  • [01] Eight Albanians sentenced with 32 years in jail

    PRISHTINA, Jan. 30 - ATA correspondent in Prishtina, Belul Jashari, reports:

    Eight Albanians from the region of Has were sentenced on Friday with 32 years in jail during the juridical process, which started several days ago in Prizeren against 24 Albanians.

    "Tough punishments were given, although the accusation for terrorism against them was not proved by any fact," said the advocates of the accused, who are kept in jail since October of last year.

    Under the charge of terrorism, more that 1000 Albanians are expected to face trial. The series of these processes has started in Prishtina with the trial against 26 Albanians from Ferizaj. /pas/mt/

    [02] Law should act with all its force throughout Albania, PM

    TIRANA, Jan. 30 (ATA) - Albania Prime Minister Pandeli Majko held Saturday a meeting with the governors of Albania.

    The Ministry of Information reported to ATA that the situation in northern Albania, the reorganization of the civil defence of population, all-round measures for the stabilization of order, increase of efficacity in the state administration, the progress of the administration reform, encouragement and guarantee of investments in respective prefectures, the rigorous implementation of law were some of the main issues discussed in this meeting by the Premier.

    "As direct representatives of the government, you should do the utmost so that the law acts will all its force throughout Albania. The respect of law means normal functioning of state," stressed Majko among others.

    The governors also discussed in this meeting, who informed about the situation and the difficulties they face and presented many problems regarding the better coordination with all the sectors of the state administration at central and local level.

    Concrete tasks were defined at the end of the meeting. They all agreed to hold such meetings periodically.

    The Albanian Prime Minister was accompanied in this meeting by the deputy PM and Minister of Government Coordination, Ilir Meta, the Minister of Defence, Luan Hajdaraga, the Minister of Public Order, Petro Koci and the Minister of Information, Musa Ulqini. /lh/mt/

    [03] Albania PM leaves for official visit in USA

    TIRANA, Jan. 30 (ATA) - Albania Prime Minister Pandeli Majko left Saturday for an official visit in the United States in the head of a government delegation, accompanied by the Minister of Finances Anastas Angjeli and the State Secretary for the European Integration, Maqo Lakrori.

    The Ministry of Information reported to ATA that during the stay in USA, from 1 to 7 February, the PM will meet senior representatives of the state and politics in USA.

    In the headquarters of the United Nations Organization, the International Monetary Fund and the World Bank, the Albanian PM will hold talks with the main leaders of these international bodies.

    Majko will also conduct meetings with outstanding representatives of the Albanian community in USA.

    In the center of these meetings will be the relations and cooperation of Albania with the USA, UNO, IMF and WB, as well as the crisis in Kosova and the situation in the region of the Balkans. /lh/mt/

    [04] Albania Parliament Speaker meets local leaders of Vlore

    VLORE, Jan. 30 (ATA) - By H. Koci: The Albanian Parliament Speaker, Skender Gjinushi, held Saturday a meeting in the grounds of the Vlore prefecture with deputies, representative of the prefecture and local leaders of political parties, participant in the governing coalition, attending was also the police director of the prefecture.

    According to the chief of the public services office in the prefecture, Anesti Xhaxho, the object of this meeting, which was held behind closed doors, were the problems Vlore is facing today and the perspective of their solution. Xhaxho said that the meeting was held in the form of a conversation, in which were discussed problems like housing, infrastructure of roads, aqueduct, construction of new schools in several zones of the town, and others.

    A special topic, discussed in this meeting, was order. It was pointed out that the press abuses have created another image for Vlore, which has prevented the investors from investing in this town. /lh/mt/

    [05] OSCE Ambassador encourages local table for order problems in Gjirokaster

    GJIROKASTER, Jan. 31 (ATA) - By H. Cani: A round table was held Saturday in the district council of Gjirokaster between the OSCE ambassador in Tirana, Daan Everts, and the representatives of the local government, police, political parties and justice bodies. This meeting has given a message to all the participants that the order situation should not be seen as an isolated issue, but in relation with other problems like economy, culture and others.

    Everts said that the situation had treated the problem of disarmament with priority, as well as that for strengthening the police, supporting the border check point of Kakavije and problems regarding the village of Lazarat.

    In regard to the disarmament of population, it was agreed that in those where the inhabitants will hand in weapons voluntarily, programs of developments will be implemented. While, regarding the police strengthening, Everts stressed that police forces will be equipped with logistic means by the international community. Foreign officers will help the fight against smuggling and corruption.

    Everts urged the press to convey the message of the table regarding the problems of Lazarat village. There is a sound majority there and no discrimination should be made regarding the order problems noticed in the village, he said.

    The OSCE ambassador promised that the assistance with projects of development will be extended in the communes and zones of the districts, which was very important, according to him.

    The meeting lasted more than four hours and the table was considered as to the good of improving the situation in the town and in the region, as well as to the good of opening the perspectives for the projects of developments. /mt/

    [06] Percentage of frequentation in eight-year schools reduced

    TIRANA, Jan. 31 (ATA) - By E. Nepravishta: Frequentation of school in the eight-year education system has been lowered over the last years.

    According to the United Nations Development Fund, some 9963 pupils have completed the eight-year school, or 16% less that in 1990. Meanwhile, the pupils who finished the eighth grade are only 71.2 per cent of the pupils who started the eight-year school, respectively eight years ago.

    Anyhow, this figure is not that high compared with those noted in the school year 1991-1992, where 6.34 per cent or 34232 pupils have left the eight-year school.

    The eight-year education system in Albania has 1 803 schools where 559 324 pupils study there, 48.3 per cent of them are females. Meanwhile, in the eight-year education system, some 30 111 pupils have been employed, 48.3 per cent of them are females. /mt/

    [07] Snow falls in city of Vlore

    VLORE, Jan.31 (ata) - By Harilla Koci: Snow falls were registered in the city of Vlore, southwestern Albania today. The snow started at about 6.30 a.m. and continued during the day by covering the whole city.

    The snow has caused no problems with the electricity supply or the traffic.

    For at least five years, snow with such an intensity has not been seen in Vlore. /pas/xh/

    [08] Very cold winter this year in Korce

    KORCE, Jan.31 (ata) - By B Fejzullai: Since last Saturday, Korca is covered by snow and it has registered very low temperatures. During the night the temperature was -10 grade Celsius while during the morning of Sunday, the temperatures registered -5 and -7 grade Celsius.

    According to the road traffic inspectorate, the traffic of vehicles has been difficult and it has taken measures so that the drivers have chains for their vehicles to move. Difficulties in traffic are noticed in Qafe-Plloce of Pogradec and in Qafe Thane. The road that links the town of Erseke with Qafe e Qarrit has been blocked today.

    The low temperatures and the weather difficulties in the district of Korce have been accompanied also by a shortage of fuel and wood for heating in particular. As a result, the use of electricity for heating has brought about blackouts for several hours. /pas/xh/

    [09] Foreign Minister of Kingdom of Belgium in Tirane on Feb.1, 1999

    TIRANE, Jan.31 (ata) - By I Luto: The Foreign Minister of the Kingdom of Belgium, Erick Derycke comes on a two-day official visit to Tirane on Feb.1, 1999.

    The press and information office of the Foreign Ministry of Albania told ATA that the Belgian Minister and his delegation will meet with senior authorities of the Albanian state.

    On the first day of his visit to Tirane, Mr Derycke will have talks in the Foreign Ministry with his Albanian counterpart, Paskal Milo. In the course of the meeting the two ministers will sign an Agreement on Protection of Investments between Albania and Belgium.

    On the second day of his visit, the Belgian Foreign Minister is expected to meet with deputy PM Ilir Meta, Speaker of Parliament, Skender Gjinushi, President of Albania, Rexhep Meidani, the chairman of the Democratic Party, Sali Berisha and with the Governor of the Albanian National Fank, Fatos Ibrahimi. /pas/xh/

    [10] Number of crimes fell and uncovering force increased during 1998

    TIRANE, Jan.31 (ata) - By Urim Bajrami: 1998 has registered a lower number of crimes and a great uncovering force of crime in the amount of 22.2 %.

    Sources of the Public Order Ministry said to ATA on Sunday that during 1998, there are registered 5.562 penal acts with 76.64 % of them uncovered. As compared with the previous year, the number of crimes during 1998 was reduced with 831 and the uncovering force had stepped up.

    During 1998, 75, 5 of the crimes against the individual have been uncovered. The thefts through violence have been uncovered in the amount of 54.5 %.

    According to the kind of the penal act, 282 files in 1998 have been for killing, 1 220 for theft, 24 for kidnaping, 40 for drug-addiction, 16 cases for contraband and 117 files for violation of traffic rules. /pas/xh/

    [11] Unlimited arrest in jail for Greek captain of smuggling ship

    SARANDE, Jan.31 (ata) - By Sh Hajno: The Sarande district court decided Sunday the arrest without limit for a Greek national, under the charge of fuel smuggling.

    The judge of the case Petrit Aliaj said that the jury decided that sentence for the Greek Joanis Veziridhis, 52, resident in Aleksandropoullos of Greece and captain of the ship Alsadi.

    Veziridhis was arrested on Jan.11 this year and is charged for fuel contraband in the amount of 274 tons.

    The indictment for the Greek national came from the Sarande police which caught and blocked the ship and from the customs house which claims that the Greek captain had false documents. /pas/xh/

    [12] OSCE Ambassador meets with inhabitants and authorities in Lazarat

    GJIROKASTER, jan.31 (ata) - By Hysni Cani: On the second day of his meetings in Gjirokaster, OSCE Ambassador in Tirane, Daan Everts went Sunday before noon to Lazarat village, Gjirokaster district.

    Accompanied by local government authorities of Gjirokaster, he met with leaders of the commune and with local people there. Everts took interest in the main problems of the commune and promised them a great assistance for the development of projects which would improve the water supply and the communication of inhabitants.

    Everts reiterated the message that the cases of crime must not be generalized and not all the people in the village must be blamed for some incriminated elements from that village.

    Everts did not make any comments after the meeting, but he said that he would continue the visit to other zones to learn of the concerns the people in those zones. /pas/xh/

    [13] Albanians of Kosove gave first positive replies to participation in Paris Conference

    PRISHTINE, Jan.31 (ata) - ATA correspondent in Prishtine, Behlul Jashari reports: Albanians of Kosove gave the first positive responses to the condictions from the Contact Group and for their participation in the Paris Conference.

    After meeting with the British Foreign Minister, Robin Cook, the President of Kosove, Ibrahim Rugova, stated that he had agreed to participate in the talks due to be held in Rambulie of France. Rugova described the closed-door talks with Cook which lasted nearly half an hour in Skopje last night, as "positive and constructive."

    The meeting of Cook, who presided over the Contact Group Meeting in London, with the general political representative of the KLA, Adem Demaci and with the academician Rexhep Qosja, chairman of the United Democratic Movement, continued for about one hour, but their response is expected to be made public at the beginning of the coming week.

    After the meeting, Demaci declared that the response would depend on the content of the document that the British diplomat had presented in the name of the Contact Group. "We shall study it with the greatest attention and when we will see that there are guarantees that the abortive attempt of May 15 when Rugova agreed to meet with Milosevic, will not be repeated, then we shall give our reply," said Demaci.

    Academician Rexhep Qosja too stated: "We shall study the document handed over to us and then we will take a decision and give a response beginning with the first days of the next week."

    Asked whether he was going to meet Mr Rugova and other Albanian political factors, before he would give the response to the British Secretary, Qosja said that it would be better that the main Albanian political representatives and subjects get united together before they give their answers." "Let them unite and take a joint decision and approach and on this basis we must give our reply. This would be the best thing to do," said Qosja.

    Mr Cook had a long telephone talk yesterday wit Veton Surroi, editor- in-chief of the newspaper of Prishtine, Koha Ditore.

    As the paper reports, Mr Surroi gave a powerful support to the commitment of Mr Cook to develop the process of the Contact Group and voiced his dissatisfaction on the stances of Serbia, which are blocking the conditions for the beginning of negotiations. /pas/xh/
