A former member of the Bosnian Army (holder of the Golden lily medal) was
arrested without reason yesterday in Croatian controlled West Mostar.
Immediate counter-measures took place in Eastern Mostar, under the control
of Bosniaks. Friends of the arrested soldier took several Croatians
passing through that part of the town prisoner . Soon afterwards, the
prisoners were exchanged.
The Croatian police claim that they were not aware of the arrest of the BH
Army soldier. Such incidents have been a frequent accurence recently in
Mostar. The Croatian media claim that these incidents are mostly incited
by Bosniaks.
Meanwhile ,in the expectation of the signing of an agreement over the fate
of Mostar an angry crowd of Croats gathered in Eastern Mostar.
[02] KLAUS KINKEL ON MOSTAR AGREEMENT

German Foreign Minister Klaus Kinkel expressed his satisfaction yesterday
with the signing of the Mostar agreement. He stated that had the efforts of
the European Union in Mostar failed the results would have been serious
because the Croatian side would not have fulfilled the Dayton Accord.
Kinkel said that the influence Croatian President with the Bosnian Croats
was crucial. Yesterday's agreement was the result of Tudjman's initiative
and of the recent Gore-Tudjman talks in Washington.
Commenting of this statement The German paper "Die Presse" says: "Tudjman
knows that the Americans will not allow this resistance in Mostar. The
whole plan for Bosnia, including the election in the mid September, is
based on the Mostar's model, and we can forget the plan if the results of
elections will be treated as Croats did in Mostar". The German media also
report that 55 000 Bosniak and 45 000 Croats live in Mostar, and that the
irregularities in the elections are due to which led the Mostar's HDZ to
file a complaint were just an alibi to stop the integration of the city and
to maintain the Mafia's authority in the western part of the city.
[03] BILDT HOLD TALKS WITH ZUBAK AND PLAVSIC

The PIC High Representative Carl Bildt met yesterday in Sarajevo with the
BH Federation President Kresimir Zubak. They talked about functioning of
the BH administration after the September elections. Bildt warned about
the dangers different interpretations of the article of the Dayton Accord's
which define the authorities and mutual relations between the future joint
administrative organs.
Mr. Bildt also visited Banja Luka yesterday where he spoke with the
BosnianSerb leader, Biljana Plavsic. Karadjzc's successor was warned about
the importance of implementation of all parts of Dayton Accord, including
the extradition of war criminals and according the Constitution of the
Serbian entity in BH with theConstitution of the BH Federation
[04] BOSNIANS DENIED ASYLUM IN GERMANY

The German Federal Court ruled today that Bosnian refugees have no right of
asylum because they can return to the territory of the Muslim-Croat
Federation. The Federal Court rendered this decision in case of a Bosnian
family from Bjeljina who were expelled in 1992, and who the court decided
no longer meet the conditions for obtaining refugee status in Germany.
More than 300 000 persons from the territory of the former Yugoslavia enjoy
refugee status in Germany.
