    VLORE, July 15 (ata) - By Harilla Koci: Police do not make crime but they fight crime, stated the Public Order Minister Spartak Poci on Wednesday in the city of Vlore where he attended the meeting on the 6 month work of the Department of the prefecture police.

    The meeting determined the main directions of the work for the future but also the weak points. It stressed that the public order in that prefecture is an evident reality and this image cannot be harmed by set events which, however, are motives to correct the weak points at work.

    Most of the culprits for 30 murders committed during the past 6 months have been uncovered, speakers in the meeting stressed. Poci demanded the cooperation of police with the local government and the press. /led/xh/

    [03] Hijacker of Greek bus, 7 km near Kapshtica customs point

    KAPSHTICE, July 15 (ata) - Hijacker of a Greek bus near Thessaloniki, an emigrant from Albania, arrived and stayed 7 km from the customs point of Kapshtica during all the night on Wednesday in the Greek territory, ATA local correspondent reported from the eastern part on the Albanian-Greek border.

    The spokesman of the police commissariat of the district of Devoll told ATA that "Albanian police will not allow the bus to cross the border. For this purpose, all measures have been adopted in the Kapshtica border point, which has been reinforced with special forces and two buses have been placed horizontally on the road./xh/ (more)

    [04] Hijacker of Greek bus, 7 km from Kapshtica customs point

    KAPSHTICE, July 15 (ata) - Hijacker of a Greek bus near Thessaloniki, an emigrant from Albania, arrived and stayed 7 km away from the customs point of Kapshtica in the Greek territory during all the night on Wednesday, ATA local correspondent reported from the eastern part on the Albanian- Greek border.

    The spokesman of the police commissariat of the district of Devoll told ATA that "Albanian police will not allow the bus to cross the border. For this purpose, all measures have been adopted in the Kapshtica border point, sending there special forces, and two buses have been placed horizontally on the road.

    Last Wednesday, an emigrant whose name, according to Greek authorities, is Aleksander Nana, hijacked near Thessaloniki a bus with passengers aboard and asked from the Greek police that measures be taken against the policeman who had exerted violence on him. He also demanded his 5 million drachmas deposed in one of the Greek banks. The Greek authorities declared that the hijacker had demanded 250 million drachmas and an automatic rifle. From late hours on Wednesday until now, the bus keeps staying 7 km from Kapshtica customs point and sources report that during all the time, talks have continued between the hijacker and police. /pas/xh/

    [05] President Meidani celebrates National Day of France with French troops in Kraste

    TIRANE, July 15 (ata) - By Ilir Paco: Albanian President Rexhep Meidani conveyed in his address on occasion of the National Day of France, in the name of all the Albanians, most cordial thanks to President Jacques Chirac and the French people for the great support they made in the context of NATO for the solution of the question of Kosova.

    Meidani was in Kraste of Elbasan yesterday, where AFOR French troops are deployed, and in which the celebration to mark July 14, was held.

    The colonel of the AFOR French troops, Gross said that the French troops will accomplish with success their mission in Albania.

    1 000 French forces have been working the few past months in the districts of Elbasan, Korce and Gramch to set up camps for refugees from Kosova. /led/xh/

    [06] Conference "Albania's integration in Euro-Atlantic structures" planned for August

    TIRANE, July 15 (ata) - By Eva Londo: The conference "Albania's integration in Euro-Atlantic structures" is envisaged to be held in August and it will focus on the adoption of public policies and organization of the expression of the Albanian opinion on international pacts.

    As specialists of the Institute of Contemporary Studies (ISB) told ATA, for the realisation of this aim, ISB has started cooperation with Albanian independent institute and research centres which group the Institute of Public and Legal Studies, the Albanian Centre of Economic Studies, the Albanian Institute of Strategic Studies and the Centre of Economic and Social Studies.

    The chief of ISB, Artan Hoxha, told ATA on Thursday that "as the first activity we have planned to test the reaction of the Albanian opinion towards proposals circulating today in European circles for the development and integration of the Balkan region." /pas/xh/

    [07] 3 million USD for infrastructure of Kukes by UAE

    KUKES, July 15 (ata) - By R Hoxha: United Arab Emirates have accorded USD3 million for the rehabilitation of the infrastructure in Kukes district.

    The government envoy in the prefecture of Kukes, Vladimir Shehu told ATA that writings, according to which Arabs have left Kukes, published in certain press organs are groundless. Shehu said that USD2 million are being used for the going on work in the airfield of the city. In addition, NATO forces are making secondary improvements in this object. The runway of 2 km long and 70 meters wide will be asphalted depending on the agenda of the operations of NATO.

    The United Arab Emirates is investing in Kukes district a total of 500 thousand USD also on the drinking water network and 410 thousand USD on the rehabilitation of the roads in Kukes.

    Shehu also said that UAE has donated to the local police in Kukes 100 bullet proof jackets, 2 vehicles and other necessary items. /pas/xh/

    [08] Brother of Myrteza Caushi killed in Vlore

    VLORE, July 15 (ata) - By Harilla Koci: The dead body of Lefter Çaushi, brother of the Myrteza Caushi of Vlore, was recovered on Thursday at dawn, said sources of local police. They added that Caushi, 38, was uncovered in the place called Pylli i Sodes with his body massacred especially in the face.

    Although the culprits are not identified yet, the event has upset the public opinion in Vlore.

    Two weeks ago, in a bar owned by brothers Shehu, the victim's brother, Myrteza Çaushi was injured in a clash with the bar owners. One of the brothers, Robert Shehu, was killed in the fight, along with his uncle, Luan Bedini.

    Just a week ago, the Vlore district court passed the decision for unlimited prison arrest for Myrteza Çaushi, in absentia. /s.sh/xh/

    [09] Rugova arrives in Pristina

    PRISTINA, July 15 (ata) - ATA correspondent Behlul Jashari reports: Ibrahim Rugova arrived in Pristina today at about 1 p.m. accompanied by U.S. Ambassador in Skopje, Christopher Hill.

    Rugova was welcomed in front of the U.N. Mission where about 2 000 people were gathered, by the U.N. envoy Sergio Vieira de Mello with whom he had closed-door talks. "I am very happy in liberated Kosova," stated Rugova before a group of reporters, while he called "to rebuild democracy, the economic and social life, to work for democracy and independence."

    "I am very happy that Kosova has its own people returned and we will work for the happy future," said Rugova.

    U.N. Permanent representative Bernard Kouchner is expected to arrive in Pristina soon. After talks with De Mello, Rugova is expected to hold a press conference. Rugova left Kosova two and a half months ago. /p.ta/xh/

    [10] "Kosovapress" - is reorganizing

    Prishtina, July 15 - ATA Correspondent Belul Jashari reports:

    News Agency "Kosovapress", located on Tuesday at the Press Palace in Prishtina, the main center of Kosova media, is reorganizing now.

    "We hope to have the necessary staff, technical means and to set up the independent network of the correspondents of our agency", said the director of this agency Berat Luzha.

    "News Agency "Kosovapress", was the only information system in Kosova that do not interrupt the work even during the war. It kept the information system within Kosova", said Luzha.

    Luzha added that "Kosovapress" will not be politicized. He stressed that the cooperation and the mutual exchanges of the information with ATA, which existed even during the war,will be great in the new situations created in Kosova.

    "Among the cooperation priority of "Kosovapress" agency with other agencies will have ATA, which is an agency of Albanian state and we are looking forward to be so close to it.At the same time we aim at developing of the cooperation with other democratic agencies all over the world, which are interested in our information",said Mr.Luzha. /pas/linda/

    [11] Parliament decided to increase dwelling houses' tariffs

    Tirana,July 15 (ata) - By D.Kocca - The Parliament decided to on Thursday to increase the tax on dwelling houses.

    The Government based the request on increasing of the tax on the argument that the current tariffs are "of low level" and the law approved in 1994 was considered as "five years period".

    At the moment the tax of the special dwelling houses in city is 6 lek/ metre square per year, while the co-ownership buildings in town is 4 lek per metres square per year.

    As far as the other buildings are concerned, be used for different services commercial or productive,Albanian Government is of the opinion that the tariffs must not change.

    The project law is passed by the deputies only one change: the tax on special buildings was decided 10lek per metres square and no 20lek, as it is proposed by the Government.

    By these changes the incomes from the taxes on the dwelling houses will increase by 67,983 lek.

    [12] Head of Democratic Party Berisha met American Ambassador Frowick

    Tirana, July 15 (ata) - By A.Haxhiu - The Head of Democratic Party Sali Berisha had a tet-a-tet meeting with American Ambassador in Tirana, Robert Frowick.

    This is informed by the press and information office close to Democratic Party, which did not give details about the issued discussed.

    No reports are issued regarding today's meeting, if it is continuation of the one held on Wednesday midday between Berisha and Frowick or not, in which according to the same source, it is discussed about the situation in the country especially on public order, corruption, law abuses and the ways of passing this situation.

    According to the press office close to Democratic Party, American Ambassador Frowick said in the meeting that the American Government is engaged to do its utmost on solving these problems. /lh/linda/

    [13] Delegation of World Bank to visit Kuksi soon

    Kukes, July 15 (ata) - By Riza Hoxha - A delegation of the World Bank will visit Kuksi on July 19, headed by its President Mr. James Wolfenson.

    This is told to the staff of Kuksi Prefecture by Karlos Elbirt, Permanent Representative of World Bank in Albania, during his visit on Thursday midday in this town.

    Mr. Elbirt said that the President of World Bank will come in Kuksi, because this area kept the main burden of the Kosova comers influx and he will see the country where they have been accommodated and the consequences of the great influx, as well.

    Elbirt asked to be get acquainted in details with the problems faced by the Emergency Group and the Local Government, and the assistance that is giving for the Kosovars return home.

    The special envoy of the Government on emergency, Vladimir Shehu, paid attention to the consequences of the shelling of the Serb artillery in these areas. He told Mr. Elbirt that movement of the inhabitants of the border villages of Albania toward inner parts of the country took place and many other damages have been caused, as well.

    Shehu said that the emergency time is passed and the rehabilitation phase asks for more assistance for Kosova people, asks for funds on infrastructure investments and investments in the border villages, damaged by Serb bombardments. /lh/linda/

    [14] RP demands a popular referendum on the capital punishment

    TIRANE, July 15 (ATA) - By A.Haxhiu: Members of the Albanian Republican Party, who were pro the capital punishment in Albania even previously, demanded a popular referendum before Albania ratifies the European Convention of the human rights regarding the capital punishment.

    The chairman of Republican Party, Fatmir Mediu, told ATA on Wednesday that the Albanian parliament should not decide on an arbitrary way and that according to him, the New Constitution foresees the popular referendum in these cases.

    "It is necessary to refer to the Albanian citizens on the removal or no of the capital punishment. If a similar thing is not done, then I think that the interest of citizens is not a matter of interest for the present politicians", said Mediu.

    According to him the restoration of order in Albania does not need the European moderation, but it needs common harshness and willingness of all the Albanian political parties.

    The parliamentary assembly of the European Council asked Albania to ratify the protocol no 6 of the European Convention on the human rights regarding the capital punishment.

    Favoring the capital punishment in Albania are the parties included in the political grouping of the Albanian United Right-ring parties, where participating is even the Republican Part. /pas/A.A/

    [15] Vengeance - the cause of 60% of killings in Tirane

    TIRANE, July 14 (ATA) - By Th.Thanasi: About 60% of the killings committed in Tirane during the last six months came as a result of revenge, the Police Director of Tirane Police, Colonel Mithat Havari, briefed during a news conference held on Wednesday.

    Havari said that some 50 assassinations were committed and 68% of the killers were discovered by the police forces.

    According to Havari 70% of the authors of crimes are persons settled lately in Tirane or they have come from other cities to kill set persons, and this fact renders the discovery of criminals more difficult. The defendants in majority part of cases do not denounce due to the lack of belief they have to the Albanian justice or to the insecurity of life.

    Havari highlighted that 543 penal works were discovered out of a total of 679 penal works committed during the first six month period of 1999. Compared with the same period of the outgoing year, police forces achieved better results. /pas/A.A/
