Grillo: The National Council of Sport (NKS) for drafting the policies of development of the Albanian sport has been established, sources from Sports Federations report.This council is the highest consultative body near the state structure of sports in Albania. It is made up of leaders of the State Structure of Sport, Albanian National Olympic Committee (ANOK), presidents of Sports Federations, as well as of the deputy minister for sports, Kreshnik Tartari. "The council suggests to the state structure of sport the national strategy of sports, following the state and the Olympic policy in this field, short-term and mid-term programs of the prospective of the Albanian sport," said the deputy chairman of the National Council of Sports, Flobens Dilaveri. In its first meeting, the council elected chairman Kreshnik Tartari, two deputy chairmen Genc Ruli and Flobens Dilaveri and secretary Stavri Bello, (Secretary General of ANOK). /kei/mt/k Albanian Telegraphic Agency[03] WORLD BANK TO HELP PEOPLE WITHOUT ECONOMIC INCOMEKORCE, NOV 27 (ATA) - By B.Fejzullaj: People of the Korca district, Southeast of Albania, having small or without economic income will be included in the help programs of the World Bank.A group of the World Bank specialists for the social and economic development held a meeting on Wednesday with the staff of the social assistance office in the Korca Town Hall to discuss way how to help those people. "We are studying and registering the needs of people without economic income and ways how to assist them," Gloria La Cava, head of the group said to ATA. Dhionis Kotmilo, Korca mayor, said that 400 disabled people are registered as persons without any income, while some 3 200 families are included in the list of those having small income. ssh/kei/ak/k Albanian Telegraphic Agency[04] TENSE SITUATION IN SKENDERAJ OF KOSOVA- A teacher, injured yesterday, dies in the hospital -TIRANA, NOV. 27 (ATA) - Sources from the Council for the Protection of Human Rights and Freedoms reported late on Wednesday that the situation continues to be tense in the commune of Skenderaj in Kosova, although the police forces withdrew from the villages of Vojnic, Llaush and Turicev and were deployed only in the police station of Skenderaj. According to Albanian sources, the teacher Halit Gjeci, died Wednesday in the hospital of Mitrovica, after being injured by the police. According to the same sources, three other Albanians and two Serbian policemen were hurt on Wednesday (among the Albanians was also an 11 year- old boy who was injured in the garden of his house." The Serbian police forces and groups of Albanians exchanged fire on November 25 and 26 in Drenice. Their identity is not known yet. According to Albanian sources, many forces of the Serbian police, with armoured vehicles and helicopters, attacked this region, while according to Serbian sources, "Albanian terrorists" attacked the Serbian police forces and the actions of the latter were carried out to detain "the terrorists." /mima/pas/mt/ Albanian Telegraphic Agency[05] POLICE SEIZE FIVE MOTOR BOATSDURRES, NOV 27 (ATA) - By S. Gjordeni: Border police checked on Wednesday crafts and dinghies in Durres and found out that five of them had no documentation.Lieutenant colonel Arben Hasanbelliu, chief of the local police department, said to ATA that the five motor boats "are under police control and are docked at the Southern quay of the port. The police have urged the court to rule their confiscation. Later, they (boats) will be sent to a special unit in Shkozet. The paper also reports on the meeting of the delegation with the SP Secretary General, Pandeli Majko. Under the headline "The Italian operation of 'DIGOS' hits the Albanian traffickers," the paper writes that the Italian police have uncovered and neutralized in Brindisi and Albanian network of illegal traffic of emigrants from Albania to Italy. The paper publishes a press release of the company "Deloitte & Touche," which audits the loan taking companies, saying that "the situation will be solved to the best interest of creditors." The paper also covers the news conference of the Minister of Public Economy and Privatization, Ylli Bufi, under the title "Privatization? The state will not keep the controlling package." The paper highlights a chronicle on "Fair '97."Under the headline "The president wants to open or to close the big smuggling," Rilindja Demokratike reports "The Mafia bosses are in Albania." Covering the meetings of the European Parliament delegation with the Albanian parliamentarians and political forces, the paper writes "EU: Fulfill the conditions to take the aid." The paper highlights the meeting of the chairwoman of the parliamentary delegation, Doris Pack, with representatives of the Democratic Party, under the title "DP proposes ways to come out of the crisis." With regard to the five injured after an attack of the Serbian police in the commune of Skenderaj in Kosova, the paper reports "Milosevic, the preferred of Meidani, kills in Kosova." Another article of the paper says that Kavaja and Tirana will celebrate November 28 as the day of Albania's Liberation. Republika paper reports "The scandal of privatization: 89 milliard leks have been disappeared from the State Budget," and "Alimucaj makes a bluff with 200 million dollars." The paper carries the editorial "Europe does not have time to listen the Albanians," which says that the in meetings with the party in power and the opposition, the Euro parliamentarians "seemed not to have enough time to listen the party in front of them, mainly when they have in front the opposition of small parties." "In the editorial "Far reconciliation," the paper reports that two days were enough for Doris Pack to reach the unpleasant conclusion "the political situation has not improved that much since spring of this year." The paper writes that Coca-Cola company abandoned the Fair '97 in Tirana. The paper also reports that Interior Ministry has taken measures to stop smuggling in Vlore. The paper quotes DP head Sali Berisha as saying that the recent debate between Premier Fatos Nano and President Rexhep Meidani has nothing political, but it is "an issue of ambition of them both." The newspaper Rilindja reports that the third Committee of the U.N. parliamentary Assembly approved a resolution on Kosova which says that the respect of the Kosova will is the best means to prevent the conflict. The paper reports in the first page in clashes of Serbian police with unknown forces. Referring to sources of the Council for the Protection of Liberties and Human Rights, the paper reports of possible killings in Skenderaj, Kosove, in which the Serbian police deployed forces, supported by helicopters and armed carriers, to surround some villages. In the third page the paper carries two titles on the new Albanian communist party, which is not legalised yet. Referring to the new song festival in Radio Television, the paper reports "Names of singers revealed." kei/pas/ak/ Albanian Telegraphic Agency[07] THIRD COMMITTEE OF UN GENERAL ASSEMBLY APPROVES DRAFT RESOLUTIONTIRANA, NOV 27 (ATA) - By Eva Allushi: Third committee of the General Assembly of the United Nations approved on Tuesday a draft resolution on the situation of the human rights in Kosova with 97 votes, 47 abstentions and 3 against.All the member states of the European Union (E.U.) voted pro resolution. Sources from the Albanian Foreign Ministry said that the representative of Luxemburg, speaking on behalf of the European Union, expressed the concern for the grave situation in Kosova stressing at the same time the complete support of the E.U. for the resolution. The resolution on Kosova is expected to be approved soon by the U.N. General Assembly. It contains a series of important recommendations on the immediate and unconditional return of long-term OSCE missions and reiterates the need of an international presence in Kosova. The resolution recommends that the relations of the Federal Republic of Yugoslavia (Serbia and Montenegro) with the international community should be related with the improvement of human rights in Kosova. ake/kei/ak/k Albanian Telegraphic Agency[08] OFFICE OF EUROPEAN UNION OBSERVERS INAUGURATED IN SHKODERSHKODER, NOV.27 (ATA)-By M.Malja, Office of European Union observers was inaugurated in the Shkoder city today.Attending the ceremony were the prefect of Shkoder, Gezim Podgorica, the city's mayor, Bahri Borici, OSCE representatives for the northern region and others. The chief of the OSCE mission for the northern region, John Crogeback, said that the EU mission to Albania numbers seven observers teams. "Our task is to observe, assess and report on the situation in the assigned regions. Our team will hold contacts with all local government authorities, political organisations and private institutions." "We will provide these authorities especially with technical assistance for the local government, judicial power and human rights. Simoni, Head of the delegation of the European Parliament for Southeastern Europe, Doris Pack, told a news conference today that she had heard no claim to early elections in Albania."There can be no elections in every six months," Pack said after a reporter's question on the demand for new elections by the Democratic Party, which has not made known its claim to the European Parliament delegation. "We call for real reconciliation among the political forces in Albania," Pack said on behalf of her delegation. "The delegation expresses regret at the murder attempt in parliament, but we ask the Democratic Party to join parliament, which is the proper place to make the country's policy," she said. "Demagogy and spirit of revenge should be put aside and all sides engage in resolving problems facing the country and not their parties," she said. "The round table which has not yet succeed in drafting a constitution should continue until it succeeds: if no consensus is found on its procedures, it cannot be found on its content, either. "We notice there is lack of a reconciliation spirit, there are cases of bombs etc.. We have not been in Albania long enough to observe these cases, but we have listened to parties' opinions," she said. "We are not here to resolve your problems. Procedures depend on you, suffice they conform European standards. Comparing my earlier visits to Albania, when the situation was normal, I do not see any change, either for good or for bad," Pack said further on. lm Albanian Telegraphic Agency[10] ALBANIAN WOUNDED BY SERB POLICE IN DRENICE DIESPRISHTINE, NOV.27 (ATA)-One of the three Albanians shot by Serb police in Drenice yesterday, teacher Halit Geci, died in the Mitrovice Hospital last night, the subcommittee for Human Rights in Skenderaj told ATA.Halit Geci and Shaban Rreci were wounded by Serb police shooting from an armoured car at the eight year school of the Llaushe village. The 11-year-old boy, Bahri Krasniqi, injured in the yard of his house in Vojnik village, continues to be in a very critical health condition in the Mitrovice hospital. Simoni, The chairman of the Democratic Party, Sali Berisha, told a news conference today that he is considering meeting with Djindjic, one of the main Serb opposition leaders in Serbia."Serb opposition parties are numerous. Many of them have in their programmes and platforms "the demons of primitive nationalism" but the DP, which is a party of human rights and freedoms, has nothing in common with them," Berisha said. Serb leader Djindjic has told a DP radio in Tirane that contacts between the two parties are necessary as opposition forces. "I do not know the platform of his party, but I have supported his movement along with that of the students because it was in favour of the human rights: I will get to know the programme of his party and then I will decide". Brojka was elected member of the Democratic Party leadership in the elections after the DP congress in October of this year, although he had insisted not to be elected. Fara opened the conference and said that in the "Alba" mission the Italian soldiers represented more than half of the military contingent. The Italian soldiers' will to participate in this mission is worth mentioning. Some 56.4 per cent of the soldiers were convinced of the importance of this operation". To the question that as the programme of the mission did not envisage soldiers' intervention in disarming the population, could they find a middle way to resolve this issue, he responded: "The soldiers' intervention was impossible as this would complicate the situation, instead of creating better conditions for holding political elections in Albania.
