    TIRANE, Oct 12(ATA)-The Hollywood actor, Michael Douglas, who arrived in Albania on Monday will hold a news conference at Hotel Rogner in Tirane today, Tuesday, according to UNDP office in Tirane.

    The conference will be held at the end of his two-day visit to Albania as a Messenger of Peace, sent by U.N. Secretary General Kofi Annan. /dast/lm/

    [02] Meidani calls for strengthening institutions -By Ylli Pata in Rome-

    ROME, Oct 12(ATA)-President of the Republic Rexhep Meidani on Monday, referring to the election of Fatos Nano at the head of the Socialist Party, said that the party congresses and protagonists in politics should contribute to the consolidation of institutions and strengthening of the state through the law.

    At a news conference held at the U.S. University of Rome, where he was awarded the title Honoris Causa, Meidani, responding to Italian reporters' questions on Nano's elections as party leader, said that "this is normal because it responds to democratic standards".

    He said the party congresses should further improve institutions and political protagonists should contribute to strengthening the state through the law.

    Meidani returned home on Monday evening after a four day visit to Italy. /led/lm/

    [03] IFC to be active in NTB privatization

    TIRANE, Oct 12 (ATA)- By Elton Metaj, The International Financial Corporation (IFC), part of the World Bank, will take part actively in the privatization of the National Trade Bank (NTB), deputy president of IFC Peter Woicker confirmed during the meeting with the Albanian minister of Finances, Anastas Angjeli on Monday.

    Angjeli asked strategic investors, where IFC is also included, to respect deadlines decided for the privatization of NTB.The privatization of NTB, Savings Bank and other strategic sectors such as Telecom and steel production were the issues discussed in the meeting.

    IFC, on its part, will continue cooperation with FEFAD, SME project as well as with the U.S - Albanian Bank.

    On the 8'th of November, a meeting will be held between "KENT BANK", European Bank for Reconstruction and development (BERZH) and IFC, which are the three strategic investors to take part in the privatization of NTB. /led/so/

    [05] Over 486,000 travelers prefer Durres maritime service

    DURRES, Oct 12 (ATA)- By Gezim Kabashi, During the first 9 months of this year, some 486.561 passengers, of whom 60 % Albanian nationals, have arrived in Durres port and left for other Mediterranean ports.

    According to statistics provided by the ship handling sector in this port, in September alone the ferries have transported 67.705 passengers.

    Administrated by powerful maritime companies, these ferries arrive mainly from the Italian ports of Bari, Ancona, Trieste, the Croat port of Cooper and at certain periods from the Greek port of Patras.

    During the last 9 months, the Durres port, the biggest in Albania, has been frequented by 281.998 locals and 169.966 foreigners.

    During the Kosova emergency and the summer season there has been a record number of travellers. /so/lm/

    [06] Some 4 500 houses burned in Rahovec commune

    PRISHTINE, Oct 12 (ATA) - In Rahovec commune 4 500 houses have been burned while the villages of Krusha e Madhe, Bellacerka, Celina, Brestoci, Hoca e Vogel, Apterusha, Zocishti, Zatriqi, Drenoci, Reta e Ulet, Guri i Kuq, Polluzha, Pastaseli, Senoci and others have been burned almost totally, Albanian sources from Kosova reported on Tuesday.

    Many families continue to be homeless, while humanitarian organizations are distributing tends and repairing the burned houses, the newspaper "Koha Ditore" reports.

    In Brestoc village 254 houses out of 270 are uninhabitable, the newspaper says. The non governmental organization ACT will repair 160 houses, the German firm CIMIC will reconstruct houses in Hoce e Vogel, while the Italian association IPSIA has donated to Krusha e madhe village constructing material, sources from Kosova report. /led/so/

    [07] Kosovars still staying in Kukes and Has

    KUKES, Oct 12 (ATA)-By R. Hoxha,

    Kosovars have returned home since two months ago but there is still a small number of Kosovar families staying in the districts of Kukes and Has, the UNHCR office in Kukes reported on Tuesday.

    There are 14 Kosovar families with 82 members in Kukes and 11 families with 65 members in Has, from Prizren, Suhareke, Malisheve, Ferrizaj and other villages and they are supplied with food and clothes by the Red Cross associations of these districts.

    Meanwhile preparations are underway to host nearly 10 000 Kosovars, who, according to UNHCR, are coming to Albania to pass the winter.

    Following March 26, when NATO bombardments started against former Yugoslavia until the beginning of June, some 418 600 Kosovars entered Albania.

    After June 13 a good part of Kosovars returned to their lands spontaneously and the rest with the aid of UNHCR. /led/lm/

    [08] Kouchner meets political subjects of Kosova

    PRISHTINE, Oct 12 (ATA)-U.N. civil administrator in Kosova Bernard Kouchner met Tuesday with Albanian political subjects for the creation of a broad-base executive force, which will govern the country until the coming elections, sources from Kosova told ATA.

    Kouchner aims to reach an agreement, which he will present to the U.N. Secretary General, Kofi Annan, due to arrive in Kosova on Wednesday.

    Talks are underway at experts level and the fifth confidential meeting is expected in the evening between Kouchner and Premier Hashim Thaci, LDK leader Ibrahim Rugova, LBD chairman Rexhep Qosja and other leaders of Kosova political subjects.

    The Albanian representatives in the talks are said to ask equal co- governing of Kosova with Bernard Kouchner and UNMIK. /led/lm/

    [10] Albanian illegal emigrants and 45 kg marijuana detained on Italian coasts

    DURRES, Oct 12 (ATA)- By Gezim Kabashi, Forces of Guardia di Finanza have detained 31 Albanian illegal emigrants and sequestrated 45 kg marijuana, early on Tuesday on the Italian coast of Torre di Sant'Andrea, close to Otranto, sources of Guardia di Finanza located in Durres told ATA.

    The two patrolling speedboats of Guardia di Finanza, with Italian - Albanian staff, intercepted near Sazan island, late on Monday a dingy 10 meters long, with 30 illegal emigrants aboard directed towards Italian coasts. To avoid the risk of collision in the heavy sea the dingy was accompanied to International waters.

    The dinghy owners, close to Otranto, threw into water the illegal emigrants and the great bags with marijuana once they saw the forces of Guardia di Finanza, and were turned back to Albanian coasts.

    Police forces detained illegal emigrants on the shore, among whom many women and children, and found in one of the bags 46 packages with 45 kg of pressed marijuana.

    The quantity of marijuana found has been sequestrated while the detained clandesitne will be taken back to Albania. /led/so/

    [11] President Meidani meets Michael Douglas

    TIRANE, Oct 12 (ATA)-Hollywood actor Michael Douglas, in his meeting with Albanian President Rexhep Meidani, on Tuesday expressed readiness to continue his engagement in favour of disarmament in Albania to sensitize possible donors and international public opinion.

    "The U.S. people have been amazed at Albania's performance during the humanitarian crisis in Kosova and its great image created us the possibility to get to know this beautiful country," said Douglas.

    Referring to the proceeding of the U.N pilot project on the population's disarmament in the town of Gramsh, Meidani appreciated the swiftness the U.N. reacted towards the realisation of this project after he (Meidani) first discussed it with Kofi Annan in February '98. Meidani requested the extension of this project also to other districts.

    "It is important that hope be rebuilt, that Albanian citizens reach what they have been promised through surrendering the weapons," said Meidani.

    Also present at the meeting were minister for Local Government Arben Demeti as well as the UNDP resident representative to Albania.

    The renowned Hollywood actor Michael Douglas is on a two-day visit to Albania, as a messenger of peace, a mission he has been charged with by U.N. Secretary General Kofi Annan, to support the U.N. programme "Exchange weapons for development". /led/lm/

    [12] President Meidani meets singer Agim Hushi

    TIRANE, Oct 12 (ATA) - The Albanian President Rexhep Meidani, on Tuesday afternoon, received the singer Agim Hushi, distinguished solist of the Opera and Ballet Theater, who lives in Australia since several years.

    Agim Hushi, currently the leader of the Albanians' Association in Australia, briefed Meidani on the problems of the Albanian community in Australia and stressed the will of this community to be connected with the mother country through different services.

    Meidani highlighted this readiness and asked to further extend union, cooperation and national solidarity strengthened sensibly during the crisis in Kosova and the contribution of Albanians in Australia for the economic development of the country. /led/so/

    [13] Customs points on Albania-Kosova border asked to be opened

    KUKES, Oct 12 (ATA)-By R. Hoxha,

    The Governor of Kukes district, North of Albania, met with representatives of U.N. Mission in Kosova (UNMIK) in Vermic of Prizren on Tuesday and asked that new customs points be opened in Qafe Morine in Tropoje and Qafe Prushi in Has.

    Sources from Kukes reports that the free movement on Albania-Kosova border has helped increase the economic standard of the inhabitants of this zone.

    Over 300 people from Kukes daily exercise small trade in the cities and villages of Kosova, also bringing a stability of prices on the market.

    But a decision of UNMIK on the movement of inhabitants on both sides of the border only with international passports has caused an illegal movement of inhabitants and as well as a considerable number of victims on the zones mined by the Serbs.

    Hence, during the period after June 13, 12 persons have been killed and 50 injured in the three districts of the prefecture.

    In order to avoid such cases, the local government structures of Kukes ask from the international organisations in Kosova to remove obstacles in the movement of inhabitants on both sides of the border. /led/lm/

    [14] Pakistani government provides US$ 112 000 to reconstruct dam of Kir river

    SHKODER, Oct 12 (ATA)- By M.Malja, Pakistani government has earmarked US$ 112 000 for the reconstruction of the dam of Kir river whose floods inundated suburbs of Shkodra, sources from the district municipality told ATA on Tuesday.

    This fund is being used to rehabilitate a part of the river dam in vicinity of Kiri's bridge, cracked in several segments during the heavy rains of the last years. Operations are thought to be concluded within October, before rains begin.

    The dam of Kir river has been constructed in 1965, after inundations of 1963, when a part of Shkodra district was inundated not only with floods of Buna but also of Drin and Kir river. /led/so/

    [15] British parliamentarians in support of Albania

    TIRANE, Oct. 12 (ata) - British Labour and Conservative parliamentarians represented in a parliamentary delegation of the Great Britain voiced their approach in support of Albania in a meeting with Albanian Foreign Minister Paskal Milo on Tuesday in Tirane, the press department of the Ministry of Foreign Affairs told ATA.

    "As representative of the British Parliament in this visit to Albania, we will convey our stance in support of Albania, its development and integration in the Euro-Atlantic structures," said the leader of the delegation, John Austin.

    Minister Milo pointed out the very good political relations existing between Albania and the Great Britain. He hailed Britain's contribution to overcoming the difficulties Albania had over the transition period and the very clear and staunch approach of London in regard to the solution of the Kosova crisis which had regional dimensions.

    In the course of the talks, Minister Milo asked that British investments ought to be made in Albania and they must be long-termed and used in strategic sectors of the Albanian economy.

    [16] Project of some 275 million dollars on rehabilitation of oil sources

    Tirana, October 12 (ata) - By Elton Metaj - International Financial Corporate IFC, part of World Bank, allocated an investment worth 48,5 million dollars and collected some 60 million dollars from the other banks, as part of total cost of a project worth 275 million dollars, to be used on rehabilitation of the oil sources in Patos-Marinez area.

    These figures are made public on Tuesday by vice executive president of International Financial Corporate, Peter Woicke, in a press conference in Tirana.

    This project, considered as the greatest foreign direct investment in Albania, is implemented by the German company "Preussag" and the British one "Premier Oil".

    IFC has also approved two other projects, one in financial sector, Bank for Miro-Enterprises FEFAD worth 5 million dollars and the other in construction materials marking 5 million dollars in cement terminal Eurotech.

    IFC has a number of projects in preparatory process, starting from the construction materials to agricultural business. Also, IFC is discussing with strong investitures the possibility for investments in chromium mines, and cement production, as well.

    Albania became a member of International Financial Corporate in 1991 and IFC established its office in Tirana in December 1997. The total value of IFC finances reached to 61 million dollars. /led/linda/

    [17] Finance Minister demands commando troops to be installed for in Vlora Port

    TIRANE, Oct. 12 (ata) - By Elton Metaj: Albanian Finance Minister Anastas Angjeli asked on Tuesday from the Defence Ministry the deployment of some commando troops in the port of Vlore to fight corruption and contraband.

    Angjeli made the proposal in a meeting held in the Ministry of Finance with the participation of the IMF Chief of Mission, Wolker Treichel, the Chief of CAM - Albania Mission, Natalina Cea and the Customs General Director, Adrian Maci," said to ATA the spokesman of the ministry, Ilir Hebovija.

    According to him, Minister Angjeli has considered the installation of the commando troops as an indispensability in the port of Vlore, thus leading to more complete measures to close illegal trafficking possibilities in that port.

    The request of Minister Angjeli addressed to Defence Minister Hajdaraga and for which the Prime Minister has also been notified, is made in the context of the implementation of the tasks for the anti-corruption plant. /dast/xh/

    [18] Defence Minister appreciated Turkish aid for Albanian Army

    TIRANE, Oct. 12 (ata) - By Enkelejda Koraqi: The aid of the Turkish state for the Albanian army in the past years has been rather valuable, said Albanian Minister of Defence, Luan Hajdaraga in the meeting with his Turkish counterpart, Sabahettin Cakmakoglu, held on Tuesday in Tirane.

    The visit of the senior representative of the Turkish army in Albania is an expression of the very good cooperation existing between the two countries and armies, said Hajdaraga.

    The Turkish Minister Cakmakoglu pointed out the very good climate of the relations between Albania and Turkey, and assured his Albanian counterpart of the continuous aid for the Albanian army in the future too.

    The Turkish Minister of Defence arrived in Albania today at the invitation of his Albanian counterpart, Hajdaraga. This is the first official visit that the Turkish Defence Minister is paying to Albania. The visit will last on October 14, 1999. /dast/xh/

    [19] Germany to keep supporting Albania - Schmidt

    TIRANE, Oct 12 (ATA) - Mrs. Dagmar Schmidt heading a delegation of German parliamentarians of the Economic Commission on Tuesday reported that Germany will continue to support Albania, Foreign Ministry press directorate told ATA.

    "We should work together to absorb German investments in your country", she said in her talks with the Albanian foreign minister Paskal Milo.

    Mrs. Schmidt, on the Albanian role in the Stability Pact, stressed that "Albania has and should play a key role in the Southeastern Europe Pact".

    The Albanian foreign minister, after estimating the good relations and cooperation level between the two countries, asked the German delegation to make possible the expansion of the activity of the most powerful German companies in Albania as well.

    "Such well known companies as Mercedes Benz, Siemens etc should expand their activity in Albania", said Milo.

    He demanded the German parliamentarians to influence on the continuity of the German support to fulfill the security and association agreement between Albania and EU, on Albanian membership in WTO and on special treating of Albania in the Stability Pact. /dast/gs/

    [20] Albanian Youth Council to stage an anti-weapon campaign

    TIRANE, Oct. 12 (ata) - By G Dilaveri: The Albanian Youth Council has taken the voluntary initiative to help disarm the population in Albania.

    This was declared by Albanian Minister of Culture Edi Rama in a news conference he had together with the peace messenger and U.S. renowned actor Michael Douglas, super star of the seventh art, on Tuesday before Mr Douglas left Albania.

    The anti-weapon campaign consists of an artistic tour of concerts and plastic theater shows that the Youth Council will organize in those districts which have many problems with weapons actually in the hands of people.

    The Albanian Youth Council is working through a network of 500 volunteers who are every day active in the main districts of the country, and in cooperation with the University Student Centre and the International Cultural Centre in Tirane. /dast/xh/

    [21] Turkey accords a USD 4 million aid for Albanian Army

    TIRANE, Oct. 12 (ata) - By Enkelejda Koraqi: Turkey accorded a USD4 million aid for the Albanian army for 1999, while its general assistance is as high as over USD20 million, said to ATA on Tuesday the spokesperson of the Albanian Defence Ministry.

    The announcement was made public by the Defence Minister of Turkey, Sabahattin Cakmakoglu during a meeting he had with his Albanian counterpart, Luan Hajdaraga in Tirana, on Tuesday.

    The two ministers highlighted in the meeting the existing political- military relations between the two countries and considered them an important contribution to the peace and security in our region. /dast/xh/

    [22] Agricultural-Food-Consumer '99 Fair opened in Tirana

    Tirana, October 12 (ata) - By E.Xhajanka - The fourth edition of the annual Agricultural-Food-Consumer '99 Fair organized by "Expo-Prima" association is opened on Tuesday at the International Fair Centers in Tirana.

    Albanian and foreign companies, such as "Coca Cola", IFDC, "JAL", "Floryhen", "Tetra Pak", ect, are present at Fair '99, which for five days in succession will show their activities.

    This fair aims not only at presenting the products, projects and perspectives, but even a meeting point for commercial exchanges and mutual communication between the Albanian and foreign participants, said the President of "Ekspo-Prima" Company, Mr.Agron Jano.

    [23] DBSH against Nano's reelection on top of SP

    TIRANE, Oct 12 (ATA) By A. Haxhiu: - The political grouping of the Albanian United Left-Wing (DBSH) estimated Nano's reelection on top of Socialist Party as "bad for the future of the politics and for settling of the conflictual policies".

    Nano's come-back is a sign of the conflictual policy, DBSH reported in a declaration on Monday evening.

    This grouping's leaders, saying that "Majko's government has already lost the majority within his party", agreed with the declaration of DP leader Berisha, demanding the creation of a politically broad-based government.

    "The SP Convention did not mirror the today's problems of the Albanians, the shortcomings and the mean phenomena disturbing the country", Fatmir Mediu told ATA on Tuesday.

    [24] Relations between Albania and Turkey are very good - Majko

    TIRANE, Oct. 12 (ata) - Albanian Prime Minister Pandeli Majko spoke positively on Tuesday of the relations between Albania and Turkey in the meeting with the Defence Minister of Turkey, Sabahatin Çakmakoglu, spokesman of the PM told ATA.

    "Relations between Albania and Turkey are very good, and in this context, the relations between the two respective armies have been intensive and considerably effective," said Majko.

    The Albanian Government, added PM Majko, hails every further all- sided development of cooperation and the consolidation of the relations with Turkey. He expressed his thanks in the name of the Government of Albania, for the valuable Turkish aid during the conflict in Kosova.

    The Defence Minister of Turkey shared the same opinion with the Albanian PM for the level of the bilateral relations especially in the military field.

    For Turkey, the Balkans and its security, said Çakmakoglu, is an important part of the security in Europe.

    The Turkish Defence Minister stressed that his country is very interested that the Kosova question have a stable, lasting and correct solution. /dast/xh/

    [25] Head of Supreme Court of Albania attends Judicial Conference of Washington

    TIRANE, Oct. 12 (ata) - The Head of the Supreme Court of Albania, Thimio Kondi attended the Judicial Conference of Washington "Independence of judiciary and increase of faith of public in justice," the press department of the Foreign Ministry of Albania told ATA.

    [26] Milo seeks close cooperation with Turkey in the economic field

    TIRANE, Oct 12 (ATA) - The Albanian Foreign Minister, Paskal Milo, asked for close economic cooperation with Turkey during the meeting he had on Tuesday with a senior military delegation headed by the Defence Minister, Sabahattin Cakmakoglu.

    Milo said that "to the very good relations in politics we should also attach the close cooperation in the economic field", the press department of the Foreign Ministry of Albania reports.

    This cooperation has had and will have its due outcome in the future, creating a climate of cooperation and security in our region of Southeast Europe.

    TIRANE, Oct 12 (ATA) By K. Shehu: - The actor Michael Douglas promises the renowned English rock-star Joe Cocker will come to Albania for a concert.

    His coming was announced by the Minister of Culture Edi Rama, during a press conference with Douglas on Tuesday noon.

    "Douglas promised he would talk to his close friend Cocker to give very soon a concert for Albanians", said Rama.

    [28] Positive developments of relations between Albania and Germany

    TIRANE, Oct. 12 (ata) - By E Nepravishta: Albanian Prime Minister Pandeli Majko highlighted on Tuesday the very positive impact that the latest German Chancellor, Gerhard Schroeder's visit to Tirane has had in the relations between Albania and Germany.

    During his meeting in Tirana with the delegation of the Commission for the Economic Unity of the German Bundestag on Tuesday, Majko explained that Albania has entered the process of a rapid privatization of the strategic sectors and reforms, aiming at the economic recovery of the country and offering further possibilities of cooperation between the two countries.

    Albanian PM explained to German parliamentarians the views and vision of the Albanian Government for the developments in the region, the question of Kosova, the implementation of the Stability Pact, the relations with the neighbouring countries and the role that the Albanian factor is playing and will play for the strengthening of the peace and security in the region.

    The German parliamentarians spoke of the possibilities for development Albania has, and said that their visit to Tirane was an expression of the continuous German interest in Albania. /dast/xh/

    [29] Albanian President highlights Turkish assistance for Army

    TIRANE, Oct. 12 (ata) - Albanian President Rexhep Meidani appreciated the Turkish assistance for Albania in the military field in a meeting he had in Tirane with the Turkish Minister of Defence, Sabahatin Çakmakoglu, the president's press office reported on Tuesday.

    President Meidani singled out the aid for the Albanian army immediately after the earthquake in Turkey, as a testimony to the solidarity of the Turkish people and army with the Albanian people and army.

    Meidani demanded the expansion of the cooperation for the training of the Albanian military staff and modernization of the military industry through renovation of its technology.

    The Turkish Minister of Defence expressed the readiness of his Government to assist, also in the future, the Albanian Army in the context of the Partnership for Peace and the international force of Southeast Europe as a force which prevents conflicts.

    He briefed the Albanian President of the work of a Turkish military contingent in Kosova in the context of NATO forces there, and of the viewpoints of his state for the stability in the region. /dast/xh/

    [30] Turkey attaches special importance to Albania's welfare - Demirel

    TIRANE, Oct. 12 (ata) - Turkish President Sulejman Demirel sent a message on Tuesday to the Albanian President, Rexhep Meidani, in which writes that "Turkey attaches a special importance to the welfare of Albania, " the president's press office told ATA.

    In his message, President Demirel expresses his determination for the further development of the Turkish-Albanian relations in all the fields, especially in that of defence, to the benefit of the two countries, the peace and security in the region.

    He assured President Meidani that Turkey will continue to influence in the international community to support Albania in the political and economic fields.

    At the end of his message, Demirel expresses his willing to meet with President Meidani in Istanbul on occasion of the OSCE Summit. /dast/xh/
