[02] Deputies ended debates about articles in Ordinance amending Education Law

At their meeting on Tuesday, the Romanian deputies have ended debates about articles in the Ordinance amending and completing the Education Law. The version of the special commission in the House of Deputies and the version of the special commission in the Senate concerning the minority language teaching university were both rejected and, consequently, the ordinance makes no reference to the matter. The mediation commission appointed to solve differences between the Lower and the Upper House in parliament over the matter is expected to seek new solutions to the problem. The deputies representing the Opposition left the room in protest against the agreement the governing coalition reached on the ordinance at a meeting on Monday. RADOR

[03] Nominations for the BNR Administration Council

The governing coalition officials have ended on Tuesday the debates about nominations for the Administration Council of Romania's National Bank (BNR). The president of the ruling Christian Democrat National Peasant Party (PNTCD), Ion Diaconescu, said after the meeting that the nominations included financial experts and his party had no special proposal to make. The nominations submitted to the House of Deputies for approval include Mugur Isarescu as BNR governor, Ioan Ghizari as first deputy governor, Cristian Popa and Gheorghe Manolescu as deputy governors and Constantin Ionete, Silviu Cerna, Ernest Nagy, Nicolae Dardan and Nicusor Nuiu as counsillors. [04] The proclamation of PNL's identity should not bother anybody, Valeriu Stoica says

The first vicepresident of the National Liberal Party (PNL), Valeriu Stoica, was surprised by the reaction of the PNTCD to recent declarations made by the PNL National Council. Valeriu Stoica claims that the meeting of the PNL leadership reaffirmed the party's identity on Romania's political stage. He believes the move complies with the protocol of the Democratic Convention in Romania (CDR) stipulating that each member party may preserve its own doctrine. Mr Stoica said "the proclamation of the PNL's identity should not bother anybody as we did not bother when the PNTCD did the same thing". RADOR

[05] PDSR's fierce criticism against Romania's governing coalition

The leadership of the opposition Party of Social Democracy in Romania (PDSR) believes that the priorities of the governing coalition did not include any of Romania's priorities - development, welfare, jobs, social justice, education, health and defence - in the last two years since the ruling coalition came to power. PDSR leader Ion Iliescu told a press conference on Tuesday that the speeches about the reform actually hid the "restitutio in integrum" principles and the underground fight to gain control over the trasfer of state property to the private sector. On November 18, the PDSR is to submit a new motion against the offence the government gave to the country's Constitution and legislation. Referring to negotiations over the new BNR managing board, Mr Iliescu said that, according to law, the BNR was under parliamentary control and the bank's leadership should include all political trends. He said the coalition was seeking to conquer every state institution and gain control over the privatisation process. RADOR

Thousands of trade unionists in Timisoara and the county of Timis have gathered in the town on the Bega Channel on Tuesday in protest against the deteriorating standards of working and living and against the way the reform was achieved. Participants shouted slogans against the government and the presidency. After the meeting, the protesters marched to the Prefecture Building where they submitted to the administration officials the protest declaration they adopted. The participants in the rally in Timisoara included trade union delegations representing the counties of Timis, Arad, Caras-Severin and Hunedoara as well as trade union leaders representing the Cartel Alfa, CNSRL Fratia and BNS trade union confederations.
