[01] Flux of Kosova people to Tropoja decreasedBAJRAM CURRI, July 3 (ATA) - By Riza Hoxha: The number of people arriving daily in Tropoja, north Albania, from Kosova has increasingly decreased recently.A spokesman of the prefecture Fadil Xhuta said to ATA that around 10 to 15 people had arrived daily from Kosova, but there were also days when none had arrived. This situation has allowed the local government to cope with the problems coming up daily in Tropoja among thousands of Kosova refugees, who have been accommodated there. Secretary of the district council Isa Kuliqi said that a commission comprising representatives of the local government and humanitarian institutions will deal with aid administration. A three month food reserve has also been created. The last group of people who arrived in Tropoja district recently was settled in five apartments in the town of Fierza. ake/das/ak/ [02] Three Greek banks to broker a credit worth five billion drachmasTIRANA, July 3 (ATA) - By D. Koza: A protocol of Albanian-Greek joint commission was signed recently at the Ministry of Finance which will concretize a Greek credit worth five billion drachmas for the private sector in Albania.The protocol defines the Greek or Albanian banks with Greek capital in Albania as financial brokers. These banks are Tirana Bank, Alpha Credit Bank and National Bank of Greece. The sides agreed on some procedures in the signed protocol. Therefore, the Ministry of Finance of Albania will present to the Ministry of National Economy of Greece the requests for fund disbursement. The minimum amount is 300 million Drachmas for the projects which will be financed by financial brokers. The protocol defined that the Ministry of National Economy of Greece will transfer the funds requested in favour of the Albanian government to a special account opened in the name of the program in the Bank of Albania. The Bank of Albania, based on the authorisation given by the Ministry of Finance of Albania, will distribute the funds on the accounts of financial brokers. The program will give priority to companies which are registered and has started the activity in Albania before March 31, 1997. /ak/ [03] Fabri to head committe of Italian investorsTIRANA, July 3 (ATA) - By D. Koza: The committee of Italian investors called on Friday in Tirana International Hotel the General Assembly of its members to elect the president of the committee.Two candidates for the post were Luigi Fabri, president of the well-known construction firm Albeton 5, whose mandate expired today and Marcello Aloisio, president of the Shkodra-based Agricultural firm Georgica. The assembly voted and re-elected Fabri for a one-year mandate at the head of the committee of Italian Investors in Albania. The committee numbers over 100 Italian investors from different provinces of Italy who have invested in Albania mostly in the textile, shoe, construction, wood processing, alimentary industry and others. Increase of investments, mostly Italian, has to do particularly with the fact that the labour force in Albania is cheaper than in Italy. Nevertheless, the existence of the activities financed by the foreigners has helped develop the economy now when hundreds of Albanian enterprises are out of work or under privatisation. /ak/ [04] Albania backs peaceful solution to KosovaDURRES, July 4 (ATA) - By S. Gjordeni: Albania has openly stated that the problem of Kosova needs a peaceful solution through diplomatic means, but if they fail the possible way is that of war, Albanian Defence minister Luan Hajdaraga told on Friday a conference of the Socialist party in Durres city, central Albania.He said that NATO and other international organisations will use all possibilities included that of war because Kosova could not remain as it is. Hajdaraga assured that all measures had been taken to cope with any situation in northern areas in Albania. "The attitudes of the Albanian government are on the equal footing with those of the international organisations and it has also secured support of the NATO allies and its neighbours as Italy, Greece and Turkey," Hajdaraga said. He said that the Kosova issue "belongs to all and not only to Kosovars because it is an issue of great concern not only in the Balkans but broader from Europe to the United States." "Kosova will surely win all its rights and liberties," Hajdaraga said adding that "it (Kosova) cannot turn back though Serbia is using tanks, artillery, army and police but it cannot manage to quell the resistance of our brothers and fighters of Kosova incorporated either in units of Kosova Liberation Army (KLA) or in individual resistance." Referring to the visit of the NATO Secretary General Javier Solana to Tirana, the Albanian minister said that "the international committee fully supports the attitude of the Albanian government towards the Kosova issue. This is expressed not only with the opening of the NATO office in Tirana as one of the first countries of Partnership for Peace but also in its opening support for a final solution to the Kosova issue." s.s/mima/ak/ [05] Holbrooke meets with Rugova, leaders of political partiesPRISHTINA, July 4 - ATA correspondent Behlul Jashari reported that Richard Holbrooke, the special envoy of the U.S. president Bill Clinton for Kosova, arrived early on Saturday in Prishtina from Belgrade and started close-door talks with president of Kosova Ibrahim Rugova.The U.S. senior diplomat was expected to meet with leaders of the political parties of Albanians in Kosova, who have informed that will join a round table for the second time within the week to discuss the most important issues that is the organisation of political parties and associations in conditions of war in Kosova. Holbrooke was also expected to hold a news conference. pta/mima/ak/ [06] RP leader says prosecutor's office can fight contraband, corruptionTIRANA, July 3 (ATA) - By A. Haxhiu: Republicans are against the creation of different commissions which will include political forces in fight against corruption.Such commissions would not do anything else but only discuss the problem politically but could never resolve it legally," Fatmir Mediu, leader of the Republican party said to ATA on Friday. He said that only the prosecutor's office as a legal and the only investigation body in Albania can fight this negative phenomenon. Mediu considered unfair the request of Sali Berisha, the leader of the Democratic party, for the creation of a national commission, which will comprise all political forces against corruption. "I think that Berisha's idea for a national commission is a hasty one because this commission has no legal power. If the parliament set such a commission, it (commission) would be obliged to present its facts to prosecutor's office," Mediu said. The fight against this negative phenomenon was at the focus of the conference on institutional schemes on fight against corruption, organized by the Albanian government and the World Bank. The Albanian prime minister Fatos Nano told the conference that the cause of corruption is the weak governing of the Democratic party, which plunged Albania in a multi-faceted crisis of 1996-1997 period. s.s/mima/ak/ [07] NATO Mediterranean Naval forces to visit AlbaniaTIRANE, July 4 (ata) - By R Xhuvani: NATO Mediterranean Naval Forces (STANAVFORMED) will visit Albania for the first tine from July 8-10, 1998, the press office of the Greek embassy in Tirane told ATA.The ships, which will anchor in the sea port of Durres, will be visited by the Supreme Allied Commander (SACOEUR) General Wesley Clark. The visit of STANAVFORMED in the Port of Durres will be made in the context of the efforts of NATO to protect the security and stability in the region, especially in the conditions of the crisis in Kosove. The decision for the visit was taken in the meeting of the Defence ministers of the NATO countries in May 28, 1998. It will be in the framework of the NATO initiatives to support the activities of the Partnership for Peace in Albania and in the FYROM. During its stay in Albania, the commander of the Mediterranean Naval Force, Fernando del Rozo (of the Spanish marine) will meet with local, military and political authorities. The force that will visit the port of Durres consists of the ships ESPERO, (Italy), CANARIAS (Spain), MACEDONIA (Greece) and KARENDIZ (Turkey.) STANAVFORMED is a part of the NATO Rapid Intervention Forces and consists of ships of allied countries which are trained and operating together. During the past five years, it has taken place in all naval activities to support the embargo against former Yugoslavia. From June 1993 - June 1996, STANAVFORMED has participated in the Sharp Guard operation conducted in Adriatic. /s.s./pas/xh/ [08] Environmental Protection Committee becomes National AgencyTIRANE, July 4 (ata) - By R Xhuvani: The Committee of Environmental Protection has become the National Agency for Environment (AKM) since Jule 2, 1998 upon a decision of the Albanian Parliament and it will depend directly on the Government.The new status of the AKM creates the possibility to attract various donors for efficient projects for the environment. The Committee for the Environmental Protection was formed in January 5, 1991 close to the Council of Ministers. In March 1992, it was placed under the jurisdiction of the Ministry of Health, while in the recent days this committee became National Agency for Environment by a parliamentary decision. /s.s./pas/xh/ [09] Forces of the Yugoslav army shell villages round VushtrriPRISHTINE, July 4 (ata) - ATA correspondent Behlul Jashari reports: Forces of the Yugoslav army hit last night the villages neas Vushtrri; Brusnik, Koll and Shallc, at the foot of the Mount Qyqavica, bordering Drenice (Central Kosove.) The aim of the Serb forces have also been the water supplies of the population of that region.According to the Council for Defence of Human Rights in Vushtrri, forces of the Yugoslav Army in Brusnik are moving today too, while other Srb military-police forces and Serb armed civilians who set off a new expedition today, have been stationed in the villages Bukosh and in the intersection of the villages Dubofe and Druar. /p.ta/pas/xh/ [10] Exercise Skurraj '98 in Albania on coming MondayTIRANE, July 4 (ata) - The complex military exercise "Skurraj '98" will be held the coming Monday in the region of Skurraj, district of Kurbin (Northwest of Tirane, in the place where River Mat and River Fan intersect.Skurraj '98, the fourth in the recent period, is the largest as for the kinds of arms and services taking part in it, Behar Metohu in the department of public relations in the Albanian Defence Ministry told ATA. Taking part in the exercise are special forces of the army (commando troops,) of minesweepers, mechanised infantry, those for defence of mass extermination weapons, aviation and some other auxiliary services like logistics, communication, sanitary, etc. The exercise will be held in the context of the further consolidation of the Albanian army. /s.s./pas/xh/ [11] Serb forces in Krushnice of Suhareka set ablaze 27 homes of AlbaniansPRISHTINE, July 4 (ata) - ATA correspondent Behlul Jashari reports: Last night Serb forces set on fire 27 houses of Albanians in village Krushice of the commune of Suhareka (South of Kosove.) The village was shelled first by armoured vehicles and other heavy weapons and today in the morning it was covered by flames, sources of the Council for Defence of Human Rights in Suhareke say. They had no reports yet about the fate of the people there and other eventual consequences. /p.ta/pas/xh/[12] Special state structure to be formed to combat corruption - Minister [of JusticeTIRANE, July 4 (ata) - By Ylli Pata: The Minister of Justice of Albania, Thimio Kondi, stated Saturday that a "special" state structure will be formed in Albania to fight corruption.In the mean time, by a special decision of the Albanian PM Fatos Nano, a special committee has been formed to draft institutional schemes for the fight against corruption. The committee is led by the Minister of Government Coordination, Kastriot Islami. On the basis of a study by the World Bank, Albania was in the lead of a list of some Eastern European countries regarding the corruption in the state administration. According to the study, judiciaries were the mostly-affected by the phenomenon of corruption. /a.ke/das/xh/ [13] Albanian Prime Minister Fatos Nano meets with local authorities in [Sarande and DelvineSARANDE, July 4 (ata) - By Shkelqim Hajno: Albanian Prime Minister Fatos Nano started a two-day visit Saturday in the district of Sarande and Delvine (South Albania.)In the meeting with local government authorities in Sarande and Delvine, representatives of all political forces, Nano focused on the advantages that the government has created to the local government, stressing that "it (government) considers unsolved the rehabilitation of the institutions in general if this major effort is not accompanied with the reform of the local government in particular." Then, PM Nano mentioned some priorities and basic investments in this region, such as the improvement of the roads in Sarande, construction of some road segments, improvement of telephone communication, etc. Considering Sarande a pearl of the Ionian sea, Nano stressed that "this zone, with the beauties and potentials of development it offers, is special, and so is also the responsibility we have for the problems we are concerned about here." Nano also spoke of the good climate created in South Balkans between Tirane, Athens and Skopje. Further on, he commented the idea of including Saranda in a national archaeological park in the center of which will be the ancient city of Butrint. Today and tomorrow, he said "I will be with Lord Rochild of the Foundation Butrinti, who has a detailed plan and the funds for the protection of the ancient city of Butrint." Today, Nano left for Corfu where he will meet with Lord Rothschild. /a.ke/das/xh/ [14] Holbrooke holds meetings in KosovePRISHTINE, july 4 (ata) - ATA correspondent Behlul Jashari reports: At a time when fighting in Kosove is going on, the U.S. and the European diplomacies are committed to an armistice in Kosove and to finding a political solution for it through negotiations.The special envoy of U.S. President Clinton, U.S. Ambassador in the U.N. Richard Holbrooke, had today meetings and intensive talks with Dr Ibrahim Rugova, President of the Republic of Kosove, with the Negotiating Group of Kosove, with Adem Demaci, chairman of the Parliamentary party of Kosove, the academician Rexhep Qosja, chairman of the Albanian Democratic Movement, while in the afternoon he attended the meeting of all Albanian political parties of Kosove, held for the second time this week, and which is discussing important questions of the coordination of the political stances in the conditions of the war in Kosove. The talks have been confidential. So far, neither Holbrooke, nor the diplomats accompanying him and the Albanian participants in the meetings and the talks have made any statement for the press, although Holbrooke's visit to Kosove is being covered by a great number of local and foreign reporters.
