[01] Rugova Receives McClellanPrishtina, 23 April - The President of Kosova, Ibrahim Rugova, received today Michael McClellan, Director of the USIA office in Prishtina.Mr. Rugova thanked the US for its interest and continued support for the issue of Kosova. he highly acknowledged the work of the American Office in Prishtina in strengthening of friendly ties between USA and Kosova. President Rugova Receives German Diplomat and ICRC Officials Prishtina, 23 April - Today, President of Kosova Dr. Ibrahim Rugova received Mr. Peter Prgel, First Secretary in the German Embassy in Belgrade. President Rugova discussed with the German diplomat the current situation in Kosova and prospects for a peaceful and negotiated settlement to the Kosova issue. The people of Kosova have persisted in their non-violent resistance for years now, Dr. Rugova said, reaffirming the determination to keep such a profile in pursuit of independence, which is the will of the people expressed in the 1991 referendum. An international civil administration pending a negotiated settlement is needed, the Kosova President said. "An unconditional dialogue, on an equal footing, between Prishtina and Belgrade is the only way to ensure a peaceful and just solution for Kosova", he said, adding that the talks process should be mediated by a third authorized party from the international community. The Belgrade-based German diplomat Prgel conveyed to President Rugova the concern of his government over the situation in Kosova. He reconfirmed the commitment of Germany to a peaceful and democratic solution for the crisis in Kosova. On the issue of the asylum-seekers who are to be repatriated from Germany, President Rugova reiterated his position that the process of repatriation should be gradual, and that monitoring by the German authorities was needed. Dr. Rugova thanked Germany for the care and assistance to the Albanian asylum-seekers during the past several years. [02] Demai receives PrygelPrishtina, 23 April - Adem Demai chair of the Parliamentary Party of Kosova (PPK) received today Mr. Peter Prygel, First secretary of the German Embassy in Belgrade.Mr. Demai stated that Germany had not involved itself in finding a solution to the Kosova issue as much as it should have and as much as it had right to and added that for the Albanian issue was very important the position of Germany. "Germany had no immediate need to recognise the rump Yugoslavia, and by doing so together with other EU countries it has rewarded the Serbian aggression and hegemony, thus damaging Kosova very much" continued Demai. The request by the International community, that Kosova should remain within Serbian borders, went on Demai, are only preparations, in full awareness , of a new war and bloody inter-ethnic conflict in Balkans, which could result in unpredictable consequences. We only wish to warn international community to prevent any new bloodshed in this region. Unfortunately the stance taken by the international factors is only leading us to one alternative subsensience or war, and we do not want any of that. [03] There cannot be a solution for Kosova under SerbiaPrishtina, 23 April - In an interview given to the Belgrade daily "Nasa Borba", Hydajet Hyseni, vice-chair of the Democratic League of Kosova, once more reiterated his view that there woud not be a solution for Kosova within Serbia, because such solution would only be short-lived one and would provide the basis for further conflicts. This would not be in the interest of Albanians or Serbs or in the interest of peace in Balkans. Kosova within Serbia would be a timebomb. Such future for Serbia no one would want, stated Hyseni.Speaking on the current situation in Kosova and Albanian-Serbian relations , the LDK vice-chair stated that "There were many cases of Serbs living amongst Albanians - one or two among 300-400 Albanian families . In some instance the settlements are not protected by the police or Army, yet nothing bad happens to Serbs. This is not by chance. The Serbs in Kosova are not protected by violence, police or army, but by the conscience of the Albanian people to avoid inter-ethnic conflicts and therefore avoiding to identify Serbian policies in Kosova with the entire nation. The creation of such a conscience amongst Albanians is a major success. I can not believe that such orientation will not be a success. Therefore Serbs in Serbia should express their democratic stance towards Kosova and Albanian. [04] Vienna Forum on KosovaPrishtina, 21 April - A two-day international conference, cosponsored by the Washington-based Carnegie Endowment for International Peace and the Amsterdam-based European Action Council for Peace in the Balkans, concluded Sunday in Vienna, Austria. About 40 experts from Europe and the U.S., including Kosova Albaniansand Serb, took part in the conference, which was held behind closed doors.Politicians were deliberately left out of such a meeting, as it was an unofficial meeting of experts, and not a dialogue or political discussion, Albert Rohan, General Secretary of the Austrian Foreign Ministry, hosted to the conference, was quoted as saying by FoNet news agency. Isa Zymberi, Esat Stavileci, Muhamet Mustafa, Gazmend Pula and Veton Surroi argued that independence for Kosova was a compromise solution vis--vis the aspirations for the national integration of the Albanian nation. They elaborated on the historic, political, legal, and economic arguments that the international community should take into account when addressing Kosova. European and American participants in the Vienna conference were observers, seeking answers from the Albanian and Serbian analysts. [05] Four Albanians Reportedly Held in Police Custody at Belgrade AirportPrishtina, 22 April - Four Kosova Albanians are being held in custody at the Belgrade airport since 19 April, local LDK sources in Gjilan as well as sources of the Council for the Defense of Human Rights and Freedoms (CDHRF) in the town reported today.The four were reportedly on their way back home from Germany. It was not clear, however, whether any of them had been an asylum- seeker there. Shaban Azemi and three other unnamed Albanians were detained at the Prishtina (Sllatina) airport on arrival on 19 April late in the afternoon. Mr. Azemi said they were held by the Serb police till the following day in the morning (6 a.m.), then flown back to Belgrade. Shaban Azemi (1957), holder of a degree in agriculture, contacted his family by phone from Belgrade yesterday (Monday), his brother said. Shaban had entered Germany with a tourist visa last summer, Mithat Azemi was quoted as saying, adding that he had not been an asylum- seeker. [06] Police maltreat a repatriated AlbanianPeja, 24 April - Lufton Dizdari, a student from Peja, who on 18 March was repatriated from Germany, was maltreated by Serbian police. Prior to his forced repatriation, Dizdari together with 11 other Albanians was detained for 5 days before being taken to Stuttgart Airport.On arrival in Belgrade he was questioned by Serbian police and told to report on 22 April to Peja State Security Centre. He reported to the Centre as told and was then taken to the Passport service in Peja where he was questioned on his motives of going to Germany and his alleged statements against Serbia. He was the beaten unconsious. He was released after two hours and told that he was to report again to the police station. [07] Police raid house of Muslim mullahKumanova, 21 April - The house of Jakup Hasipi, a mullah from Sllupane near Kumanova (FYROM), was raided on the day of Eid Mubarak holiday. 10 policemen, after stating that they had a search warrant , which was never produced, searched his house under the pretext of weapons offences. They failed to find anything. The Mullah and two of his grandsons were taken to a police station in Kumanove.[08] Albanians Threatened with Heavy Fines for Property Transactions with SerbsPrishtina, 23 April - Ethnic Albanians who have rented or purchased property from Kosova Serbs and Montenegrins in the municipalities of Klina and Gjilan face fines up to DM 5.000 or 60 days in prison, todays Belgrade- based daily "Dnevni Telegraf" reports. "I have requested the initiation of legal procedure against all those Albanians who have rented or purchased property from the Serbs and Montenegrins", Stojan Doncic, the installed head of local government of the Klina municipality told the newspaper. The paper reports that the Serbian administration in these two municipalities said that 90 percent of the transactions carried out over the last two years were illegal, because they had not been carried out without the consent of the local administration and the Serbian Ministry of Finances.[09] Chronicle of ViolenceKaanik, 16 April - The house of Ramadan Trena, a primary school teacher from Begrace, was searched. Mr. Trena was subjected to police torture although he denied possession of weapons.Skenderaj, 18 April - On 16 and 17 of April, under the pretext of weapons offences, Serbian police detained and then severely tortured Taf and Hazir Selimi from Aareva. Podujeva, 22 April - Serbian police searched the house of Hysen Behrami from Pakashtice. His sons, Mehmet and Nexhip were arrested. Under the pretext of weapons offences police severely maltreated them at the Podujeva police station. This has been the third maltreatment of Mehmet under the same pretext.
