  • [01] Some 60 Albanian passports daily intercepted in Kakavije

    Gjirokaster, Oct. 8 (ATA) - By H. Cani: The officials of the Greek customs house in Kakavije (Southern Albania) have intercepted Albanian citizens because of having had invalid passports, according to them.

    The border commander in the police department of Gjirokaster Prefecture, captain Gezim Gjermeni, stated that some 50-60 citizens are blocked every day in the border line, but only a small number of them file the denunciation to the Gjirokaster police.

    This leaves room for doubt that some of the citiznes might have bought the passports from persons involved in the illegal traffic of emigrants. Gjermeni said that the Albanian Foreign Ministry should intervene to restore the honor of its citizens in case of finding the passports regular.

    The Greek officials confessed that the checking and deportation of the Albanian citizens are supported by the information that the Greek police provide from the cooperation with the other countries who have signed the Schengen Agreement (Italy), from where there has arrived the list with the series of passports not being issued by the Albanian competent bodies. /pas/mt/

    [02] Low rate of expropriations delays road construction

    Tirana, Oct. 7 (ATA) - By D. Koca: The expropriations have obstacled in several cases the continuation of works in the national roads by the constructing companies.

    According to the estimation, the total amount the state should give to the land owner until the end of 1998 is worth 1 billion lek for a length of 90 km.

    Anyhow, the General Department of Roads says that most of these expropriations should finish within this year. Thus, the expropriations in the axe of the road Vore-Durres have been made only for 11.3 km, the expropriations in the axe of the road Milot-Lezhe, 11 km, worth 108 million lek, are expected to finish within this year, as well as for the axe of the road Rogozhine-Lushnje. /mt/

    [03] Inquiries into false news issued under ATA initials underway

    TIRANA, Oct 7 (ATA)-By Th. Thanasi, The prosecutor's office is carrying on investigations to find out the interference in the Internet, speculating with the ATA (Albanian telegraphic Agency) code and initials.

    The false news on the Internet on September 13 on an accidental death of Sali Berisha, allegedly issued by ATA, has been under the investigation of prosecutors and specialists in this field since two weeks ago, sources from the Investigation Department of the General Prosecutor's Office say.

    According to these sources, the inquiries are connected with the events occurring in Albania on September 12, 13 and 14.

    "In this context light has been thrown on the aim of this false news, issued one night after the murder of Azem Hajdari," the sources says.

    This false news is not by chance, they say. It is clear that under the tense situation prompted after the murder of Azem Hajdari, the false news would aggravate the situation further, gathering in Tirana as many people as possible from all sides of Albania as it is predicted in such cases, the prosecutors of the case say.

    On the other hand, putting ATA initials was "a studied discovery of the multi-faceted specialists", who, besides internal reaction, sought "to raise the amplitude of international reactions" against Albania, the sources stress.

    The investigations have first started in Tirana with questions to ATA leading officials and technical personnel of this institution, to continue later at the site where this news has been issued from. /a.ke/lm/

    [04] Third Olympiad of mentally deficient children ends

    TIRANA, Oct. 7 (ATA) - By E. Riza: The Third Olympiad of the mentally deficient children ended Tuesday in Tirana, which was organized by the Albanian Olympic Committee.

    Some 150 sportsmen from 11 districts of the country held different games like mini-football, weight-lifting, climbing rope, running and others.

    This activity was sponsored by UNICEF as well as by businessmen, representatives of the companies Club Astra, VEVE-Group, Nix and others. /pas/mt/

    [05] World Bank earmarks $ 1 million to develop Ionian seashore

    TIRANA, Oct 7 (ATA)-By K.Shehu,

    The World Bank (WB) will provide $ 1 million to finance practices of the first preparatory phase of the project on developing the Ionian seashore, a project approved by the leading board of the WB by the beginning of August.

    The cabinet chief of the Ministry of Culture, Blendi Gonxhe, told ATA on Wednesday that the WB mission and representatives from the Ministry of Culture will meet on October on this project.

    The sum allocated by the WB for the first stage of the project will go to the creation of a 3-6 member unit to manage the project.

    Gonxhe said that the creation of a state public authority would guarantee a successful realisation of the project for the development of the southern seashore, defence of heritage and protection of environment.

    The project for the development of the Ionian shore was approved in four day meetings of minister Rama with senior WB officials in Washington early in August.

    The project includes the archaeological centre of Butrint, such as Ksamil, Sarande and all coastal villages down to the park of Llogara.

    Investments aim to improve the roads from Butrinti to Llogara and rehabilitation of all cultural monuments centres.

    The project for the development of the Ionnian seashore will be implemented in three years. In the first year it will reach $ 19 million. /pas/lm/

    [06] Audio-visual centre in university of Elbasan

    ELBASAN, Oct 8 (ATA)-By P.Zekthi, The new academic year in the "A.Xhuvani" university in Elbasan coincided with the functioning for the first time of the audiovisual centre for foreign languages teaching.

    Miranda Dapi, dean of the Foreign Languages University in this institution told ATA that the Project for the Development of Education in Albania (AEDP) has financed the creation of this centre to come to the aid of the Albanian and foreign language students.

    She said that 60% of the material base, damaged during the March '97 riots has been replaced. The replacement of other equipment is envisaged within five to six months through various projects. /pas/lm/

    [07] Public Order Ministry dismisses report on 200 000 forged passports

    TIRANA, Oct 8 (ATA)-Reports from several press organs on the existence of 200 000 forged passports are a phantasy, the spokesman of the Public Order Ministry reports.

    Referring to reports on the return of a large number of Albanian nationals by Greek border authorities for irregularities in passports, the spokesman clarifies that these irregularities are not official.

    The numbers of the passports declared lost have been given to the diplomatic missions accredited to Tirana since several months ago.

    The ministry has once again sent all lists of passport numbers that have come out of use, said the spokesman, stressing that this has been done for the Greek embassy in Tirana to verify once again all numbers of the invalid passports with the lists sent by the Public Order Ministry. /pas/lm/

    [08] Legalization of Albanians in Greece, prominent achievement in emigration field

    TIRANA, Oct. 8 (ATA) - By G. Dilaveri: The most prominent achievement in the field of emigration has been the legalization of the Albanian emigrants in Greece, the deputy Minister of Labour and Social Affairs, Gjergj Leka, told ATA on Thursday.

    "We are actually making efforts for seasonal employment in Italy and Greece, as well as for professional training in these countries," said Leka, mentioning the training of some 600 young men in Greece."

    Some 180 000-200 000 Albanian emigrants have been provided with the white cards till August of this year, according to Greek sources, and the procedures to be provided with the green cards have started for most of them. The Greek Foreign Minister, Teodoros Pangalos, during his visit in Albania in July, promised the acceleration of steps for the legalization of the Albanian citizens in Greece, as well as the problem of their education.

    While, with regard to the seasonal employment in Italy, the work of the Ministry consists of creating facilities to the persons who are offered job in Italy for the issuance of documents by the Italian authorities, said Leka. In regard to it, Leka said that the ministry has sent to the Italian Embassy a list of 800 persons.

    The persons interested in the seasonal employment in Italy should be from 20 to 35 years old and registered as unemployed. After the deadline of the contract expires, the Italian owner has the right to renew the contract with the employee. In these conditions, hundred of Albanians have managed to be seasonally employed in Italy. The emigrants, provided with regular documents, are employed mainly in the sectors of agriculture, construction and tourism. /pas/mt/

    [09] Serb forces hide in Kosova mountains

    PRISHTINE, Oct 8/ATA correspondent Behul Jashari reports that the Serbian forces are not withdrawing from Kosova, but have only taken up new positions and hide in mountains, according to reports from Prishtine.

    Heavy military, police and paramilitary forces, backed by their military arsenal, are hidden around Prishtine, Veternik, Hajvali, Marican and other places.

    The same happens also in the suburbs of Lipjan, Podujeve, Mitrovice and various regions of Drenice and Dukagjin.

    Sources from the suburbs of Gjakove report of troop and armaments deployment mainly on the way to Kline as well as on the Cabrati hill and other strategic points.

    Other Serbian forces have been deployed in the suburbs of Malisheve and Kline, near the mine of Volljake, near Astrazub village.

    Over the last two days the heavy Serb artillery has pounded the villages of Dragobil, Astrazub, Maxhere and Burim of Malisheve, over which Yugoslav military planes flew yesterday.

    During the last 24 hours Serbian forces have also attacked the regions in Shale e Bajgore, in the suburbs of Mitrovice.

    Serb forces have also been deployed in various points of the communes of Ferizaj, Kacanik and Shterpc as well as in other regions of Kosova.

    Meanwhile nine Albanians are found killed by the Serb forces, seven in the suburbs of Malisheve and two in the suburbs of Suhareke. /p.ta/lm/

    Albanian parliament continues its plenary session to give the new government the vote of confidence.

    After the government's programme was presented on Wednesday, the Prime Minister and other cabinet members responded to questions by deputies about various issues of the programme on Thursday.

    Majko said that the Government he heads is responsible and committed to continuing its term alongside that of parliament.

    "We are convinced and have the maximum responsibility to implement the programme presented," said Majko.

    Certain ministers, responding to questions by deputies, elaborated the Government's programme, according to the ministries they run.

    In the afternoon, the new government, headed by Pandeli Majko, is scheduled to be sworn in. /pas/lm/

    [11] Albania Minister on development of higher education in UNESCO

    TIRANA, Oct. 8 (ATA) - By P. Shuteriqi: The Albanian Minister of Education, Ethem Ruka, presented Thursday to UNESCO the visions of the development of higher education in Albania.

    Artan Cani, the director of foreign relations in the Ministry of Education, told ATA that an Albanian delegation, headed by Minister Ruka, is participating in the international conference on the development of the higher education, organized by UNESCO in Paris.

    Minister Ruka treated in his speech problems of higher education in Albania by focusing mainly on the visions foreseen by this sector towards the new century. /pas/mt/

    [12] Public health: Clear platform to realize WHO objectives

    TIRANE, Oct 8 (ATA) By R.Xhuvani

    Albanian government will keep considering public health as one of the priorities, taking into account damages coused during 1997, which gravely affected public health materials and infrastructure.

    The program of the new government, presented to Parliament by Premier Pandeli Majko, points out that the government has set forth the platform to realize the objectives of World Health Organisation (WHO) "Year 2000, health for all". For this reason the reconsideration of the laws and physic rehabilitation of all the public health system will be carry out raising it to the European standards.

    The priority of the new Albanian government will remain the consolidation of prior public health service, making it available all over the country. A government's urgent objective is the development of infrastructure and the rehabilitation of public health centers and hospitals, specially the regional ones.

    Meanwhile, the good work done for the family planing, important for the present and the future, will keep on.

    The program of the new government will also pay attention to the perfection of pharmaceutic system. /pas/lola/

    [13] Kosova now half populated

    PRISHTINE, Oct 8, (ATA) - The armed conflict that has comprised Kosova since January has caused the change of demographic, geographic, economic, social and cultural identity of Kosova, is said in a letter that the leader of KMLDNJ (the Council for Protection of Rights and Freedom of People,) Pazajit Nushi, addressed lately to Mary Robinson, who is the Commissioner of UNO (United Nation Organization) for the people's right in Oslo of Norway.

    Since January 14, when the Serb offensive took over, 1 558 unarmed Albanian citizens are individually and familiarly killed and massacred. Out of these people 12% were children from 0-18, 33-34% elderly people from 55- 92, and about 54% were from 18-55 years old. Confirmed by sources not belonging to KMDLNJ, in the list are not included 92 polices, 34 soldiers of the armed Serb forces and 49 members of the Kosova Liberation Army, is said in the above mentioned letter.

    About 430 000 Albanians were forced to displace and become refugees. Out of these 150 000 persons are settled in highlands and forests, while 500 000 others are obliged to leave the country and go to seek shelter in countries of West Europe because of the violence, unemployment, poverty and terrorat home.

    KMDLNJ assesses (based on the the demographic aspect) that Kosova is not any longer populated by 2 million Albanians, but it is populated by 1 million Albanians. Totally or partly 332 dwelling places and villages with some 45 000 houses and a population of half a million inhabitants are stormed out.

    In Kosova are commited grave crimes against humanity, the equipments and the way in which they were carried out are bestial. The crimes have been equal to all the people, ends the letter. /dast/A.A/

    [14] Albanian Government's program aims local government autonomy

    TIRANE, Oct 8 (ATA) By R.Xhuvani

    Further decentralization of the local government will be one of the objectives of the coalition government, said Premier Pandeli Majko while presenting the program of the new government to the Parliament on Wednesday.

    According to the program, the local government will function on the basis of the principles of the European Charter of Local Autonomy and its signing demands the completion of the existing legislation, said Mr Majko.

    The PM stressed that the laws "On organization and functioning of the local government," "On assets of local government" and "On local referendums" will be improved. Their implementation will determine the competence and duties for different levels of the local power.

    On the basis of the government program, a priority in the midterm goals of the government will be the creation of the Committee of Cooperation with foreign donors, which will assist the reform of the local government to draft the National Plan for the decentralization of the competence and modernization of local government. This plan will be included in a separate chapter, named "Local Government Reform" in renegotiating the Albania-EU agreement.

    A priority will also be attached to the signing by the Albanian Government of the Convention-Cadre of the Council of Europe for cross- border cooperation between local authorities. /dast/xh/

    [15] Middleterm strategy: Protection of macroeconomics stability

    TIRANE, Oct. 8 (ATA) - The protection of macroeconomics stability is one of the main priorities of government middleterm strategy. In accordance with the decided parameters of the ESAF and FMN agreements, an economic increase of the production of 7-8% a year, an inflation in levels of the main commercial partners approximately 4-6% a year, and a save of the necessary monetary reserve for 3-4 months import are aimed to be achieve.

    An active policy is to be followed for a further stimulation of second level banks. The economic policies are to encourage the export, import, and direct foreign investments. /A.A/

    [16] Albania - first prize in 15th World Agricultural Film Festival

    TIRANE, Oct 8 (ATA) By E.Xhajanka The Albanian film won the first prize in the 15th World Festival of the agriculture documentary film held in Slovokia.

    Albania was presented to this annual festival with the agricultural film "Back to the tradition", realized by the journalist and film-maker Fuat Memeli.

    "This film treats the work done for the application of the projects to protect and enlarge the afforestation lands in Albania," Memeli said to ATA. /lola/

    [17] Albanian-German military cooperation to keep growing

    TIRANE, Oct.8 (ata) - By Enkelejda Koraqi: A strong spirit of cooperation already exists between the Albanian Army and the German one, said Albanian Defence Minister Luan Hajdaraga in a meeting Thursday with the German military attache in Tirane, Colonel, Ruckert.

    The aim of the meeting was to introduce the newly-appointed military attache of Germany in Albania, lieutenant colonel Hubertus van Rohr, the spokesman of the Defence Ministry told ATA.

    Minister Hajdaraga voiced the pleasure for the successful cooperation between the two armies and thanked the German military authorities for the assistance they have given to the Albanian Army.

    During the meeting, Hajdaraga expressed the idea for the conduct of bilateral joint exercises, which, he said, would strengthen the relations of cooperation between the two armies.

    The German military attache expressed his thanks to Minister Hajdaraga for the welcome extended to him in Tirane. "I would like to guarantee you that the assistance and cooperation between our two armies will continue and Germany will be seriously committed to this cooperation" said the German military attache. /dast/xh/

    [18] Majko: Improvement of Albanian legislation to be continued

    TIRANE, Oct. 8 (ATA) - In connection with the encouraging of investments and business, Premier Pandeli Majko, stressed that "The government will carry on the work being done so far not only in saving the necessary financial sources and strengthening the supportive financial and bankar sector, but also in improving the exact supportive and guarantied legislation and its execution."

    "The government will also work for the improvement of existing environment and creation of a better one for developing the private sector, for taking encouraging measures, and create, stimulate, and protect the markets and customers," said Majko.

    Encouragement of direct foreign investments, is to be one of the priorities of the government, reported Majko. More work will be carried out to strengthen the newly created structures, such as the Economic Development Agency and other existing structures which deal with the encouragement of economic development and promotion of privatization, as those engaged with the organization and promotion of economic and commercial exhanges with the world such as the Union of the Chambers of Commerce and the Fair Organization Center. /A.A/
