  • [01] Reformation of Albanian army is making progress

    TIRANE, Sept 14 (ATA) - "I am impressed on the way you and the Albanian government are progressing in the reformation of the Albanian army", the newly appointed ambassador of USA in Albania, Joseph Limprecht stated to the Albanian Minister of Defence, Luan Hajdaraga over his first meeting with him on Monday.

    Limprecht assured that the good relations in all fields between the two countries will continue in the future.

    Albanian Minister Hajdaraga highlighted the cooperation between the two armies during the crisis in Kosovo and stressed that "the process of the passage of the Albanian army into NATO standarts is difficult, but we are convinced that with your help and support of other friends we will succeed in realising this process".

    Further, they focused on priority fields of the military cooperation and Albania's role in the region, as a participant of the Stability Pact. /led/so/

    [02] Joint declaration in support to Stability Pact approved

    TIRANE, Sept 14 (ATA) By A. Gjakova: - The Assembly approved in the Monday afternoon plenary session with majority of votes the joint declaration of various parliamentary political groups in support to the Stability Pact.

    The declaration stated that the Assembly approves goverment preparations for the Stability Pact, acceleration of the democratic reforms, institution consolidation, privatization and economic and political integration in the International Community.

    It demands that Government further and essentially improve order to fight corruption, contraband and criminality, to achieve stability and constant development.

    The declaration assures the Assembly will accomplish with quality and responsability all the legislative obligations to consolidate the democratic institutions as a guaranty to meet the conditions and obligations deriving from the Stability Pact. /led/gs/

    [04] Fier inhabitants camp outside due to quake fear

    FIER, Sept 14 (ATA) By Harilla Koci: - Fear of a probable quake forced Fier inhabitants (Southeastern Albania) pass the night outside.

    News spread for another probable quake during night caused fear among people. This panic originated in the seismic tremors of Monday noon at 12.57 with its epicenter in Mallakaster measuring 3-4.0 on Richter scale even in Fier and Vlore.

    The city though has experienced the noisy animation of an unusual night till 4.00 in the morning. Thousands of people, gathered round bonfires have populated the areas near the houses. led/gs/A.A/

    [05] Final preparations for "Expo Gjirokastra '99" fair

    GJIROKASTER, Sept 14 (ATA)- By Sh. Hajno, Preparations for the "Expo Gjirokastra '99", due to September 18-21 in Gjirokastra (South of Albania), are coming to an end, sources from the Chamber of Commerce told ATA on Tuesday.

    The fair, with 27 pavilions, will display mainly products of the district companies and trading companies that have the exclusivity on several articles, while other institutions such as the Savings Bank and Insurance Institution will display in their pavilions all kinds of services they offer to clients".

    "Expo Gjirokastra '99" will be visited by many businessmen from Greece and officials of the Chambers of Commerce from different Northern cities of the neighboring county. Meanwhile several Albanian-Italian joint enterprises have shown great interest on this fair.

    It is the first time that a fair of this kind is being organized in Gjirokaster. The town-hall of Gjirokastra and the German Foundation GTZ have contributed to the organization of the fair. Sponsor of this activity is Tirana's company Elida-Co. /led/so/

    [06] Some $ 11 million invested on construction of the touring village of Ksamil

    SARANDE, Sep. 14 (ATA) - By SH.Hajno: The construction company SCIA, will carry on the regular proceedings for building the touring village of Ksamil on the account of the Italian company TORCELO, which invested about $ 11 million, sources from this company told ATA on Tuesday. According to them the investments will enter an intensive phase and the touring village will be put on full efficiency within a time period of two years.

    TORCELO was the only company among at least five companies which ensured during the last years a construction surface in the Ksamil-Butrint area. It was the only company which correctly initiated the proceedings within limits set by Albanian institutions such as Commission of Territory Regulation, and the Committee of Tourism Development.

    Ksamili is decided to be an area with priorities in tourism development. /led/A.A/

    [07] Albanian Premier visits Tropoje

    BAJRAM CURRI, Sep. 14 (ATA) - Albania's Premier, Pandeli Majko, during a visit in the city of Tropoje on Tuesday (northeastern Albania), offered hopes to the people of Tropoje for a better life to be realized through concrete projects.

    "The state will come to Tropoje. It (state) can never lose, and let no one dare fight with the state. The grave events happening recently in Tropoje one after another forced the state and law come back to power in Tropoje to establish the normal life", revealed Majko during a meeting with leaders of local government and other institutions in Tropoje.

    The ministers of governmental cabinet, Poçi, Shuli, Rrapi and Demeti who are accompanying Majko in his visit, are introducing projects which are thought to be implemented in Tropoje district.

    This is the first time Pandeli Majko is paying a visit in Tropoje during his mandate as Premier of Albania. /led/A.A/

    [08] Albania competes in Cairo with "Vita Brevis"

    TIRANE, Sept 14 (ATA)- By K.Shehu, The 11-th edition of the International Festival of the Experimental Theaters, where Albania was presented by the independent theatrical company "Oasis" directed by the producers Gazmend Gjoka and Altin Basha, was concluded.

    Although "Vita Brevis" was not awarded any trophy in this festival, it arose great interest on spectators.

    The popular actor, Mirush Kabashi, who was awarded the Golden Medal this year, was a guest of honor in this festival, while two years ago on this same stage he was honoured with the "Golden Sphinx" among 1 000 actors from 46 world countries.

    The Albanian scene master hold a speech, over this edition, on the Albanian theater progress in general and the experimental one in particular.

    In this year's edition of the Festival, Albania was highly appreciated. The actor Dritan Brahimllari, ex student of the Academy of Fine Arts in Tirana, who represents actually the Spanish theater, was honoured as the best actor of the festival. /led/so/

    [09] Albanian Parliament speaker in Vienna

    TIRANE, Sept 14 (ATA) By A. Gjakova: - Assembly chairman, Skender Gjinushi, departed for Vienna, to take part in the "Competition and future vision" Forum, organized by World Bank in cooperation with the Austrian government.

    Problems concerning the competition and foreign investments will be the focus of this activity in which several countries' parliament speakers will participate. The Forum will revise proposals conducted by experts and private sector representatives of the participating countries aver concrete projects.

    The Albanian Assembly chairman will have on Tuesday a meeting with Austrian deputies and businessmen where he is to put forward the guarantees the Albanian legislation offers to the foreign investors and the immense opportunities Albania offers to investments in all fields of economy./led/gs/

    [10] A dinghy with 40 illegal emigrants detained

    TIRANE, Sept 14 (ATA)- By S.Gjerdeni, A dinghy with some forty illegal emigrants on board was detained by the border police forces of Durres, on early morning on Tuesday, sources from prefecture police told ATA.

    While the police border forces blocked the dinghy at sea, some individuals not yet identified, fired at them from the seashore.

    The chief of the police border, Asqeri Zemani, informed the police officials on the occurrence. Police forces of Durres and Kavaje and Guardia di Finanza arrived immediately on the spot. Six individuals, among whom the dinghy owners, were taken to the commissariat by the Kavaje police. The vehicle is blocked as a material evidence. /led/so/

    [11] Draft-law on privatising hydro-power stations below five MW discussed

    TIRANE, Sept 14 (ATA)-by A. Gjakova, The Law Commission on Tuesday discussed the draft-law "On the privatisation of hydro-power stations below five MW", due to be tackled at Thursday's plenary session.

    The draft-law observes that power generation from the local hydro- power stations below five MW has been decreasing, due to obsolete technique and lack of financial means.

    Meanwhile, their current power generation is estimated at 11 million kwh, which is equal to the electric power consumed in Albania at a summer night.

    Their privatisation will help improve their current situation and will also put into operation 44 hydro-power stations which currently are inactive.

    Under the draft-law "On the privatisation of the hydro-power stations below five MW", the incomes from their selling will go 95 per cent to the Power Generation and Distribution Firm (KESH) and five to the National Privatisation Agency.

    These hydro-power stations in Albania total 83 and their average power generation is envisaged to be 60 million kwh. /lm/

    [12] Albanian Minister of Finances to attend "Competition and Future Vision" Forum

    Tirana, September 14 (ata) - By D.Koca - The Forum of High Level Policies on Competition and Future Vision of the Southeastern Europe will be held in Vienna on Wednesday. The Albanian Minister of Finances Anastas Angjeli will attend this Forum, which is organized by the Institute of World Bank.

    Some 90 senior officials, Parliament speakers, foreign and regional experts, business leaders and representatives of Southeastern Europe and Austria are participants of the Forum.

    This Forum will deal with the recommendations given by the foreign and regional experts and business leaders, with the ways of improving the industries competitions and select sectors. It will define the issue of private investments and will define the ways to strengthen the regional cooperation. /linda/

    [13] First movie on Kosova ready

    Tirana, September 14 (ata) - By Ornela Kadaifciu - A love story during Kosova tragedy is the "core" of the movie "Valsi i ngrire"(Frozen Waltz), whose preparations are at their end.

    "Valsi i ngrire" is the first cinematographic production of a private television (TV Teuta) and the first artistic movie treating Kosova theme.

    The love and the death are the main themes of this movie. The film Director Bashkim Hoxha told ATA on Tuesday that "this film is against violence and cruelty".

    "It is a movie for love and survival, based upon the days of Kosova tragedy", said Hoxha.

    Some half million Kosova Albanians were forced to enter in Albania due to Serb violence and massacre in Kosova during the period March-June 1999. /linda/

    [14] DP denies receipt of formal invitation from U.S.

    TIRANE, Sept 14 (ATA)-By A. Haxhiu, The Democratic Party (DP) on Tuesday denied receipt of any formal invitation from U.S. institutions for the Albanian opposition delegation, composed of representatives of the Democratic and Republican parties, which left for the U.S. yesterday.

    According to the delegation members, the visit is made at the invitation of the chairman of the U.S. Congress Foreign Commission, Beniamin Gilman, and includes meetings at the Congress, the White House and the State Department.

    "The DP legislators are not aware of any invitation coming from the U.S. state institutions for the DP parliamentary group. According to the information we possess, Gilman has only accepted a request issued by DP legislators to meet him," DP spokesman Edi Paloka told a conference today.

    He said that concerning this issue the DP had directly contacted Hersberg, Gilman's media representative, who had said that Gilman has made no invitation, but it is only a request by DP deputy-chairman Genc Pollo to meet with him.

    Thus, the Democratic Party says that this visit of the Albanian opposition delegation to the U.S. is nothing but a visit programmed by the Albanian-American community. /lm/

    [15] Some 60% of food items to enter in Albania are expired ones

    Tirana, September 14 (ata) - By E.Xhajanka - The second day of the seminar entitled "to protect the health of the Albanian consumer" organized by the Ministry of Economic Cooperation and Trade is held on Tuesday at Tirana International Hotel.

    Representatives from the European Center of Consumers were present as well in this seminar. The rights of the consumers and the ones of the Ministry of Economic Cooperation and Trade, the control of the food items are treated in this meeting. According to the Head of the Consumers Association Mr. Islam Cani more than 60% of the food items to enter in Albania are expired ones.

    The representatives of the Consumers Association asked for a closer cooperation between the Albanian Government and the association.

    The work to be done to adapt the Albanian legislation with the one of the European Community is discussed in the seminar, as well. /linda/

    [16] Albania Minister of Justice asks for American assistance in field of justice

    Tirana, September 14 (ata) - Albanian Minister of Justice Ilir Panda asked for American assistance in the justice field, in the meeting held on Monday with the American Ambassador in Albania Joseph Limprecht.

    USA Ambassador was interested in several questions concerning the Albanian justice and in further increase of the bilateral cooperation in the justice field, told ATA the spokesman of Ministry of Justice.

    Minister Panda informed Limprecht about the work done by the Ministry he runs on reviewing the codes in conformity with the new Constitution, about the problems that came out in practice, which are made evident and the measures taken to solve them as soon as possible.

    Minister Panda spoke about the work done by the part of Justice Ministry in combating the corruption in court system.

    American Ambassador Limprecht expressed to Minister Panda the wish of the American Government for further cooperation in the field of justice.

    After thanking for the assistance given by the American Government in training the judges, Minister Panda asked the American representatives for further assistance in the field of Civil and Commercial Right, through training the Albanian judges and organizing meetings and seminars between the experts of the two countries.

    American Ambassador pledged further assistance aiming at supporting the democratic processes in Albania. /linda/

    [17] 55 Vlora citizens have the right to be employed in Italy

    Vlora, September 14 (ata) - By Harilla Koci - 55 Vlora citizens have the right to be employed in Italy this year.

    This is confirmed for ATA by the director of employment office of this district Sejmen Gjokoli. He said that their employment is made possible through the implementation of the agreement signed between the Italian Embassy in Tirana dn Ministry of Work and Social Affairs, after the decree of the Italian Government on employment of the Albanian citizens in Italian work market.

    Referring to the legal procedures passed between the two Governments, Vlora citizens are employed in construction sector, in agriculture, trade system, hotels, services, handcrafts, etc. /linda/

    [18] We support democratic processes -Limprecht

    TIRANE, Sept 14 (ATA)-By A. Gjakova, Joseph Limprecht, U.S. ambassador to Albania, on Monday expressed the will of the U.S. Government to help with the democratic processes in Albania and in the region in general as well as U.S. support for the implemention of the Stability Pact.

    "We do not support certain individuals and forces, but the democratic processes and the Albanian people, who manifested important values during the crisis in Kosova," said Limprecht at a meeting with the Socialist Party (SP) Secretary for International Relations, Arta Dade.

    Limprecht also thanked the Albanian government which concretely cooperated with the International Community during this crisis.

    Responding to Limprecht's interest in SP approach on the political situation at home, Dade made a presentation of the situation from the SP point of view, the spokesman of this party reports.

    Dade said that SP has been consolidating as a party of the European left since when it was in the opposition and now as result of its role and responsibility as the country's parliamentary and governing majority.

    She expressed the will and commitment of the Government to fight crime, contraband and corruption as preconditions for the restoration of law and order and economic development of the country.

    Dade expressed SP's attitude towards Kosova. "We consider the future of Kosova in the context of the institutional, democratic and economic development of the entire region towards European integration, in the context of the new spirit in the Balkans, free of nationalism and phobia,' said Dade.

    On behalf of the SP, Dade, through the U.S. Ambassador, thanked the U.S. for it efforts and engagement in support of the democratic processes in Albania, in support of the Albanian government in overcoming the successive situations.

    She also appreciated the U.S. determination on the indispensability of political changes in Serbia. /lm/

    [19] We welcome finances of International Bank of Black Sea in Albania, say Minister of Economic Cooperation and Trade

    Tirana, September 13 (ata) - By I.Luto - We welcomed the finances of International Bank of Black Sea in different activities related with the business development, said the Albanian Minister of Economic Cooperation and Trade Ermelinda Meksi in the meeting held on Monday with Daniela Bodeva, Vice President of the International Bank of Black Sea.

    According to the Ministry of Information Minister Meksi said in the meeting that the cooperation level between Albanian Government and the International financial institutions is high and informed Mrs.Bodeva about the work performing in the frame work of the regional integration, where a special part is covered by the foreign finances.

    Answering to the interest of Mrs.Bodeva, Vice President of International Bank of Black Sea, which is a new bank to be present in Albania, Minister Meksi stated that there are a number of foreign banks performing their activities in Albania and the Albanian legislation creates all the possibilities concerning this issue.

    International Bank of Black Sea is a new bank, founded recently. Its headquarter is in Thessaloniki and operates upon international scheme of banking system.

    Albania is a member of International Bank of Black Sea and has 2% of bank capital, having its representatives in Governing Board, as well. /linda/

    [20] We will mercilessly combat crime in Tropoje - minister

    BAJRAM CURRI, Sept 14 (ATA)-By E. Nepravishta, Minister of Public Order Spartak Poci said in Bajram Curri on Tuesday that the Albanian state is determined to attack crime in Tropoje through the force of law.

    "We will mercilessly, based on the laws of the state, attack anyone who will dare cycle or recycle crime in this district", said Poci, at a meeting at the Tropoje district Council which as also attended by Prime Minister Pandeli Majko.

    Besides the great problems encountered in Tropoje, the participants at the meeting, local government representatives and leading officials of the district institutions also pointed to the indispensability of restoring law and order.

    Poci said there can be no development in Tropoje unless infrastructure is build and public order is restored there.

    "We should not allow groups of people to hamper road towards development," said Poci, who said that on proposal of Prime Minister Majko the Ministry of Public Order is undertaking the first steps towards order institutionalisation.

    "We are also cleansing ourselves of the elements who are incapable or implicated in crime," said Poci who appreciated the support of the Tropoje people and their desire for the restoration of law and order.

    The public order issue was one of the hottest points of the meeting, in which Albanian Prime Minister, himself, stressed that "The rule of law will come to Tropoje. The rule of law can never be lost and no one will dare confront it. It took a series of bloody events before the force of the state could be felt in Tropoje and bring normal life". /lm/

    [21] New projects to be implemented in Tropoja district

    Bajram Curri, September 14 (ata) - By E.Nepravishta - Several important projects started or ready to be implemented are presented on Tuesday during the meeting organized in District Board of Tropoja between the Albanian Prime Minister Pandeli Majko and representatives of Local Government and other main institutions of the district.

    The Minister Poci, Shuli, Rrapi and Demeti, who accompanied the Prime Minister Majko in this visit, presented the new projects to be implemented in Tropoja district. They were considered of vital importance for economic development and live normalization in this district.

    The reconstruction of 14 schools damaged by the Serb bombardments need an investment of some 42 million leks. 5 schools will be reconstructed and two new schools will be constructed in 1999. "School equipment" are approved as well. These all marked some 27,3 million leks. Meanwhile some 20 million leks will be offered from the fund of facing the Kosova emergency to make possible the completion of the operations in 9 objects, already started and further provisions with school equipment.

    The construction of 12 medical centers worth 42 million leks will be completed within 1999.

    While the projects on completing different road segments Sopot- Tropoje (7 km), Tropoje e Vjeter-Qafe Morine (7 km), Bajrram Curri-Kam- Krume (70 km) are partially financed and need other funds.

    The project to connect Tropoja with prefix is completed by Albanian Telecom.

    The reconstructions of Bajram Curri Museum and Culture Palace are two other projects, whose funds are planned by the Ministry of Culture.

    As far as the construction of town market, the Ministry of Local Government allocated a fund of 5 million leks.

    While for the projects of "Regional Water pipeline of Tropoja" and "Reconstruction of water pipeline network", the Ministry of Public Affairs and Transport will foresee the funds on these projects. /linda/

    [22] Let us all together win the great fight for normal life - Majko

    Bajram Curri, Sept 14 (ATA)-By E. Nepravishta, Albanian Prime Minister Pandeli Majko on Tuesday visited Tropoje district, where he met with representatives of local government and important institutions.

    "I have closely followed the peripeties your region has experienced over the last ten years of pluralism, peripeties which certainly originate from earlier than these ten years and which naturally are far from what would be called a final solution, but which, however, are on the way to solution," said Majko in his address.

    Referring to public order, which constitutes a real problem in the northern district of Albania, Majko said: "It took a series of bloody events before the force of the state could be felt in Tropoje and bring normal life."

    Further on he said "today is better than yesterday, tomorrow will be better than today. All governance are temporary, this is the essence of pluralism, but pluralism will mean at the same time respect for the will expressed at the polling booths and not on streets.

    "I believe this is high time to renew our common challenge, the challenge for construction, the challenge to build normal Albania," said Majko in conclusion.

    In this visit Majko was accompanied by Public Order Minister Spartak Poci. /lm/

    TIRANE, Sept 14 (ATA)-By A. Haxhiu, The Democratic Party has regarded a statement of the Assembly in support of the Stability Pact on Monday as demagogic and for propaganda purposes, asking its reexamination by the Assembly.

    The DP Secretary for Public Relations, Vili Minarolli, made public DP's demands at a news conference on Tuesday so that the DP approves the statement of Parliament.

    "The government should engage in finding the perpetrators of deputy Azem Hajdari, wage a real fight against crime, dismissing the incriminated and corrupt persons from its insitutions."

    "The State Control should be transferred to the direction of the DP and the law on independent investigation of property and activity of politicians of any political force be approved," said Minarolli.

    The Assembly on Monday approved by a majority of votes the statement in support of the Stability Pact. The statement was compiled on the basis of three declarations issued during the debate in support of the Stability Pact by the SP, DP and SDP groupings. /lm/
