[12] Albania's Parliament opens way to legalization of Communist Party

TIRANA, April 9 (ATA) - By K. Kostreci: The Albanian Parliament opened way on Thursday to the legalization of the Communist Party, through the approval of an amendment to the law "On political parties."

The amendment, proposed by the independent deputy Maksim Hasani, enables the establishment of the Communist Party, which was hindered by the law approved in 1992.

"We are in front of a historic change," said Hasani during the plenary session.

The socialist majority voted in favour of the amendment, while the parliamentary groups of the Democratic Party and the Center Right voted against this amendment, suggested by the Council of Europe.

"It is a political defect and mistake to declare the establishment of another communist party, at the time when the ruling party fulfills the qualities of the Communist Party," said the democrat deputy, Ylli Vejsiu.

This idea was rejected by the socialist deputy Dritero Agolli.

"The other parties have almost similar programs. There is no real left-wing party. The Socialist Party has nothing from communism, on the contrary it follows a more rightist policy than its program," said Agolli. /a.ke/das/mt/

"We do not agree with those who applaud Nano, but with those who criticize him. Even Nano favours this critical climate," added Hasani.

He did not accept to declare how many members adhere in the Communist Party, which has carried out its activity until now in illegality, saying that he is not authorized to do this.

[14] Parliament unanimously approves new draft-regulation

TIRANA, April 9 (ATA) - By K. Kostreci: Albania's Parliament unanimously approved Thursday the new project-regulation, which will be implemented by the first week of May.

"It is very positive the fact that the project-regulation, also consulted by foreign experts, was approved with the consensus of all political forces," Speaker Gjinushi told ATA right after the plenary sitting.

He added that compared with the previous regulation, the new one is more precise and better arranged.

The new regulation envisages the establishment of fair relationships between the majority and the opposition. It enables the participation of a deputy in two commissions at the same time and allows the deputies of the minority to introduce an issue in the agenda of parliament.

Also, in the framework of the parliamentary commission, it is also regulated the procedure of motions, as well as the parliamentary investigation with special provisions.

The new regulation provides the transparency of parliament, by holding open sittings and giving the possibility to media to be familiarised with the process-verbals and draft-laws before the sitting is held.

The regulation also specifies the obligation of two-thirds of the votes to remove the immunity of a deputy. /a.ke/das/mt/
