, which require financing by the international community. /a.ke/kled/mt/sh/

    [12] CUSTOMS PROCEDURES RESTART IN KAKAVIJE

    GJIROKASTER, SEPT 27 (ATA) - By H Cani: Customs procedures restarted on Saturday in the border check point of Kakavije, which connects Albania with Greece, after an interruption of three days, due to a strike staged by the Greek customs officials.

    According to sources from the customs of Kakavije, some 170 long vans were in the the Greek territory which were waiting to be cleared through this customs.

    The director of the customs, Llambi Rafti, told ATA that the strike of Greek customs officials blocked the implementation of procedures only for the merchants, while the movement of citizens and vehicles was free./a.ke/kled/mt/sh/

    [13] CUSTOMS: GREAT ABUSES DURING 1996

    TIRANE, SEPT. 27 (ATA)- By A. Gjata, Some 32.000 tonnes of oil and 1.000 tonnes of petrol have been cleared through the customs during the whole year of 1996, at a time when 40.000 tonnes of fuels are consumed only in one month in Albania, the Customs General director, Gezim Bleta, told a news conference.

    The greatest abuses over the last year have been noticed in fuels, cigarettes and coffee, whose declared amounts are too much smaller than they are consumed throughout the country.

    Some 800 tonnes of cigarettes have been cleared at the customs in 1996, while 5.000 tonnes of cigarettes have been consumed during the whole year.

    The chief customs official said that all the customs points in the country are fully active and only in September the customs revenues were realised by 2.2 billion leks. a.ke/kled/lm/sh/
