MILS SUPPLEMENTMILS NEWSSkopje, 10 July 1996[01] BEGINNING OF TALKS FOR JOINING NATORepresentatives of the Republic of Macedonia and NATO yesterday in Brussels had the first round of talks about the Individual Programme of Macedonia for joining NATO. As Macedonian Radio reported from Brussels, Macedonian representatives presented the official Macedonian stands about NATO extension process. They also reported about the possibilities of the country to contribute to the Alliance Programme, about readiness of Macedonia to accept the obligations of Washington Accord, and the possibilities for the country to contribute to the NATO Budget. Efforts of Macedonia to become a full member of the Alliance were underlined, supported with the fact that it would be of a great strategic importance for the stability in the region.NATO representatives presented the stands of the Alliance regarding the extension and its correlation with the European integration processes, relations with Russia and activities within the framework of 'Partnership for Peace' Programme. Macedonian delegation was led by Foreign Ministry Under- Secretary Ognen Malevski, while NATO representatives were led by Assistant Secretary General for Political Issues Fon Moltke. [02] MACEDONIAN-GREEK TALKS WILL CONTINUE THIS WEEKMacedonian Television yesterday reported the information of Athens media that Macedonia and Greece would continue the talks on differences about the name in New York during this week. As alleged, Ambassadors Ivan Toshevski and Hristos Zaharakis, with mediation of Cyrus Vance, will meet several times, which means that this round will last longer than the previous ones.Pro-governmental daily 'Ta Nea' read these days, according to 'Makfax' agency, that 'Skopje must understand that its future is very dependent on good relations with Greece, the only country in the region that has no pretensions on its territory. One thing that Skopje seems not to understand, but all other countries do, is that Greece is one of the most important political and economic power in the region, and the only Balkan country which is a member of the EU.' The paper concluded that, therefore, all kinds of blackmails were doomed to failure in advance. This was part of the comment about the decision of Macedonia not to participate at the recent meeting of Balkan Foreign Ministers in Sofia. [03] GREECE PLEASED WITH OBJECTIVE INFORMINGHead of Liaison Office of the Hellenic Republic to Macedonia Alexandros Mallias yesterday visited the Macedonian Radio and Television and talked to the General Manager Slobodan Trajkovski. According to Macedonian Television, Mr. Mallias said he was pleased with the objectivity of information about Greece presented by this house. The need for improvement of cooperation of two countries' media was mutually underlined. It was said that journalists of both countries should play an important role, and that it would be good to have a MRT branch office established in Greece.[04] FAREWELL MEETINGS OF FRENCH AMBASSADOR CHRISMANTMacedonian Prime Minister Branko Crvenkovski yesterday received French Ambassador to the Republic of Macedonia Patrick Chrismant at a farewell visit. Highly estimating the contribution of Ambassador Chrismant in the development of bilateral relations and thanking him, Crvenkovski stressed the interest of Macedonia in further development of friendly relations and cooperation with France.French Ambassador also paid a farewell visit to Macedonian Parliament President Tito Petkovski, who thanked him for the support and affirmation of Macedonia, and for his efforts to establish fruitful bilateral cooperation, especially between the Parliaments of the two countries. [05] NEW BUSINESS TIES WITH RUSSIAN FEDERATION'During the Days of Macedonian Economy in the Russian Federation, many successful contacts were made, new and good business ties were established and possibilities for marketing of Macedonian goods at Russian markets were examined,' said Macedonian Economic Chamber President Dushan Petreski after returning from Moscow, adding that several cooperation agreements had been signed. The Chamber had signed a Cooperation Agreement with the Russian Commercial and Industrial Chamber on exchanging information, and Agreement on Cooperation had been signed with Kazahstan. An initiative to form a Macedonian-Russian Business Council was also presented. The second cooperation phase between Macedonian economy and Russian enterprises will be started with the registration of a joint venture between 'Makedonija Tabak' from Skopje and a company from Jaroslavska province.Russian party asked for agreements to be signed on investment protection, on avoiding of double taxation, on attests and standards, and on quotas, which will be discussed in future. Dushan Petreski reported that trade exchange between Macedonia and Russian Federation had been reduced to $150 million from $770 million, which proved the necessity to establish new forms of organizing the Macedonian economy and enlarge the presence at the Russian market, as well as the need to strengthen the banking cooperation. [06] AGREEMENT ON A.T.A.-CARNETS ISSUINGRepresentatives of Macedonian Economic Chamber, Customs Administration and Insurance Company 'Makedonija' yesterday in Skopje signed an Agreement on Issuing A.T.A. -carnets, i.e. guarantees for customs duty and other tax exemption of goods that are temporarily imported and transported via Macedonian territory, which is in accordance with International Commercial Chamber conventions. The Agreement should greatly simplify customs procedures at the time of fairs, international cultural events, etc., and makes Macedonia the 50th country that had signed it.Meanwhile, the book 'Business correspondence' in Macedonian and in English, by Andon Mojsov and Dushan Bojchev was promoted yesterday at Macedonian Economic Chamber. The goal of this book is, according to its authors, to have concrete examples of business letters, facsimile messages and telexes that could be used by Macedonian entrepreneurs in contacts with their partners inside and outside the country. [07] VACCINATION OF CATTLE POSTPONEDVaccination of cattle for prevention of foot-and-mouth disease spreading in Macedonia did not start yesterday as it was announced, due to the delay in transport of vaccines from the European Commission, Macedonian media reported yesterday. The Government, therefore, sent a special airplane to Lion in France.Meanwhile, Macedonian Minister of Agriculture Nikola Parakeov stated for Macedonian Television yesterday that the disease was spreading in Skopje municipality villages. The disease had been localized at village of Orizari near Veles, where both infected and non-infected cattle had been destroyed. According to him, the disease should not spread further to other areas, but the greatest problem was the blocked action at the village of Arachinovo near Skopje, due to the resistance of peasants. [08] LIVESTOCK OF ALBANIANS IS DELIBERATELY DESTROYED?'Veterinary experts in Macedonia are deliberately destroying all the livestock possessed by Albanians, while only infected heads are being destroyed in stalls of Macedonians,' reported the corespondent of Albanian National Radio and Television from Pristine in his comment about the foot-and-mouth disease in Macedonia and FR Yugoslavia.Today's issue of 'Dnevnik' reads that the reporter said Albanians in Kosovo asked for Albanian veterinarians to control their cattle, not Serbian ones. According to the reporter, these were also attempts for 'livestock possessed by Albanians to be deliberately destroyed'. [09] KONTIC: 'DIALOGUE WITH ALBANIANS IN KOSOVO-YES, BUT NOT WITH BERISHA'FR Yugoslav Prime Minister Radoje Kontic called on a dialogue with Kosovo Albanians at a press conference in Salzburg, but excluded any possibility for a delegation of the Republic of Albania to participate in the negotiations, Macedonian Television reported yesterday. 'We would talk with representatives of Albanians in Kosovo about Kosovo issue, but not with Albanian President Sali Berisha,' said Kontic. He stated the essence of the problem was in the attempts of the secession of this province, and not in the problem of human rights of Albanian minority.Meanwhile, European Security Forum yesterday appealed to Albanian parties to examine the possibility to organize new parliamentarian elections, as the opposition boycotted the previous ones. [10] LAW ON LOCAL SELF-GOVERNMENT ELECTIONS DISCUSSED BY OPPOSITIONLiberal Party yesterday organized a pre-commission discussion about the Draft Law on Local Self-Government Elections in Macedonia. According to Macedonian media, all political parties, several faculties, foreign representatives, Presidents of the Parliament and of Skopje and other towns Assemblies were invited to the discussion.The invitation was accepted by the Democratic Party of Macedonia, non-parliamentarian parties and Skopje City Assembly members. Liberal Party leader Stojan Andov underlined that elections were showing how much was democracy really existing in a country, and that the discussion was aiming at finding the best possible legal solution in that direction. Zoran Shapuric said the Law was entering the Parliament in a rush and was badly designed. Jovan Manasievski said the discussion was coming too late, as the Law content would definitely not be changed, although it is 'an intellectual insult' and even does not deserve to be discussed about. He said he found the Law 'stupid and obviously designed in a way that enables stealing of votes'. According to Stevo Crvenkovski, the Law was at a 'pre-school level', as the defects it contains would inevitably bring to false results. Gjorgji Naumov said VMRO-DPMNE was not sorry that there were no representatives from the Government, as they considered it illegitimate anyway. This party was interceding for a Law on Electoral Lists to be designed. Reminding of the Initiative for early elections, he underlined that 'in case democratic means failed, a street democracy would be inevitable'. Vladimir Golubovski also criticized the Law and suggested a coordinate action of opposition parties. Tomislav Stefkovski stressed that no answer was given to the question whether European censors had been consulted about the Law, and that the only goal of the Government was to prolong local elections and to make the opposition to boycott them. Stojan Andov concluded the discussion with an evaluation that Macedonia needs an agreed on electoral regulations, as it reflected the situation of democracy and the perspectives of a country. [11] MACEDONIAN-MONGOLIAN FRIENDSHIP ASSOCIATIONToday's issue of 'Dnevnik' reads that an Association of Macedonian-Mongolian Friendship was established yesterday in Skopje. On the occasion of 75th Anniversary from the establishing of modern Mongolia, Professor Ferid Muhic spoke at 'MPs Club' about the rich cultural heritage of this country.MILS SUPPLEMENT[12] 'Constitutional Court Stopped the Privatization of MacedonianEnterprises!'('Dnevnik', 10 July 1996)'Macedonian Constitutional Court temporarily stopped the privatization process in Macedonia, by a decision it made on its session held on 26 June,' Court sources announced. Namely, the Court found disputable Privatization Agency instructions for carrying out the privatization procedure. More concretely, it is about an initiative submitted by management team of the Stock Company 'Kolektiv' from Skopje, which required reexamination of these instructions. After discussing the matter, the Court approved the request. The instructions contain all the models and norms that make the procedure according to which the Agency has been carrying out the privatization. 'Privatization Agency was not authorised to bring the instructions,' reads the initiative of 'Kolektiv' management team. 'Working procedure of a governmental organ can be regulated only by a law, and the laws are passed by Macedonian Parliament. Therefore, only the Parliament was authorised to bring the instructions,' reads the initiative. The Agency has anticipated submittion of 'an objection' to the Agency Executive Board as the only legal means. The right to a legal protection of those who consider themselves deprived from their rights has been forgotten to be included in the instructions. And that right is guaranteed by the Constitution, remind both the managers and the Court. So, the situation is 'who is prosecuting you, is judging you', as the initiators say. 'We were instructed to submit a complaint to the Executive Board of the same Agency that decided about our offer,' said Mladen Boshkovski, General Manager of the private enterprise 'Gracija' from Tetovo. He was interested in buying the 'Zito-Polog' enterprise, but did not manage to become its owner. And he objected to the way the privatization was carried out, pointing out exactly the lack of possibility for a separate Commission to make decisions about complaints. Boshkovski accused Privatisation Agency Director Verica Hadzi-Vasileva of severe violation of the Privatization Law. Namely, the management team of 'Zito-Polog' was obliged to pay the money agreed within 30 days after signing the Contract for buying off the enterprise. 'As they failed to do that, according to the Law, the second variant (i.e. my variant) should have been started,' said Boshkovski. Information of the Agency is that over 700 companies of the total 1,216 have been privatized so far. Will this measure of the Constitutional Court and the possible similar verdict question all the privatization that has taken place to date?
