  • [01] Government Ordinance on auditing approved by Senate

    The Romanian Senate has adopted on Tuesday the draft law approving the Government Ordinance 70/1997 on auditing. The document is unifying the legislation in the field on both the right of the fiscal adminitration to control the way the contributors answer their fiscal duties according to law and some procedural aspects in auditing operations. The debates in the Senate also focused on the draft law amending and completing the Law 31/1996 on state monopoly and the draft law on local public administration and the genMral status of local autonomy.     [02] The House of Deputies has approved the lifting of deputy Gabriel Bivolaru's immunity;

    Following the request of Justice Minister Valeriu Stoica, with 242 votes for and 50 against, the House of Deputies has approved the lifting of deputy Gabriel Bivolaru's immunity. Gabriel Bivolaru, a deputy representing the Party of Social Democracy in Romania (PDSR) is suspected of financial mismanegement, tax evasion, forgery and forgery abuse and, following the vote in the House, he now may face detention and search and then he may appear in court. According to Art. 110, paragraph 2 in House regulations, at least two thirds of the votes are needed to lift the immunity of a deputy. At its session on Tuesday, the deputies have also adopted the first 15 articles in the draft law on pensions. RADOR

    [03] Senator Viorel Catarama on PNR's priorities

    At a press conference on Tuesday, senator Viorel Catarama has reiterated the Romanian National Party's main pMiorities. The PNR priorities include lower fiscality, taxes and VAT and agriculture subsidies. The senator, who became the new acting president of the PNR recently, warned that, as long as the standard of living was low, Romania's chances of joining the EU were poor. The PNR called on the government to keep the promises it made during the election campaign, increase its efforts and deal with the problems the Romanians in Transylvania were facing. RADOR

    [04] End of an international conference on "Five Years of Partnership for Peace"

    An international conference on "Five Years of Partnership for Peace" has ended at the Parliament Palace on Tuesday. Participants included NATO officials, MPs and experts of the Euro-Atlantic Partnership Council member states. Closing speeches were made by Ioan Mircea Plangu, state secretary with Romania's Ministry of National Defence (MApN) and Richard Kirby, the head of the NATO Department for Political Affairs. Among other things, he said that all Marticipants seemed to be aware about the current security risks and challenges. According to the NATO official, preventing conflicts was far better and cheaper than administrating them and the Partnership for Peace played a special part in the security strategy promoting military co- operation. If one cannot divide the security as a whole then resposabilities cannot be divided either, Mr Kirby pointed out. State secretary Ioan Mircea Plangu said Romania expected the NATO Washington summit to answer more clearly the country's wish to join the Alliance and adopt concrete measures designed to increase the PfP's efficiency.     [05] Chase Manhattan Bank delegation met Prime Minister Radu Vasile

    Romanian Prime Minister Radu Vasile met a Chase Manhattan Bank delegation including director general Miray Muminoglu and Sorin Adrian Anghel, the deputy director general of the bank's Bucharest branch. Miray Muminoglu said the bank's decision to transfer its operations to the National Bank of MGreece was part of the new strategy the CMB adopted after its merger with the Chemical Bank. Chase Manhattan was to provide further services for its Romanian clients through its brnach in London. On the other hand, Mr Muminoglu has mentioned that the bank was deeply involved in the activities of some big companies working in Romania. According to a fax issued by the Romanian Government, Mr Muminoglu said the bank was interested in getting further involved in Romania's privatisation process. RADOR
