    TIRANE, Nov. 8 (ATA) By P.Shuteriqi In 11 educational institutions of the capital, in which the mini-project "Efficient schools" has been applying, their media center will soon operate.

    Kujtim Kapllani, Head of the Education Department for Tirane told ATA that a media center has already been established in the eight-year school "Misto Mame".

    Kapllani also told that journalists staff operates in the 11-the schools of Tirane, included in this mini-project, and the literature teachers of these schools guide them.

    Soros Foundation is helping little journalists to learn the professional techniques, to know how to prepare a newspaper and ways of its page-making. /pas/lola/

    [02] Our vote, for Constitution - Gjinushi

    DURRES, Nov 9 (ATA)-By S.Gjordeni, The constitution is not of one party, SP, only; it is not its passport, as the opposition claims but it is a constitution of Albania and Albanians, the fundamental law of the state which we have been lacking for years on end, said Parliament's Speaker Skender Gjinushi.

    "This constitution is based on the western experience, on the eastern post-communist constitution as well as on the conditions of our country," said Gjinushi at a meeting with Durres inhabitants yesterday.

    Also taking part in the meeting, held at "Aleksander Moisiu" palace of culture, were deputy speaker Namik Dokle and SP coordinating secretary Gramoz Ruci.

    Durres governor Martin Cukalla declared open the referendum campaign in Durres.

    Gjinushi, in his speech, dwelt on certain articles which have been opposed by the Democratic Party (DP). He said that DP's remarks are groundless and these articles, like the whole draft-constitution, have received full approval by the Venice Commission and other international organisations and foreign constitutional experts.

    Dokle and Ruci responded to the concern expressed by the participants about the stabilisation of order, fight against contraband and other phenomena.

    They stressed that the approval of this constitution by the people on November 22 as well as the unflinching fight of the government and all its organisations will call a halt to these phenomena. /a.ke/lm/

    [03] Visual Art Exposition in framework of "Mediterranea 1" activity

    TIRANE, Nov. 7 (ATA) By E.Riza

    The visual Art Exposition "Mediterranea 1" displaying the works of the renowned Albanian and Italian painters was inaugurated in the Fine Arts Gallery on Saturday evening.

    This exposition, which is an honour and homage to the Albanian painter of world fame, Ibrahim Kodra, was opened under the auspices of the Italian painter Gaetano Grillo.

    Present at the inaguration ceremony of Exposition were President of the Republic, Rexhep Meidani, Minister of the Culture, Edi Rama, Director of Fine Art Gallery, Gezim Qendro, Albanian and Italian personalities.

    "Mediterranea 1" displays the works of 13 Albanian painters and 33 Italian painters.

    Painter Ibrahim Kodra, has been presented with 20 works realised from 1951 and on. Some of his works such as "Composition" -1951, "Musicians" - 1961, "Fight for Power" -1972, "Fight for Peace" -1995 and "Fantastic Albania" - 1997 are considered with historical values. /pas/lola/

    [04] Debate to develop Albanian fine art

    -In the context of Albania-Italy "Mediterranea 1" activity- TIRANE, Nov 8 (ATA)-By R. Skifteri, The development of Albanian art in general was in the focus of a meeting on Sunday between Albanian and Italian cultural figures, at the National History Museum, in the context of "Mediterranea 1" activity.

    Present at the meeting were Minister of Culture Edi Rama, director of the National Gallery Gezim Qondro, organiser of the exhibition "Mediterranea 1", painter Chicca Ghiringell, and others.

    Interlacing tradition with the modern art was a moment which aroused debate at the meeting. The particpants expressed the view that not any kind of work today can be regarded as art. /pas/lm/

    [05] Albania's Prime Minister starts tour of Europe -Lion, Majko's first stop-

    TIRANE, Nov 9 (ATA)-By I. Luto,

    Albania's Prime Minister Pandeli Majko on Monday morning started his first European tour, with France being his first stop, the Prime Minister's press office told ATA.

    Accompanied by Minister of Public Economy and Privatisation Ylli Bufi and Minister of Foreign Trade and Economic Cooperation Ermelinda Meksi, the Prime Minister on Monday will participate in the United Nations Conference for Trade and Development (UNCTAD), due at the Palace of Congresses of the Lion city.

    The conference, whose main aim is partnership among governments, international organisations, private sectors and civil associations, for the good of global prosperity, gathers in Lion government heads from various countries and heads of international trade and development institutions.

    Majko, too, is expected to address one of the sittings of this conference. Besides this, a tete-a-tete meeting with French Prime Minister Lionel Jospin, is expected on the sidelines of the conference.

    On the same day, Monday, Majko will travel to Italy, where a series of important meetings are expected with senior representatives of the Italian state, including Majko-D'Alema and Majko-Scalfaro meetings.

    In his two-day visit to Italy, Majko will be accompanied by Minister of Defence Luan Hajdaraga, Minister of Public Order Petro Koci, as well as Minister of Labour and Social Affairs Kadri Rrapi. /a.ke/lm/

    [06] Some 823 thousand tons goods handled over 10 months in Durres port

    DURRES, Nov. 9 (ATA) By S.Gjordeni Durres port fullfilled 107% the plan for the 10-month period.

    According to the economists of port directorate, Engjellushe Gjoni, over this period 823 thousand tons goods were handled, out of 817 thousand tons handled the same period last year.

    Food and constructing materials goods made up the main weight of imported goods, so 110 thousand tons flour, 85 thousand tons cement, 140 thousand tons bricks and 140 thousand tons tiles.

    Over this 10-month period 705 ships of different tonnages were handled against 689 ships handled last year.

    A considerable work is carried out by the ferries. They performed 1070 travels and carried to the port 138 thousand tons of different goods besides 268 thousand passengers, hundreds of cars and different types of vehicles coming in and out of Durres port. /A.KE/lola/

    [07] Local government of Librazhd blocks electors' lists

    LIBRAZHD, Nov 9 (ATA)-By H.Balliu, Two days have passed since the expiry of the deadline of issuing the electors' lists on the Constitutional referendum and they were not issued until Monday before noon in the town halls of Librazhd and Prrenjas (Eastern Albania) and in nine communes of the district.

    According to the secretary of the Librazhd town-hall, Shaban Kercimi, although the lists have been signed by the mayor, they are not posted up, while, according to the law, they should have been posted since Saturday.

    Kercimi says that the enrolment of electors has been carried out by the town-hall's administration, which, according to orientations by its mayor, Hyqmet Shalja, has tended to include in these lists the contingent of emigrants who are not in Albania at present. /pas/lm/

    [08] Myrteza Çaushi's brother wounded

    VLORE, Nov. 9 (ATA) - By H.Koçi: Balil Çaushi, the brother of Myrteza Çaushi was wounded.

    The incident happened on Sunday evening in "Çole" quarter in Vlore district. According to the spokesman of the Police Directory of Vlora prefecture, Ali Hajdini, the causes of this act are still unclear and referring to the investigation so far the possible author may be the citizen P.Gerdhuqi.

    The police forces arrived immediately on the spot and carried the wounded person to the hospital. Actually he is out of life risk.

    Bilal Çaushi, the brother of Myrteza Çaushi (Zani), was released from prison recently after being accused and kept in jails for about a year under the under the prosecutor's investigations. He was accused of having robbed two pigs from "Kamberi" ex-company. /A.Ke/A.A/

    [09] "The first Albanian book fair" to be held in December

    TIRANE, Nov. 9 (ATA) - BY O.Kadaifçiu: The Albanian publishers are to be presented in the first Albanian book fair in December, sources from the Albanian Publishing Association told ATA.

    The fair is to be held from 16-21 December in the grounds of the Cultural International Center in Tirane, under the chairmanship of the Ministry of Culture, Youth and Sports, the Albanian Publishing Association and the International Center of Culture.

    Some 60 private publishing houses are to take part and to be introduced with their publications during the last 10 years.

    The publications made in Albanian, in Kosova and Macedonia will be exhibited in 70 shelves and are to be sold 30% cheapper.

    Several talks with Albanian and foreign writers and publishers press conferences are scheduled to be organized during the fair days. /pas/A.A/

    [10] Gjinushi: Voting for Constitution we vote for strengthening Albanian state

    TIRANE, Nov 9 (ATA)-By A.Haxhiu, The referendum of November 22 is not a voting for political parties. It is a vote to consolidate the Albanian state and its institutions, it is a vote to realise our national interests, parliament's speaker Skender Gjinushi told the inhabitants of the Kavaje town on Sunday.

    Gjinushi said that Albanians said "No" to the draft-constitution of 1994 for several reasons, mainly because it was presented as a project of a man who wanted to consolidate his power.

    Parliament's deputy Speaker Namik Dokle said at the meeting that Berisha, after bypassing parliament, with the draft-constitution of 1994 was self-styled not only president of the country but also head of government, speaker of parliament, commander of the army, governor of the bank and many other functions.

    Gjinushi underlined that the new constitution has been realised by the best Albanian experts and assisted article by article by the most specialised European Institutions such as the Council of Venice and constitutionalists with international reputation. /pas/lm/

    [11] Deposits in foreign currencies increase

    TIRANE, Nov 9 (ATA) By L.Thanasi Over the first 8-month period this year Savings Banks deposits in foreign currency have been increased, sources from Savings Bank told ATA. Thus dollar deposits have been increased by 810 thousand dollars, Greek drachmas deposits by 425 million GRD, lira deposits by 1309 million Italian liras and mark deposits by 304 thousand marks.

    Deposits in foreign currencies covers 15.1% of Savings Bank total. Clients have preferred foreign currency time deposits, which have been increasing. Otherwise number of normal deposits clients has been decreasing. Three-month deposits have been preferred to other normal deposits. /lola/

    [12] Savings Bank preparing for new inaugurations

    TIRANE, Nov 9 (ATA)-By L. Thanasi, The inauguration of new buildings of this bank in the towns of Lac and Lushnje are expected soon, according to savings bank sources.

    These buildings are built with a modern architecture and after international parameters. The building of Lushnje will be a completely new building, while that of Lac is a reconstruction of the existing one, but which was completely destroyed during last year's unrest.

    The building of the Savings Bank in Lezhe, which was damaged during the last year is also being reconstructed, at a cost of 13 million leks. /pas/lm/

    [13] International Symposium on Albanian archeology opened in Tirane

    TIRANE, Nov. 9 (ATA) - By P.Shuteriqi: The two-day International Symposium "50 years Albanian archeology" was opened on early Monday in the Palace of Congress in Tirane.

    In the presence of the Information Minister, Musa Ulqini, and the chairman of the Science Academy of the Albanian Republic, Ylli Popa, the director of the Archeological Inquiry Center, Myzafer Korkuti, voiced that this symposium is to highlight the bilance of the 50 year Albanian archeology achievements. He presented the extraordinary merits of the Albanian archeology which made possible the displacement of the studies and inquiries from abroad.

    "The Albanian school of archeology has an undisputable merit because it worked to set into light the ethgenesis of the Albanian people from the ancient Ilirs through several inquiries and discoveries in different parts of Albanian soils," said Prof Kristo Frasheri. But, in order to prevent the disappearance of its 50 years achievement, the continuation of the finances through the state budget as well as other foreign or Albanian donators is essential, he added.

    The participants in the symposium, honored with a minute of silence the pioneers of the Albanian archeology, the distinguished archeologists, Hasan Ceka, Skender Anamali and Jovan Ademi.

    In the symposium take part scientists, archeologists, cultural personalities and personalities of scientific-research institutions from Kosova, USA, England, France, Italy and Greece. /pas/A.A/

    [14] Nine tonnes of coffee sequestrated in Vlore customs

    VLORE, Nov 9 (ATA)-By H.Koci,

    Nine tonnes of coffee were sequestrated at the Vlore customs on Monday, the head of this customs' affiliation, Adem Xhelali, told ATA.

    He added that this amount was loaded on a truck carrying construction materials and was not claimed by the owners.

    Xhemali said that the coffee was found during a minute physical checking of the cargo and was later sequestrated by the customs' officials, who addressed it to the state's reserves.

    The bean coffee, worth 27 million leks, was brought from Greece and belongs to a subject from the Vlore city. /pas/lm/

    [16] 50 years archaeological excavations and discoveries

    TIRANE, Nov. 9 (ATA) By P.Shuteriqi The creation of the first archaeological museum in 1948, through discoveries by the first archeologist pioneers Hasan Ceka, Skender Anamali and Jovan Adami in the post World War II Albania, also marked the beginning of Albanian archaeological science, which was commemorated by an international symposium in Tirane today.

    In the past the archaeological excavations were carried out by the foreigners, while now the science of Albanian Archaeology is concentrated in the hands of Albanian archaeologists, Ilir Gjipali, deputy director of Archaeological Institution told ATA. This half-a-century activity consists of round 600 archaeological expeditions, discovering 7 000 archeological centers all over the country.

    Also excavations and discoveries in cooperation with foreign archaeologists and expeditions keep being carried out in the ancient towns of Apollonia, Butrint, Korce and several other districts.

    Among the 5 common projects with foreign specialists, Gjipali points out Albanian-French excavations in Apollonia and Sovjan in Korce, Albanian- English workings in Butrint, Albanian-American workings in the zone of Apollonia and Bylis as well as excavations in the prehistoric dwelling center in Shkembin te Konispolit. /pas/lola/

    [17] Human terror in Kosove, "Dagens Nyheter"

    TIRANE, Nov. 9 (ATA) - The Kosova Information Center cites the Swedish journalist, Per Jenson of "Dangers Nyheter", describing the scenes he saw in Laushe of Drenica: "in front of us was unfolded the coffin of Rustem. His bones were broken and eroded, his meat and blood were bestially mixed. His neighbors tell the reason why the victim was not able to escape. He has been ill."

    "We should attest several similar schemes; a chopped man, wrapped and sacked in a plastic bag left over a hill; an elderly man burned and laid in his gate. I could not go on further. I asked the local Kosova Liberation Army chief not to take me with him, not to torment me longer with such scenes. He left me there but he insisted to take the photo-reporter to accompany him everywhere, to make him perpetuate closely the destruction and death."

    "The chief of the Kosova Liberation Army wanted us to take part in the suffer of his people, to share with us the human terror and to transmit this massage to the world which makes negotiations with the Serb offensive, but not with the Albanian guerillas," writes Per Jenson in "Dagens Nyheter" newspaper. /pas/A.A/

    [19] Albanian Government is committed to a program of transparent reforms - EU statement

    TIRANE, Nov.9 (ata) - By I Luto: The European Union Permanent Council points out in its statement No.195, dated Nov.5, 1998, that the European Union hails the results reached in the Ministerial Conference held on Oct.30, 1998 in Tirane, which is a great achievement in the road Albania is following to establish stability and democracy.

    The European Union stressed in particular that Albanian Government is committed to a program of transparent reforms, which must be put to life adequately. The European Union is committed to support the efforts of the Albanian Government in this direction, underlining first of all that it is a task of the Albanians themselves to meet their responsibilities.

    On this occasion, says the statement, we want to stress the fields of priority mentioned in the final conclusions of the Conference, and which demand an urgent commitment. The OSCE mission in Tirane and its chairman who is also the leader of the Friends of Albania Group, in close cooperation with international institutions, will have an important role to play in observing the implementation of these conclusions.

    The EU appreciates the draft of the new constitution of Albania as one of the greatest political achievements of the recent years. To this end, the EU holds that the broadest possible participation of the Albanian citizens in the referendum for the Constitution is of great importance. The policy of continuous refusal and boycott, as is the practice of the Democratic Party, is an instrument which does not serve democracy.

    The countries associated to the EU such as Bulgaria, Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Slovakia and Slovenia, approve this statement as well. /a.ke/xh/

    [20] Penal prosecution for those who do not hand in voters' lists

    GJIROKASTER, Nov. 9 (ATA) - By H. Cani: "Mayors and chairmen of communes in the districts of Gjirokaster Prefecture will face trial because they have not implemented the law on the referendum," the governor of Gjirokaster, Sotiraq Mantho, told ATA on Monday.

    Mantho's statement had to do with the voters' lists on November 22 Referndum which have not been handed in for the referendum from several town-halls and three communes in the districts of Gjirokaster, Tepelene and Permet.

    "Absurd things have happened in compiling the lists, which have to with the irresponsibility of the senior state officials," said Mantho. He mentioned the case of the Lunxheri commune in Gjirokaster, when the chairman and the deputy chairman have presented two different lists. While in commune of Dishnice, district of Permet, also citizens, who are actually abroad, have been registered.

    The voters' lists for the Referendum to be held on 22 November, have not been handed in even by the biggest town-hall of this prefecture, that of Gjirokaster, although the deadline for their declaration has expired two days ago. /pas/mt/

    [21] Customs House Police starts testing its candidates

    TIRANE, Nov. 9 (ATA) - By D.Koça: The written competition of 65 candidates for customs house officers, and that of 38 candidates for vice officers of this police, organized by the General Customs House Directory in collaboration with the European customs houses was held on Monday in Tirane.

    The Finance Minister, Anastas Angjeli, members of the International Monetary Fund, and World Bank representatives were present in the competition.

    After 10 days, the candidates who have won more than 50% of the possible points are to undergo the oral competition in the presence of a commission made up of representatives of the General Customs Houses Directory, Division XXI, leaders of the Customs house police and representatives of the Finance Ministry. The winners of these competitions are to be in the disposition of the General Customs House Directory.

    A competition for new employment in Albanian Customs House was held in September, and out of 114 candidates, 74 were winners. According to the officials of the Ministry of Finance, the employment of the customs house workers through competition will be a practice that will affect positively the war against corruption and smuggling. /lh/A.A/
