('Nova Makedonija', 20 February 1996)MILS NEWSSkopje, 20 February 1996[01] MUTUAL EUROPEAN ORIENTATIONMacedonian President, Kiro Gligorov, yesterday received the Head of the Liaison Office of the Hellenic Republic in Macedonia, Alexandros Mallias. They positively estimated the improvement of the relations between the two countries after the Interim Accord was signed. They confirmed the European orientation of Macedonia and Greece, adding that it offers possibilities not only for mutual, but also for wider regional cooperation, contributing to the security in the Balkans. President Gligorov received regards from the Greek President, Costis Stefanopoulos.[02] MACEDONIAN CONSULATE IN NEW YORK OPENEDGeneral Consulate of the Republic of Macedonia in USA officially began to work yesterday in New York. Macedonian Foreign Ministry announced that the opening of the diplomatic - consular office gives possibilities for protecting the interest of the Macedonian citizens, and for intensifying the contacts and the cooperation with many Macedonian emigrants to USA. Consulate will also be engaged in establishing closer economical, cultural, informational, scientific and technical cooperation between Macedonia and USA.[03] IN FAVOUR OF THE NORMALIZATIONA delegation of the Socialistic Party of Macedonia met yesterday with the leader of the Socialistic Party of Serbia and President of Serbia, Slobodan Miloshevic. The official announcement of his cabinet read that: 'in the cordial and sincere talks it was mutually agreed that the fast normalization of the relations between the two countries will bring to a consolidation of the relations in the whole region. This will contribute to the elimination of certain issues in the process of mutual linking with the neighbours.'Macedonian delegation also visited the Serbian Chamber of Commerce, where the mutual interest in strengthening the current economy cooperation was stressed, as well as in establishing new avenues of trade and cooperation. It was said it would be absurd for both neighbours to look for new markets after 70 years of cooperation. President of Serbian Chamber of Commerce, Vlajko Stoiljkovic, added that both countries, during the period when the sanctions were in effect, acted as if it was a united market. It was concluded that creating new conditions for free trade, without custom duties and taxes, are necessary, and that it will be insisted in both Governments these processes to be intensified. [04] EUROPEAN CROSSROADS OPEN FOR MACEDONIAN SHIPPERS'The European crossroads are open for the Macedonian shippers on the basis of liberal transport.' - said yesterday the Under Secretary of Macedonian Ministry of Traffic, Boris Chaushevski, referring to the recent signing of the draft Agreement on Traffic Regulations between Macedonia and Hungary. Chaushevski stressed that the Agreement ensures the transport through the territories of these two countries to be made without special licenses and without paying various taxes. 'Final signing of the Agreement and completition of the whole procedure should take place in two to three months.' - he added.[05] CAR OF A MACEDONIAN CITIZEN BURNED IN THESSALONIKISkopje registration car was burned in Thessaloniki the day before yesterday. Terrorist organization called 'Proletarian Rebellion', so far unknown to the Greek public, claimed the responsibility for this act. Greek papers wrote the car belonged to the Macedonian citizen Tito Trenevski, director of 'Zletovo-Sasa' minds, who visits Greece very often. An anonymous call to the Thessaloniki paper 'Makedonija' said the car was burned by the above mentioned terrorist organization. Greek papers wrote yesterday that, according to police sources, there is a possibility that the car was burned from other reasons, and not by this unknown organization. However, Greek media did not pay too much attention to this act, estimating it was not done from nationalistic motives.[06] CONGRATULATIONS FOR THE GREAT MOSLEM HOLIDAYOn the occasion of the great Moslem religious holiday, Ramadan - Bairam, Macedonian President Kiro Gligorov sent his congratulations to the President of the Moslem Community in Macedonia, Haji Suleiman Effendi Rejepi, to the President of the Moslem Religious Association of Macedonia, Haji Iakup Effendi Selimovski, and to all Macedonian citizens of this religion. Gligorov also stressed his belief that the joint efforts for peace and well being will continue, as well as the understanding and respect between all Macedonian citizens.Congratulations were also sent by the Premiere, Branko Crvenkovski, and by the Vice President of the Commission for the Relations between Religious Communities, Slave Nikolovski-Katin. President of the Moslem Community in Macedonia, Haji Suleiman Effendi Rejepi, addressed the Moslem believers, saying that the religion is a factor for closeness between people, and only if it is understood like that it could bring to better future for all people, not matter their religion or nation. [07] RETURN OF THE PROPERTY REQUIREDMacedonian Orthodox Church officially required from the Macedonian Parliament to return the unjustly confiscated properties of the Church during the post-war period.According to the daily 'Vecer', the Holy Synod and the Archbishops' Executive Council of Macedonian Orthodox Church, require the draft Law on Denationalization to be amended in this regard. Meanwhile, yesterday in Belgrade, a three days ecumenical dialog began between representatives of many churches and religious communities of former Yugoslavia. Macedonian Orthodox Church and the Moslem Religious Association of Macedonia do not participate on the meeting due to the recognation problems. The dialogue was organized by the Serbian Orthodox Church and under patronage of the Conference of European Churches in Geneva. Besides the Serbian representatives, there are also representatives of the Roman-Catholic, Evangelist, Reformism, Lutheran and other Churches. [08] PRESENTATION OF MACEDONIAN SECURITIES MARKETA presentation of the Macedonian Securities Market took place in Ohrid yesterday, when it was stressed that trading with and rating of the securities will be made on the market, where the exchange rate of the securities will also be established. All relevant data about the work of the market will be publicly announced on regular basis.The instruments will be long term securities, i.e. shares and bonds. The founders of the stock market are twelve banks, three insurance companies and four savings banks with a basic capital of one million DM per bank. Member of the stock market can be enterprises founded by banks and other finance institutions specialized for work only with long term securities. Brokers companies seated in Macedonia can also be members. [09] PARTY CALCULATIONS WITHIN PARLIAMENTARY COMMISSIONSParliamentary Election and Appointing Commission yesterday discussed the possible candidates of the executive councils of health institutions, proposed by the Ministry of Health.The MP Ace Kocevski from the Liberal Party disagreed with the suggested list of candidates for the Executive Council of the University Clinic Centre of Skopje, saying that three of the suggested five candidates are members of SDSM, and there are no candidates of other parties. Although certain changes were made, the proposed candidates were adopted by the Commission, and the final word will be given by the Parliament. [10] COCAINE SMUGGLERS ARRESTEDMacedonian Ministry of Internal Affairs, in close cooperation with foreign police services, seized 13.7 kilos of cocaine from two Yugoslav citizens. The names of the arrested were not officially announced in the interest of the investigation, but A-1 Television unofficially informed that the persons, who are from Kosovo, were arrested at the moment of the transfer. The cocaine, apparently, originates from Venezuela, and this is the second time the Macedonian police has seized such a quantity of cocaine in the last five years. This drug is a prestige drug on the Macedonian market.MILS SUPPLEMENT[11] What Are The Possible Scenarios?('Nova Makedonija', 20 February 1996)All parliamentary groups these days are preoccupied with preparing of all possible scenarios on the discussion about the new Government, which should take place on tomorrow's session of the Parliament. This mostly refers to the groups of the Social Democratic Alliance of Macedonia and the Liberal Party, who confirm they should make the final preparations today. Liberals are defining their arguments, which they said will be announced on the session. It will be a kind of explanation why they do not support the Premiere in forming a Government in the name of the Alliance for Macedonia, and will refer to their claims that there are some new ministers and vice ministers proposed who are bitter opponents to the platform of the Alliance. The situation with the Social Democrats is similar - they are preparing their counterattack. It seems that how severe the 'breaking up' will be, will depend on the Liberals. Unofficially, the envoys of the LP were already advised by their leadership to act calm and not allow to be provoked. SDSM members, on the other hand, claim that if the Liberals do not act radically, they won't either, but they will reply with their own arguments. That is why the forecast for the session is that will not end the same day when it will start. It is expected that the session will start as usual - it means later than scheduled. In this case, we mean with adopting the Agenda, the first thing to be discussed - the new structure of the Government. After that, the expose of Premiere Branko Crvenkovski on the reasons for changing the Government should take place. The discussion should follow it immediately. Explanations on the fundamental reconstruction of the Government are expected with greatest interest in public. Because when the Premiere firstly announced the possibility for the reconstruction, he also announced an analysis of its work so far. He himself estimated the last 14 months as a period long enough to analyze the work of the Government completely. His explanation will clear up some things. For example, why are the mandates of eight ministers terminated (although the Government's Spokesman, Gjuner Ismail, submitted his resignation himself, it must pass the parliamentary procedure), why are the positions of some current ministers changed to another (as it could be understood as if they are being given a second chance, because they were not effective enough in their current fields...), etc. After the Premiere presents his report, the Socialist Party and the Party for Democratic Prosperity will present their reasons for supporting the reconstruction. In their announcements made till now, they did not present their own attitudes on the way and in what areas should the reconstruction be made. The public was not informed precisely on their consultations and agreements with the Premiere. And finally, the number of the changes refers to more than one third of the members of the Government, which, in accordance with the Constitution, means the Parliament will have to vote as for a new Government. It more precisely means the Premiere's proposal will be adopted with at least 61 votes. From the Parties of the 'new' Governmental Coalition, SDSM has 59 members in the Parliament, the only member of SDPM is in coalition with them, the Socialist Party has seven, PDP has 12, who all together make the majority on which the Premiere counts. Any additional vote for (which might be already agreed on) will be welcomed, and those against can not be considered dangerous, with such a ratio.
