  • [01] Rugova on Kosova education issues

    Prishtina, 13 September - Speaking at today's press conference held in Prishtina, Dr. Ibrahim Rugova, President of the Republic of Kosova, with regards to the implementation of the Accord on education stated that the composition of the Kosova group of the mixed committee will be made public soon. The composition of the Serbian group is Serbia's affair. The 3+3 joint committee will only "be competent to address issues regarding implementation of the education deal" - namely an unconditional return of Albanians to their schools and the University campus - and not other ones, continued Dr. Rugova. He also emphasised that the Serbian regime's repressive practices against Albanian schooling should be brought to an end.

    [02] Bukoshi: Agreement positive development

    Rodos, 6 September - Speaking at a the Conference "The Albanian Question in the Balkans", which was held on the Greek island Rodos, Kosova Prime Minister Dr. Bujar Bukoshi stated that he considered the latest agreement between Milosevic and Rugova on Kosova education, as a positive development and at the same time it was one of many steps that Serbia must undertake before internationally mediated negotiations could start. He also stated that he was sceptical of any agreement signed by the Serbian side, illustrating this with 15 failed cease-fires signed and agreed by Lord Carington while the war in Croatia went on. He hoped that the agreement was not another Serbian trick for readmission into international organisations and that it would not simply serve Milosevic's election campaign. The conference was organised by the Munich-based Bertelsman Foundation the University of Munich and the Foundation for European and International Affairs. Representatives from Germany, Greece, Serbia and Albania Participated. Albanian representatives at the conference were Genc Pollo and Neritan Ceka. Dr. Bujar Bukoshi, Dr. Fehmi Agani, Edita Tahiri, Isa Zymberi, Veton Surroi and Gazmend Pula represented Kosova. The conference concluded that Albanian issue needed a positive democratic solution. A group to work on a project for a possible solution on Kosova is to be formed.

    [03] International Conference in Corfu on Co-operation in the Balkans

    Prishtina, 14 September - An international conference took place in Corfu, Greece, called "The Balkans After Dayton in Europe, aspects of policy, safety and economy for an urgent co-operation". One of the questions that took up most of the time of the debate of the first session was the question of the Albanians in the former Yugoslavia. All those who took the floor expressed, according to their concepts, their points of view concerning the achievement of understanding and co-operation between Balkan regions.

    Greek specialists are of the opinion that in this co-operation Greece, as the only EU member of all Balkan countries, must play an active role. Other analysts emphasised the need for the normalisation of the internal situation of the countries in the region as a main condition in order to create the premises for integration into advanced world. Mr. Kastriot Robo, the representative of the government of Albania and expert in Balkan Affairs in the Ministry of Foreign Affairs, reiterated the stance of the Albanian side for a dialogue between Prishtina and Belgrade in the presence of a mediator that would have the experience, the capacity and the will for solving the problem. But, in order to reach the dialogue it is necessary through international interference to demilitarise Kosova, return OSCE observers and establish peace and calmness in Kosova, added the Albanian representative.

    [04] Foreigners on Rugova-Milosevic Agreement on Education in Kosova European Commission

    Brussels, 6 September - Niko Vekter, spokesperson of the EU commissioner Van den Broek, regarding the agreement signed by presidents Rugova and Milosevic, stated the European Commission welcomed the agreement between Belgrade and Prishtina for the return of Albanian pupils to school premises. The Commissioner hoped that this would ease tension in the region and that other steps towards dialogue and understanding will follow.

    Former Yugoslav Republic of Macedonia:

    According to the BBC, Ljubomir Frckovski, chief of FYROM diplomacy, welcomed the agreement between Rugova and Milosevic for the normalisation of the situation in Albanian education in Kosova, expressing his conviction that this step will also reflect positively in Macedonia. This agreement, the Macedonia minister says, is the beginning of the process of talks and negotiations for a step by step solution to the problem of Kosova and will influence noticeably the ease of tension in the Balkans, because this problem, in a way, also imposed a norm for the Albanians' pronouncement in the whole region.

    Great Britain:

    Prishtina, 7 September - The British Ambassador to Belgrade, Mr. Ivor Roberts, stated to the Serbian newspaper "Nasa Borba" that he considered the agreement reached between Rugova and Milosevic as a step towards normalisation. He was of the opinion that this could have been a bigger step, but that remained to be seen whether it would be followed by other similar steps.

    Germany

    Prishtina, 7 September -German Foreign Minister Klaus Kinkel was quoted by the Belgrade-based Nasa Borba newspaper welcoming the agreement reached early last week by Serbian President Milosevic and Dr. Ibrahim Rugova. "This should be followed by other steps", Mr. Kinkel said, adding that the Accord was evidence to the fact that complex issues could be solved by means of dialogue and that good services of a third party could yield results.

    [05] Serbs want segregation of schools

    Prishtina, 6 September -The board of Secondary School Principals in Prishtina has "reiterated its demand for the physical separation of schools" in Kosova. The Serb school principals have reinforced their demand during a meeting, behind closed doors, held on Thursday with the Deputy Governor of the Kosova District, Milos Nesovic. They also demanded that Albanian education system uses Serbian curriculum.

    [06] Political Parties in Serbia on education Agreement

    New Democracy Party-

    In a statement published in the newspaper " Politika " the New Democracy Party declares that " this is a big step in resolving of gathered problems in Serbian-Albanian relationship " and the express their reassurances that " the talks will continue and will contribute to calming tensions in Kosova " . Rebeka Serbinoviq, a spokesperson for the New Democracy party in coalition with Socialists, praised the Agreement on normalisation of the education system in Kosova stating that finally everybody had become reasonable and started to tackle the issue of Kosova. According to her the agreement showed the legality of governing structures in Kosova. She concluded by stating that New Democracy considered Ibrahim Rugova as a legitimate representative of the Kosova Albanians.

    Democratic Centre-

    The Democratic Centre salutes " the return of Albanian pupils, students and professors, as a first step in normalising relations in Kosova ". By them, agreement is " encouragement for all democratic forces, wishing to resolve misunderstandings in a civilised way and with agreements".

    Party of Democratic Action of Sandjak

    The Chair of Party of Democratic Action of Sandjak, Rasim Lajiq, declared on September 3rd , that the agreement for the return of Albanian pupils and students reflects a move showing further concessions in Kosova by the Serbian president Milosevic.

    Fund for Development of Democracy-

    Chairman of the Fund for Development of Democracy residing in Belgrade, Milenko Radic, saluted the agreement, but stated that Serbian government should bring the agreement forward to the Serbian Parliament for its support. He stated that it should be considered that the agreement was signed by " two unauthorised persons ". He proposed the calling of an extraordinary session of the Serbian Parliament. Movement for Serbian Resistance in Kosova- The " Movement for Serbian Resistance " in Kosova, saluted the t Rugova-Milosevic agreement and called it " Genuine act for respect ". They have some objections to the text of the agreement, which supposedly " has to do only with Kosova " and not with " Metohia" and that " Prime Minister Marjanovic and minister Tijanic had to explain who had recognised whom, Milosevic Rugova, Rugova Milosevic and Serbian state or one another reciprocally.

    [07] Repression on Kosova schools continues

    Peja, 13 September - Serbian police beat up last Wednesday in Peja a Kosova Albanian teacher Hajdar Muja from Jabllanica e Vogel village. Hajdar Muja, a teacher at the local elementary at Jabllanica village, was stopped on the street by a Serbian police patrol while on his way to the marketplace in Peja. After having his identity checked he was harassed and beaten for no apparent reason whatsoever.

    Malisheva, 13 September - On 6 September, Serbian police ill- treated and plundered several Albanians from Malisheva and Rahovec, students of Prishtina University. One of the students, Bashkim Kilaj from Shkoza village of Malisheva, an undergraduate of the Prishtina-based Faculty of Agriculture, stated that he himself and half a dozen of other students were halted at the bus station in Prishtina and harassed for no reason. Serb policemen forced them into an office of the bus station, ordered them to take all their clothes off and beat them severely, Police seized them all the money they possessed.
