[01] CHURCH TAKES CARE OF INFRASTRUCTURELEZHE, JAN 2 (ATA) - By Z. Pergega: The Catholic Church of Lezha is working on some mini projects in environment and city infrastructure at the beginning of the new year.Works on irrigating a surface worth 0.40 hectares public garden at the city center have finished, a site in which social, cultural buildings, administration of local government, and some bars and cafes are constructed. The church has also organised the removal of 120 tons of garbage in Gurra quarter and systemizing of sewages. While in Beselidhja quarter, which is flooded when Drini river overflows its banks, the church has asphalted the roads passing through three flats. ake/kei/ak/ Albanian Telegraphic Agency[02] ALBANIANS' DREAM ON LEGALIZATION BECOMES REALITYATHENS, JAN 3 (ATA) - By R.Goro: Presidential decrees on legalising all foreign emigrants in Greece are being implemented from January 2, an act considered by Greek government sources "emancipating both for the Greek state and society."Emigrants of different citizenship queued up early in the morning in front of 96 labour offices all over Greece to present their requests and documents, which enable them to gain a white card valid until December 31, 1998. They also need a certification from the Greek Ministry of Order to testify that he or she is not an unwanted person and a medical report to certify that he or she does not suffer from any infective disease dangerous for the public health. The white card, besides the residence permit till December 31, assures the holder full rights in payment and social assistance like the Greek workers. It enables the emigrant to have a social assurance paper with a stamp, which can verify that he or she has worked 40 days. This is a major condition to gain a green card, which gives him or her the right to stay from three to five years and on. Part of the emigrants can get a green card now if they verify that they have been staying and working in Greece for over five years. Rent contracts, bills on electricity, phone or water or even the children' certificates if the latter have been studying in Greece for five years can bear evidence. Only the emigrants who have been in Greece within November 27, 1997, the day when the decrees where published in the official gazette, can profit. The number of illegal emigrants in Greece now is official estimated at 450 000, but it is thought to be higher. The largest community is that of Albanians, who have experienced the consequences of the quarrels between Athens and Tirana particularly during '93-'94 and have been massively deported. If the emigrants neglect to gain the white card until May 31, they will be a target of a new and final deportation because Greece, which became a Schengen member at the end of 1997 will reinstate controls at crossings in the frame work of the Schengen agreement. ssh/pas/ak/ Albanian Telegraphic Agency[03] MOTIFS OF KILLING STILL UNKNOWNVLORE, JAN 3 (ATA) - By H. Koçi: Two persons were killed and others injured on Friday midday in the city of Vlora but the motifs remained unclear.The local police directorate reporting on yesterday's event said on Saturday that the chief of criminal police of the commissariat 2 Pirro Ymeri accompanied by Alket Muco went to 10 Korrik quarter at 13.00 p.m. to verify a report but they were attacked by armed persons. The exchange of fire claimed the lives of Alket Muço and Ilirjan Xhelita while police chief Ymerri, D. Xhelita and a woman were injured. Local police sources said that the police forces detained D. Xhelita at 03.30 p.m. in Kanina village near Vlora. Ymeri, who has four wounds, has been airlifted to the military hospital in Tirana. The same sources said that one of Xhelita brothers has been on the run by police. Different sources do not say that Muço was a member of the police forces. It was thought that he had been in the Guard of the Republic and was waiting to be enrolled in local police structures. The two persons killed lived in the same neighbourhood just 100 metres from each other. pas/ak/ Albanian Telegraphic Agency[04] PILOT ENTERPRISES - GREATEST DEBTORS TO KESHTIRANA, JAN 3 (ATA) - By N.Mano: Three pilot energetic enterprises in Vlora, Elbasan and Shkodra districts are the greatest debtors to the Albanian Energetic Corporation (KESH). Their debt is estimated at 1,007 million Leks.These enterprises have paid only seven percent of the bills on energy during 1997. They have to pay 34 percent of the bills unpaid by the citizens. The World Bank, which has helped set up the three pilot enterprises with 30 percent of private shares and other 70 of state ones, is considering their state and will decide on continuing the project on pilot enterprises. pas/ak/ Albanian Telegraphic Agency[05] ALBANIAN TOURISTS TRAVEL TO EAST AND WESTDURRES, JAN 3 (ATA) - By G.Kabashi: Some tourist groups from Albania left the city of Durres on the eve of the new year to celebrate the holidays abroad.The ATHS agency has sent them to Former Yugoslav Republic of Macedonia, Turkey and Hungary. Smaller groups were sent to France and United States. Spain is a destination for tourists organised by ALB-Seik Agency while a group of ALB-DURRES has just returned from Budapest. "We thought of closing the activity before ten months," said one of the leaders of the above agencies. "We thought that Albanians would never like to amuse and enjoy themselves after what they experienced. Now we are extending the activity by signing contracts with other European twinned agencies for other tourist groups towards Eastern and Western Europe. ssh/pas/ak/ Albanian Telegraphic Agency[06] ALBANIAN STUDENTS WARN OF POPULAR PROTESTS IN KOSOVAPRISHTINE, JAN 3 (ATA) - The Albanian students of Kosova warn of strongest protests marking the continuation of protests last year, ATA correspondent in Prishtine said on Saturday."Protest at the end of 1997 precedes a popular one of Albanians in Kosova who will ask for their rights," Bujar Dugolli, head of the Independent Student Union of the Prishtine University said. The Serbian police firing tear gas baton-charged some 20 000 youth peacefully protested in Prishtine on October 1. Some thousand students protested for an hour on October 29 in the capital of Kosova without any incident. On December 30, the Serbian police supported by armoured vehicles, dispersed some thousand Albanian students who were prepared to launch a protest asking access to their universities from which they were dismissed seven years ago by the Serbian authorities. The agreement on reintegrating the Albanian ethnic students and teachers in the public education system in Kosova was signed on September 1996 by the then Serbian president Slobodan Milosevic and the leader of Albanians of Kosova, Ibrahim Rugova, but has never got off the ground. New student protests are being warned at a time when the Albanians of Kosova are asking for legislative and presidential election on March 22 what Serbian authorities reject. After an arrest campaign of hundreds of Albanians at the beginning of 1997, a series of legal proceedings started in Kosova of political-police charges. Some 52 Albanians have been tried in three biggest trials and the Serbian court has sentenced them to long term imprisonment reaching 557 years. Since 1981 when the protests had broken out asking for a status of the Kosova Republic, a number of political trials against Albanians have ruled 30 000 years of jail. Ethnic Albanians represent 90 percent of two million population in Kosova.
