    [01] THE RESULTS FROM THE ELECTIONS STILL INCOMPLETE AND UNOFFICIAL.

    According to unofficial information in the first rounds of the voting for mayors in the municipalities throughout Macedonia the voting has been complete in about 40 municipalities. As the Macedonian radio presents the data received from the municipal electoral commissions and the State electoral commission, the majority of mayors has the SDSM -13, then follows the VMRO-DPMNE, DP and MAAK-KP with 10 candidates, PDP with 9 mayors, the Macedonian Socialist Party with 4, PDPA with 1 and the Turkish Democrat Party, the Serbian Democrat Party, and the Democrat Party for prosperity of the Gypsies with one place for mayor.

    According to the last counting SDSM has 546 counselor's positions, VMRO-DPMNE 380, the Socialist Party 150, the Democrat Party 112, the Liberal Party 108, PDP 111 and PDPA 103 positions.

    In the second round SDSM goes with 76 candidates for the position of mayor, VMRO- DPMNE with 42, the Democrat Party with 27 candidates, the Socialist Party with 33 and PDP with 12 candidates.

    In the race for the position of mayor fog Skopje in the second round go three party and one independent candidate, and according to the latest information in winning position is the candidate Risto Penov with 39.350 votes, then follows the independent candidate Ljupcho Nikolovski -Fufo with 39.334 votes, Jovica Ugrinovski from the SDSM with 35.468 votes and the candidate from the Liberal Party Darko Markovich with 20.867 votes.

    The State electoral Commission yesterday gave the information that the second round of the electoral race for the mayor's positions in the municipalities, i.e. in the places where the voting has been annulled, will take place within 2 weeks after the second voting. The president of DIK, Liljana Ristova informed us yesterday about the number of those positions, but said that in certain municipalities after the announcement of the unofficial results those numbers have already been given away by unknown doers. The official results of the municipal elections should be revealed today by 24h. and the second round of voting for the mayor's positions is about on the 1st December.

    [02] OSCE - AN OPTIMISTIC PICTURE OF THE DEMOCRACY DEVELOPMENT IN THE COUNTRY

    During the local elections in Macedonia we created an optimistic picture of the democracy development in the country, this is the assessment given by the OSCE observers who visited 566 electoral places throughout the country. The basic problem which was noticed by the observers and the representatives of the European Council as well, is the registration of the voters.

    Yesterday the representatives of OSCE in that context pointed out that there certain voters were not recorded in the polling lists and that there were lists with a surplus of voters. The representatives of OSCE pointed out that the limitation between the municipalities caused by the new territorial division of the country is the cause for such occurrences.

    Yesterday the representatives of OSCE, as it is reported by the Macedonian Radio, underlined the good cooperation among the representatives of the Macedonian government, the state electoral bodies and the political parties.

    At yesterday's press conference of the OSCE mission 66 international observers from 24 different countries on the electoral posts offered polling lists in which there were questions such as: Do you believe that the voting is regular? and How do you assess the presence of the authorized parties at the voting posts? On the first question according to the poll there were 504 positive answers, 22 negative and about 40 were undecided. According to the second question the conclusion drawn is the following: observers from the ruling parties were present at 520 electoral posts while at 533 posts there were observers from the opposition parties.

    [03] VMRO- DPMNE - SDSM IS NOT AN OFFICIAL SOURCE

    The republic electoral headquarters of VMRO-DPMNE at yesterday's announcement protested against the practice of particular media in giving information about the results of the local elections to give information exclusively from SDSM. Besides, charts are made on the basis of those untrue information and thus they create a psychological advantage of the SDSM as being the winning party.

    [04] DP - SDSM HAS LOST THE PRE-ELECTORAL DOMINANCE

    While awaiting the final results of the local elections it can be concluded that the opposition coalition VMRO-DPMNE, DP and MAAK-KP have won 10 mayor positions from which the Democrat Party has 2. Ten more mayor positions can be expected in the second round, stressed the spokesman of the Democrat Party, Jovan Manasievski, at yesterday's press conference and he also stressed that the results of the Council membership election are below the expectations of the party.

    According to Manasievski it is obvious even from the first round of elections that SDSM has lost the dominance pre- electoral dominance. Manasievski also assessed that SDSM is not capable and not interested in organizing correct elections which springs out from the fact that the current polling list created even grater confusion than before.

    Although a surplus of 10% voters was registered the elections also show that 10 to 15% voters were not registered. Due to this, as well as due to the irresponsible declarations of the Justice Minister, Vlado Popovski, of the type `the chaos is in their heads' and 'there is not even 1% of unregistered voters' the Democrat Party yesterday urged resignation of the Justice Minister. The spokesmen of DP also said that the State electoral Commission is a `phantom body' which should immediately be dismissed.

    The representatives of DP informed that the party asked for copies of the electoral lists and that there are already contacts made for a post-electoral selective merging with the Liberal Party and other opposition parties.

    [05] LJUPCHO NIKOLOVSKI - FUFO - THE VOTERS OF SKOPJE HAVE CHOSEN THE CITIZEN OPTION

    The independent candidate for mayor of Skopje, Ljupcho Nikolovski -Fufo, assessing his yesterday's winning in the first round of the electoral race (together with Risto Penov from the triple coalition) expressed his pleasure that the Skopje citizens have chosen the citizen option and the independent candidate against the powerful parties such as the SDSM and the triple coalition.

    He also declared that in the second round he will ask for the support of the citizens, and not of the parties indifferently from their national belonging.

    At yesterday's press conference, as it is reported by the media, Nikolovski made some comments on the electoral procedure which was more of a strategic character and did not largely influence the results. Nikolovski cited that the remarks on the part of his electoral staff are in relation to the fact that the citizens were not given enough time to vote, as well as the fact that some voters were not registered in the lists.

    [06] MACEDONIAN AMENDMENT FOR REGIONAL COLLABORATION

    The Committee for civil affairs of the North-Atlantic Assembly which is held in Paris has accepted the amendment of the Macedonian Parliament delegates referring the regional economic collaboration, this is reported by the Macedonian Television. As it is cited on the part of the Committee it is stressed that the suggestions will be taken into consideration because Macedonia is not against economic collaboration, but in the context the same collaboration should not be a condition for its admittance in the EU also with other European institutions and organizations.

    [07] MACEDONIA URGES FROM TURKEY 1.500 TRANSPORT PERMITS

    The Macedonian Ambassador in Turkey, Trajan Petrevski in Ankara yesterday had meetings with the Transport Minister of Turkey, Omer Barutchi, and with the Tourism Minister, Bahatim Judzel, reports the Macedonian Television. In the talks with the Transport Minister, the ambassador Petrovski has explained his urging for 1.500 transport permits for transporting goods from and for the third countries. As it is cited he has received the conviction that this will be decided in the shortest possible term. The Tourism Minister, Judzel, in the talks with the ambassador Petrevski has explained his interests in investing into tour objects in Macedonia through the private sector and in intensifying the tourist exchange.

    [08] PIERO FASINO - ITALY AND MACEDONIA HAVE ESTABLISHED EXCELLENT RELATIONS

    `Italy and Macedonia have already established excellent relations and every new meeting is an opportunity for fastening the bilateral relations', stated Piero Fasino, the vice-secretary in the Italian Ministry for Foreign Affairs, who today is expected to arrive in Macedonia.

    Fasino also stated that Italy gives a large contribution to the ratification of the document for economic collaboration between Macedonia and the EU, underlining that his country dives total support to Macedonia for her integration into all international forums and institutions.

    [09] THE GOVERNMENT FOR MACROECONOMICS POLICY OF MACEDONIA

    The Macedonian government at yesterday's assembly adopted the analyses for realization of the Macedonian macroeconomics policy for the current year and also assessed the global directions of the economic policy for the following year, as well as the draft of law for energetic.

    It was concluded that the economic activities are being realized in conditions of a long term macroeconomics balance and stability.

    The primary tasks of the macroeconomics policy and the policy for structural reforms will be directed towards creating conditions for starting the process of revitalization and modernization of the existing firms, and for a faster development of the small firms. In global directions emphasis are put on the increase of employment, control of the inflation, comparison of the structural reforms, increase of the production and providing social insurance for the population.

    As it is reported, the official announcement together with the bill for energetic establish the conditions and the way in which the activities will be carried out in the field of energetic, the protection of energetic objects and machines, protection of the living environment from any damaging influences which might be caused by the certain energetic objects. This law also includes the activities in the field of energetic which will work through a unique technological system and they will become a public interest. The law distinctly limits the authorities of the administrative bodies, the producers and users of the energy in all segments. The decisions of this law enables all interested subjects (firms as well as individuals from the country and abroad) to deal with energetic activities.

    Yesterday the Government, according to an official announcement, was informed about the autumnal sowing and the it turns out that it has been carried out on 156. 000 hectares of land which is 83% of the available agricultural lands.

    [10] A SCIENTIFIC CONGREGATION ON THE MARKET AND THE MANAGEMENT IN CONDITIONS OF TRANSITION

    `The market and the management in conditions of transition' was the subject of the scientific meeting which took place yesterday in Skopje and was organized by the Economic Institute and the `Fridrich Ebert' Foundation. In the dispute there was a presentation of 4 thematic fields: the market in the Republic of Macedonia in condition of transition and blockades, the marketing and the satisfaction of the consumers, the management with the humane resources on macro and micro level and the management with transfer of technology and making new places for employment. As it is reported by the A1 TV, most of the participants in the dispute assessed that in Macedonia only the goods market functions. It was stressed that the market for capital is in the process of formation, i.e. that due to the high prize of the capital and the large risk of investing the offer and demand are very little. On the labor market the offer is large while the demand is small.

    At the meeting the gray economy was also mentioned and there were recommendations for a faster completing of the economic system and elimination or incorporation of the gray economy into the legal streams.

    As far as the implementation of the marketing in Macedonia is concerned, it is assessed that the current development of the economy and the market relations does not present a real assumption for its acceptance. It is also suggested for Macedonia to develop its own policy fog technologic development which will cover the transfer of technology as well.

    [11] HAROLD DRAC FROM TORONTO IS A HONORARY PROFESSOR AT THE UNIVERSITY IN SKOPJE.

    Yesterday the professor MD Harold Drac from the University in Toronto has received the title of a honorary professor at the University `Ss. Cyrillus and Metodius' in Skopje, it is reported by `Dnevnik' Prof. Drac is a specialist in operational gynecology and he is the president of the World Urology Organization. He has been collaborating with Skopje's Clinic of gynecology since 1981 and he has largely contributed in awarding of scholarships and educating the Macedonian staff.
