  • [01] Senate has adopted draft law concerning local public finances

    On Wednesday the first day of extraordinary session Senate adopted draft law concerning local public finances which had been adopted before by Chamber of Deputies. Present normative document intends to assure development of part played by local public administration authorities, allocation of some money from state budget incomes which are expected to contribute to increase of finance capacity of some local projects, development of decision autonomy for doing contracts of loans for a medium and long term for different investments.     [02] Commission of foreign politics of Senate has heard Minister Andrei Plesu

    Commission of foreign politics of Senate has heard head of Romanian diplomacy Andrei Plesu in connection with possibilities through which Romania can involve herself in a peaceful solving of conflict from Kosovo. Andrei Plesu has declared during hearing Romania makes efforts near NATO, Contact Group and international public opinion for a peaceful solving of conflict. But if finally situation reaches at a limit and a radical solution is to be applied and if countries belonging to partnership near Romania are to be invited to take part into such a solution we will analyse concrete ways of involving our country into that. "This is official position of MAE (Foreign Affairs Ministry) and any other position does not engage Romanian diplomacy" Plesu has also specified. Concerning new anti- American attempt from South Africa head of diplomacy has declared "this demonstrates we are not in front of some accidents but in front of a system which unfortunately can bear chain reactions". Andrei Plesu has specified Romania is worry and blames all terrorist acts and that she understands perfectly USA reaction. RADOR, August 27

    [03] Discussions at Victoria Palace concerning reform of public administration

    On Wednesday at Victoria Palace took place a meeting of inter-ministerial group for reform of local public administration. Minister of Reform Ioan Muresan has presented some conclusions of meeting: "Materials about the matter drove to conclusion we have to present only one draft law concerning organizing of Government and ministries a draft law structured on two titles. Politic problems will be discussed in government meeting tomorrow. After this meeting text is to be re-made and presented again to inter- ministerial group for reform of public administration on Wednesday September 2 at 11:00 a.m. hours". RADOR, August 27

    [04] Minister of Health does not accept diminishing of budget in his field

    Minister of Health Hajdu Gabor considers that diminishing of budget for this field witn 10% as Ministry of Finance has proposed would drivr to some painful sacrifices. "I can not accept this diminishing taking into account fact that in our field sums of money mean human lives, state of health and salaries which are already modest enough" Minister Hajdu Gabor has affirmed.     [05] MApN has introduced again position of general secretary of ministry

    At MApN (National Defence Ministry) took place ceremony of presentation of general secretary of this institution in front of effectives. He is Adrian Ratiu who will be on work since September 1. Minister of Defence Victor Babiuc has explained this position was in ministry since the beginning of the century till 1949 being now introduced again for the first time. RADOR, August 27

    [06] Ministry of privatization postpones dismissings till drawing up of a ferm plan of re-organization - Premier Radu Vasile declares

    An information received from Government mentions Prime-Minister has affirmed Minisrtry of Privatization would postpone dismissings till drawing up of a ferm programme of re-organization. In his Tuesday meeting with a delegation of Free Union of Navigators from Trade Maritime Fleet Constantsa it was discussed about dismissing of staff, privatization of commercial societies with capital in majority of state and taxation of food for sailors who are on board of ships in Romanian harbours. RADOR, August 27

    [07] Protest meeting of energeticians from Constantsa

    About 500 energeticians protested on Wednesday in front of Regional Administration Constantsa. There were asked resignation of trade and industries minister and change of government. Trade-unions sustain energetic domain has to be organized in a national society of electricity with integrated activities, production and electric networks, society's leadership to be assured by a council of administration in which to be equal as weight representatives of government, consumers and employees.     [08] Miners have decided postponing general strike

    Guiding Board of National Confederative Central Office of Mining Trade- Unions from Romania announces in a statement on Wednesday it was decided launching of general strike to be postponed as well as planned demonstrations till a date which is to be announced by Guiding Board after a while.     [09] Minister of Economy and Reform from Republic of Moldova has just arrived at Bucharest

    Vice-premier and Minister of Economy and Reform from Republic of Moldova Ion Sturza arrived on Wednesday morning in an official three day visit to Romania invited by Romanian Foreign Affairs Minister Andrei Plesu. In a statement guest has expressed his joy since his appointment the first official visit out of Republic of Moldova he pays to Romania. Vice-premier of Republic of Moldova has planned for Thursday morning meetings with Romanian Foreign Affairs Minister Andrei Plesu and other members of government. Ion Sturza will have a dialogue with Romanian authorities concerning process of reform and he will study possibility of co-operation with our country in situation of financial crisis from Moscow which has also affected Republic of Moldova. Ion Sturza has specified this dialogue would permit preparing of meeting of Inter-ministerial Joint Commission from Kishinow in October. Vice-premier and Minister of Economy and Reform Ion Sturza has specified Republic of Moldova hopes a new dinamism of relations with Romania coming with concrete proposals in fields like transports and their infrastructure, investment privatization a.s.o. At the same time at Bucharest will be done an exchange of opinions concerning processes of reforms, privatization, co-operation with international financial bodies thing which is to stimulate activity of commissions in different branches.     [10] Visit to Czech Republic of a Romanian military delegation

    A military delegation led by chief of General Staff of Air Forces and Anti- aircraft Defence general of fleet Gheorghe Bucsa pays a visit to Czech Republic. Visit's programme includes discussions with chief of air forces of Czech Army concerning organization of General Staff and reform fields, way of solving inter-operational action with NATO structures and visiting an air base. RADOR, August 27

    [11] Prime-Minister Vasile to back the correction of the budget propsed by Daniel Daianu

    Prime-Minister Radu Vasile said he backed the variant for the correction of the budget proposed by the Finance Minister Daniel Daianu. While at Cheile Dambovicioarei to attend training of the anti-terrorist teams of the Guard and Protection Service (SPP) the Prime-Minister said that he wouldn't accept any increase of the taxes this year or next year. He said that there were several activitites for hich they do not charge the VAT but they stil can bring some money to the budget. The Health and Agriculture ministries should severely reorganize their activity. About the budget of the Army Mr. Vasile said that from now until 2005 the budget must not be reduced but that it has "to increase if we want to be considered for the NATO admission". Mr. Vasile said that starting next year the Romanian economy would grow by 1-2% that would allow increasing the Army budget. RADOR, August 27

    [12] Cooperation agreement between the Romanian Government and the Northern Investment Bank

    The Romanian Government and the Northern Investment Bank signed on Wednesday at the Finance Ministry an agreement on financial cooperation agreement. The Romanian part was represented by the Finance Minister Daniel Daianu and the Northern Investment Bank by the vice-Presidents Arvin Deenstardt Senior and Niels Liensterd. The Northern Investment Bank is interested the energy field in Romanian, transports, communications, environment protection, and industry. The Bank has initiated three projects in Romania with MOBILROM, MOBIFON and RENEL. The credits from the Northern Bank are due to be granted for the public sector and for the private one too. They are due to finance some 50% of the total costs of a project and the loans are given for a term of 10-20 years with a good interest rate. RADOR, August 27
