    TIRANE, July 27 (ata) - By E Nepravishta: PM Pandeli Majko expressed his belief for a fruitful cooperation between the special envoy of the U.N. Secretary General for the Balkans Karl Bildt during a meeting he had with him on Monday in Tirane.

    Majko shared with Bildt the views of the Albanian Government for the future of the region and concentrated in particular on the developments in Kosova. He said that the Albanian institutions to be built in Kosova will have the right to decision-making," said PM Majko.

    Karl Bildt said that he saw a close connection between the success of the international action in Kosova with the success of this action in the entire region in general. He said that it is necessary to ensure a guaranteed process for the stability in the region in which the Albanian factor assumes a special importance. /led/xh/

    [02] EU commitment in region and Kosova will help solve present problems

    - Meidani - Bildt meeting -

    TIRANE, July 27 (ata) - The perspective of the region, the possibilities offered in the context of the Stability Pact, the situation in Kosova and its future were in the centre of the meeting held between the President of Albania Rexhep Meidani and the U.N. Secretary General special envoy for the Balkans, Karl Bildt who arrived in Tirane on Monday.

    According to the President's press and information office, President Meidani voiced his appreciation for the role of the United Nations in Kosova and in the region, underscoring in particular the clear stance of Mr Bildt with regard to the use of the German currency in the territory of Kosova.

    Referring to the situation in Kosova, Meidani said that the transitory period towards the consolidation of the institutions and a multi- ethnic society will be neither easy nor short. But the EU commitment in the region and in Kosova will make possible the solution of the present problems, he said. According to Meidani, the future of Kosova and Montenegro is seen in their inclusion as a separate unit in the European Community.

    Meidani asked more assistance in the process of reforms in Albania and highlighting the steps that must be taken towards the improvement of public order and elimination of corruption.

    In his valuation of the situation in the region, Mr Bildt said that there could be no success in a complete solution of the Kosova issue if we fail to reconstruct the region, thus reflecting the stance of the international community for a global solution of the problems the region has inherited and is presently is facing. /led/xh/

    [03] Our aim is to help you - Bildt

    TIRANE, July 26 (ata) - By A Haxhiu: The U.N. Special Envoy for the Balkans, Karl Bildt, hailed on Monday in a meeting with the DP chairman, Sali Berisha, the participation of this party in the Parliament and confirmed the U.N. efforts for the situation in Albania and Kosova, the DP press and information office told ATA.

    "Our aim is to help you. Now the situation in Kosova is under the full U.N. control. We want to sit by the same table all political parties of Kosova," said Bildt.

    Berisha stressed that he and DP do fully agree with the conclusions of the International Conference of Brussels and pointed out that his party is totally committed to present all alternatives so that, together with other political forces, to change the situation in the country. Focusing on the situation in Kosova, Berisha highlighted the successes of KFOR and the U.N.

    Mr Bildt arrived on a two-day visit to Albania on Monday. During his stay in this country, he has had meetings with highest ranking representatives of the Albanian state and with leaders of the political parties. /led/xh/

    [04] 500 000 leks to restore Mesopotam Monastery in Saranda

    SARANDA, 26 July (ata) - By Sh. Hajno: The Ministry of Culture has accorded 500 000 leks for the reconstruction of Monastery of Mesopotam (a village 15 km from Saranda, Southern Albania).

    The Mesopotam Monastry is believed to have been built in 11th century, while the St. Koll church in the last quarter of the 13th century. This church is unique for the Byzantine architecture and is distinguished for its size, decorations and, in general, for the high level of construction. In 1793 and 1845, the church had two reconstructions, which did greatly change its view.

    Some times ago, Saranda atelier gave the alarm for the urgent need of restoration of the Mesopotam Monastery.

    According to official sources, Saranda district had 105 cultural monuments in 1990, a part of which are object of cult. /pas/NA/xh/

    [05] Albanian Defence Ministry promotes 64 Armed Forces officers

    TIRANE, July 27 (ata) - By Enkeleida Koraqi: The Albanian Defence Ministry promoted 64 officers of Armed Forces in a ceremony held on Monday and attended by the Minister of Defence, Luan Hajdaraga, the Parliament Speaker, Skender Gjinushi, senior officers and the military attaches accredited to Albania.

    "Today's promotions are a symbol of your work and sweat, of your bravity and courage and determination to fulfil the tasks in the past one- year crucial period during the crisis in north of the country for the solution of the great cause of Kosova people," said Minister Hajdaraga.

    After more than half a century, the Albanian Army faced the biggest test for the defence of Albania's territorial integrity. Due to this, on the basis of the law of ranks of the AF of the Republic of Albania, 64 officers will have an earlier promotion to the ranks colonels, lieutenant- colonels, and majors. The officers of Kukes division, commando troops and military police etc., were distinguished for their special contribution. /led/NA/xh/

    [07] Some 400 students of "Luigj Gurakuqi" University graduated

    SHKODER, July 27 (ATA) - By M.Malja: Some 400 students are graduated in "Luigj Gurakuqi" University, Shkoder, during the academic year 1998- 1999. They were graduated in different fields such as in literature, mathematics, law and the like.

    The diplomas were delivered on Tuesday in a ceremony organized in the grounds of this university, where the participants were hailed by rector of this university, Gjovalin Gruda.

    Symbolic presents were handed over to the students achieving excellent results.

    Seven pedagogues of this university were awarded the titles "Professors", while 13 others were accorded the titles "Associated professors". /pas/A.A/

    [08] Berisha says consensus with Albanian political forces - principle duty of DP

    TIRANE, July 27 (ATA) - By A.Haxhiu: The National Committee of Democratic Part (DP) gathered on Tuesday, had in the focus of its meeting the setting of organization measures and the election limits for DP structures, setting of the date for the 5th Assembly of this party and creation of work groups for its preparation.

    DP chairman, Sali Berisha, said that the party he leads should work harder for normalization of life in Albania, which (the country) is engulfed by negative phenomenons such as the crime, corruption, contraband and other bad phenomenons. "In the given situation is our duty to set forwards clear alternatives to pull the country out of the crisis", said Berisha.

    DP leader treated as well problems regarding the ownership, because as he said, if the right of Albanians on wealth is not solved, the market economy will remain paralyzed. DP Committee endorsed today the date of the coming Assembly. DP assembly will be held on September 30, date demanded previously by the presidency of this party. /led/A.A/

    [09] Meidani receives message from President of Swiss Confederation

    TIRANE, July 27 (ATA)-By I. Paco, President of Albania Rexhep Meidani on Tuesday met with the Ambassador of the Swiss Confederation in Tirane, Thomas Feler, who handed over to Meidani a message from the President of Swiss Confederation, Ruth Dreifuss.

    The message is related to the 50th anniversary of the Geneva Diplomatic Conference, held on August 12,1949, at the request of the Swiss Federal Council, and which approved four international conventions with the aim to defend the war victims.

    The message says that these conventions, completed with two additional protocols and ratified by the majority of countries, form the basis of the international humanitarian right and aim at defending the needy people under emergency circumstances, such as the armed conflicts.

    "But we observe that several provisions of these conventions are still ignored and violated. The conflicts breaking out after the World War Two have caused great suffering to civilian population, first of all to women and children, who have become object of hostilities," the message says, which appeals that the celebrations on the 50th anniversary of the Geneva conference be associated with "a new devotion to the observation of human rights and their

    [10] Albania, Bulgaria, Macedonia: Joint projects in framework of "Stability Pact"

    Tirana, July 27 (ata) - By D.Koca - The Ministers of Finances of Albania (Angjeli), Bulgaria (Radev) and Macedonia (Stojmenov) agreed on several important issues concerning the finances in the framework of "Stability Pact", in the meeting held on Monday in Saint Naum, Macedonia.

    According to the final statement, the ministers agreed the three countries to strengthen the cooperation between them aiming at political stability, democratization and economic development based upon the agreement signed by the ministers of Foreign Affairs of the three countries few days ago in Sofia.

    Representatives of the three countries said in Saint Naum meeting that the development process of their countries should be treated parallel with the reconstruction of Kosova, without expecting for Yugoslavia democratization.

    They stressed the priorities of the joint projects of European interest, especially in road infrastructure, Corridor 8, railway, telecommunication, oil, gas, joint power system, etc.

    The three ministers agreed to ask for compensation of the damages caused by Kosova crisis through different financial means, such as grants, soft credits, etc.

    As far as the custom and tax administration is concerned it is agreeing on strengthening of the cooperation and harmonizing of the legislation in these fields in conformity with the European standards, as fundamental for implementation of Stability Pact.

    The three ministers share the idea of continuation of the cooperation between their institutions in the future, by starting with a round table concerning economic reconstruction, to be hold in Tirana. The second meeting will be hold in Sofia in September.

    The ministers invited for participation in this cooperation all the countries of Balkan region. /pas/linda/

    [11] Slovak President meets Albanian ambassador in Bratislave

    TIRANE, July 27 (ATA) - Slovak President, Rudolf Schuster, held a meeting recently with Albanian Extraordinary and Plenipotentiary ambassador accredited to the Slovak Republic, Pirro Milkani. Schuster is quoted saying "No obstacle exists practically for strengthening of cooperation between Albanian and Slovakia".

    Participating in the meeting was even the State Secretary in the Slovak Foreign Ministry, Mr. Figtel. Albanian Foreign Ministry reported that the Slovakian President suggested to the Mr. Figel the opening of a commerce and consulate office in Tirane, because it is a necessity, "if we take into consideration the Pact of Stability for the Balkans and the the important projects being prepared for its reconstruction. Seen from this point of view, even Slovakia can be a serious partner in these projects", President Schuster declared. /led/A.A/

    [12] Meta: All cooperation possibilities between Albanian businesses are created

    Tirana, July (ata) - By Elton Metaj - The end of the war and creation of the new situation in Kosova opened the possibilities of real cooperation in the economic field between the Albanian businesses, stated the Deputy Prime Minister Ilir Meta in the meeting held on Tuesday with the delegation of Kosova Economic Chamber, led by its head Ismail Kastrati.

    Albanian business, stressed Mr.Meta, should be present in reconstruction process of Kosova and in normalization of the life, as well.

    Great work should be done in institutionalizing the relations between Kosova Economic Chamber and Trade Chamber, stated the Deputy Prime Minister Ilir Meta.

    Mr. Kastrati said that "at the moment Kosova is in such situation that the Albanian business should play a defining role. The cooperation with the Albanian businesses is so necessary, because only this way the entering of Albanian serious and long-term investments will be possible". /led/linda/

    [13] EBRD allocated 1,2 million EURO in support of small enterprises

    Tirana, July 27 (ata) - D.Koca - European Bank for Reconstruction and Development (EBRD) financed some 1,2 million EURO in share-certification form in FEFAD bank, aiming at supporting the small enterprises in the private sector in Albania.

    EBRD investment is part of a capital, which include International Financial Corporate (IFC) and International Micro Investments (IMI). The capital offered will make possible FEFAD Bank to consolidate its position and will enlarge the services variety that this bank is offering for the private sector on small enterprises in Albania.

    At the moment there are few financial institutions that offer credits for small enterprises in Albania. FEFAD bank will continue to offer micro- credits and small credits worth 100- 20 thousand dollars. /pas/linda/

    [14] Secretary of Appeals Court wounds a citizen

    TIRANE, July 27 (ATA0 - By Karoina Risto: Albanian Appeals Court has experienced an unusual even on late Monday. The citizen, Diella Coli, 28, secretary in the appeals court, wounded the son of the president of "Riviera" Company, which is reconstructing the grounds of this court.

    The event started with a debate between the appeals court secretary and the President of the Company, Rapo Çela, where later was involved even the son of the president, Flamur Çela. After the quarrel, during which Diella was damaged in some parts of the body, she took out a pistol, which she hold without documents, and shot towards Flamur wounding him.

    The author of the crime left the spot immediately, but the police forces did not need a long period of time to catch her. /led/A.A/

    [15] Agenda of Parliament sessions is passed

    Tirana, July (ata) - By Alba Gjakova - The meeting of Parliament Board is held on Tuesday to define the agenda of the Parliament meetings for the coming week.

    Parliament Board, consisting of Head of Parliament, heads of parliamentary groups and the heads of permanent commissions, discussed some project laws, where the most important was the one "On Deputy Status" and the one "On some changes and supplements in the law for social supplemental insurance of the members of the Armed Forces of the Republic of Albania".

    Later on the deputies were gathered in commission level and it is foreseen to be gathered in parliamentary sessions on Wednesday and Friday. /led/linda/

    [16] Drenica facing enormous economic problems

    SKENDERAJ, July 27 (ata) - Kosova press reports that no industrial enterprise has yet become active in three districts of Drenica (Kosova center) due to enormous destructions.

    The Kosova press agency says that "Ferronikeli" and the "Trepca" ammunition and hunting factory in Skenderaj, where Serb forces stayed for 15 months, and which were targets of NATO bombardments, have suffered great damage and they cannot become operational without a capital investment.

    Work is underway to clean the premises of the PPC plastic processing factory in Skenderaj and of the Construction Materials factory, which have been less damaged.

    The agency adds that no one can expect the factories to operate or the sacked workers to resume work in these factories in Drenica at present. /pas/so/lm/

    [17] Fieri police forces destroy 1 118 narcotic plants

    TIRANE, July 27 (ATA) - By U.Bajrami: The police forces of Fier district have undertaken recently an anti-drugs action, object of which are the narcotic plants "canabis sativa" sowed by inhabitants of different villages of this city.

    Sources of the Fieri police commissariat inform that since the beginning of anti-drugs operation are destroyed more than 60.000 roots of narcotic plants. The police has proceeded and detained according to the law tens of inhabitants who have cultivated narcotic plants.

    The action will continue in the forthcoming days. Police forces discovered some days ago in Fier district an apparatus for pressing and packing the narcotic plants in a very high quality. /led/A.A/

    [18] Parliamentary Group of Socialist Party discussed project laws to be discussed in Parliament

    Tirana, July 27 (ata) - By Alba Gjakova - Parliamentary Group of Socialist Party led by the head Gramoz Ruci, held on Tuesday the regular meeting, and discussed about the project laws to be passed in the parliamentary session on Wednesday and Friday.

    The most important project laws discussed were the one "On Deputy Status", which regulates the rights and the duties of the deputy. This project law is approved in principles even by the Parliamentary Group of Democratic Party.

    The Parliamentary Group of Socialist Party discussed even the project law "On some changes and supplements in the law on social insurance of the members of the Armed Forces of the Republic of Albania", the project law "On watering and drainage", as well. led/linda/

    [19] Development strategies discussed in Durres

    -PM Majko attends conference-

    DURRES, July 27 (ATA)-By E. Nepravishta, Conference "Development strategies in Durres" was held in Durres on Tuesday. Defining the development strategies for the Durres prefecture was the topic of the conference.

    Attending the conference was Albanian Prime Minister Pandeli Majko, Governor of Durres Martin Cukalla, governor of Tirane Makbule Ceco, representatives of international organisations, donors and businessmen.

    Majko, hailing the development of the conference, held two days ahead of the Sarajevo Summit on the Pact of Stability for Southeastern Europe, expressed the commitment of the Albanian government to help develop this prefecture.

    The participants discussed the priorities of the development strategy, of which most important was the encouragement of private small and medium business, and launched the idea that the Durres port be declared a free trade zone.

    They also discussed regional transport priorities as well as the improvement of the ecological system of Durres prefecture. /led/lm/

    [20] Policemen protest against Court decision; Shkoder

    SHKODER, July 27(ATSH) - By M.Malja: Some 20 policemen of mobile groups of Shkodra district police commissariat staged a protest on Tuesday for about an hour before Shkoder district Court.

    The directorate spokesman of police prefecture told ATA that the protest emerged due to a decision adopted on Monday by the district Court for the release of 6 persons detained two days before by forces of this commissariat.

    Two of them did not obey the police order to stop at Vrrake post- block, situated 6 km away from the city. During the control in their vehicle the police found and blocked a "Skorpions" automatic rifle, kept without permission by the detainees. The same source informs that the other four persons were not released because they were a threat for the society.

    Reacting against this action, the judge Maliq Memçaj said that the police must bring exact proofs for every detainee. /pas/LD/A.A/

    [21] Figurative art of transitory period to be exhibited in a special line

    TIRANE, July 27 (ATA) - By Ornela Kadaifçiu: The figurative art of 90- ies is expected to be exhibited in a new line in the grounds of Art's National Gallery.

    Eleni Lapeni, organizer of the line, told ATA that the pictures and sculptures created in Albania during 90-ies will be exhibited in the line.

    The names of the work's authors will not be issued, while respective sources tell that "their selection is almost to the end", and that the line will be inaugurated at the end of September.

    The line of the art of transition will stand besides the medieval art where is exhibited the econographic art of XIII-XIX century, the hall of foreign authors, in which are exhibited original works of European authors, hall of romanticism where are included works belonging to 1880 till the end of Second World War. /pas/A.A/
