  • [01] Premier says Rambouillet accord needs a constructive stand

    TIRANA, March 7 (ATA) - Albanian premier Pandeli Majko held separate closed door talks on Sunday with two members of the Albanian delegation in Rambouillet talks in France, Hashim Thaçi and Xhavit Haliti.

    Prime minister Majko, Thaçi and Haliti discussed the situation prevailing in Kosova and particularly what was happening after the Rambouillet talks, a government spokesman said.

    Majko stressed the need of a constructive stand for the Rambouillet accord, which was accepted in principle by the Albanian negotiators of Kosova. He said that the presence of NATO troops in Kosova is a full guarantee for the implementation of the agreement.

    Thaçi said that the initiative of Albanian premier Majko and his efforts for a unified stand of the political and military factors of Albanians in Kosova before the peace talks in Rambouillet were very important. /dast/ak/

    [02] UNHCR finances accommodation of Kosova people

    SHKODER, March 8 (ATA) - By M. Malja: United Nations High Commissioner for Refugees (UNHCR) has accorded a fund worth one million marks for the construction of buildings and a school for people arriving from Kosova and settling in Shkodra, Northwest of Albania.

    The representative of the local refugee office Esma Boksi said to ATA that the fund would be used to construct 28 apartments and a school.

    The reconstruction of the veterinary school and the dormitory of the music school, where some 900 people from Kosova will be sheltered, is enabled through the UNHCR funds.

    Since '98 some 3 100 Kosovars have been settled in the city. /dast/ak/

    [03] Albanian delegation to attend annual celebrities in Paris

    VLORA, March 7 (ATA) - By Harilla Koçi: A delegation from Vlora, South Albania, will attend international celebrities of friendship and cooperation to be held on March 27 in Paris.

    The annual celebrities in Paris convey messages of friendship and cooperation between the peoples and the idea of integration in the European family.

    Representatives of many Western European and former East European states will attend the celebrities.

    Vlora mayor Neki Dredha held a meeting on Sunday with a representative of the town hall of Venice, Italy, to discuss possibilities of cooperation considering the implementation of some projects related to infrastructure.

    The first steps of twinned relations between Vlore and Venice were undertaken last year. Their cooperation marked the climax in December '98 with the arrival in Vlora of a 450-member delegation including Euro parliamentarians and Italian parliamentarians as well as mayors. /dast/ak/

    [04] Investment fund for geological services increased

    KUKES, March 7 (ATA) - By R. Hoxha: A fund on investments in the geological service in the Kukes and Has area has been increased this year.

    Director of the service Zaim Karanxha said to ATA that nine geological projects worth 84.6 million leks accorded by the state budget would be applied in both districts this year.

    Specialists of geology have started preparations to work in the terrain. Karanxha said that the most important projects were those of outlining a map of minerals in the districts; searching and evaluation of chromium minerals and cooper in ultrabasic massive of Kallimash; research on volcanic rocks in Shemri area and the like.

    Staff of the service carried out four projects but managed to implement only one due to the lack of funds. /dast/ak/

    [05] United Democratic Union says "Yes" to Rambouillet document

    PRISHTINE, March 8 - ATA correspondent Behlul Jashari said that the United Democratic Movement (LBD) said "Yes" to the Rambouillet document for an interim solution to the Kosova issue.

    The LBD united presidency issued a statement after a recent meeting presided over by the Academician Rexhep Qosja, saying that "it accepted the agreement of February 23, 1999 as an interim solution paving way for a right, final solution based on the will of the people."

    The LBD considered the presence of the NATO forces in Kosova "an irreplaceable guarantee for the implementation of the agreement."

    "Despite evident defaults in the agreement, the LBD presidency approved it with the majority of votes and backed the efforts of the Kosova delegation in Rambouillet conference," the statement said. /dast/ak/

    [06] Serb forces' build-up in southern regions of Kosova

    PRISHTINE, March 8 - ATA correspondent Behlul Jashari said that the Serb military and police forces attacked early on Monday the southern regions of Kosova, near the border with Macedonia.

    Tanks and armoured carriers roaming through the road fired at random in Kacanik with heavy machine guns early today while the village of Pustenik, south of Kosova, was under attack from all directions at 06.00. a.m., sources of the Human Rights Council in Kosova said.

    The same sources said that a convoy including 20 tanks and other armoured carriers was bound for the border village of Glloboçice, near Macedonian, border, at 03.00. a.m. today as well as villages of Gorance and Koline.

    Two other Serb military convoys with 30 vehicles were bound for the border town of Hani i Elezit at 07.00. a.m. today. /dast/ak/

    [07] Vlora women to contribute in disarming population

    TIRANA, March 8 (ATA) - By E. Nepravishta: Women are going to give their contribution in disarming population and making the people aware that weapons available in the hands of everybody can bring about death.

    For three months in succession the members of the associations "Women for Social activity", "Village Women in perspective" and historical and cultural association "Orikum" in Vlora district have organised meetings with family members, friends, relatives, talks in groups or with individuals to make them aware of the fact that availability of weapons and other lethal substances can cause death.

    Last December the associations enabled the collection and handing over of 60 defence grenades, 100 grenade detonators, and 8 missiles.

    These associations have also gathered information on the quantity of armaments available in the area which has been public from the Albanian forum of non government organisations (NGO-s).

    It said that there are 1.000 weapons in Selenica, 5.000 in Vllahi, and some 2.000 weapons in Mifol and Novosel.

    Among the areas affected by explosive substances is that of Vllahi, the NGO forum said adding that it was thought that some 5.000 anti- personnel land mines and 1.000 anti-tank mines were available there.

    The area of Mifol has some 3.000 anti-personnel and anti-tank mines, while Orikum city and surrounding areas have a large quantity of TNT, the use of which is often damaging the flora and fauna of the Vlora Bay and Orikum lagoon. /dast/ak/

    [08] Prefecture adopts measures to prevent forest from damaging

    KUKES, March 8 (ATA) - By R. Hoxha: Prefecture of Kukes has decided to erect check points to prevent further damages in forests.

    Local representatives of forest directorate, tax office and order bodies will be present at the check points, prefecture spokesman said.

    The prefecture has analysed the exploitation of forests which has caused damages to the amount of 25 percent. They have asked for concrete help by the justice bodies in order to bring the wrongdoers before justice.

    Forest specialists say that private firms using timber should be put under control in order to prevent further damages in the forests.

    Forests cover 94 thousand hectares of territory in Kukes prefecture, of which 42 thousand hectares belong to Kukes district. /dast/ak/

    [09] New cooperation protocol on education signed

    TIRANA, March 8 (ATA) - By P. Shuteriqi: A protocol on cooperation with the Puglia region which was signed on Friday in Bari, Italy, is a follow-up to other international agreements on education, Artan Camaj, foreign relations chief at the Ministry of Education and Science said to ATA on Monday.

    The protocol is part of a government agreement signed on April 1998 which includes economic sector apart from education.

    The cooperation in the education and science is much active even with the Republic of Turkey, Greece, Bulgaria, Poland, Slovenia, ministry official said.

    For 1999, the Ministry of Education has prepared some new protocols of cooperation with the Former Yugoslav Republic of Macedonia, Camaj said.

    A cooperation agreement with the Russian Federation, which has offered Albania 10 university scholarships is expected to be signed soon.

    Others are underway with the Czech Republic and Ukraina.

    For the academic year 1999-2000, joint agreement with Nordic countries such as Sweden, Norway, Finland, Denmark are expected to be signed besides those with Spain and Portugal. /dast/ak/

    [10] Albania attends international competition on photography

    TIRANA, March 8 (ATA) - By P. Shuteriqi: Albania is attending the third edition of the international competition of artistic photography in Teheran, Iran, recently.

    "Albania is among 59 states attending the competition," Rakip Zeneli, photo reporter, whose photos were displayed in Teheran said to ATA on Monday.

    Albania's participation was enabled by the Tirana-based Iranian Cultural Foundation Saadi Shirazi.

    This was the first time Albania was present at the annual competition with the participation of 550 photoreporters from 59 states.

    Lithuania was awarded the first prize followed by Belarus, Slovenia, Iran and Letonia. /dast/ak/

    [12] Discussion on antidumping project law

    Tirana, March 8 (ATA) - By E.Metaj - The discussion "On antidumping" project law started on Monday by the permanent commissions of the Albanian Parliament of Work and Social Affairs and that of Economy, Finance and Privatization.

    The project law is discussed on principal by both commissions of the Albanian Parliament, while the deputation faced the difficulty concerning its understanding.

    Also it is stressed that the Albanian market with a small number of costumers, compared with the one of the other countries, do not present any interests to let in the products under their normal value, which of the export price and of the same products. The hindering of letting in the goods under these criteria is the aim of this project law.

    The antidumping project law presented to the Parliament by the Albanian Government, is drafted by the specialists of the Ministry of Economy and Trade Corperation.

    It is considered as a most completed step in the frame work of membership of Albania in the World Trade Organisation./linda/

    [13] American Bank of Albania to decrease interests' percentage of deposits in LEK

    Tirana, March 8(ata) - By Lolita Thanasi - The American Bank of Albania decreases the interests' percentage of the deposits in LEK.

    The maximal rate of interest applied by this bank is 16.3%, while the minimal rate is 8.7%. The interest rate of the deposits of one month expiry varies from 8.7% to 8.9%. Interest rate of the deposits of three months maturity varies from 14.9% to 16.1% and for the rate of the interest of the deposits of six months maturity varies from 15.9% to 16.1%. The rate of the deposits of 12 months maturity varies from 16.1% to 16.3%.

    The decrease of the interest rate of this bank is due to a decision of the Albanian Bank about the decreasing of the interest rate of the banks of the second level with public capital from 16.5% to 15.5% for the deposits of three and six months maturity and 15% for the deposits of twelve months maturity.

    Such a decision is based on decreasing of the inflation rate on January in 6% from 8.7% in the end of December 1998, the stability in the currency rate of the Albanian LEK toward the foreign ones and the fulfilment of the quantitative objectives of the program year 1998.

    [14] Most preferred vidio films of outgoing week

    TIRANE, March. 8 (ATA) - By Enkelejda Riza: "Double team", one of the most recent production of American cinematograhy, is the most preferred film in the Albanian capital, Tirane.

    The distinguished authors, Van Damme, Mickey Rourke, and Denis Rodman transmit through strong action and killing schemes out of each limit.

    The well-known actor of comic films, Robin Williams, is introduced with his latest film "Flubber", film most preferred by the young generation.

    "Jackie Brown" is listed the third in the qualification list of the most preferrred films of the week in Tirane. It is produced by Quentin Tarantino. Participating in the film are the distinguished actors Robert De Niro, Bridget Fonda, Michael Keuton, Samuel L. Jackson and others.

    "Surviving Picasso" is a film dedicated to the life and work of Spanish painter Pablo Picasso. The main actors are Anthony Hopkins and Natasha McEllone.

    [15] Albanian fighter on the Women's Day

    TIRANE, March 8 (ata) - By E Nepravishta: The Woman's Day coincided with the conference titled "Shote Galica - Albanian fighter," held on Monday in the context of the activity "Week of youth sensitization against armed conflict in Kosove," held by the Youth Centre "Delfi XS."

    Taking part in this activity organized in the context of the project financed by the Italian Government in cooperation with the Ministry of Labour and Social Affairs are three Albanian youth association and an Italian youth association.

    According to organizers, it is not by chance that the conference was held on March 8, the Women's Day because Shote Galica is the model of the Albanian woman in Kosove who has turned from a woman to a woman fighter.

    Other conferences have also been held and films shown. Besides, a contest was held with pupils from five secondary schools of the capital who will present essays on the topic "Peace doves on Kosove."

    Qerime Galica, or Shota (1895-1927) fought side by side with her husband, Azem Galica, in Kosovar insurgent chettas for the liberation of Albanian territories from the Serb occupier. /pas/xh/

    [16] Ministry of Agriculture: 20 million lek to accelerate privatization process

    Tirana, Mar.8 (ATA) - By E.Xhajanka - The Ministry of Agriculture and Food decided to afford 20 million lek on accelerating the procedures of the privatization process of the public enterprises under its direction and the fulfilment of their documents.

    This decision is taken in a meeting hold in this Ministry, where the concrete steps are well defined in order to be ready the all documents about the privatization of these enterprises within March 20.

    The Ministry of Food and Agriculture has under the supervising the assets of nearly 60 enterprises spread all over the country.

    The deadline of completing the documents of their privatization is postponed several times. February was the last deadline. /linda/

    [17] Most sold books of outgoing week

    TIRANE, March 8 (ATA) - By Ornela Kadaifçiu: The outgoing week has not marked changes in the list of most preferred books.

    According to a survey made in several libraries of Tirane, the most sold books of the week are as follows: "Lazgush Poradeci 1". The book is a summary published several days ago by the Publishing House "Onufri". The book is accompanied by a study of Ismail Kadare and costs 800 leks. The novel "The palace of dreams" written by Ismail Kadare, is published recently in full for the first time by the publishing house "Onufri". The publishing house "Onufri" publishes the works of Kadare in the Albanian language since 1996.

    "Death comes from such eyes" of Rexhep Qosja continues to be listed among the most preferred books. The book costs 500 leks.

    Another book which has attracted the attention of several readers is the novel "The invitee" written by the distinguished French writer Claude Simon, winner of "Nobel" prize for 1885, and published by the publishing house "Onufri".

    The book "Love psychoanalyzes", written by Erich Fromm has continued "to attract" the readers. The book is published by the Publishing House "Dituria" and it costs 350 leks. /dast/A.A/

    [18] Meeting in Shkoder to back up Kosove

    SHKODER, March 8 (ata) - By M Malja: The Committee for the Defence of Kosove centered in Shkoder held a meeting on Sunday in support of the question of Kosove in Migjeni Theater hall.

    The chairman of the Committee Nexhat Grejzda expressed his support for the Rambouillet conference and invited all political subjects in Kosove to sign the agreement reached there. "We are for a peaceful solution of the question of Kosove and at the same time we call on the international community to intervene so that to halt the violence that Serb military- police forces are continuing to exert on innocent people," he added.

    The concert titled "Kosova, the Heart of the Nation" was performed for the participants in the meeting, most of whom were people displaced from Kosove since September 14, 1998. /pas/xh/

    [19] Government representative in commune of Shale appointed

    SHKODER, March 8 (ata) - By M Malja: The representative of the government in the commune of Shale in Shkoder district has been named. The spokesman of the prefecture told ATA that Prek Doci was the new representative of the government replacing Dede Prendi, who has emigrated to another country.

    For about six months, the commune of Shale, among the remotest in the district of Shkoder, had no chairman.

    The representatives of the prefecture who presented Doci in the commune, were hit by masked gunmen on their way back to Shkoder, 6 km from the centre of the commune. /pas/xh/

    [20] Korce police accuse prosecutor's office for releasing incriminated persons

    KORCE, March 8(ATA)-By B. Fejzullai, The Korce police blame and accuse the district's prosecutor's office of the grave situation of public order in this city.

    It filed a complaint to leaders of Public Order Ministry today, asking coordination of work with leaders of the prosecutor's office to bring the incriminated persons before justice.

    The spokesman of the Korce police department told ATA that there are dozens of cases that the district prosecutor's office have released incriminated persons, whom the police have detained, putting at stake the lives of the policeman, themselves.

    He said the most flagrant case is the decision of prosecutor Niko Shipcka, who last Friday released four detained persons from the police station under the pretext that "the documents had arrived late at the prosecutor's office" and that "point 3 of article 251 of the penal Procedure Code on the social danger posed by the detained had not been reflected."

    The spokesman explained that the documents had been sent to the prosecutor's office within the legal time-frame. As regards social danger of the detained he said that K.llazari has fired at the rapid intervention forces, T. Belba and A. Tole have offended and threatened the police leaders and M. Toshi, in complicity with the above persons, has stolen a "Benz" car.

    This is not the first time the prosecutor's office releases public order violators, a thing which has favoured criminality and destabilisation of order in Korce.

    During the January-February period alone four people were been killed, and several wounded in Korce. /pas/lm/

    [22] No legal grounds to investigate into Natalia Cea - Prosecutor

    TIRANA, march 8 (ata) - By Th Thanasi: Attorney General's Office refuted on Monday an article published in an independent daily on Sunday, according to which it will start investigation for Natalia Cea, chief of the 21st Division in Albania.

    According to the article entitled "Investigation for Natalia Cea," "The chief of the European Customs Mission has favoured set businesses, by not sending in time the information to anti-contraband structures..., and has cooperated with international traffickers."

    The Attorney General's Office has not started and has no legal basis to start inquiry into Natalia Cea, said to ATA Ardian Vishaj, spokesman of this institution.

    According to him, the Prosecutor's office considers fruitful the cooperation with the 21st Division which Cea directs in Albania and hopes that this cooperation will also continue in the future. /a.ke/xh/

    [23] ACA denounces fake alcoholic drinks

    TIRANE, March 8 (ATA) - By R.Xhuvani: Alcoholic drinks sold in Albania, are often produced with methylic alcohol and color substances, but these drinks are offered to the customers as original drinks of distinguished companies.

    Chairman of the Albanian Customer Association (ACA) Dr.Islam Cani, told ATA that the survey carried out in several affiliations of ACA in Albanian districts, shows that the producers pour the fake liquid in bottles bearing the labels of licensed companies, and in collaboration with owners of different locals, these drinks are served to the customers with a very low prize. This is easily made, explains he, because the customers can not play the role of the controller in such cases.

    According to the data of Albanian Customer Association, several kinds of alcoholic drinks are blocked time and again, but it is difficult to find the producers because they remain anonymous. /pas/A.A/

    [24] Custom duties payed for 22,2 tons coffees and 19 tons cigars

    Tirana, March 8 (ATA) - By Dorian Koci - During the first week of this month the custom duties are pay for some considerable quantities of goods. According to the figures of the Ministry of Finance in different custom points during the period of 1-6 March the custom duty is payed for 22,2 tons coffee and 19 tons cigars.

    During the first months of year 1999 the custom duties are payed for 174 tons cigars, 20.975 tons fuels and 3.7 tons coffee.

    Taking into consideration the figures of the two first months of 1999 the value of the custom duties of the coffee increased considerably during the first week of March.

    Anyway the consume rate of these goods always in increasing is so high, that means that the smuggling phenomena go on, but in small dimensions.

    Meanwhile, according to the data taken from the Ministry of Finance, the Custom Police stopped a lorry from Tirana in Qafe-Thana - Tirana road segment because among the fruit and the vegetables the driver put two sacks of undeclared coffee. The good are sequestrated and the lorry is sent to Elbasani custom house./linda/

    [25] Experts of Public Order Ministry in Kakavije

    KAKAVIJE, March 8 (ATA)-By H. Cani, A group of experts of the Public Order Ministry has been installed at the Kakavije border crossing in Gjirokaster district to check the implementation of police procedures at this post, such as solidarity tax collection and control of the documents of the citizens entering Albania.

    The experts say they will also ask the police chiefs in Kakavije to improve the entry and exit enrolment of citizens in the Albanian territory which in most cases is neglected.

    The fact that no administrative action is taken against the citizens whose documents are not sealed upon entering or leaving the Albanian territory, is not normal, they say.

    At the Greek customs, they add, in case the entry and exit enrolment is not respected, they fine the citizens or block their passports. /lj/lm/

    [26] Albania takes part in International Conference on stability in Balkan, Southeastern Europe

    TIRANE, March. 8 (ATA) - By A.Haxhiu: Albanian Deputy Minister of Foreign Affairs, Pellumb Xhufi, is taking part in the international conference "On insurance of stability in Balkan and Southeastern Europe", which is being organized in London, and will last as long as March 12.

    The press and information directory in the Foreign Ministry, told ATA that participating in the conference are senior personalities of foreign ministries, scholars, and journalists from England, Kosova, Croatia, Macedonia, Germany and other states.

    Albanian Vice-minister, Xhufi, is expected to hold a speech during the second day of the conference. His speech will be focused in the contribution given by the Balkan places, and more specifically in the contribution of Albania in stability of situation in the region. Xhufi is expected to hold meetings with senior personalities of British Foreign Ministry, regarding the strengthening of bilateral agreement, the latest situation in Kosova, the perspectives of resolving the crises there and others. /lh/A.A/

    [27] 16,7 million dollars Danish assistance for Albania

    Tirana, March 8 (ATA) - By E.Metaj - The Danish government put in disposal of Albanian Government a sum of 16,7 million dollars, which is going to br used on improvement of the police system, courts, attorneys, media and some several other social problems of the districts of Dibra prefecture, inform sources from the Ministry of Economy and Trade Corporation.

    According to the sources, this project of 16,7 million dollars will be directed by a coordinative committee. This project has an expiry of 3 years and it is granted.

    In order to harmonize the objects and the solution of those which are most important and had to be given the priority for finance a meeting is hold by the heads of the Ministry of Law, Work and Social Affairs, Information and representatives of Dibra Prefecture.

    After the discussions and the agreement with the Danish experts about the suggestions of the Ministry, the program of Danish Government will be approved by the governments. " This will open the way to its immediate accomplishment", stated the sources./lh/linda/

    [28] Head of Appeals Court in Gjirokaster replaced

    GJIROKASTER, March 8 (ATA)-By H. Cani, The head of the Appeals Court for the Southern districts has been replaced. The former head of this Court, Shkelqim Miri, has demanded to quit this office and has been replaced by the judge of this court, Tomorr Skreli, until a new nomination.

    According to sources from this court, Miri has himself asked to leave this office and has started work as a simple judge at the Appeals Court in Durres. He quits this office after more than six months when he was appointed head of this institution. /lh/lm/

    [29] Albanian diplomacy must be prepared as never before for Kosove - Premier

    TIRANE, March 8 (ata) - By I Luto: Albanian Prime Minister Pandeli Majko demanded on Monday in a meeting with senior officials of the Albanian Ministry of Foreign Affairs that they must be prepared as "never before" to face the challenges that the solution of the Kosovar question may present.

    "Now Albania," said Majko to reporters after the meeting, "has become an active part of the solution of the crisis in Kosove. It is working intensively with the Albanian factor, which has formed its physiognomy and unity."

    Speaking of the meeting to be held in Paris soon between the Albanian and Serbian parties, Majko said that "it is important to go towards the signing of the agreement initiated in Rambouillet, as an important step of a chain process."

    In today's meeting of the Premier in the Foreign Ministry, the press department of this ministry told ATA, the participants spoke of the means and forms to be used by the Albanian diplomacy to face all the challenges that may precede the process for the solution of the crisis in Kosove and for the contacts that Albanian diplomacy has had with representatives of the political-military forces of the Albanians of Kosove and representatives of the international factor.

    After the Albanian-Serbian talks ended in Rambouillet, the contacts between Tirane and representatives of the political factor of Kosove have increased. A Kosove delegation headed by Hashim Thaci, charged to form "the provisional government" of Kosove has been visiting Tirana for several days now. On Sunday the delegation met with the President of the Republic of Albania Rexhep Meidani, Prime Minister, Pandeli Majko and with the Minister of Foreign Affairs, Paskal Milo. /lh/xh/

    [30] Veterinary control centers all over Albania

    Tirana, March 8 (ATA) - By E.Xhajanka - The spreading of the control on the veterinary diseases all over the country through the 12 regional centers was the main reason of the meeting hold between veterinary specialists in the Ministry of Agriculture and the representatives of PHARE project, Dr.Huebl and Dr.Santinisi.

    "The strengething of these 12 regional centers will make possible the fulfilment of the deeds and demands in these districts aimed at protecting the animals' health", said the Albanian specialists.

    Since 1993 the sum of the projects on help of agriculture sector by PHARE program is nearly 34 million ECU, while in 1998-1999 this sum marks the value of 10 million ECU.

    While the Italian project financed a sum of 6.8 billion lirets and has as an objective the applied research in animal breeding, based on scientific parametres./lh/linda/
