  • [01] EUROFILM FESTIVAL OPENS IN TIRANE

    TIRANE, OCT.13 (ATA) - By S Sharrexhi: Eurofilm Festival, a two-day activity in support of small cinematographies, as its president Jaromir Kntill put it, started in the International Centre of Culture in Tirane on Sunday. Along with some Albanian films, six films by most renowned European cinematography will also be shown in the festival as well.

    The Festival opened with the film "There is no love without love," with producer and actor the French Evelynne Dress, winner of the festival of young producers in Marseilles last year. "The wedding ship," a film which won the French prize in Produbice and "The diary of a peasant," the best German film in 1990, closed the first day of the festival. Three other films, one of them the Albanian film "Bolero" with producer Besnik Bisha, and well-known Albanian actors Robert Ndrenika and Pavlina Mani, will be shown on Monday.

    The aid by this festival is realised through the presentation of films in Europe creating a proper climate for cooperation between producers and artists.

    Eurofilm Festival started two years ago, it has been held twice in Saint-Etienne and once in Luhacovice (The Czchek Republic.)

    The Festival will be displaced again in Saint-Etienne. "It will be a great activity devoted to Albanian cinematography," said Mr Kntill, explaining that 17 out of 27 films to be shown, will be feature films and the others will be documentary films and cartoons. ssh/pas/xh/

    FACTIONISTS ASK BERISHA TO DECLARE HE HAS NOT BEEN SIGURIMI AGENT TIRANE, OCT.11(ATA)- By A. Simoni,

    One of the Democratic Party (DP) factionists says that Sali Berisha should sign a juridical statement to say that he has never been agent of Albania's secret service and of Eastern secret services.

    Factionist Arben Mece referred to the time of the Party of Labour when ex-president Sali Berisha worked as a doctor in the clinic of the party and state leaders.

    "This request is based on point 2 of the DP status and should be applied for all candidates for chairman. Based on the available data, the former Scrutiny Commission, chaired by Mezini, has speculated regarding the documentation by order of Berisha," Mece said at meeting of the presidency of the Tirana DP branch on Saturday.

    This is Mece's reaction towards Berisha, who referring to the fraction has said:

    "In DP thought is free, and it is the vote which decides in the end".

    A few days ago Berisha had expressed himself against legalising faction in the party.

    During the meeting the candidatures of Fatos Beja, Buron Kaceli and Bamir Topi were put up for the position of the chairman of the Tirana DP branch.

    The three candidates will compete next Friday at the Tirana Conference.

    The DP leaders and ex-president Sali Berisha rejected the request of ex- Minister of Agriculture, Bamir Topi, to give up his candidature.

    Some 118 candidatures were also put up for the 39 members of the presidency of the Tirana branch. a.ke/kei/lm

    [03] PERSONS DISTURBING CALM WITH ARMS DETAINED BY POLICE

    TIRANE, OCT.12 (ATA)-By S. Sharrexhi, Four persons disturbing peace with weapons were detained by police in the porcelain plant area, Tirane suburb, on Sunday.

    For several minutes on end Arben Dhembi, Genti Cako, Fatbardh Hasani and Arben Agolli, the four inhabitants of this zone, have been firing into the air. The inhabitants were terrorised by the stray bullets, which have not rarely claimed lives even inside the buildings.

    After announcement by the inhabitants, forces of Police Commissarist 1 rushed to the area and after identification detained the above persons on Sunday. Two of them admitted since the beginning that they had fired the weapons.

    During the control in their homes, the police forces found automatic rifles with four cartridge clips as well as some 100 shells, all illegally possessed.s.sh/pas/lm

    [04] NEW ACADEMIC YEAR BEGINS IN ALBANIA'S UNIVERSITIES

    TIRANE, OCT.13 (ATA)-By P. Shuteriqi, Today, on the first day of the new academic year, 1997-1998, the Ministry of Education and Science of Albania (MASH) addresses a massage of greetings to all students and teachers, especially of the University of Kamze, Elbasan, Vlore as well as of the other higher schools, which suffered destructions and damages during the last academic year.

    Some 20 000 students will attend the auditoriums of 11 higher schools, the director of Higher Education in the Ministry of Education and Science, Gergj File, told ATA.

    Over 6 000 out of the 20.000 students begin the first year, after undergoing the test of competition. This year there have been admitted around 1 000 students more than in the last year. The special of this year is the boom of admission of girls.

    A group of Albanian students from Kosova, Macedonia and other ethnic territories, beyond Albania's state borders, as well as foreign citizens begin classes with the Albanian students.

    The new school year started after an intensive preparatory work by the university staffs, in the faculties of medicine, foreign languages, economy (in the branches business, financing, marketing and general economy,) in which there is a rise of the number of the students as against last year. The number of students has increased in the branches of psychology and sociology while in the faculty of law, according to the spokesman of the Ministry of Education and Science, there is a fall in the number of students.

    In addition to Tirana University, Shkoder, Elbasan, Korce, Gjirokaster and Vlore also have their universities.

    The Ministry of Education and Science will issue this week the decision on the system of part-time university studies. The modalities of acceptance will be similar with those of the full time students. The contests will be held in the last week of November. pas/lm/xh/

    [05] SPECIAL FORCES CONTROL HANI HOTIT BORDER POINT

    MALESI E MADHE, OCT.13 (ATA) - Special forces of rapid police today were stationed in the border point of Hani i Hotit between Albania and Montenegro, in the district of Malesi e Madhe (Northern Albania.) These forces have been deployed in cooperation with the district police commissariat following a request by the Albanian Government to reopen that crossing point.

    One kilometer from the border point, there is a check point banning illegal passing of vehicles and merchants.

    According to sources of the district police commissariat, a number of vessels and other navigation means which were stationed near point, have been moved from there.

    The customs house of Hani i Hotit, the only which connects Albania with Montenegro, was closed since the beginning of unrest in March this year.

    Albanian Interior Minister Neritan Ceka demanded last week the opening of the border point of Hani i Hotit. The request was made to the charge d'affaires of Yugoslavia (Serbia and Montenegro) in Tirane, Mr Stanimir Vukicevic, in a special working meeting.

    They also talked of a possible opening of other border points. ssh/pas/xh/

    [06] ITALIAN AUTHORITIES REPATRIATE 95 ALBANIANS IN TWO DAYS

    DURRES, OCT.13 (ATA)- By G.Kabashi, Another 95 Albanians, the majority returned from Italian authorities, have arrived in Durres port over the last two days.

    Most of the returned have been caught in the operations the Italian police authorities have undertaken since six weeks ago to deport Albanian illegal emigrants from Italy. The emigrants were settled in Italy during the riots which took place at the beginning of the year and who, according to Italian authorities, are some 16 000.

    Some of the Albanians without documents who arrived over the last two days in the Durres port have returned voluntarily, considering staying illegally in the Apennines Peninsula impossible.

    Since the beginning of September, the number of the Albanians returned by the Italian authorities amounts to some 3.800. a.ke/pas/lm

    [07] A VERY WANTED PERSON KILLED IN SHKODER

    TIRANE, OCT 13 (ATA) - Unidentified people killed Sunday afternoon in Shkoder with a fire weapon Petrit Luci, 26, a very wanted person, accused of having killed three people and wounded three others in September this year.

    Police forces detained Sokol Luci, 29, the brother of the victim, because while accompanying his brother to the hospital, he had threatened the hospital staff with a machine gun, which police seized along with a considerable number of bullets.

    Police also detained Leke Radoja, 25, and Mirash Radoja, 16, for cooperation in the killing of Petrit Luci, investigators said.

    Police also caught the vehicle used for the killing and a considerable amount of armament found in the house of the detained, such as machine guns, pistols, grenades and 16 thousand bullets. ake/pas/xh/

    [08] IMPROVEMENT OF LEGAL FRAMEWORK ON EDUCATION DISCUSSED

    TIRANA, OCT. 13 (ATA) - By P Shuteriqi: Albania's Minister of Education and Science Et'hem Ruka met Monday with the chief of the department of higher education and scientific research in the Council of Europe, Gabrielle Mazza. They discussed the ways for the improvement of the legal framework of education, the integration of Albanian institutions of higher education and scientific research into Western European counterpart institutions.

    Minister Ruka and Mazza focused on drafting and implementation of a concrete plan of cooperation between the Albanian Ministry of Education and the Council of Europe, aiming mainly at the application according to the advanced standards of the Law "On Higher Education," and "On Science in the Republic of Albania." /kei/mt/k

    [09] EUROPEAN OBSERVATORY FOR ALBANIAN ENVIRONMENT TO BE SET UP

    TIRANA, OCT. 13 (ATA) - Representatives of the Green Federation in Italy and the European Federation of the Green parties will set up an observatory to protect the environment in Albania, officials of the Albanian Green party (PBSH) told a meeting on Monday organised by the Ministry of Health and Environment Protection and their party.

    "The meeting focused on the air protection, running water, soil erosion, seaside damage, wood cutting without criteria, and others," leader of the PBSH Novruz Maluka said.

    Representatives of political parties attended the meeting and all showed understanding.

    "Authorities were convinced that Albania should be helped in the conference of donors," Maluka said.

    Projects on environment protection were of special importance.

    "These projects have existed before but the reluctance of a good organisation on the part of the Green organisations has hindered their full implementation," Maluka said. ksh/kei/ak/k

    [10] POLICEMAN, WHO STOLE ON DUTY, ARRESTED

    TIRANA, OCT. 13 (ATA) - By Th Thanasi: The police forces of Tirana arrested Monday a policeman who stole object while he was on duty.

    The policeman of the branch for the protection of institutions, Ylli Merpeza, 35, was arrested because on Sunday evening he stole two armchairs from an office in the Palace of Congresses in Tirana, where he was on duty, sources from the Tirana Police Directorate report.

    The investigating group stresses that the thief, according to the witnesses, was seen loading the stolen things in a vehicle. /kei/mt/k

    [11] SET ME FREE AND I WILL REFUND THE MONEY IN FIVE YEARS

    - declares the moneylender Sude -

    TIRANA, OCT. 13 (ATA) - By M Hodo: The moneylender, Sude Kadena, said Monday that if she were set free, she would restitute the money to her creditors within three to five years.

    Kadena declared this in front of her creditors, after the postponement of a sitting in the Court of Tirana, where she is judged.

    The sitting was put off because one of the lawyers of her managers was not present.

    The attorney of the "Sude" case, Sokol Stojani, declared: "The dossier of the moneylender and her firm will not refer to the prosecutor's office anymore, because the prosecutor's office came to the conclusion that this firm was a pyramid scheme.

    Sude Kadena, 36, and her pyramid scheme closed the cash desks on November 29, 1996, and declared the collapse on January 17, 1997, leaving her 18 904 creditors with empty hands.

    The creditors of this firm are expected to hold a rally on Monday afternoon to demand their money. /kei/mt/k

    [12] ESTABLISHMENT OF RULE OF LAW MEANS INDEPENDENCE OF INSTITUTIONS

    TIRANA, OCT. 13 (ATA) - President of Albania Rexhep Meidani said on Monday that the establishment of rule of law means independence of institutions.

    "State will encourage associations differently in their missions to establish a civil society in our country," President Meidani told a meeting of the Elbasan-based "28 February" association.

    [13] OFFICE OF HEALTH INSURANCES STOLEN IN KORCE

    KORCE, OCT. 13 (ATA) - By B Fejzullaj: Unidentified persons stole on Sunday midnight objects from the office of health insurances in Korce, sources from the Police Directorate of the Southeastern district report.

    [14] TWO TIMES AND A HALF MORE UNEMPLOYED THAN OFFICIAL FIGURES SAY

    TIRANA, OCT. 13 (ATA) - By L. Thanasi: The Albanian Ministry of Labour and Social Affairs said on Monday that the number of the unemployed in Albania is thought to be two times and a half more than the official figures, a spokesman of the ministry said to ATA.

    Latest statistics report that the number of unemployed is 184 896.

    The unemployment is higher among 21 to 34 years old people and those who have finished the eighth year school.

    The district, which records a higher unemployment rate, is Tirana with 26,476 followed by Elbasan with 16,513.

    The labour offices say that 24 thousand people are unemployed as a result of the destruction of enterprises but there are other more that are not registered. kei/ak/k

    [15] WEU TO HELP ALBANIAN AUTHORITIES IN ROAD OF DEMOCRATIC REFORMS

    TIRANA, OCT. 13 (ATA) - The Western European Union (WEU), will help the Albanian authorities in the road of democratic reforms.

    In a letter sent to Albania's President Rexhep Meidani, the Secretary General of WEU, Jose Cutileiro, said that this aid will be realised through the presence of the WEU supporting mission, MAPE (Center of Elements of International Police Counseling), for the Albanian army and police.

    The WEU Secretary General, Cutileiro, visited Albania recently and met with high ranking authorities of Albania. /s.sh/kei/mt/k

    [16] EUROPEAN PARLIAMENT TO HELP ALBANIA HAVE A CONSTITUTION

    TIRANA, OCT. 13 (ATA) - By Eva Allushi: A member of the delegation of the Council of Europe Parliamentary Assembly Mr. Savinski said on Monday to the Albanian Speaker Skender Gjinushi that the European parliament is ready to help Albania have a constitution.

    "We are late concerning a constitution," Gjinushi replied to the interest of the parliamentary delegation, adding that "there is no deadline for its approval."

    "The draft of constitution is put on legal basis since 1991," he said adding that "a consensus was achieved between the ruling party and the opposition since."

    Referring to debates on the content of the constitution, Gjinushi said that the three previous draft constitutions in Albania are convertible.

    "Political parties did not agree on the powers of the president of the Republic, an issue, which was resolved through a referendum in 1994," Gjinushi said to Savinski.

    Focusing on the position of the Democratic Party regarding this problem, Gjinushi said that "this party has chosen tactics to hinder by every means drafting an Albanian constitution."

    He informed the delegation of the Council of Europe Parliamentary Assembly that the Democratic Party and the Albanian Right-wing enjoy the right of having greater scope than the ratio of their representation in the Assembly.

    "DP has used demagogy to deform the mature request of the European Parliament resolution for consensus," explained Gjinushi.

    Savinski advised to increase the contribution of jurists in the staff of Parliament and offered assistance for its training.

    The delegation was interested in the concrete aid that the Albanian parliament urges the Council of Europe Parliamentary Assembly for the juridical expertise in drafting laws. Gjinushi considered this aid necessary regarding drafting a constitution, the institutional reform and legislation on the whole. /kei/ak/mt/k

    TIRANA, OCT 13 (ATA) By L. Thanasi: Monday's exchange rates remained on firm grounds like the previous week. Since a week from now Albanian currency "lek" has gained stability versus main foreign currencies. In the informal market the average exchange rate was $1 = 149,25 lek. Even other foreign currencies have remained on the same quotas with those of last week. So 1DM was traded for 87,75 lek, while ITL 1000 trader for 85,79 lek and GRD 100 changed with 5,34 lek.

    [18] WANTED PERSON KILLED IN GREECE

    ELBASAN, OCT. 13 (ATA) - By P Zekthi: A person, accused of grave crimes and declared wanted by the police, was found massacred with knives in Salonika, Greece, after a clash between rival groups.

    Dashamir Bishti, 27, known as "Murrashi," was member of one of the largest gangs in Elbasan, sources from the Police Directorate of the district confessed on Monday.

    "Murrashi" was accused of several crimes like murder, sexual violation and robbery. Some 40 days ago he managed to escape from the trap of criminal forces of Elbasan. /s.sh/kei/mt/k
