    [02] Majko: Political and military forces in Kosova united on principal issues

    TIRANE, May 13 (ATA)-By U. Bajrami, Prime Minister Pandeli Majko on Thursday met with the chairman of the Democratic Prosperity Party in Macedonia, Abdurrahman Haliti.

    Majko said that the Albanian government is making efforts for the unification of the political and military factor in Kosova and holds that in principal issues these factors are fully united.

    "Our visit in Tirane is part of the contribution we are ready to give for the rapprochement of the political and military factors in Kosova, the unity of these factors, not to allow technical problems to generate undesirable situations,' said Haliti.

    The interlocutors shared their opinion in the indispensability that NATO air campaign continues and its five terms are met as the sole way to establish peace in the region. /led/lm/

    [03] Apache helicopters ready for military operation

    -Colonel Dornan: "We are only waiting order from NATO Supreme Command"

    RINAS, May 14 (ATA)-By B. Meta,

    "The famous Apache helicopters are ready to start military operation against the Yugoslav armed forces, but no final order has yet been received from the NATO Supreme Command in Brussels".

    The spokesman of the NATO forces "Task Force Hawk", installed at Rinas military airport, Lieutenant Colonel Garrie Dornan, told ATA on Friday.

    The U.S. "AH-4 Apache" helicopters arrived in Albania, respectively at Rinas airport, one month ago, along with the support infrastructure and two thousand ground forces. /led/lm/

    [04] Project for spiritual rehabilitation of Kosova women and children

    POGRADEC, May 14 (ata) - By B Fejzullai: The Association "Reflections" in Pogradec city is implementing for several days a project for the spiritual rehabilitation of the women and children deported from Kosove and housed in that city.

    Afroviti Gusho, director of the association, told ATA that the project is being implemented in cooperation with the centre of consultation for women and girls in Tirane. It aims at creating new spiritual conditions for the people who have survived from the Serb violence and especially the women and children, during the time they will stay in Pogradec.

    According to her, so far these centres have had evidence of physical symptoms of stresses such as tears, insomnia, muscular strain, etc,. both in children and women from Kosove. /pas/xh/

    [05] Majko: Meeting NATO's five terms, sole way to establish regional peace

    TIRANE, May 13(ATA)-Prime Minister Pandeli Majko on Thursday met in Tirane with German Federal Interior Minister Otto Schily, spokesman of the Prime Minister reports.

    "Situation is likely to precipitate further but we are determined to cope with it. We have opened borders with Kosova, Macedonia and Montenegro for all the Kosova war refugees, convinced that in this way we help preserve stability in the region," said Prime Minister Pandeli Majko.

    "I have shared views with the Macedonian Prime Minister on the NATO operaiton in the region and expressed public support for the government of Djukanovic in Montenegro".

    Majko said that he regarded the continuation of the NATO operaitons and the fulfilment of the five conditions put forward by it as the sole way for the establishment of peace in the region.

    German Minister Schily said that his second visit within a short period in Albania should be considered as an expression of sympathy for Albania and the way it is coping with the situation created.

    He pointed to the current efforts for the europianisation of the Balkans and said that Germany is very interested in a stabilised Balkans and in an end to the crime in Kosova.

    Evaluating Albania's role in the development in the Balkans, Schily said that Albania should be assisted in its efforts and it is significant to assist not only by providing humanitarian aid but also backing up budget.

    "In the future, too, Albania can strongly count on the German aid," said Minister Schily. /dast/lm/

    [06] Seven dinghies with illegal people on board forced to retreat

    TIRANE, May 14 (ata) - Seven dinghies carrying illegal people who wanted to go to the other side of the Adriatic, were forced to retreat during the early hours of Friday in the bay of Vlore thanks to the cooperation between Guardia di Finanza and the Albanian border police, said to ATA the spokesman of the contingent of Guardia di Finanza, deployed in the Port of Durres.

    According to him, after signals by Guardia di Finanza, 244 illegal people reached the Italian coast during the past night, after they had left from the coast of Vlore. Most of them, said the spokesman of the contingent, were Kosovars and some others were Albanians and Kurds.

    Italian police sequestered two of the dinghies and arrested their pilots, who were Albanian nationals and were identified as Arben Aitari and Ilir Dullaj, both from Vlore. /led/xh/

    [07] Janullatos donates aid for Kosovars sheltered in Gjirokaster

    GJIROKASTER, May 14 (ata) - Sh Hajno: About 10 tons of aid from the Albanian Orthodox Autochephalous Church reached Gjirokaster on Thursday afternoon, to be delivered to Kosovars housed in the districts of this prefecture.

    According to sources of the Church, the aid are a donation of the Arch Bishop of Durres, Tirane and all Albania, Anastas Janullatos, who accompanied himself the aid which was flied to Gjirokaster.

    This amount of aid consists mostly of foodstuff and detergents. Sources close to the church report that today, the Albanian Orthodox Autochephalous Church will bring through Kakavije other amounts of assistance for the Kosova deportees settled in the prefecture of Gjirokaster. /led/xh/

    [08] Over 500 Kosovars arrive in Albanian through Hani i Hotit border crossing

    KOPLIK, May 14 (ata) - By M Malja: Some 500 Kosovars mostly women, children and old people, reached Albania on Friday through the Hani i Hotit border crossing, about 30 km from Shkoder. Most of them were from the cities of Peje and Mitrovice and some had been working their way to Albania for several days.

    The spokesman of the police commissariat of the district of Malesi e Madhe told ATA that all the newcomers were bused to the railway station of Mjede, to be taken from then deep into the country.

    During the past Thursday, another 500 Kosovars reached Albania through Hani i Hotit. They were from Peje and Mitrovice, and were sheltered immediately in the reception centre in the cigarette factory in Shkoder. /led/xh/

    [09] Albanian Defence Minister meets Chief of French Army General Staff

    TIRANE, May 14 (ata) - Albanian Defence Minister Luan Hajdaraga met Friday with the chief of the General Staff of the French Army, the five- star General, Jean Pierre Kelche, the spokesman of the defence ministry said.

    The Albanian Minister of Defence hailed the contribution and presence of France in the context of NATO for the correct solution of the crisis of Kosove. The NATO conditions, according to Mr Hajdaraga, are the only guarantees that will ensure a just and lasting resolution to the crisis. Albania, he added, will continue to be a reliable NATO partner.

    Mr Hajdaraga expressed to the French senior military the desire of Albania for an intensification and expansion of the cooperation with the French army.

    The Chief of the French Army General Staff said that his presence in Albania is an expression of the will of France to assist Albania in this difficult situation.

    Mr Kelche also met today with his Albanian counterpart, Brigade General Aleks Andoni. /pas/xh/

    [10] Syndicalists criticize delays on increase of teachers' wages

    TIRANE, May 14 (ATA) - By P.Shuteriqi: The administration is delaying the augmentation in the wages of teachers approved by the Albanian government on April 22, the chairman of Syndicalist Federation of education and science, Xhaferr Dobrusha, briefed in a news conference held on Friday.

    Dobrusha expressed his concern that this decision entering in force on May 1 will not be given in the first 15 days of May "due to the bureaucratic delays of the Ministry of Education and Science, the Ministry of Local Government, administrations in the town-halls, district councils and in communes".

    According to the government decision, the monthly wage of the teachers will be increased by 20-30%. The new structure of wages estimates the teachers according to their categories, professional abilities, qualification and the like and takes into consideration the distance between the dwelling place and the school where the teacher works. The pyramid of wage system divides the teachers from the leaders.

    The conference pointed out that from the decision of the government profit a rise in the wages and rewards even lecturers of the universities and the employees bearing scientific titles and degrees. /pas/A.A/

    [11] Albanian President meets representatives of "Popular aid" Organization

    TIRANE, May 14 (ATA) - Albanian President, Rexhep Meidani, met Friday a mission of a French humanitarian organization "Secours Populaire" (Popular aid), chaired by Julien Laupretre, the press and information office close to the presidency reports.

    This organization numbering 900 000 members in France, is assisting the displaced Kosovars settled in the city of Durres, and the Albanian families in this city accommodating Kosovars.

    After having attended an information on the work of this humanitarian organization to help Kosova war refugees, President Meidani thanked the representatives of this organization and encouraged them to continue their work even in the future until the driven Kosovars are returned to their Homeland. /dast/A.A/

    [12] A costly justice lasts longer in historical memory - Majko

    TIRANE, May 14 (ata) - By Enkelejda Koraqi: In the meeting that Albanian Prime Minister Pandeli Majko had on Friday in Tirane with the Chief of Investigation of Crimes in Kosove, Denis Milner, he stressed that the crimes committed in Kosove must be punished.

    "The Albanian Government has taken the necessary steps to bring to the Hague Tribunal the regime of Milosevic. Serb generations should, before thinking of paying what the regime of Milosevic is presently doing, consider the reconstruction of their country. A costly justice lasts longer in the historical memory," said PM Pandeli Majko.

    Milner explained to PM Majko the activity his mission has made so far and said that he had noted a very good cooperation of Albanian partners in the gathering of facts and evidence of what is happening in Kosove. He considered as indispensable the assistance offered by the Albanian party.

    "Our investigation at all levels, will cover events in Kosove and for this all necessary actions are being made," Mr. Milner assured the Albanian PM. /dast/xh/

    [13] Solidarity of Saudi Arabia with arrivals from Kosove

    TIRANE, May 14 (ata) - By A Haxhiu: Albanian Prime Minister has received a message from the King of the Kingdom of Saudi Arabia Fahd Abdul Aziz Ali-Saud, through which he expresses the solidarity and profound grief of everything happening in Kosove "as a result of the offensive of ethnic cleansing which runs counter to all human rights and freedoms" and the belief that the war refugees will return to their homes.

    "The Kingdom of Saudi Arabia...is delivering aid for your country and we hope that our aid will relieve in the slightest the situation in your country...The people of the Saudi Arabia Kingdom shares the pain and hope with their Kosova brothers and are working to assist them," the King of the Kingdom of Saudi Arabia stresses in his letter. /dast/xh/

    [14] NATO terms, the only options for solution of crisis in Kosove - minister

    TIRANE, May 14 (ata) - By Enkelejda Koraqi: The deportation of the Kosovars from their country was the main objective of Milosevic, but he failed in his plans, stated at the start of the meeting with the Albanian Defence Minister Luan Hajdaraga, today in Tirane the Chief of the General Staff of the French Army, General Jean Pierre Kelche.

    "My presence here," stated Kelche, is a sign of friendship between France and Albania. We know well what it means to have such a flood of refugees into the country. This was the aim of Milosevic, but he failed thanks to your work," he added.

    In the separate meetings that General Kolche had with the Defence Minister Luan Hajdaraga and his counterpart, Brigade General Aleks Andoni, they stressed among others the indispensable need of cooperation between NATO and France in our country.

    "Albania is convinced that the NATO terms are the only options for the resolution of the crisis," pointed out Hajdaraga.

    After the meeting with the Albanian Defence Minister, general Kelche was also received by his Albanian counterpart Aleks Andoni.

    In a press briefing following these meetings, General Kelche explained the reasons of his visit to Albania. "I came to Tirane to see first of all the French soldiers here, how they are working. I believe they are making their utmost in aid of the ruling organizations to assist Albania in coping with the great influx of refugees. This is a very great problem for your country," he said in conclusion. /dast/xh/

    [15] FAO: 5,5 million dollars in support of Albania agriculture

    Tirana, May 14 (ATA) - By E.Xhajanka - " United Nations Food and Agriculture Organizaton (FAO) will support Albanian agriculture with a finance of 5,5 million dollars",told ATA the Minister of Food and Agriculture Lufter Xhuveli.

    During the meeting of the Agriculture Ministers of Mediterranean countries in May 10-11 in Roma,Italy the Minister talked with FAO Director for Europe Mr.Lindau, who promised the continuation of the aid addressed to Albania, especially at the moment when the current situation is very difficult due to the coming of Kosova Albanians.

    "At the moment FAO is asking for donors to distribute within few weeks to the Albanian farmers to hosted Kosova expelled agriculture mechanisms, pesticides, vaccines for animals, etc, which mark the value of 5,5 million dollars"- Mr.Xhuveli said./linda/

    [16] International Red Cross assists displaced Kosovars settled in Albania

    TIRANE, May 14 (ATA) - By R.Xhuvani: Albanian President, Rexhep Meidani, met Friday a delegation of the Internatianal Red Cross chaired by Zhan Daniel Toks.

    President Meidani asked them to increase the activity of the internatioanl Red Cross in assisting the Albanian families which sheltered the expelled Kosovars.

    Mr. Toks presented to President Meidani the attempts of the organization to enter in Kosova "in order to help the victims of Miloshevic war". He asssured President Meidani that the International Red Cross is working together with the Albanian Red Cross in many sectors, hospitals including.

    Meidani asked the interlocutor to review possibilities to create conditions for dispatched Kosovars even in winter time. He expressed his belief that the International Red Cross will be active and prepared to assist the displaced Kosovars and to return them to their soils.

    President Meidani reaffirmed his idea on creating a Marshal Plan for all the countries touched by the conflict, in order not to let Balkan remain, as he estimated , "the third Europe, but to make it turn in a normal integrating part in Europe regarding the economical and democratic dimension". /lh/A.A/

    [17] Chance games low cashing levels

    Tirana, May 14 (ATA) - By D.Koēa - The chance games and bingo are widely spread all over Albania, although they marked considerable profits, during the first four months 1999 the value cashed is 58 million lek or 50% of the plan.

    In this games, where thousand people spent their money and few of them win, the owners continue not to pay the tax duties. Nevertheless the repeated sequestration and the fees to the owners the tax organs still are weak to facing and avoiding the abuses in this sector.

    "The General Directorate is analyzing a detailed plan consisting of organization changes in order to serve to better tax payment and administration, especially of the change games," according to the General Tax Directorate Kujtim Brovina./led/linda/

    [18] IFAD 15 million dollars on watering system rehabilitation in rural areas

    Tirana, May 14 (ATA) - By E.Xhajanka - The beginning of a new project IFAD-3 was the topic of the discussions in the meeting held on Thursday in the Ministry of Food and Agriculture between the Minister of Food and Agriculture Lufter Xhuveli and representatives of the United Nation Agency on Agriculture development IFAD.

    The value of this project will be 15 million dollars and it is financed by IFAD, Denmark, Holland and the components this project will be implement.

    Beside the rehabilitation of the watering system in the rural areas it will include as well the land protection by erosion, planting, etc.

    Already exists the experience of bilateral cooperation between IFAD and Albanian Government such as the following projects' IFAD-1 and IFAD- 2.

    The experts of the third project in cooperation with the Albanian ones will define and draft the components and the areas this project to be implement, in order to be approved by IFAD Board within December.

    The rehabilitation of the watering and drainage system of the Albanians fields will be implements by a second project of the World Bank in cooperation with the Albania Government./linda/

    [19] 29 million lek cashed by voluntary contributions

    Tirana, May 14 (ATA) -By A.Lila - The voluntary insurances in Albania continue to remain in low limits. In great cities, where there are thousands of unemployed, the voluntary insurance is not paid for many years.

    Voluntary insurance is lower in agriculture. The incomes cashed during the first three months of 1999 by the voluntary insurance are nearly 29 million lek, inform ATA sources from the Institute of Social Insurance.

    Voluntary Insurance is part of general system of Social Insurance. Although the contribution for the voluntary is in its minimal values 2770 lek per head. The low cashing values stand for low level of their incomes.

    This insurance gives to the citizens the possibility to be insurance voluntary, if not according to law./led/linda/

    [22] French senate delegation to visit Tirana

    TIRANA, May 14 (ATA) - A delegation of the foreign and defence commission of the French Senate headed by the chief of the commission Xavier de Villepin will arrive for one-day visit to Albania on Saturday.

    Foreign department at the Albanian parliament said that the French delegation had a busy agenda.

    They were expected to meet with the parliamentary Speaker Skender Gjinushi, members of the foreign and defence commission president of Albania Rexhep Meidani and Defence minister Luan Hajdaraga.

    Later in the day the French senators will visit Elbasan and hold talks with local government officials. They will also visit the French military camp located in the city. Then they will visit a French military camp in Rinas airport. /lh/ak/
